Tämän väitöskirjatutkimuksen keskiössä on valtion ja valtiollisen koulutusjärjestelmän puitteissa harjoitetun kansalaiskasvatuksen keskinäinen suhde murroskautena 1980-2000. 1980-luvun puolivälistä alkaen sekä Venäjällä että Suomessa on koettu merkittäviä valtioon ja kansakuntaan vaikuttaneita yhteiskunnallisia mullistuksia. Neuvostoliiton romahdettua Venäjä on pyrkinyt löytämään uusia tapoja kansallisen yhtenäisyyden ylläpitämiseksi, valtiovallan uudelleen rakentamiseksi ja maan kansainvälisen aseman parantamiseksi. Suomessa puolestaan Euroopan yhdentyminen ja lisääntyvä maahanmuutto ovat asettaneet muutospaineita kansalaisuudelle ja kansalliselle identiteetille. Tästä kontekstista käsin väitöskirjassa kysytään miten peruskoulussa harjoitetun kansalaiskasvatuksen tavoitteet ja sisällöt ovat muuttuneet vastaamaan 1990- ja 2000-lukujen sisä- ja ulkopoliittisia muutoksia. Tutkimuksen tutkimusaineiston muodostavat venäläiset ja suomalaiset koulutuspoliittiset asiakirjat sekä kahden kansainvälisen järjestön - Euroopan Neuvoston ja YK:n kasvatus-, tiede- ja kulttuurijärjestön (UNESCO) - viralliset dokumentit. Historiallisista ja yhteiskuntapoliittisista eroistaan huolimatta sekä Suomi että Venäjä antavat edelleen suuren arvon kansalaisuudelle ja kansalliselle identiteetille. Venäjä on 1990-luvun lopulta lähtien lujittanut kansalaisuuden ja kansallisuuden suhdetta. Valtiovalta korostaa kansalaisten uskollisuutta Venäjän valtiota kohtaan ja alleviivaa tätä kautta keskeistä asemaansa kansalaiskasvatuksen koulutuspolitiikan määrittämisessä. Isänmaallisuuskasvatuksen ohjelmat ovat 2000-luvun alusta lähtien korostaneet alistumista aktiivisen osallistumisen sekä konsensusta mielipiteiden monimuotoisuuden sijaan. Yksilöllisen identiteetin asemasta etusija annetaan kollektiiviselle identiteetille. Suomi on sen sijaan alkanut purkaa valtion ja kansakunnan vahvaa historiallista sidettä ja painottaa yhä selkeämmin kansallisen identiteetin kulttuurista ulottuvuutta. Tämä kulttuurinen käännös on tullut väistämättömäksi Suomen pyrkiessä säilyttämään kansallisen identiteettinsä ja legitimiteettinsä globalisoituvassa maailmassa. Kansalaisuuden ja kansallisuuden vahvan yhteyden purkaminen avaa mahdollisuuden yhdistää uudella tavalla käsitykset kansalaisuudesta ja kansallisesta identiteetistä. Toisaalta tässäkin mallissa kansallinen taso nähdään ytimenä ja muiden tasojen lähtökohtana. ; This doctoral dissertation studies citizenship education policies in Finland and Russia in relation to the supranational citizenship education rhetoric shaped by two large intergovernmental organizations, the Council of Europe (COE) and the United Nations Educational, Scientific and Cultural Organisation (UNESCO). The research pursues two broad research aims. First, to understand the supranational agenda of citizenship education, and second, to analyse citizenship education policies in Russia and Finland since the mid 1980s up to 2007, and to compare them to the supranational agenda of citizenship education. The dissertation is concerned with the macro level and thus the research data comprises policy documents issued by the Russian and Finnish state authorities, and the two intergovernmental organisations. The analysis of policy content draws on the rhetorical and policy-as-discourse approaches in order to elucidate the objectives of citizenship education, as well as the arguments employed to justify the proposed objectives throughout the studied period. Individualising comparison enhances the interpretative task of the dissertation, as it increases the visibility of one national context by contrasting it with another, and therefore helps to find adequate explanations to particular policy outcomes. In selecting Russia and Finland as the two national case studies, the dissertation concentrates on countries embedded in different state models and citizenship traditions. The main motivation behind the selection of the COE and UNESCO is to acknowledge and analyse the rising supranational educational governance, which increasingly provides models for and restrictions on actions and policies at national level. The study is particularly interested in the relationship between the state and citizenship education in public schooling at the time of state (re)formation and nation (re)building. Citizenship education is perceived as a means to legitimise and maintain state power unsettled in periods of political changes. Equally, citizenship education offers a prism through which to examine larger processes in a given society, in particular, changes in the relationship between the state, citizenship and nationality, and possible modifications in the meanings of these essential socio-political categories. For the national cases examined in the dissertation the period since the second half of the 1980s has been rich in political changes related to, and leaving their mark on, the state and the nation. Whereas since the collapse of the Soviet regime Russia has striven to find ways to regenerate national cohesion, rebuild statehood and reconsolidate its status in the international arena, Finland has attempted to adjust its national identity and citizenship to European integration and increasing immigration. The analysis of the COE and UNESCO reveals that there is no one modality of citizenship education embraced by the examined supranational actors. On one hand, in clear contrast to the traditional model of citizenship education, they advocate proactive political participation, critical scrutiny of state institutions and action against the state on the basis of universal human rights. They also promote diversity and perceive citizenship as a multilayered concept extending to the local, national, regional and global levels. Instead of linking rights and duties to membership in a territorially demarcated polity of the nation-state, the COE and UNESCO often advocate the notion of human rights and link rights and duties to the global humanity. In this manner, supranational organisations decouple citizenship from nationality and, by doing so, advance the postnationalisation of citizenship. On the other hand, the intergovernmental character of the organisations and their origin embedded in the consolidation of the nation-state system lead to inconsistencies in the agenda and somewhat surprising repetition of the traditional citizenship rhetoric, for instance, in linking society narrowly to the territorially demarcated nation-state. The supranational agenda also continues to emphasise the key role of national governments in implementing citizenship education and therefore still posits the nation-state as a central player in education policy and practice. The Russian case exemplified convergence with the post-national supranational citizenship education rhetoric only during the first half of the 1990s when the new country leaders did not pay serious attention to regenerating national cohesion and building an all-embracing national identity. In this period, preference was given to the de-legitimation of the Soviet type of political education, and slightly later to the development of citizenship education policies stressing citizens´ rights, knowledge of the legislation and lawful conduct for the purpose of building a constitutional state. In terms of national identity, the authorities advocated a vague category of universal human values and encouraged the re-consolidation of sub-state national identities. Toward the end of the 1990s, the contents of citizenship education policies shifted radically. The state has re-emphasised its leading role in defining citizenship education policies with the main objective to craft citizens´ loyalty to the Russian state. The programmes of patriotic education, which appeared in the beginning of the 2000s, prioritise subordination over active participation, consensus over pluralism, duties over rights and collective identity over an individual one. Compared to the mid 1980s, when citizenship education in Finland was premised on the idea that the vitality of the Finnish nation is invariably linked to the sovereignty of the Finnish state, the latest curricula documents stress national culture as the prime source of national integrity. In its return to a predominantly cultural understanding of the nation, Finland exemplifies the debundling of the state and the nation, and nationality and citizenship. The transformation into a Kulturnation is a necessary step to secure Finland´s national being in a globalising world, which transforms and weakens state sovereignty, without putting the legitimacy of the Finnish nation into question. The decoupling of nationality and citizenship opens up the possibility for a multilayered conceptualisation of both citizenship and nationhood. However, the national still constitutes the core, with the sub- and supranational layers as additional ingredients of the emerging citizenship recipe. Despite major differences in their historical and current socio-political contexts, Russia and Finland continue to attach strong value to national identity and national citizenship. However, whereas Russia, since the late 1990s, has moved in the direction of state nationalism and a closer bond between the nation and the state, which preclude any possibility for a multilayered conception of citizenship, Finland has forsaken a previously strong link between the state and the nation and seems to be strengthening its cultural identity in peaceful alliance with Europeanness.
