Po zakończeniu zimnej wojny wydawało się, że świat na trwałe wchodzi w okres stabilizacji, pokoju i współpracy. Szybko jednak okazało się, że świat narastającej globalizacji ma różne oblicza, także negatywne, co rzutuje na każdą sferę życia, także na bezpieczeństwo. Spadło co prawda zagrożenie wojną nuklearną, ale pojawiły się nowe zagrożenia oraz nasiliły te, które przedtem były przesłonięte rywalizacją Wschód - Zachód. Chodzi głównie o konflikty etniczno-religijne, kulturowe i cywilizacyjne, w tym rozlewające się konflikty wewnętrzne w państwach słabych i upadłych, proliferacja broni masowego rażenia, niebezpieczne ambicje państw dyktatorskich i autorytarnych. Ogromny wpływ na bezpieczeństwo międzynarodowe miały zamachy 11 września 2001. Zmieniły one percepcję zagrożeń dla bezpieczeństwa, a ogłoszona przez prezydenta Busha wojna z terroryzmem doprowadziła USA i prawie cały Zachód do zaangażowania w dwie wojny: w Iraku i Afganistanie. Sytuacja w Afganistanie i odpowiedzialność NATO za bezpieczeństwo tego kraju nadal budzi ogromne zaniepokojenie przywódców państw zachodnich, rzutuje na stan bezpieczeństwa międzynarodowego. Dotyczy to szczególnie regionu Bliskiego i Środkowego Wschodu, gdzie coraz większą rolę odgrywa rywalizacja między Indiami, Pakistanem i Iranem. Rosnący niepokój budzą ambicje nuklearne Iranu, a także otwarte wyzwania, jakie kraj ten rzuca społeczności międzynarodowej, podobnie jak w innej części świata polityka Korei Północnej. Coraz większe ambicje w polityce międzynarodowej mają Chiny i dążąca do odzyskania mocarstwowej pozycji Rosja. Jednocześnie wbrew programom i zapowiedziom proces osiągania przez Unię Europejską pozycji gracza globalnego nie materializuje się. Postępuje proces odwrotny: komplikuje się sytuacja finansowa w strefie euro, a kryzys ten oddziałuje na całą Unię. Postrzegana jako oaza gospodarczej stabilizacji UE stała się w ostatnich latach źródłem dodatkowych perturbacji w gospodarce światowej. Zachodzące w niej procesy, takie jak gwałtowne wzrosty cen surowców, rozchwianie rynków finansowych, pogłębiające się dysproporcje między bogatymi i biednymi, rosnące obszary głodu, daleko idąca deregulacja i kryzysogenne praktyki inżynierii finansowej, problem światowego zadłużenia, stają się czynnikiem globalnej destabilizacji i zagrożeń także dla bezpieczeństwa. ; Twenty years after the end of the Cold War the world still undergoes the process of deep changes. The collapse of communism and disintegration of the Soviet Union put an end to a bipolar system and the new era begun in international politics. Many state controlled economies, especially in Central and Eastern Europe, became democratic and market oriented countries. Through over one decade the United States was recognized as a unique superpower. Rapidly spreading globalization has made countries strictly interdependent, especially in economy, but also mutual dependence in the field of security has substantially increased. It happened so because of new threats for security, like international terrorism, WMD proliferation, growing number of ethnic-cultural conflicts. There is no threat in the world of global nuclear war or big state to state aggression on a large scale, but new threats, especially terrorism and cyber-attacks , are becoming very probable. In the contemporary world, with all economic freedom, especially international production factors movement, there are good as well as weak points which make international economy and the economy of different countries very vulnerable to crises, as we could see in 2008-2009 period. It is so because of uncontrolled activity of so called non-state actors, as for instance international financial corporations. Also European integration, especially in the Euro-zone, because of the world financial crisis impact, rising public debt and imperfect euro-mechanisms, is in trouble. Under such conditions, economic security is becoming so crucial that together with many other aspects of security [terrorism, cyber-attacks, impact of climate changes] it forms a new picture of the world security - a new paradigm. The article addresses the major international and regional security problems, the position of the USA in more and more multi-polar system, rising ambitions and roles of China and Russia. The approach of the author to the presented problems is interdisciplinary. ; После окончания холодной войны казалось, что мир на долго входит в период стабилизации и сотрудничества. Однако вскоре оказалось, что мир растущей глобализации имеет разные стороны, в том числе также отрицательные, что отражается в каждой сфере жизни, в том числе и на безопасности. Хотя и уменьшилась угроза ядерной войны, однако появились новые угрозы и усилились те, которые раньше, в связи с противостоянием Восток - Запад, находились на втором плане. Прежде всего здесь идёт речь о этническо-религиозных, культурных и цивилизационных конфликтах, в том числе и разрастающихся внутренних конфликтах в слаборазвитых государствах, распространении оружия массового уничтожения, опасных амбициях диктаторских и авторитарных государств. Огромное влияние на международную безопасность оказали события 11 сентября 2001 г. Эти террористические акты изменили восприятие угроз безопасности, а провозглашенная президентом Бушем война с терроризмом вынудила США и почти весь Запад к ведению двух войн: в Ираке и