AbstractA key feature of federal systems is the representation of subnational units by "territorial representatives" in policymaking at the federal level. How do such arrangements influence the linkage between public opinion and policy outputs? I argue that policymaking under territorial representation should be systematically skewed toward opinion in those states where citizens care about a policy issue and have a uniform view on it. This claim is tested using a novel data set of policy change in the European Union (EU), covering 211 policy issues and 6,506 observations of opinion–policy dyads. Results show that measures weighting opinion across member states by how much national citizens care about an issue are better predictors of policy change than EU‐wide mean opinion. Moreover, congruence between state‐level opinion and EU‐level policy becomes more likely, the more salient and clear‐cut opinion in a member state is. These findings refine our understanding of the opinion–policy linkage under territorial representation.

"Dieses Papier nimmt einen Standpunkt zur kontroversen Angelegenheit der transnationalen regionalen Kooperation (TRK) in Eurasien ein, indem es die Kooperation zwischen Europa und den Regionen Russlands analysiert. Durch die Förderung eines für die transnationale regionale Kooperation günstigen Regimes werden beide Seiten effektiver im Umgang mit gemeinsamen Problemen wie etwa der beidseitigen Sicherheit, der politischen, wirtschaftlichen oder Umwelt-Probleme, der illegalen Immigration, des Drogen- und Menschenhandels etc. Was ist notwendig für die erfolgreiche Entwicklung der TRK im eurasischen Kontext? Welche Faktoren haben entscheidenden Einfluss auf die Entwicklung regionaler Kooperation, sei es der weiteren 'Einbindung' oder der 'Ausschließung' der Regionen von der Kooperation mit den europäischen Nachbarn ist? Ist es die geopolitische Lage der Regionen, die die regionale Kooperation erleichtert, oder gibt es andere Faktoren, die den Erfolg dieses Prozesses beeinflussen? Wie vermögen rechtliche oder administrative Instrumente zentraler Regierungen diesen Prozess zu erleichtern oder zu verkomplizieren? Um diese Fragen beantworten zu können, versucht die Studie die Theorien der Integration, Europäisierung und des Regionalismus zu rekonzeptualisieren. Dann werden die Rolle der Ethnizität, ökonomischen Entwicklung und geopolitische Faktoren in der Einrichtung und Entwicklung transnationaler regionaler Kooperation angesprochen. Es wird auch die Bedeutung nationaler 'Politik-Faktoren' (Reformen in den Bundesregierungen) in der Entwicklung der TRK untersucht." (Autorenreferat)