Thesis is devoted to scientific and theoretical explanation of the City Council functioning as an institution of local democracy in Ukraine. It is defined that in political foreign science, investigation of democracy institutions on the local level has its own tradition. In Ukrainian political science, there are two ways of the City Council investigation as an institution of local democracy. The first group of Ukrainian scientists carries out scientific researches devoted to the problems of the City Council institutional development. Another group of scientists discloses outlined problems due to the regional research. Researchers' attention is paid on subjects of political process in regions. But the problem of lack amount of applied research, particularly devoted to the analysis of political practice in the interaction between the City Council and community, still exists. On the basis of analysis, generalization and systematization of scientific resources, the state of scientific research on the problem of local democracy institutions in Ukrainian literature, is highlighted. Basic methodology approaches of modern political science to the understanding of the City Council as an institution of local democracy are defined.It is proved that the research of methodological principles of the City Council as an institution of local democracy study requires a combination of several aspects. It is important to take into consideration that the City Council operates on the lowest territorial authorities' level. Its main characteristics are autonomous authority formation from another administrative units and combination of representative direct forms of democracy and citizen participation in political process. The City Council is not only a form of state decentralization, but also a mechanism of social and political regime. As a result of interaction evolution between the City Council and community, institutions of local democracy which legalize their activity on certain territories and have a certain level of trust in society are established. The principles of subsidiary as a factor of system transformation of local selfgovernment in Ukraine. It is important to use the principal of subsidiary during the interaction between the City Council and community. It is found out that the mechanism of solving important problems on the level of their occurrence is necessary for democratization of Ukrainian political process. Special attention is paid on political and legal regulation of community participation in the process of local democracy through the prism of public authority functioning. It is proved that Ukraine has a powerful legislative framework for local democracy institutions functioning. It is found out that there are enough legislative basis for local democracy institutions functioning, but the problem of lack amount of mechanisms to regulate community participation in the processes of local democracy exists. Regulatory and legal framework in Ukraine defines basic powers of the City Council and its executive bodies in the sphere of its regulation. It doesn't usually establish the procedure of these powers realization. That is why, procedural norms should be prescribed in the City Council's legal documents (statutes, regulations) and their compliance will provide political and legal basis for interaction between the City Council and community.It is proved that the essence of reformation in the legal field depends on the City Councils empowerment concerning solving their vital problems, increasing their economic independence, optimizing the distribution of powers between local authorities and the City Councils and as a result ensuring required quantity and quality of social and administrative services for Ukrainian citizens.It is stressed on the fact that democracy and society take their beginning from community and the City Council is an important element of local democracy and society. At the same time, community is a solid foundation of society development. The City Council should meet community interests and needs. It is necessary in the case of spheres and competences division between state authority and the City Council on the principles of subsidiarity and political responsibility. It is found out that community performs protection, management, coordination and regulation functions on certain territories. Community can be defined as a certain community which is united within one territory in order to solve common political, economic, social and religious problems. It is explained that political management in the community should be realized concerning local population interests, development and territory conversation on the basis of efficient use of community resources. It is mentioned that the City Council needs certain bodies of community self-organization to diagnose community problems, attract additional resources for solving social problems and advocate community interests before state government. The attention is focused on the functions of community self-organization bodies: satisfying social interests and needs, informing authorities of their problems and needs, realization of public control over the City Council activities, assistance in solving common community problems.It is stressed that community self-organization bodies are a part of civil society and a system of local self-government that mobilize residents to solve their home, street, square and region problems. Bodies of community selforganization can be financed from the local budget and use their resources on their purposes within law determined by the City Council and accepted solution of community general meetings' members. The peculiarities of public control in the City Councils are shown. It is mentioned that public control is becoming an important factor in the process of decision making on the local level. Public control has its own characteristics. Control itself is realized by community (organized, unorganized) and in the process of its realization, community controls authority's implementation of its social obligations. It is observed a tendency of communication activation between the City Council and community through the system of electronic petitions. The problem of trust between subjects of local democracy realization (state and community) is very topical when we talk not only about using funds, but openness and responsibility for decision implementation as well. The efficiency of public control should take into account two levels of evaluation. The first level concerns public opinion. The second one – processing of local decisions among experts. To solve the most topical problems of local community life, we should understand how these main forms of local democracy as local initiatives, general meetings, local referendums, public hearings and activities of community self-organization bodies were used. It is mentioned that an important part of the City Council democracy understanding in Ukraine is the index of publicity. Measuring this index, we can understand how open political decision making on the local level is and what involvement of local policy subjects in this process is.It is mentioned that the index of publicity contains an integrated system of indicators which give a possibility on the regularly basis to evaluate and compare the quality of bodies and local officials' governance in the context of their activity. Defining the index of the City Council publicity, it is important to take into account such criteria as: the existence of community statute and the City Council regulations; the existence and analysis of local initiatives; public hearings and public expertise; mayors and the City Council deputies reports; general meetings of citizens; electronic petitions; public consultations. These criteria give a possibility to define the level of the City Council publicity in Ukraine. In order to increase the level of community social involvement, the state has to become an active participant in common projects devoting to partnership development among public organizations, bodies of local self-governing and community in the sphere of services provision. To implement community initiatives, it is necessary to monitor the compliance with the community rights law on realization of direct democracy mechanisms.It is stressed on the fact that internal and external factors influence on the realization of community initiatives on the City Council level. The first group of factors contains objective conditions, such as: peculiarities of political regime transformation; social and economic state development; specifics of state policy implementation and powers division between the center and regions; state of legal and regulatory functioning framework of such organizations. Among internal factors, subjective conditions can be distinguished: level of local institutional development of local democracy institutions; presence of real leaders in this organizations; existence of necessary resources (political, economic, social, demographic etc.) for policy implementation. ; В диссертации осуществлено научно-теоретическое обоснование функционирования городского совета, как института локальной демократии в Украине. На основе анализа, обобщения и систематизации научных источников отражено состояние научной разработки проблемы институтов локальной демократии в отечественной литературе, раскрыты основные методологические подходы современной политической науки к пониманию городского совета как института локальной демократии. Проанализирован принцип субсидиарности как фактор трансформации системы местного самоуправления в Украине. Особое внимание уделено политико-правовому регулированию участия общественности в процессах локальной демократии через призму функционирования публичной власти.Раскрыты особенности общественного контроля в городских советах. Доказано, что общественный контроль имеет свои особенности: во-первых, сам контроль осуществляется общественностью (организованной или неорганизованной). Во-вторых, в процессе осуществления контроля именно общественность контролирует выполнение обязательств власти перед территориальной громадой.Определены проблемы правового обеспечения взаимодействия городского совета и общества. Исследовано развитие институциональной структуры органов самоорганизации населения. Акцентировано внимание на том, что реализация общественных инициатив требует создания необходимых условий для участия общественности, прежде всего, в развитии собственного города и решении местных проблем.Охарактеризованы критерии демократизации и индекс публичности городских советов в Украине. Определено, что, только привлекая институты локальной демократии и интегрировав их в механизмы принятия и реализации политических решений, можно достичь успехов и перейти к европейским стандартам в реализации локальной политики. ; У дисертації здійснено науково-теоретичне обґрунтування функціонування міської ради як інституту локальної демократії в Україні. Встановлено, що в зарубіжній політичній науці дослідження інститутів демократії на місцевому рівні має сталу традицію. У вітчизняній політичній науці спостерігається два напрями дослідження міської ради як інституту локальної демократії. Перша група українських дослідників здійснює наукові пошуки щодо проблем інституційного розвитку міської ради. Інша група науковців розкриває окреслену проблематику через регіональні дослідження. Особливу увагу дослідників зосереджено на суб'єктах політичного процесу в регіонах, натомість бракує робіт прикладного характеру, зокрема присвячених аналізу політичної практики взаємодії міських рад із громадою.На основі аналізу, узагальнення й систематизації наукових джерел висвітлено стан наукової розробки проблеми інститутів локальної демократії у вітчизняній літературі, розкрито основні методологічні підходи сучасної політичної науки до розуміння міської ради як інституту локальної демократії. Обґрунтовано, що дослідження методологічних засад вивчення міської ради як інституту локальної демократії потребує поєднання декількох аспектів. Варто враховувати, що міська рада функціонує на найнижчому територіальному рівні влади, характерними ознаками якої є автономність формування влади від інших адміністративних одиниць, поєднання представницької та безпосередньої форм демократії та участь громадян у політичному процесі. Розглянуто, роль міської ради у процесах децентралiзацiї держави, тобто передачі повноважень на місцевий рівень. Унаслідок еволюції взаємодії міської ради й територіальної громади створюються інститути локальної демократії, які легалізують свою діяльність на окремих територіях і мають певний рівень довіри в суспільстві. Проаналізовано принцип субсидіарності як фактору трансформації системи місцевого самоврядування в Україні. Важливо, щоб під час взаємодії міської ради й територіальної громади використовувався принцип субсидіарності. З'ясовано, що перенесення механізму розв'язання важливих проблем на рівень їхнього виникнення необхідне для демократизації українського політичного процесу. Особливу увагу приділено політико-правовому регулюванню участі громади у процесах локальної демократії через призму функціонування публічної влади. Обґрунтовано, що в Україні створена потужна законодавча база для функціонування інститутів локальної демократії. З'ясовано, що в Україні існує достатньо законодавчих засад для функціонування інститутів локальної демократії, однак бракує механізмів регулювання участі громади у процесах місцевої демократії. Нормативно-правова база в Україні визначає базові повноваження міської ради та її виконавчих органів у сфері свого регулювання, але зазвичай не встановлює процедури реалізації цих повноважень. Саме тому в правових документах міської ради (статутах, регламентах) мають бути прописані процедурні норми, дотримання яких буде надавати політико-правові підстави для взаємодії міської ради і громади.