Афганистане. Ситуация в Афганистане и ответственность НАТО за безопасность этой страны, по-прежнему вызывает огромное беспокойство лидеров западных государств, отражается на состоянии международной безопасности. Прежде всего это касается района Ближнего и Среднего Востока, в котором большую роль играет также соперничество между Индией, Пакистаном и Ираном. Растущее беспокойство вызывают ядерные планы Ирана, а также открытый вызов, который эта страна бросает международному сообществу. Такую же политику в другой части света проводит Северная Корея. Большие амбиции в международной политике имеет также Китай и стремящаяся восстановить позиции сверхдержавы Россия. На ряду с этим, вопреки принятым программам и заявлениям политиков, процесс становления Европейского Союза в роли мирового игрока остается только проектом. Более того, в связи с усложняющейся экономической ситуацией в еврозоне, в Евросоюзе сегодня имеют место противоположные процессы. ЕС, который рассматривался как экономической оазис хозяйственной стабилизации, в последние годы стал источником дополнительных проблем в мировой экономике. Происходящие в мировой экономике процессы, напр. быстрый рост цен на сырье, нестабильность финансовых рынков, углубляющиеся диспропорции между богатыми и бедными, проблемы голода, далеко идущая дерегуляция и кризисные практики финансовой инженерии, проблема мировой задолженности, становятся фактором мировой дестабилизации и несут угрозы безопасности.

In this article, the repercussion that debate about overcoming of modernity and assumption of postmodernist are discussed, they bring to education as knowledge field, in especially for research itself. The thesis that we live in postmodern era is discussed in critical way, giving emphasis to this affirmation in social though, mainly because that expression is comprehensible that do not have the force and the intensity of philosophical concept, and it will finish empties of sense. One of its first uses is highlighted in the field of the philosophy, it was done by Lyotard, it gave to itself as an adjective and not as a noun, which does a significant difference. Besides the debate on the end or not of the modernity, it is chosen for the notion of hypermodernity, proposed by Lipovetsky, as form of characterization of the contemporary world, it is seeking to understand its implications. On the other hand, the author recognizes the important contributions of the thesis which affirm the postmodern era mainly into its epistemological and political aspects, in the measure that the analysis data spread out the focus of analysis. the present debate is characterized as a tension between two images of the thought that are not absolutely new, but they acquire special relevancy in the contemporaneousness, defending that we must assume this tension, from that one that it presents of creative possibility that does not paralyze the thought. ; Se discuten en este artículo, las repercusiones que el debate en torno de una superación de la modernidad y la supuesta instauración de una posmodernidad, traen para la educación como campo de conocimiento, especialmente para la investigación en el mismo. Se discute críticamente la tesis de que viviríamos una posmodernidad, dando énfasis a esta afirmación en el ámbito del pensamiento social, principalmente porque se comprende que esa expresión no tiene la fuerza y la intensidad de un concepto filosófico, acabando vacía de sentido. Se resalta que uno de sus primeros usos en el campo de la filosofía, hecho por Lyotard, se dio como un adjetivo y no como un sustantivo, lo que hace una significativa diferencia. Además del debate sobre el fin o no de la modernidad, se opta por la noción de hipermodernidad, propuesta por Lipovetsky, como forma de caracterización del mundo contemporáneo, buscando comprender sus implicaciones. Por otro lado, el autor reconoce las importantes contribuciones de la tesis que afirma la posmodernidad, principalmente en sus aspectos epistemológicos y políticos, en la medida en que descentra el foco de análisis. On discute, d'une manière critique, la thèse qui dit que nous vivrions une postmodernité, en emphatisant cette affirmation dans le domaine de la pensée sociale, principalement parce qu'on comprend que cela n'a pas la force ni l'intensité d'un concept philosophique, ce qui lui enlève du sens. On met en relief qu'une de ses premières utilisations dans le domaine de la philosophie, faite par Lyotard, a été donnée comme un adjectif et pas comme un nom, ce qui fait une différence significative. A part le débat sur la fin ou non de la modernité, on opte pour la notion d'hypermodernité, proposée par Lipovetsky, comme une forme de caractérisation du monde contemporain, en cherchant de comprendre ses implications. Discute-se criticamente a tese de que viveríamos na pós-modernidade, dando ênfase a esta afirmação no âmbito do pensamento social, principalmente por compreender-se que essa expressão não tem a força e a intensidade de um conceito filosófico, acabando vazia de sentido. Ressalta-se que um de seus primeiros usos no campo da filosofia, por Lyotard, deu-se como um adjetivo e não como um substantivo, o que faz significativa diferença. Para além do debate sobre o fim ou não da modernidade, opta-se pela noção de hipermodernidade, proposta por Lipovetsky, como forma de caracterização do mundo contemporâneo, buscando compreender suas implicações. Das Publikationsvorhaben mit dem Titel "Vergangenheit, die nicht vergeht. Das Gedächtnis der Shoah in Frankreich seit 1945 im Medium Film" erforscht anhand französischer Spielfilme - die als Teil einer Kinematografie der Shoah ausgemacht werden können - die grundlegenden Transformationen des Gedächtnisses der Shoah am Beispiel Frankreich. Mit einem gedächtnisgeschichtlichen Ansatz, der sich an den kulturwissenschaftlichen Modellen des kollektiven Gedächtnisses orientiert, konkretisiert die Arbeit den Wandel des Gedächtnisses anhand der jeweiligen filmischen Narrative und verfolgt auf diese Weise Langzeitentwicklungen und Brüche in der französischen Erinnerungskultur zwischen 1945 und heute. Dem empirischen Arbeitsteil sind theoretische und methodische Überlegungen vorgeschaltet, die einerseits einen eindeutigen und differenzierten Zugriff auf das Begriffsrepertoire der aktuellen kulturwissenschaftlichen Gedächtnisforschung erlauben und zugleich das Untersuchungsmaterial "Spielfilm" als Primärquelle der Geschichtswissenschaft fassbar bzw. bearbeitbar machen. Die Untersuchung gliedert sich in fünf chronologisch gereihte Abschnitte und bezieht insgesamt ein Corpus von 50 Filmen in die allgemeine Fragenstellung ein, bevor nach dem Prinzip des Fallbeispiels einzelne Filme einer genaueren Analyse unterzogen werden. Den ersten Untersuchungsabschnitt (1945-69) - zu dem der Forschungsstand als umfassend erachtet werden darf - rekonstruiert die Arbeit unter dem Gesichtspunkt der Bildung und Ausformung unterschiedlicher Gedächtnisformationen in Frankreich, die in der Spielfilmproduktion ihren Niederschlag findet. Im Zentrum steht hierbei das In-, Neben- und Gegeneinander von nationalem Gedächtnis, sowie politischen und diversen partikularen sozialen Gedächtnissen, die vor dem Hintergrund einer sich Anfang der 1960er Jahre einsetzenden Ausbildung eines Shoah-Gedächtnisses im eigentlichen Sinne untersucht wird. Der zweite - sich im Schwerpunkt auf die 1970er Jahre beziehende - Abschnitt fokussiert auf ein zentrales Moment der Modifikation kollektiver Langzeiterinnerung in Frankreich. Das Medium Film ist in dieser Phase zudem als prominenter Austragungsort von Diskursen zu fassen, das die Transformation weg von einem Résistance- hin zu einem Shoah-Gedächtnis nicht nur reflektiert sondern wesentlich vorantreibt. Der Film als Parameter eines öffentlich-demokratischen Gedächtnisraumes erschließt den vielschichtigen Ablöseprozess der politisch legitimierten heldenzentrierten Nationalerinnerung hin zu einer transnationalen opferzentrierten Shoah-Erinnerung. In der anschließenden dritten Phase - die 1980er und 90er Jahre umfasst - konkretisiert sich diese fundamentale Transformation und zeitigt zugleich weitreichende Konsequenzen. Im Kontext der zusehenden Medialisierung und Politisierung der Shoah auf internationaler Ebene konzentriert sich die Arbeit auf die Ausgestaltung dreier Wandlungsprozesse kollektiver Holocaust-Erinnerung: Universalisierung, Amerikanisierung und Viktimisierung. Der vierte Abschnitt verlagert vorübergehend den Fokus, weg von den französischen Filmen hin zu medialen und intellektuellen Diskursen anlässlich internationaler Filme in Frankreich und ihrer Fortsetzung im Streit um das sogenannte "Darstellungsverbot" seit "Schindlers Liste" 1994. Der fünfte und letzte Abschnitt des Untersuchungszeitraums ortet und bestimmt aktuelle Tendenzen der filmischen Repräsentation der Shoah. Berücksichtigt werden hierfür Filme bis zum Jahr 2007. Neben einer allgemeinen Darstellung der teils sehr divergenten Entwicklung des filmischen Bezugnehmens auf die Shoah in Frankreich, setzt die Arbeit ausgewählte Beispiele in Bezug zu allgemeinen Phänomenen des gesellschaftlichen Umgangs mit Vergangenheit, insbesondere der "Patrimonialisation" (Pierre Nora), der Sakralisierung und sowie der Re-Politisierung der Geschichte. Die diachron ausgerichtete Untersuchung - die bislang zum Forschungsgegenstand spärlich vorhanden sind - sowie der breite Erfassungsradius empirischen Materials erweisen sich hinsichtlich der Rekonstruktion und Analyse einzelner Wandlungsprozesse und Konstellationen von kollektiven Gedächtnisformationen als sehr ertragreich. Ergebnis der Arbeit ist eine umfassende Gedächtnisgeschichte der Shoah für Frankreich seit 1945. ; The publication entitled "Vergangenheit, die nicht vergeht. Das Gedächtnis der Shoah in Frankreich seit 1945 im Medium Film" (A past, that doesn't pass. Holocaust Memory in France since 1945 in the Media Film) explores the basic transformations of the Holocaust-memory in France on the basis of French fiction films that are to be identified as part of cinematography of the Holocaust. The chosen approach that can be described as a history of memory referring to models of collective memory in cultural science studies. The aim is to specify the change of collective memory at the level of the particular filmic narratives and - by doing so - to identify and to analyze the long term development and ruptures in the French culture of remembrance since 1945. The empiric part of this study is preceded by methodological reflections that on the one hand permit a clear and differentiating application of the terms used in the current cultural studies of collective memory. On the other hand this chapter should help to conceive the material of research "Fiction