Доведено, що сутність реформування в правовій сфері має полягати в розширенні прав міських рад щодо вирішення питань своєї життєдіяльності, збільшенні їхньої економічної самостійності, оптимізації розподілу повноважень між місцевими органами державної влади й міськими радами і, як результат, забезпеченні громадян України необхідною кількістю і якістю соціальних та адміністративних послуг.Наголошено, що демократія й громадянське суспільство починаються з територіальної громади, а міська рада – важливий елемент як локальної демократії, так і громадянського суспільства. При цьому міцним фундаментом становлення і функціонування громадянського суспільства є громада. Міська рада має виражати волю та задовольняти інтереси населення певної територіальної громади. Це можливо за умови розподілу сфер і компетенцій між державною владою та міською радою на принципах субсидіарності й політичної відповідальності. З'ясовано, що громада виконує функції захисту, управління, координації й регулювання на певній території. Громаду можна визначити як певну спiльноту, що об'єднується на основi териториторіального показника чи для розв'язання спiльних проблем полiтичного, економічного, соціального, релiгійного та іншого характеру. Обґрунтовано, що політичне управління в громаді має здійснюватися в інтересах місцевого населення, розвитку та збереження території на основі ефективного використання ресурсів громади.Зауважено, що для міської ради органи самоорганізації населення потрібні для того, щоб діагностувати те, що найбільше хвилює населення, залучати додаткові ресурси для розв'язання соціальних проблем, захищати інтереси громади перед державною владою та політичною кон'юнктурою. Акцентовано увагу на функціях, які здійснюють органи самоорганізації населення, а саме: задоволення суспільного інтересу та потреб жителів; донесення до влади своїх проблем і потреб та спроба їх вирішення; здійснення громадського контролю за діяльністю міської ради; допомога в розв'язанні спільних проблем за місцем проживання. Наголошено, що органи самоорганізації населення – це одночасно складова частина громадянського суспільства й системи місцевого самоврядування, що мобілізує мешканців на розв'язання проблем свого будинку, вулиці, кварталу, району на виконання делегованих міською радою повноважень. Органи самоорганізації населення можуть отримувати фінансування з місцевого бюджету та використовувати свої ресурси на цілі й в межах, визначених законом, місцевою радою та рішенням загальних зборів членів територіальної громади за місцем проживання. Розкрито особливості громадського контролю в міських радах. Зауважено, що громадський контроль стає важливим складником у процесі прийняття управлінських рішень на місцевому рівні. Громадський контроль має свої особливості, зокрема сам контроль здійснюється громадськістю (організованою чи неорганізованою), і що у процесі здійснення контролю саме громадськість контролює виконання владою її соціальних обов'язків перед громадою. В Україні спостерігається тенденція активізації зв'язку між міською радою та громадянами через систему електронних петицій.Обґрунтовано, що проблема довіри між суб'єктами реалізації місцевої політики (владою та громадою) є дуже актуальним, особливо коли йдеться, з одного боку, про використання коштів, а з іншого – про відкритість та відповідальність за впровадження рішень. Ефективність громадського контролю, має враховувати два рівні оцінок. Перший рівень – це врахування громадської думки. Другий рівень – опрацювання місцевих рішень в експертному середовищі. Для розв'язання актуальних проблем життя місцевої громади варто зрозуміти, як використовувалися такі основні форми локальної демократії, як місцеві ініціативи, загальні збори, місцеві референдуми, громадські слухання та діяльність органів самоорганізації населення. Зауважено, що важливою складовою частиною розуміння демократичності міських рад в Україні є індекс публічності. Через вимірювання індексу публічності міських рад можна зрозуміти, наскільки прозоро приймаються політичні рішення в локальних територіальних громадах і якою є участь у цьому процесі суб'єктів місцевої політики.Зазначено, що індекс публічності містить цілісну систему індикаторів, які дають змогу на регулярній основі оцінювати й порівнювати якість управління у міських радах та аналізувати роботу посадових осіб місцевого самоврядування в розрізі їхньої діяльності. При визначенні індексу публічності міських рад важливо враховувати такі критерії, як: наявність статуту територіальної громади й регламентів міських рад; існування та аналіз місцевих ініціатив; проведення громадських слухань та громадської експертизи; звітування міських голів та депутатів міських рад; загальні збори громадян за місцем проживання; електронні петиції; консультації з громадськістю. Ці критерії дають змогу визначити рівень публічності міських рад в Україні. Зазначено, що для підвищення рівня соціальної мобілізації місцевих громад держава має стати активним учасником у спільних проектах із розвитку партнерства між громадськими організаціями, органами місцевого самоврядування і громадою у сфері надання послуг. Для реалізації громадських ініціатив потрібно здійснювати моніторинг додержання законодавства з питань забезпечення прав громади на реалізацію механізмів прямої демократії та притягнення до відповідальності посадових осіб за його порушення.Наголошено, що на реалізацію громадських ініціатив на рівні міської ради впливають зовнішні та внутрішні чинники. До перших належать об'єктивні умови, а саме: особливості трансформації політичного режиму, соціально-економічний розвиток держави; специфіка реалізації державної політики і розподіл повноважень між центром та регіонами; стан нормативно-правової бази функціонування таких об'єднань. Серед внутрішніх чинників, можна виділити суб'єктивні умови, а саме: рівень інституційного розвитку інститутів локальної демократії; присутність у цих об'єднаннях реальних лідерів; наявність необхідних ресурсів (політичних, економічних, соціальних, демографічних тощо) для реалізації своєї політики.
Introduction. Nowadays, patriotic education is a strategic reference point of the Russian education system. However, in the modern sociocultural situation, characterised by diversity, discrepancy, multi-vector nature of development of society and polystylicity of culture, it is necessary to revise the forms of patriotic education in order to adjust them in accordance with the requirements and mental features of new young generation – so-called generation Z, which is considerably different from the previous generation of peers. The aims of the research were the following: to identify promising areas and vectors of patriotic education, to demonstrate its resources and to highlight the most relevant means and possibilities, which are appropriate to present-day realities. Methodology and research methods. The work was based on the method of discursive analysis, which allows the dependence of patriotic education practices on modern realities and socio-psychological characteristics of adolescents and youth to be revealed. In the course of the research, the methods of comparative analysis, systematisation and classification were employed. Results and scientific novelty. The conceptual and category-based framework of patriotic education and its structure are specified. Patriotism is considered as the most important component of the value-normative system of a personality. Patriotism is based on a positive cultural identity. Patriotism is distinguished by an active character-readiness and ability of a person to transform his or her feelings towards homeland into deeds and acts, which are necessary for the good of the country. The analysis of practices of patriotic education in different countries allowed the authors to allocate two basic directions – civil-patriotic and military-patriotic education, which act as the complementary components of integral system. Civil-patriotic education is a purposeful, consciously carried out pedagogical process of organisation and management of learners' activities for mastering socio-cultural, socio-political, economic, moral and ethical experience of democratic relations through media education and participation in socially approved projects, civil-law campaigns and charitable events, which foster tolerance for various categories of fellow citizens. Military-patriotic education implies the formation of necessary qualities and skills for performance of a military duty in ranks of the Russian Federation's Armed Forces and, furthermore, for understanding and awareness of the personal role and place in service to the Fatherland. This direction involves education towards military traditions, museum pedagogics, participation in historical reconstructions and specially designed computer games related to military-patriotic issues. The list of educational practices, outlined in the present publication, does not purport to be complete and exhaustive. The task of authors consisted in the search for and choice of those, which, on the one hand, fill an ideological construct "patriotism" with live contents, attract teenagers and youth, and, on the other hand, answer the requests of society for education of a socially responsible personality with sustainable value system. Practical significance of the research is determined by the appropriateness and efficiency of applying the described forms and methods of educational work into teaching practice. ; Введение. Воспитание, в том числе патриотическое, является стратегическим ориентиром российского образования. Однако в современной социокультурной ситуации, характеризующейся разноплановостью, противоречивостью, многовекторностью развития общества и полистилистичностью культуры, необходим пересмотр его форм, с тем чтобы привести их в максимальное соответствие с потребностями и ментальными особенностями нового юного поколения – так называемого поколения Z, заметно отличающегося от предшествующих генераций сверстников. Цели работы – обозначить перспективы и векторы патриотического воспитания, продемонстрировать его ресурсы и выявить наиболее актуальные, адекватные сегодняшним реалиям способы и возможности его реализации. Методология и методы. В качестве ведущего метода работы применялся дискурсивный анализ, позволяющий установить зависимость использующихся форм и видов воспитания патриотизма от быстро меняющихся условий жизнедеятельности и социально-психологических качеств современных подростков и молодежи. Кроме того, при выполнении исследования были задействованы методы сравнительно-сопоставительного анализа, систематизации и классификации. Результаты и научная новизна. Уточнены понятийно-категориальный аппарат патриотического воспитания и его структура. Рассмотрена сущность патриотизма как важнейшего компонента ценностно-нормативной системы личности, в основе которого лежит положительная культурная идентичность. Подчеркивается деятельный характер патриотизма, выражающийся в готовности и способности преобразовывать чувства, испытываемые человеком к Родине, в дела и поступки ради ее блага. С учетом результатов анализа и обобщения практик и содержания патриотического воспитания в разных странах выделены два его основополагающих направления – гражданско-патриотическое и военно-патриотическое, которые выступают взаимодополняющими составляющими целостной системы. Гражданско-патриотическое направление трактуется как целенаправленный, сознательно осуществляемый педагогический процесс организации и управления деятельностью обучающихся по овладению социально-культурным, социально-политическим, экономическим, морально-этическим опытом демократических отношений посредством участия в социально одобряемых проектах, гражданско-правовых акциях, благотворительных мероприятиях, укрепляющих толерантность к разным категориям сограждан, и через получение медиаобразования. Военно-патриотический аспект воспитания подразумевает прежде всего формирование качеств и навыков, которые нужны для выполнения воинского долга в рядах Вооруженных сил Российской Федерации; а также осмысление и осознание молодыми людьми своей роли и места в служении Отечеству. Данное направление включает воспитание на воинских традициях, музейную педагогику, участие в исторических реконструкциях и специальных компьютерных играх военно-патриотической тематики. Перечень воспитательных практик, о которых идет речь в публикации, не претендует на полноту и исчерпанность. Задача авторов состояла в поиске и выборе тех практик, которые, с одной стороны, наполняют идеологический конструкт «патриотизм» живым содержанием, привлекательны для подростков и молодежи, а с другой стороны, отвечают запросам общества на воспитание социально ответственной личности с устойчивой ценностной системой.Практическая значимость исследования определяется целесообразностью внедрения в педагогическую практику и эффективностью описанных авторами форм и методов воспитательной работы.
[spa] El título de la tesis refleja el propósito de este estudio: Diagnosticar la situación de la Formación para la Ciudadanía de secundaria en México, desde un modelo de Ciudadanía Democrático e Intercultural. El actual contexto sociopolítico de México, evidencia una ciudadanía que trabaja fuertemente por consolidar su democracia. Sin embargo, la desigualdad social, la poca participación y una falta de reconocimiento a la diversidad cultural y lingüística, que aún persiste en la sociedad mexicana socava sus propios principios democráticos. Bajo este marco, la pregunta que surgió se focalizó en comprender qué está haciendo el Sistema Educativo Mexicano, a través de sus políticas y del curriculum escolar para luchar contra esta situación, y qué es lo que está logrando en su alumnado de secundaria. La elección de este nivel, respondió al hecho de contar con alumnado en una etapa fundamental en la formación de la identidad, elemento fundamental en la Formación para la Ciudadanía, y por ser el colectivo más numeroso del Sistema por estar a punto de comenzar a ejercer sus derechos ciudadanos. Para realizar el diagnóstico se creó un modelo teórico de Formación para la Ciudadanía Democrática e Intercultural, el cual respondía a las necesidades del contexto mexicano. Este modelo se construyó a partir de la revisión de varios modelos de Educación para la Ciudadanía, entre ellos el Modelo de Educación para la Ciudadanía Activa, Responsable, Crítica e Intercultural del GREDI (Grup de Recerca en Educació Intercultural) de la Universidad de Barcelona, del cual se tomaron varios elementos vertebrales. Las principales dimensiones del modelo construido -Concepción de Ciudadanía, Interculturalidad, Sentimiento de Pertenencia, Competencias Ciudadanas y Participación Ciudadana- fueron los parámetros utilizados para analizar el curriculum de Formación para la Ciudadanía en México. Asimismo, dichas dimensiones se operativizaron en un cuestionario para el alumnado de la muestra. El estudio diagnosticó que el curriculum escolar de Formación para la Ciudadanía en México tiene presentes todas las dimensiones del modelo teórico construido. Además, el estudio empírico validó la relación entre todas las dimensiones del modelo teórico. Se identificó también que la presencia del modelo de Formación para la Ciudadanía Democrática e Intercultural podría articular los elementos necesarios para una sólida Formación para la Ciudadanía y por lo tanto se podría aspirar más consistentemente a una convivencia más democrática en México. La investigación cuenta con tres capítulos teóricos. El primero de ellos presenta la Concepción de Ciudadanía por la que apuesta México, el segundo establece los elementos clave que deben estar presentes en la Formación para la Ciudadanía y el tercero desarrolla el modelo de Formación para la Ciudadanía Democrática e Intercultural. Posteriormente, se dedica un capítulo al análisis del curriculum de la Formación para la Ciudadanía en México. El capítulo quinto refleja la metodología empleada y el sexto presenta los resultados obtenidos empíricamente a la luz del análisis curricular. Finalmente se presentan las conclusiones, propuestas de mejora, y los limitantes y prospectiva de la investigación. ; [eng] The title of the thesis reflects the purpose of this study: Diagnose the situation of the Training for Citizenship in secondary school students in Mexico, from a Democratic and Intercultural Citizenship Model. The current socio-political context of Mexico shows a citizenship that works hard to consolidate its democracy. However social inequality, poor participation and a lack of recognition of cultural and linguistic diversity that still exists in Mexican society undermines its own democratic principles. Under this framework, the research focused on understanding what the Mexican Educational System is doing through its policies and through the school curriculum, to eliminate the situations that hinder , the democratic development of the Mexican republic, and the achievements of its secondary students. The choice of this level was to do with the fact of having students at a critical stage of their identity building process, key element in the Citizenship Education, and also for being the largest collective of the System about to begin to exercise their civil Rights. For doing the diagnose, we established a Democratic and Intercultural Citizenship theoretical Model which respond to the profile and requirements of the Mexican context. This Model was constructed based on the review of several models of Citizenship Education, including the GREDI´s (Intercultural Education Research Group) Active, Responsible, Critic and Intercultural Education Citizenship Model, from the University of Barcelona, which give us many important elements. The main dimensions of the model we built – Citizenship conception, Interculturality, Sense of ownership, Citizenship Competencies and Citizenship participation- were the parameters used to analyze the curriculum of Citizen Education in Mexico. Likewise, these dimensions were used in a questionnaire that we applied to the secondary education students. The diagnosis found that the Mexican Citizenship Education curriculum has all the aspects of our model and the empiric study holds the relations between all these. The research has three theoretical chapters. The first one it is about the Mexican Citizenship conception, the second one established the key elements that must be present in the Citizenship Education and the third one, develops the Democratic and Intercultural Citizenship Education Model. Subsequently, a chapter is devoted to the analysis of curriculum for Citizenship Education in Mexico. The fifth chapter reflects the methodology used and the sixth explain the empirically results. Finally, we present the conclusions, suggestions for improvement, and the constraints and prospects of research.
The purpose of the study is to determine the role and significance of measures for the management of financial resources of local budgets. The objectives of the study include: conducting a theoretical study of management issues and the formation of financial resources of local budgets, studying the financial reports of the regions of Kazakhstan, statistical processing of the data obtained.Materials and methods. In the process of preparing the article, the issues of introducing the fourth level of the budget, on the participation of citizens in budget planning were considered. The authors analyzed the financial reports of the regions for the execution of the 2019 budget. In the process of preparing the materials for the article, the authors used the information of the website of the Ministry of Finance of the Republic of Kazakhstan, analytical statistical materials, and scientific works of scientists of Kazakhstan.The following research methods were used in the work: theoretical (analysis, synthesis, generalization), empirical (observation), statistical analysis, etc.Results. The public financial management system, in particular, has been the subject of large-scale reforms in recent years aimed at strengthening the country's strategic development potential. In recent years, the orientation of budget planning to results has noticeably improved. The priorities of the "model of socio-economic development of the country" are agreed by the government and put forward by the Ministry of National Economy, and are duly reflected in the annual strategic plan of each ministry. Based on recent reforms, the programs outlined in the strategic plans are broadly aligned with the budget programs of the ministries, and management responsibilities in each province have been clarified.In recent years, important changes have occurred in relation to access to information, an online portal "Open Budgets" was developed, a civil budget was introduced, and centralized guidelines for their preparation were presented.Since 2018, Kazakhstan has introduced a fourth budget level for local governments. 90% of these budgets are formed from taxes and payments by residents themselves. Since January 1, 2020, in the cities of regional significance, villages, settlements and rural districts of the Republic of Kazakhstan with a population of 2,000 people and below, an independent local government budget has been introduced. In 2020, the corporate income tax (CIT) from small and medium-sized businesses as a revenue item was transferred from the republican budget to the local one. Thus, CIT receipts will be credited to the republican budget only from large business entities. Also, the maslikhats (local representative body) of the regions have the right to establish the standard for the distribution of CIT from small and medium-sized businesses between the regional and district budgets.Conclusion. Effective management of budgetary resources in accordance with the current budget policy should be guided by the implementation of the general goals facing the country's budget system: impact on economic growth and employment, ensuring the economic and political functions of the state.The main priority in planning government revenues and expenditures is the well-being of citizens of Kazakhstan, namely, their social support, health and education, as well as creating conditions for high-quality post-crisis economic growth. Therefore, it is especially important to note the role and importance of measures to manage financial resources of local budgets. ; Цель исследования заключается в определении роли и значения мероприятий по управлению финансовых ресурсов местных бюджетов. В задачи исследования входят: проведение теоретического исследования вопросов управления и формирования финансовых ресурсов местных бюджетов, изучение финансовых отчетов областей Казахстана, статистическая обработка полученных данных.Материалы и методы. В процессе подготовки статьи рассмотрены вопросы внедрения четвертого уровня бюджета, об участии граждан в планировании бюджета. Авторами проведен анализ финансовых отчетов областей по исполнению бюджета 2019 года. Система управления государственными финансами, в частности, была в последние годы предметом широкомасштабных реформ, направленных на укрепление потенциала стратегического развития страны. В последние годы заметно улучшилась ориентация бюджетного планирования на результат. Приоритеты «модели социально-экономического развития страны» согласованы правительством и выдвинуты Министерством национальной экономики, и должным образом отражены в ежегодном стратегическом плане каждого министерства. Исходя из недавних реформ, программы, изложенные в стратегических планах, в целом согласованы с бюджетными программами министерств, также была уточнена управленческая ответственность в каждой области.За последние годы произошли важные изменения в отношении доступа к информации, был разработан онлайн-портал «От- крытые бюджеты», введен гражданский бюджет, представлены централизованные руководства по их подготовке С 2018 года Казахстан внедрил четвертый уровень бюджета для органов местного самоуправления. 90% таких бюджетов формируются за счет налогов и платежей самих жителей. С 1 января 2020 года в городах районного значения, селах, поселках и сельских округах Республики Казахстан с населением численностью 2000 человек и ниже внедрили самостоятельный бюджет местного самоуправления. В 2020 году корпоративный подоходный налог (КПН) от малого и среднего бизнеса (МСБ) как доходную статью передали из республиканского бюджета в местный. Так, в республиканский бюджет будут зачислять поступления КПН только от субъектов крупного предпринимательства. Также маслихатам областей предоставлено право устанавливать норматив распределения КПН от МСБ между областным и районным бюджетом.Заключение. Эффективное управление бюджетными ресурсами в соответствии с проводимой бюджетной политикой должно ориентироваться на реализацию общих целей, стоящих перед бюджетной системой страны: воздействие на экономический рост и занятость, обеспечение экономических и политических функций государства.