Film" as primal source for historical science. The investigation is divided into five chronological parts and involves altogether a sample of 50 films into the general study before electing cases for deeper analyses. The first section (1945-69) which is generally well covered by the research to date is paying particular attention to the creation and the formation of different formations of collective memory in France, a process that has left its prints in the early films about the Holocaust. The focus is laid on the complex relationship of national memory and other political collective memories as well as particular social memories which is forming the background of the creation of a Holocaust-memory in a strict sense at the begin of the 1960ies. The second - primarily concerning the 1970ies - section is dealing with a central momentum of modification of collective long term memory in France. The cinema of this period is to understand as prominent forum of discourses which does not only reflect the ongoing transformation from Résistance dominated memory into a Holocaust dominated memory but also significantly stimulating this shift. Film as one influencing value in a public-democratic sphere of collective memory is documenting on various (visual + narrative) levels the decline of the herocentric national remembrance towards a transnational victim based Holocaust memory. In the following third period which is located in the 1980ies and 1990ies this fundamental transformation is continuously specified and at the same time showing consequences. In the broader context of continuous medialization and politicization of the Holocaust on an international level the study is concentrating on three elements of the transformation in collective Holocaust remembrance: Universalization, Americanization and Victimization. The fourth section is for a moment dislocating its focus, as it turns from the production of French film to the public and intellectual reception of the most successful international Holocaust films in the 1990ies as well as the continued dispute over the appropriate representation of the Holocaust. The last part of the empiric part is locating and defining current tendencies in the filmic representation of the Holocaust in French cinema. The author is taking into account films presented until the year 2007. Besides a general description of the sometimes very divergent evolution of the cinematic-taking reference to the Shoah in France, the study continues to relate selected examples to general phenomena of social intercourse with the past, especially the "Patrimonialisation" (Pierre Nora), and the Sacralization and the Re -politicization of history. The diachronically oriented investigation - so far are sparse on the subject of research - and the wide coverage radius of empirical data prove - regarding the reconstruction and analysis of individual changes and constellations of collective memory formation - as very fruitful. Result of the present study is a extended and comprehensive history of the Holocaust Memory in France since 1945.

Set up in three main parts, this dissertation explores the emergence of Rafiq Hariri as a political actor (I), the historic origins of the Muhammad al-Amin Mosque project (II) and the association of the former Lebanese prime minister with Lebanon's main Sunni place of worship (III). Besides being a powerful testimony to the impressive reconstruction effort in Lebanon in general and in Beirut in particular, this monumental mosque also represents a symbol of political and religious identification. The aim of this research is double: to track down the gradual involvement of the former head of government in sponsoring a 150 year old project, and to enquire about the ways the construction of a mosque can strengthen the legitimacy of a political actor within a multi-confessional societal context. Based on field research (2004 – 2009) and a systematic analysis of written, visual and oral sources, the objective is to explain how the appearance of this sanctuary of Lebanese Sunni officialdom participates in a wider dynamic that apprehends religious architecture in Beirut (at least partly) as a set of semi-public and semi-sacred spaces where the intricacies and links between politics, religion and urban sociology materialize in tangible and observable way. In fact, both the coming about of this prestigious mosque and the transformations of the adjacent Maronite cathedral illustrate the political subtleties of religious architecture as well as the ambiguities of intermingling communities. Moreover, the Muhammad al-Amin Mosque and the commemorative tomb of Rafiq Hariri installed immediately next to it offer an interesting field of observation that reveals developments, struggles and practices which document just how a reputation and a political legacy are being constructed, negotiated, mobilized, oriented and reoriented, according to the needs and wishes of the elites. Through a substantial biographical essay on Rafiq Hariri (chapters 1-3), juxtaposed to a recollection of the various construction phases of the Muhammad al-Amin Mosque (ch. 4), a detailed description (ch. 5) and a critical analysis of the latter by local experts (ch. 6), this research presents itself as a study that encompasses several disciplines and adopts, as a consequence, a methodological pluralism. Although the author concentrates the bulk of his attention on the complexities and interests at stake in contemporary Lebanon (ch. 7-8), in a final chapter he also examines a selection of major religious architectural projects, in order to provide for a wider contextualisation, both in time and space. The conclusion is that, no matter the place or the time and notwithstanding occasional exploitations of it, (religious) architecture turns out to be a fertile prism which, rather than a competition among communities reflects their diversity and exemplifies their interaction. ; Conçue en trois parties, cette thèse explore à la fois l'émergence de Rafiq Hariri comme acteur politique (I), la genèse historique du projet de la mosquée Muhammad al-Amin (II) ainsi que l'association de l'ancien premier ministre libanais au principal lieu de culte sunnite du Liban (III). Outre un puissant témoignage de l'impressionnant effort de reconstruction du Liban en général et de la ville de Beyrouth en particulier, cette mosquée monumentale représente également un symbole d'identification politico-religieuse. L'objectif de cet exercice est double et consiste non seulement à retracer l'implication graduelle de l'ancien chef de gouvernement dans la promotion d'un projet vieux de près d'un siècle et demi mais aussi à s'interroger sur la façon dont la construction d'une mosquée peut contribuer à renforcer la légitimité d'un acteur politique dans un contexte sociétal multiconfessionnel. Sur base d'une étude de terrain menée entre 2004 et 2009 et en dépouillant un corpus documentaire composé de sources écrites, visuelles et parlées il s'agit d'expliquer comment l'apparition de ce haut lieu du sunnisme officiel libanais s'inscrit dans une dynamique plus large qui permet d'analyser l'architecture religieuse à Beyrouth (du moins en partie) comme des espaces tantôt publics tantôt sacrés où les liens entre le politique, le religieux et la sociologie urbaine se matérialisent de manière concrète et observable. En effet, la réalisation de cette prestigieuse mosquée ainsi que les transformations de la cathédrale maronite adjacente permettent d'illustrer aussi bien les subtilités politiques de l'architecture religieuse que les ambigüités du brassage communautaire. Par ailleurs, la mosquée Muhammad al-Amin et la tombe commémorative de Rafiq Hariri qui lui est accolée constituent un formidable champ d'observation révélant un certain nombre d'évolutions, de luttes et de pratiques qui montrent comment une réputation et un héritage politique se construisent, se négocient, se mobilisent, s'orientent et se réorientent en fonction des contraintes et des besoins des élites. A travers un substantiel essai biographique sur Rafiq Hariri (chapitres 1-3) juxtaposé à une recomposition des différentes phases de construction de la mosquée Muhammad al-Amin (ch. 4), d'une description détaillée (ch. 5) ainsi qu'une analyse critique de celle-ci par des experts locaux (ch. 6), cette recherche se présente comme une étude à cheval sur plusieurs disciplines qui adopte, par conséquent, un pluralisme méthodologique. Si l'auteur porte son attention principalement aux complexités et aux enjeux propres aux réalités libanaises contemporaines (ch. 7-8), dans un dernier chapitre (ch.9) il s'applique également à étudier une sélection de grands projets d'architecture religieuse plus ou moins éloignés dans le temps et/ou dans l'espace, afin de permettre une mise en contexte à plus grande échelle. Based on field research (2004 – 2009) and a systematic analysis of written, visual and oral sources, the objective is to explain how the appearance of this sanctuary of Lebanese Sunni officialdom participates in a wider dynamic that apprehends religious architecture in Beirut (at least partly) as a set of semi-public and semi-sacred spaces where the intricacies and links between politics, religion and urban sociology materialize in tangible and observable way. In fact, both the coming about of this prestigious mosque and the transformations of the adjacent Maronite cathedral illustrate the political subtleties of religious architecture as well as the ambiguities of intermingling communities. Moreover, the Muhammad al-Amin Mosque and the commemorative tomb of Rafiq Hariri installed immediately next to it offer an interesting field of observation that reveals developments, struggles and practices which document just how a reputation and a political legacy are being constructed, negotiated, mobilized, oriented and reoriented, according to the needs and wishes of the elites. Through a substantial biographical essay on Rafiq Hariri (chapters 1-3), juxtaposed to a recollection of the various construction phases of the Muhammad al-Amin Mosque (ch. 4), a detailed description (ch. 5) and a critical analysis of the latter by local experts (ch. 6), this research presents itself as a study that encompasses several disciplines and adopts, as a consequence, a methodological pluralism. Although the author concentrates the bulk of his attention on the complexities and interests at stake in contemporary Lebanon (ch. 7-8), in a final chapter he also examines a selection of major religious architectural projects, in order to provide for a wider contextualisation, both in time and space. The conclusion is that, no matter the place or the time and notwithstanding occasional