Основным приоритетом при планировании государственных доходов и расходов является благополучие граждан Казахстана, а именно их социальная поддержка, здоровье и образование, а также создание условий для качественного посткризисного роста экономики. The authors create an instrumental apparatus that saturates existing and emerging data needs in the theory constituting process and thus create preconditions for police practice development.The methodology. The research is based on the content analyses of final research reports, the object of which is police proceedings and the subject is police reality,The purpose. The authors substantiate the following hypothesis. The source of the development of knowledge in police practice and the development of police theory is a permanent solution to the philosophical contradiction between police theory and police practice, with police practice being the defining aspect of this contradictory unity. The need and areas of scientific knowledge of activities in the police proceedings structure are therefore determined by police practice.The main results. By verifying police practice, the authors confirm the necessary obligatory interaction between theory and practice, which is predominantly determined by the achieved research outputs and their acceptance. At the same time, they respect that systematically processed knowledge from applied research can show the character of a theory. In accordance with their knowledge, consisting of a system of knowledge presented by the achieved outputs from scientific research, evaluation and explanation of phenomena registered in the purposeful implementation of activities in the structure of police proceedings (research object). The term police action can be understood as a synthetic term for a holistic grasp of the police activity and its bodies. The activity of police and security authorities means: a special form of professional service for the state, self-governing as well as commercial organizations and, last but not least, citizens. It contains a set of executive, organizational, management and other activities that have the character of official interventions, official acts, other official activities and other measures. They are carried out in accordance with the rule of law and ethical principles of civil democratic society, preventive and, where necessary, repressive methods of police work. Their aim is to protect the fundamental human rights of citizens and society from crime and other anti-social activities. They define the identity of these phenomena through the subject (optics) of research, systematically defining the police reality by the process parameters, their determinants and constructs of specific police activities. In the Slovak Republic, the authors of this paper participate in the performance of tasks related to the constitution of police sciences. The outputs of applied research offer a system of scientific knowledge about police reality. With the dialectical approach, in relation to the examined activities in the structure of police proceedings, they define the reasons related to the assumption of the existence of links among the elements of police reality, or they reveal their objective absence. By identifying systems, the authors create a model of these purposefully implemented activities with properties characterizing their behaviour. At the same time, they respect that the strategic form of the parameters of this model is expressed by the achieved set intentions and goals of certain specific activities. Determining them is a concentrated expression of this will. The basic context in their work (participation in the process of constituting police sciences), determining the meaning and mission, is a specific subject accepted by them. This is the police reality, an objective fact that the theory of police sciences examines and uses to explain existing and emerging objects. Therefore, their activity in the process of constituting police sciences corresponds to changes in social processes. When creating their instruments (conceptual system, categories, theoretical models, forms of thinking), they combine it with the explanation of new approaches related to the development and advancement of policing processes, characterized by openness and possibilities of social control in their purposeful implementation. This confirms that this process forms a system. Its design shows relative stability and closeness. They do not include any inputs in its content, just those that are foreseen and anticipated. In this context, they realize that the interdisciplinary of concepts enriches the view of constituted police science. For the police sciences , the abstractness and generality of statements from other scientific disciplines is not a starting point, but already the result of research into specific systems (disposition of knowledge), significantly contributing to increase effectiveness of their scientific work. In the conditions of the Slovak Republic, the police sciences are constituted as practical, social and security sciences. Therefore, the authors of this paper accept that the theoretical and methodological development of police sciences requires them to be confronted and independently dealt with the current state in the theory and methodology of science in the early 21st century, to be sensitive to the current development of the overall scientific atmosphere and independently and critically. In this process, the meaningfulness of their scientific work is evident. This corresponds to the registered needs for the transfer of scientific knowledge into police practice.Conclusions. From these findings it is clear that in the current stage of development of the Slovak Republic, the process of constituting police sciences forms a structured system with to the point management. Its successful completion is also determined by the results of a constructive discussion, the authors participated in with this presented knowledge. ; Рассмотрены полицейские науки, которые согласно словацкой доктрине изучают полицейскую деятельность и подразделяются на практические, социальные и науки о безопасности. Отмечено, что деятельность полиции и органов безопасности означает особую форму профессиональной службы в интересах государства, органов местного самоуправления, а также коммерческих организаций и, что не менее важно, граждан. Такая деятельность включает комплекс принудительных, организационных, управленческих и других актов, выраженных в форме официальных действий, решений, мероприятий и других мер. Они должны осуществляться в соответствии с верховенством закона и этическими принципами гражданского демократического общества, посредством превентивных и, при необходимости, репрессивных методов работы полиции.

The existing balance of relationships between man and nature, man and society, society and the state due to turbulent phenomena and metamorphoses can be disrupted, resulting in chaos and unpredictability of events.Recent research and publications analysis. The concept of "turbulent society" and the phenomenon associated with it is devoted to a number of works E. Shchekotin and S. Chudinova. In the works of O. Panchenko the concept of "turbulence" was studied from the point of view of the individual in society and the information environment. The study of social metamorphoses is devoted to the work of S. Kravchenko. The ideas of metamorphization of society, economy, power, violence, justice were investigated by Canadian sociologists W. Vanderburg and V. Mosco.Highlighting previously unsettled parts of the general problem. It is determined that both turbulence and social metamorphoses are considered mainly from the point of view of sociology and psychology. At the same time, consideration of these phenomena from the perspective of public administration is gaining relevance. The purpose of the article: to investigate the causal relationship between turbulence and metamorphoses in modern society and the associated risks of state control of the quality of life of citizens.Paper main body. The emergence of a critical point of turbulence is associated with a number of trends in modern world development, accompanied by irreversible radical changes – metamorphoses. Five most significant arguments have been singled out, emphasize the causal relationship between turbulence and metamorphoses of society.1. The society itself, which is changing, is a permanent generator of metamorphoses; first of all, it is a confrontation between elites in the struggle for power and political "dissatisfaction" of the population.2. Turbulent phenomena associated with globalization and periodic economic crises.3. The change in the relationship between humanity and the biosphere has led to the emergence of complex social and techno-natural hybrids, the internal contradictions of which become generators of turbulence. 4. A dangerous development of events, which is characterized by a metamorphosis of erasing the dividing lines between the state of peace and war, where the general concept of anti-fighting was "hybrid warfare – hidden aggressive actions that run counter to international law".5. The process of informatization of the world system has generated problematic phenomena: a) requirements for greater transparency of information relations, which leads to a violation of rights and freedoms; b) the advent of "post-paper" culture significantly changes the structure and functions of the institutes of management, education and science; c) the struggle between global players for the role of "programmers" and "switches" of the media and network systems that help shape global politics is escalating. It is noted that the comprehensive process of turbulence also affects public administration institutions, weakening them, which in turn directly affects the quality of life of people – functions that the state has largely monopolized, cease to be performed, at best, are not properly performed. For example, the phenomenon of modern terrorism is considered, in relation to which the traditional institutions that are involved in security are often ineffective, and their counter-terrorism measures only limit the constitutional rights of citizens. At the same time, the skillful and purposeful manipulation of anxieties, fears and confusion of the average citizen allows us to form the basis for closing the project of the rule of law state itself.Based on the study, the author considers three ways to solve the problem: a) strengthening authoritarian trends in government regulation; b) weakening the role of the state, strengthening local self-government; c) the symbiosis of delegating broad powers to the local level with proper control of the center and the "safety culture" as a form of self-care.Conclusions of the research and prospects for further studies. The main metamorphosis of modern society is its transformation into a turbulent state, where the main feature is flow reality, and because of this, society is riddled with chaotic, uncontrolled processes. These turbulent phenomena can lead both to new revolutionary changes and the opening of new opportunities for humans, as well as to catastrophic consequences. An important task for the state is to understand the new realities and develop appropriate policies. A solution to the problem may be a symbiosis of delegation of broad authority to the local level with proper control of the center and the "safety culture" as a form of self-care. Additional research and analysis is required, including – what proportion of participation falls on the state, society, local government and the individual in the implementation of the proposed concept. ; Розкрито сутність причино-наслідкового зв'язку між турбулентністю іметаморфозами суспільства. Наголошено, що головною метаморфозою сучасного суспільства є перетворення його в турбулентний стан, де основною ознакою є потокова реальність, і в силу цього суспільство пронизане хаотичними, неконтрольованими процесами. Зазначено, що нестабільне середовище продукує як високі ризики, так і високі шанси для держави не втратити управлінські функції. Зауважено, що важливим завданням є розуміння нових реалій і вироблення відповідної політики. Вказано, що варіантом вирішення проблеми може стати симбіоз делегування широких повноважень на локальний рівень при належному контролі центру і "культури безпеки" як форми реалізації турботи про себе.