exploitations of it, (religious) architecture turns out to be a fertile prism which, rather than a competition among communities reflects their diversity and exemplifies their interaction. ; Conçue en trois parties, cette thèse explore à la fois l'émergence de Rafiq Hariri comme acteur politique (I), la genèse historique du projet de la mosquée Muhammad al-Amin (II) ainsi que l'association de l'ancien premier ministre libanais au principal lieu de culte sunnite du Liban (III). L'objectif de cet exercice est double et consiste non seulement à retracer l'implication graduelle de l'ancien chef de gouvernement dans la promotion d'un projet vieux de près d'un siècle et demi mais aussi à s'interroger sur la façon dont la construction d'une mosquée peut contribuer à renforcer la légitimité d'un acteur politique dans un contexte sociétal multiconfessionnel. Sur base d'une étude de terrain menée entre 2004 et 2009 et en dépouillant un corpus documentaire composé de sources écrites, visuelles et parlées il s'agit d'expliquer comment l'apparition de ce haut lieu du sunnisme officiel libanais s'inscrit dans une dynamique plus large qui permet d'analyser l'architecture religieuse à Beyrouth (du moins en partie) comme des espaces tantôt publics tantôt sacrés où les liens entre le politique, le religieux et la sociologie urbaine se matérialisent de manière concrète et observable. Par ailleurs, la mosquée Muhammad al-Amin et la tombe commémorative de Rafiq Hariri qui lui est accolée constituent un formidable champ d'observation révélant un certain nombre d'évolutions, de luttes et de pratiques qui montrent comment une réputation et un héritage politique se construisent, se négocient, se mobilisent, s'orientent et se réorientent en fonction des contraintes et des besoins des élites. A travers un substantiel essai biographique sur Rafiq Hariri (chapitres 1-3) juxtaposé à une recomposition des différentes phases de construction de la mosquée Muhammad al-Amin (ch. 4), d'une description détaillée (ch. 5) ainsi qu'une analyse critique de celle-ci par des experts locaux (ch. 6), cette recherche se présente comme une étude à cheval sur plusieurs disciplines qui adopte, par conséquent, un pluralisme méthodologique. Fostering socio-economic development throughout all Member States is a fundamental goal of the European Union. With one third of its budget, the EU tries to support regional development in lessdeveloped regions and improve the life of its citizens. To reach its goal, a shift can be observed from a single sided focus on factor mobility and thus transportation and other infrastructure facilities to a higher diversity in approaches, including culture, the arts and creativity. Here, creative industries and innovation are keywords within Structural Funds, the main instrument of EU regional policies. However, very little is known on how cultural operators in the form of artists, opera houses etc. contribute to regional development by implementing Structural Funds projects. The framework conditions set on EU level are very open, allowing the sector to contribute in their own way to socioeconomic development. To improve the understanding of how cultural operators access Structural Funds this dissertation was guided by the question: What kind of strategies do cultural operators use to access Structural Funds in Poland? Or on a more abstract level: What are the formal and informal norms within the application process for cultural operators, and in which way do they impact the application strategies of cultural operators in Poland? By working on those questions, this dissertation is providing an insight into how cultural operators on the ground approach Structural Funds. The case study on cultural operators in Poland serves as a concrete example and gives a clearer picture of access strategies, barriers and facilitators within this process. Because research is scarce on this subject, a choice for an in-depth case study analysis within one country was taken. With a theoretical framework of sociological Neo Institutionalism, especially a model developed by Victor Nee and Paul Ingram (1998), the research focusses on different levels of interaction and the role of formal and informal norms. The model was modified to support the analysis of actors' strategies, and explain the application process of cultural operators. Here, the focus was on the micro level (cultural operators) and its interaction with the meso level (national). The model was enriched at the end of the research with elements of Bourdieu's theory of practise, namely his concepts of fields and capital. Poland was selected as case study country due to its unique position as the biggest new Member State with its long cultural tradition at the heart of Europe and a very positive formal framework for cultural projects within Structural Funds. The focus was on the years 2004-2007 and thus covered mainly the first funding period for Poland. As empirical evidence, 27 expert interviews were carried out with cultural operators and their environment in Poland. They were analysed on a qualitative basis, using Atlas.ti, and co-occurrence network views. The author conducted all interviews within a period of two months, and most of the interviews were conducted in English. Important steps within the analysis were the emergence of a project idea, the 'melting' of this idea into a project application, different challenges linked to the application process and information gathering as a crucial factor within this process. In the end, the findings were validated by three EU experts from the Commission and the European Parliament. Conclusions: Findings show that the application strategy is driven by a set of formal and informal norms. Among them one can find elements linked to financing and co-financing, access and distribution of information and capacity building in the form of knowledge gathering and experience. The informal channels proved to be especially valuable. Further, the organisation resources have a significant impact when applying for Structural Funds. This is not limited to sufficient financial means but also related to existing networks and knowledge of whom to ask for information and support. Here, reference can be made e.g. to Bourdieu's concept of capitals. Based on those findings, a typology of three different actors' groups with different challenges and project profiles was developed. It can be shown that their positions and strategies are influenced, not only by formal rules and norms, but also to a high level, by informal norms and structures. As a result, projects were generally implemented by rather big and well-established organisations. Most of them focussed on the conservation of cultural heritage or the construction of new, 'classical' cultural infrastructure such as museums and opera houses. However, innovation and creativity are thought to grow especially in smaller, often younger and 'different' settings. As the EU is interested in those elements to find a region-tailored solution to socio-economic development needs, a nearly exclusive focus on rather traditional flagship projects implemented by well-established organisations appears insufficient: In other words, there is a discrepancy between proclaimed possibilities and attempts within political statements and Structural Funds rules on one side and the picture on the ground on the other side. Thus, if the fostering of socio-economic development through innovation and new approaches is to emerge, attempts need to be taken to increasingly support cultural operators with less favourable given capital. The thesis presented enhances knowledge within these processes and therefore contributes to the improvement of the situation. Because only if conditions are analysed and known, processes on national and EU level can change and alternatives be considered. As a conclusion for the micro level, a strong networking and gathering of know-how independently from formal structures seems the most promising short-term approach. From a long-term perspective, a formalisation of networks and stronger lobbying, especially on national level but also on EU level will be needed if framework conditions are to change in favour of a more diversified and flexible approach.

All disciplines are entitled to do so, and our study is based on a dialog between an anthropologist (Ph. Dujardin) and a physicist (the author). We show the similarity of approaches: - when the anthropologist defines social groups having some permanence, by considering human behaviours seen as similar, as opposed to other behaviours whose variability has no meaning to him; and - when the physicist defines space, relying on systems of material points whose relative motions are negligible (solids), as opposed to mobile points that serve him to define time (for example, the sun in its apparent movement around the earth, or the light photon in the atomic clock). The study of the division within the world between the stable and the unstable, the stationary and the volatile, reveals fundamental invariants. (1) Invariants of the a priori conditions of the group or solid construction. We call them: - cutting operation (decision of a boundary between the stable and the unstable), - existence of a void (pointing out the vacuum, the empty stage, or the free field, where movements or behaviours show), - declaration of an archetype (giving an absolute character to a universal principle –call it a hyperbole- inevitable to begin to think: e.g. human rights - of general application - or the speed of light - universal constant-); - relation of equivalence (between points, or humans, linked together in a stable manner within a solid or a group.). (2) Invariants in the properties of our discourse on the world: incompleteness, presence of uncertainty, of recursiveness, of contradictions, that must be connected to the choices made for the invariants of the first kind. This approach allows one to discuss in a new perspective the disharmony between the categories of time imposed by grammar (division past / present / future) and our daily experience; as a consequence, the distinction between the fields covered by politics or by history is not founded on their relations to present, but on the designation of what is stable and what is volatile. This approach also allows to connect the time, or the times, of humanities to that of physics. On the one hand, time is multiple, as relations between entities in the world are multiple, but, on the other hand, we must choose a unique "synchronized" time as the basis for communication. This time is particular only because of the agreement that it permits to build. Grammar categories relate to the time/space