At the same time, the skillful and purposeful manipulation of anxieties, fears and confusion of the average citizen allows us to form the basis for closing the project of the rule of law state itself.Based on the study, the author considers three ways to solve the problem: a) strengthening authoritarian trends in government regulation; b) weakening the role of the state, strengthening local self-government; c) the symbiosis of delegating broad powers to the local level with proper control of the center and the "safety culture" as a form of self-care.Conclusions of the research and prospects for further studies. The main metamorphosis of modern society is its transformation into a turbulent state, where the main feature is flow reality, and because of this, society is riddled with chaotic, uncontrolled processes. These turbulent phenomena can lead both to new revolutionary changes and the opening of new opportunities for humans, as well as to catastrophic consequences. An important task for the state is to understand the new realities and develop appropriate policies. A solution to the problem may be a symbiosis of delegation of broad authority to the local level with proper control of the center and the "safety culture" as a form of self-care. Additional research and analysis is required, including – what proportion of participation falls on the state, society, local government and the individual in the implementation of the proposed concept. ; Розкрито сутність причино-наслідкового зв'язку між турбулентністю іметаморфозами суспільства. Зауважено, що важливим завданням є розуміння нових реалій і вироблення відповідної політики. Вказано, що варіантом вирішення проблеми може стати симбіоз делегування широких повноважень на локальний рівень при належному контролі центру і "культури безпеки" як форми реалізації турботи про себе.
Numerous researches of the art of music in a regional aspect have become one of the priority directions of the Ukrainian musical science. It is an important constituent of an objective representation of musical artistic achievements in the national and foreign musical world. Elucidation of the musical process in villages, towns and cities of Ukraine (socio-locuses – V.Kulyk) is quite necessary for a revival of our national musical gains, which in the period of the Soviet musical historiography were analysed insufficiently. The topicality of regional researches lies in a possibility of reproducing the history of Ukrainian music in all its versatility and integrity in counterbalance to the typical for the previous decades fragmentariness. Investigation of forms and peculiarities of the music life of cities and towns of Ukraine, cognition of their sense relatedness in the context of peculiarities of the national mentality predetermines a basis for the scientific conception of regional scientific investigations of the present day Ukrainian musical science. The direction of the vectors of the Ukrainian philosophical, culturological, socio-aesthetical thought, ethnomusicology, musical sociology at regional problems is predetermined by the present day socio-political conditions of democratization and humanization of social relations in Ukraine, the possibility of cities, towns and settlements of every region on the basis of an all-national program to revive many arts traditions of the past days.In such a way it becomes possible to learn concrete facts about the locality which has its own historical and cultural value but is not adjusted to the generally accepted scheme. It is worth while to mention works by such culturologists as V.Chernets, V.Leontiyeva, V.Lychkovakh as well as the historians P.Tronko, G.Samoilenko, M.Vodzinsky in the row of key papers on theoretical aspects of regional problems. Many scientific papers, specifically, by M.Zahaikevich, K.Shamayeva, O.Kononova,T. Martynyuk, V. Kuzyk, B. Filtz,V. Mitlytska, L.Kyianovska, O.Vasyuta, A.Lytvynenko and O.Shapovalova are dedicated to the problems of moulding regional arts environment as a systemic organization of musical culture. The goal of the article is elucidation of some ethno-regional aspects of the Ukrainian musicology in the context of systemic understanding of the national musical legacy.Musical regionalistics, as a comparatively young branch of Ukrainian musicology, dwells at the stage of forming scientific and practical context. Historically, being built up in the 1960-ies within historical musicology at the beginning of the XXI century it became a complex direction of researches not only of the musical culture of majorcities, such as Kyiv, Kharkov, Lviv, Odessa, but also of small towns and villages of Ukraine, as "cultural socio-locuses" in which there exist artistic forms of creative activities of their inhabitants belonging to both professionals and amateurs: composers, singers, musical instrument players, choire, orchestra, dancing groups of educational and cultural establishments. The term belongs to the researcher V.Kuzyk, who for the first time adapts the theory of cultural localization on the national Ukrainian ground from the position of historical and political statehood.A considerable part of regional problems is the study of musical local lore, in the field of whose investigation lies finding and working out of local musical lore material (archives, mass media, publicism, private documents of cultural workers); interaction of the material-natural (architectural edifices, the landscape of the town) and spiritual and cultural (art traditions in a historical aspect, polyethnical structure of the population, renditorial and composer activities) factors in the musical surroundings of the town, as well as forms of participation of its citizens in local designs and arrangemnts (urban, regional, national, international competitions and festivals, fairs, concerts, calendar and folk ritual festivities). In such a way a revival of culture and arts connections of generations is exercised, whose natural evolution had been broken by the pre-programmed policy of the totalitarian epoch.In the categorial and conceptual sphere of music folklore the term "musical surroundings" is being widely spread. It is a totality of all the musical aspects of the culture of a town (village, region), which is formed due to the activities of professional and amateur musicians, representatives of the academic and folk musical culture.Undersnanding (comprehension) of its essence is conducive to the cognition of social experience of nations, historical and cultual memory of ethno-communities, gives an opportunity to find out local-regional peculiarities of musical life of certain socio-locuses. Symptoms of its formation and development are historical continuity in preservation of musical values; the dynamics of music movement in the dialectics of traditions and innovating; reproductive and creative activities of citizens directed on creating and dissemination of music aesthetic values ; existence of establishments of culture and education as places of materialization by subjects of musical creative activity (renditional and composer's). Unsere Gesellschaft sieht sich einer Reihe von Herausforderungen und Umwälzungen gegenüber zu denen unter anderem Urbanisierung, Klimawandel, demographischer Wandel, Globalisierung, die Transformation einer vorwiegend verbrauchsorientierten in eine energieeffiziente und nachhaltige Wirtschaft und andere mehr zählen. Zur Bewältigung dieser Herausforderungen und Umwälzungen unter Einbeziehung der Bürger und der in der Nachhaltigkeitstrias formulierten ökologisch, ökonomisch und sozial Interes-sen und Ziele wird die Entwicklung nachhaltiger Methoden des Landmanagements und von "Good Governance"-Konzepten gefordert. Vor diesem Hintergrund untersucht die vorliegend Dissertation die Möglichkeiten Aufgaben und Prozesse des urbanen Landmanagements durch den Einsatz virtueller 3D-Stadtmodelle zu unterstützen. Dabei werden sowohl die technologischen Aspekte virtueller 3D-Stadmodelle untersucht, als auch solche, die sich auf konkrete Anwendungen, Nutzer und organisatorische Herausforderungen beziehen. Die Arbeit zeigt, dass die technologischen Fortschritte zur Erfassung, Prozessierung und Visualisierung virtueller 3D-Stadmodelle einen Reifegrad erreicht haben, der es ermöglicht großflächige und komplexe virtuelle 3D-Stadtmodelle zu erstellen. Darüber hinaus können nahezu beliebige (raumbezogene) Daten integriert und über das Internet bereitgestellt werden. Diese technischen Möglichkeiten ermöglichen die Realisierung innovativer 3D Informationssysteme, die im urbanen Landmanagement unter anderem zur Vermarktung und Stand-ortförderung, als Medium zur Kommunikation von Plänen und Projekten oder auch zur Darstellung von Szenarien und zur visuellen Exploration von Analyseresultaten eingesetzt werden (können). Die Nutzung virtueller 3D-Stadtmodelle als Grundlage für die Entwicklung innovativer 3D Informationssysteme zur Präsentation und Exploration raumbezogener Daten und Konzepte ist jedoch nur ein Aspekt der Nutzung. Weitere diskutierte Nutzungsmöglichkeiten umfassen 3D-Analysen und Simulationen, E-Kollaborationsanwendungen und Gebäude-, Anlagen- und Infrastrukturmanagement. Insbesondere 3D-Analysen konnten als Argument und Antreiber für die Entwicklung und den Einsatz von 3D-Stadtmodellen identifiziert werden, weil sie die Beschreibung und Bewertung dreidimensionaler Phänomene und Prozesse, wie beispielsweise Lärm, Luftqualität und Überflutungen, ermöglichen. Beide Nutzugsmöglichkeiten, als Präsentations- und Explorationsmedium wie auch als Grundlage für 3D-Analysen und Simulationen, können das Verständnis für räumliche und funktionale Zusammenhänge fördern,. E-Kollaborationsanwendungen hingegen könnten insbesondere den effektiven Informationsaustausch zwischen Behörden und Bürgern wie auch der Wirtschaft fördern. Tatsächlich wird in der Dissertation argumentiert, dass durch die Einführung digitaler Geschäftsprozesse in den raumplanenden Disziplinen eine kontinuierliche Nutzung und Fortführung erst richtig ermöglicht wird. Zugleich wird aufgezeigt, das die fundamentalen technischen Bausteine zur Verwirklichung von E-Kollaborationsanwendungen auf der Basis service-orientierter Architekturen durch Datenstandards, Visualisierungsdienste, Prozessierungsdienste und Transaktionsdienste vorhanden sind. Erste Beispiele aus der Wissenschaft zeigen, wie diese zu prototypischen E-Beteiligungs- und E-Kollaborationsanwendungen kombiniert werden können. Die wesentlichen Hürden zur Überführung der Technologie in die Praxis wird entsprechend in organisatorischen und rechtlichen Maßnahmen gesehen. Wesentlich für eine erfolgreiche und langfristige Nutzung wäre die Formulierung von Satzungen und Verordnungen, die eine Verpflichtung von Planern nach sich ziehen, Planungsinformationen in definierten und abgestimmten Standards bereitzustellen. Solche Verpflichtungen ermöglichen eine kontinuierlichen Aktualisierung und Verbesserung der Datenbasis, weil detaillierte Informationen über Gebäude und Infrastrukturen, die regelmäßig in Planungs- und Konstruktionsprozessen erfasst werden, direkt integriert werden können. Auf diese Art und Weise könnten aktuelle 3D-Stadtmodelle, die in der Regel die Stadt abbilden wie sie von außen beobachtet werden kann, kontinuierlich verbessert werden. Daraus folgt wiederum die Möglichkeit sie auch als Nutzerinterface für Aufgaben des Gebäude-, Anlagen- und Infrastrukturmanagements zu erschließen. Die Ergebnisse und Beobachtungen, die in dieser Dissertation dargelegt werden, resultieren schließlich in der zusammenfassenden Feststellung, das virtuelle 3D-Stadtmodelle eine wertvolle Ergänzung zu bestehenden Methoden und Techniken im urbanen Landmanagement sind. Ihre Nutzung durch Kommunen und Verwaltungen und die Realisierung der benötigten Infrastruktur sollten stärker gefördert werden. ; Humanity is facing major challenges and transformations such as urbanization, climate change, demographic change, globalization, transformation of consumption-oriented economies towards energy-efficient and sustainable economies, and so forth. To cope with the change and transformation processes and to better integrate citizens as well as the aims formulated by the Rio Declaration on Environment and Development there is an increasing need for sustainable urban land management and good governance concepts. In the context of this background the thesis examines the question which tasks, processes, and workflows can be supported through utilizing virtual 3D city models in urban land management. The examination focuses as well on technology-related aspects of virtual 3D city models as on applications, users, and organizational issues. It shows that technologies and methods to acquire, process, and visualize 3D geo data has reached a level of maturity that makes it feasible to set-up large and complex virtual 3D city models. Even more it has become possible to integrate almost arbitrary (spatial) data and integrate such enhanced models into the information layers of the internet. These abilities provide the opportunity to create innovative 3D Information Systems that can be utilized in urban land management for city promotion and marketing, as intuitive interface to urban planning information and to visually communicate future scenarios or analyses results. Yet the use of virtual 3D city models as fundament for 3D Information Systems that enable the presentation and exploration of spatial information within the virtual city, is only one out of four function of use identified in this thesis. Further func-tions of use are 3D analyses and simulation, e-collaboration applications, and infrastruc-ture and facility management. In fact, 3D analyses is identified as being an important argument and driver for the utilization of 3D city models in environmental planning, because 3D analyses functionalities support the assessment of three-dimensional processes and phenomena such as noise, air quality, or floods. While the use as presentation and communication media and for 3D analyses and simulations fosters spatial and functional understanding of space and spatial processes, the third function of use, e-collaboration, could foster an efficient information flow between governmental bodies and citizens as well as the private sector. Indeed it is argued in this thesis that through the adoption of digital business processes in the spatial planning domains a continuous update and use of virtual 3D city models will be possible. Fundamental building blocks for implementing e-collaboration platforms as service-oriented architectures such as data standards, portrayal services, processing services, and transaction services are beginning to emerge and have been successfully combined in prototypic e-participation and e-collaboration applications. However, their successful transition into practice requires organizational and legal measures that pledge planning professional to submit planning information in defined and agreed standards. This would provide the opportunity to increase the information value of 3D city models because detailed information about buildings and infrastructure elements that are required during the planning and construction phases could be directly integrated into 3D city models. This way 3D city models that contemporary mainly represent the city as it is observed could be significantly enhanced during their lifecycle. This will make it possible to use them for supporting infrastructure and facility management. The results and observations presented in this thesis cumulate in the conclusions that virtual 3D city models provide a valuable complement to existing tools and methods in urban land management and that their utilization and adoption within municipalities and administrations should be fostered.
This book is a product of much reflection thought, and commitment to examine the gaps and gains in Kenya's democratic process. Its very title: Tensions and Reversals in Democratic Transitions: The Kenya 2007 General Elections, suggests not only the difficulty of democratic arrival but also the difficulty of its measurement. It reflects on the progress that has been made and the threats inherent therein. By implication, it sits on the side of the debate that takes the view that the democratization process will not necessarily be peaceful, neat, or unilinear. The book acknowledges that the balance sheet of Kenya's democratization project demonstrates a mixed result. Whereas in the period leading up to December 2007 the 'assets' side of the balance sheet was arguably healthier, the subsequent events, and post-2007 election violence in particular, exposed huge liabilities–mostly hidden in the structural inefficiencies of the Kenyan. This binary or bifurcated reality in Kenya's democratization, and the gains and tensions inherent in it, is evidenced by several developments. First, whereas the political space has remained highly pluralized since 1991, with the holding of regular and periodic elections following the re-introduction of multi-party politics, there are a number of negative or illiberal tendencies that have accompanied this progress: consolidation of ethnic identities, political conflicts and violence, and rising impunity. These elections often turn out to be tournaments of communal values in which ethnic interests compete in pursuance of centralized political powers in search of the imperial presidency. Essentially, although the space for democracy is enhanced and the authoritarian monster tamed, elections have acted in the main as instruments of social-political exclusion rather than instruments for furthering democratic governance. Second, whereas the legalization of political parties was seen as a necessary part of the democratization process, the political parties themselves are not practising internal democracy. The quality of rules, decisions, and accountability is woefully weak; personal rule and the dominant leader culture is strong; and party institutions generally emasculated. All these account for the remarkably short shelf life of Kenya's political parties, a development that greatly undermines the consolidation and institutionalizing of democratic gains. Third, whereas the liberal environment has led to plurality of media outlets, the ownership structure, professional conduct, or content of these media houses have not necessarily passed the democratic muster. The emergence of new technologies such as cell phones and e-communication has weakened state control of information; allowed citizens unhindered access to information; and permitted intense, unregulated citizen dialogue. However, the emergence of these technological choices or opportunities has not necessarily improved the quality of the democratic discourses, even though the space for engagement has increased. Fourth, whereas Kenya's disciplined forces have maintained a fairly respectable distance from politics, generally, and Kenya's Preface democratization process in particular, this distance was completely eliminated in 2007/2008. The long term political impact of this 'return' to the civilian arena remains unknown, particularly given the ethnicization of politics and by implication security. Fifth, whereas the gender discourses have more or less been settled in favour of the argument for the added value for greater women participation in politics, Kenyan politics remains remarkably 'un-gendered' particularly with respect to representation. This publication shows that culture is a double-edged sword capable of both hindering or facilitating women's access to political power. The 2007/2008 cataclysmic events provided a fitting context for examining or auditing Kenya's democratization process. This book, therefore, was inspired by the desire to record, archive, analyse, and interpret that sad but immensely significant occurrence in Kenya's democratic, nay, political evolution: the 2007 general elections; the violent social convulsions it subsequently generated; the deeply hidden social-political divisions it brought to the fore; and the resultant constitutional and institutional architecture of governance it created–the Grand Coalition Government. However, because of the contaminated and disputed nature of the results of that election, as affirmed by the Independent Review Commission of Kenya (IREC) or the Kriegler Commission, this publication has used the ECK data mainly to assist in scholarly inquiry. Its use in this volume should by no means be read as a validation of the figures, but rather as reference data (of whatever remains of the 'official results' of the 2007 general elections) to assist in analyzing that indelible mark in Kenya's political life. The sheer size and length of this publication speaks to its own scholarly ambition: to undertake and provide, all under one roof, a scholarly inquiry into all the key elements, issues and driving forces in the 2007 general elections and its aftermath. We are under no illusion that this is a 'catch-all' publication and, quite importantly, are acutely aware that there are issues that should have merited attention here but which, for various reasons, have not. However, we remain confident that this publication sets the stage as a veritable volume of reference for future work on the 2007/2008 political events in Kenya. In undertaking this project, we were persuaded that it is important for scholarship, policy, and advocacy to provide and benefit from local perspectives to the 2007/2008 political events. This is because much of the scholarship on Kenya's democratic transition is foreign in character and, while useful, some miss out on the nuances and hidden meanings that characterize local political experience. This publication attempts to cure that problem.
ilustraciones, diagramas ; Desde la creación del primer hospital en Santa María la Antigua del Darién, el Hospital San Pedro en la fundación de Bogotá por Gonzalo Jiménez de Quezada a nuestros días, han transcurrido más de 500 años de esta institución, creadas para salvaguardar la salud, almas y cuerpos; inicialmente como caridad cristiana hasta nuestros días como derecho fundamental de los ciudadanos. Los hospitales de caridad desaparecieron con la independencia, se conformaron los hospitales de guerra, el montepío militar, hospitales de pueblos, que con la Constitución Política de 1991 y la Ley 10 de 1990 se reorganizaron y luego se trasformaron por la Ley 100 de 1993 en Empresas Sociales del Estado (ESE), instituciones prestadoras de servidos de salud (IPS) en un mercado de competencia regulada por el ejecutivo nacional. Con la expedición de la Ley 1438 del 2011 y la reforma de la seguridad social mediante la ley 1122 de 2007, la calidad paso a ser un factor importante, en todas las IPS. Todas, para sobrevivir al mercado, además de indicadores financieros deberían mostrar resultados en salud, por eso nace la idea de crear PG para los directores o gerentes de las ESE, con indicadores uniformes que no solo permite ver la evolución de la gestión sino hacer la evaluación de los gerentes por parte de las juntas directivas. Nace entonces el Decreto 357 y la Resolución 473 de 2008, los cuales fijaron los compromisos que el director o Gerente establece ante la Junta Directiva, parlo lo cual deberían incluir como mínimo las metas y actividades en las áreas de gestión gerencial y estratégica, gestión de la prestación de servicios de salud y gestión administrativa. Los gerentes elegidos por concurso de méritos en la última década y luego por designación directa a partir de 2016, entre sus compromisos, además de la formulación del Plan de Gestión (PG) de la ESE, debían cada año lectivo realizar por lo menos 2 informes, uno por semestre y así mismo las juntas directivas hacer evaluaciones y calificar a los gerentes, sin embargo, este mandato ha tenido bajo cumplimento en especial en las ESE del departamento de Boyacá. El Ministerio de Salud y Protección Social (MSyPS), creo una plataforma que permite hacer seguimiento a algunos indicadores de gestión de los planes de los gerentes de las ESE por niveles de complejidad, Esta plataforma disponible desde el 2029 presenta los datos del último año del periodo de designación de los gerentes de ESE del país, a través de la web se pueden consultar en detalle por cada una de las ESE. El compromiso político de la gestión se materializa en estos planes y hay factores que se deben explorara a partir de la administración pública, por ejemplo, si el género del gerente influye en los resultados, o si el apoyo electoral del mandatario que designa al gerente influye en los indicadores o tal vez en el modelo descentralizado de salud la gestión de las ESE es independiente de la gestión pública local. De esta manera la Tesis aborda el impacto de los planes de gestión y evaluación de gerentes ESE territoriales sobre indicadores de salud e inequidad en las ESE de primer nivel de atención en Boyacá para el año 2019. A partir de fuentes secundarias del MSyPS y del Departamento Nacional de Planeación (DNP) se tomaron indicadores de gestión de la ESE, indicadores de desarrollo municipal y de salud e inequidad para hacer un análisis ecológico mediante métodos cuantitativos Toda la información se digito en una hoja Excel y se analizó en SPSS-V19® Se encontró diferencias entre la gestión de la ESE y la gestión del territorio hay independencia entre la gerencia de los hospitales ESE y la administración territorial de los alcaldes; no se encontró diferencias entre el género de los gerentes y mandatarios, pero si mejores indicadores sociales para el sexo femenino, se destaca que los indicadores positivos de gestión de las EES influyen en indicadores oficiales que incluyen natalidad, mortalidad, NBI, cobertura de régimen subsidiado en los habitantes de la zona de influencia de las ESE de Boyacá. Se hace necesario la evaluación continua de los PG e indicadores tanto de las ESE como de la administración municipal, ya que deben ser sinérgicos para el lograr desarrollo reflejado en indicadores positivos de gestión. La planeación logra ser garante de las políticas de salud en el territorio local, la gestión de la admiración pública y la participación ciudadana como elemento de la cultura política indispensable para lograr mejor desarrollo social, económico y de salud. (Texto tomado de la fuente) ; Since the creation of the first hospital in Santa María la Antigua del Darién, the San Pedro Hospital in the founding of Bogotá by Gonzalo Jiménez de Quezada to our days, more than 500 years have passed since this institution created to safeguard souls and bodies; initially as a Christian charity until today as a fundamental right of citizens. Charity hospitals disappeared with independence, war hospitals, military "montepío", village hospitals were formed, which with the 1991 constitution and Law 10 of 1990 were reorganized and later transformed by Law 100 of 1993 into Companies Social State (ESE), institutions that provide health services (IPS) in a market of competition regulated by the national executive. With the issuance of Law 1438 of 2011 and the reform of social security through Law 1122 of 2007, quality became an important factor in all IPS. All of them, to survive in the market, in addition to financial indicators, should show results in health, that is why the idea of creating management plans for the directors or managers of the ESEs was born, with uniform indicators that not only allow to see the evolution of the management but also make the evaluation of managers by the boards of directors. Decree 357 and Resolution 473 of 2008 were born then, which is constituted in the document that reflects the commitments that the Director or Manager establishes before the Board of Directors of the entity, which must include at least the goals and activities in the areas of managerial and strategic management, management of the provision of health services and administrative management. Managers elected by merit contest in the last decade and then by direct appointment as of 2016 between their commitments in addition to the formulation of the management plan, each school year had to make at least 3 reports and also the boards of directors make evaluations and qualify the managers, however this mandate has been poorly fulfilled, especially in Boyacá. The Ministry of Health as the governing body of the health system in Colombia, created a platform that allows monitoring of some management indicators of the ESE managers' plans by levels of complexity. This platform has been available since 2029 presents the data for the last year of the appointment period of the country's ESE managers, through the website they can be consulted in detail for each of the ESE. The political commitment of the management is materialized in these plans and there are factors that should be explored from the public administration, for example if the gender of the manager influences the results, or if the electoral support of the president who appoints the manager influences the indicators or perhaps in the decentralized health model the management of the ESE is independent of the local public management. In this way, the thesis addresses the impact of the management and evaluation plans of managers of territorial state social companies on health indicators and inequity in the first level of care in Boyacá for the year 2019, From secondary sources from the Ministry of Health and the National Planning Department (DNP), ESE management indicators, municipal development and health indicators and inequity were taken to make an ecological analysis using quantitative methods. All information was entered in an Excel sheet and was analyzed in SPSS-V19® Differences were found between the management of the ESE and the management of the territory. There is independence between the management of the ESE hospitals and the territorial administration of the mayors; No differences were found between the gender of managers and leaders, but there were better social indicators for the female sex, it is highlighted that the positive indicators of management of the HEI influence official indicators that include birth, mortality, NBI, coverage of the subsidized regime in the inhabitants of the zone of influence of the ESE of Boyacá. The continuous evaluation of the management plans and indicators of both the ESEs and the municipal administration is necessary, since they must be synergistic to achieve development reflected in positive management indicators. (Text taken from source) ; Maestría ; Magíster en Estudios Políticos ; Investigación ex post facto evaluativa, realizada posterior a la revisión documental de artículos, normas y jurisprudencia relacionada con la creación de Empresas Sociales del Estado (ESE), la elección de gerentes, la presentación y evaluación de planes de gestión y su relación con la mortalidad, la gestión, pobreza y seguimiento, para ello, se realizó consulta de las siguientes fuentes de información: 1. Se solicitó a la Secretaria de Salud del departamento de Boyacá, copia de los planes de gestión para la vigencia 2016-2019 y los informes de evaluación de la gestión cuatrimestrales que la junta directiva debió hacer. 2. Se consultó en la web del MSyPS el sistema de alerta y seguimiento a Hospitales públicos Ai-Hospital. Para cada municipio y se elaboró una base de datos en Microsoft Excel. 3. Para los datos poblacionales se consultó en la página oficial del DANE, proyecciones censales del censo 2018. 4. Los indicadores de NBI, Miseria, hacinamiento, dependencia, servicios, escolaridad, gestión del alcalde se consultó la herramienta del Departamento nacional de planeación para elaborar planes de desarrollo territorial en las que presentan indicadores de la vigencia 2016-2019. 5. Para el aseguramiento se consultó la herramienta SISPRO del MSyPS y protección social. 6. Los datos de mandatarios locales, se construyó con el género de los gerentes y partidos políticos en la elección, se recolectó de la página de la Registradora Nacional del Estado Civil y de la Gobernación de Boyacá, oficina de participación y democracia. Todos los datos fueron digitados en una base de datos Excel, con estos, se exploró un indicador sintético de 10 variables que se denominó "índice de gestión hospitalaria 10 tesis" mediante el software Epidat 3.1®, que corresponde a 10 indicadores del Índice del MSyPS para el programa Ai-Hospital que podían ser obtenidos con fidelidad en cada ESE para el cierre de 2019, siguiendo metodologías definidas por el MSyPS de Colombia. Se realizó análisis en el software SPSS versión 19 y en Microsoft Excel 2010, se presentan datos descriptivos y análisis gráficos de dispersión, ANOVA de un factor.