duality (say to space-time) and not to the sole synchronized time that remains an index external to the things. More generally, this approach provides a tool for comparing the functioning of various cultures and social groups; it must be tested in the future. ; Nous proposons ici des définitions très générales de l'espace et du temps. They are not substances of nature to discover, but relations to express, opposing the stable to the unstable. All disciplines are entitled to do so, and our study is based on a dialog between an anthropologist (Ph. Dujardin) and a physicist (the author). We show the similarity of approaches: - when the anthropologist defines social groups having some permanence, by considering human behaviours seen as similar, as opposed to other behaviours whose variability has no meaning to him; and - when the physicist defines space, relying on systems of material points whose relative motions are negligible (solids), as opposed to mobile points that serve him to define time (for example, the sun in its apparent movement around the earth, or the light photon in the atomic clock). Esta tesis parte de los avances científicos y tecnológicos que proceden del desarrollo de ciencias como la Genética y la Biotecnología, y de las consideraciones que realiza la Bioética, con el fin de analizar la intervención del Derecho penal en estos temas. El estudio se sustenta en los delitos relativos a la manipulación genética tipificados en el Código penal de España de 1995, (la legislación de la autora -ecuatoriana- no tipifica estos delitos). Dentro de este trabajo se considera el concepto de sociedad de riesgo y su vertiginoso adelanto científico y tecnológico, lo cual origina nuevas formas de ataque a bienes jurídico-penales protegidos por el Derecho o que se introduzcan nuevos bienes jurídicos. En este sentido, luego de analizar algunos elementos como la doctrina sobre el bien jurídico-penal, los antecedentes legislativos a estos delitos y la jurisprudencia relacionada, se efectúa una construcción dogmática que concluye con exponer los criterios sobre la existencia de un bien jurídico-penal único protegido en estos delitos.Posterior al establecimiento del bien jurídico-penal único, se profundiza en el consentimiento dentro de la Teoría política y de otras instituciones, con el propósito de elaborar una propuesta dogmática sobre la ubicación del consentimiento dentro del Derecho penal. En este sentido, se sostiene que el consentimiento es un principio limitador del Ius Puniendi del Estado. A partir de ello, se estudia la relevancia del consentimiento informado dentro de los delitos relativos a la manipulación genética. Dentro de las reflexiones que se realizan, se relaciona al consentimiento con otros principios como es el de autodeterminación y el de autorresponsabilidad, y se sostiene que los principios limitadores del Ius Puniendi del Estado son de dos clases: 1. Principios de naturaleza individual (autonomía de la voluntad, consentimiento y autorresponsabilidad), por la protección que otorgan a los derechos y a las garantías individuales; y 2. Los principios de naturaleza colectiva (los otros principios conocidos), que se aplican más a las garantías generales del Derecho penal. El efecto jurídico que produce el consentimiento y sus principios afines, es la exclusión de la tipicidad.En esta tesis se aborda la imputación a la víctima relacionada a los delitos relativos a la manipulación genética. Por un lado, este hecho se justifica por la estrecha relación entre temas como la disposición del titular sobre el bien jurídico y el consentimiento. Por otra parte, dentro de los principios de naturaleza individual, se incluye el de autoresponsabilidad, razón por la cual, se analizar la imputación a la víctima. En este sentido, la atribución de la conducta y del resultado a un individuo, bien puede contener algunos parámetros provenientes de la Teoría cuántica. Conjuntamente con ello, dentro de los tipos penales relativos a la manipulación genética se presenta un inevitable retomo a la figura del consentimiento, en este caso al consentimiento informado. Esto demuestra que las soluciones dogmáticas a los problemas de imputación a la víctima pueden ser varios, y dependen del alcance de cada tipo y de la normativa sectorial de cada caso. También se efectúan algunas reflexiones de lege ferenda sobre la imputación a la víctima en estos delitos.Los principios de naturaleza individual cumplen una doble función: 1). Como principios limitantes de las facultades punitivas del Estado; 2). Dentro de la Teoría del delito, garantizan la autonomía de la voluntad del individuo al momento de elegir determinadas posibilidades o riesgos. Precisamente, a través de los principios de naturaleza individual, la persona manifiesta su libertad en donde se le es permitido, dentro de dos ámbitos tan distintos como son los límites al Ius puniendi del Estado y la Teoría del delito. ; The present Thesis begins with the technical advances in Genetics, Biotechnology and the Bioethics considerations, with the main proposal to study the Criminal Law intervention on this matter. This Thesis analyzes on the typified crimes involving genetic manipulation the Spanish Criminal Code of 1995. After, the author studies on the existing doctrine on the criminal-legal rights and crimes of danger, the main conclusion is that the genetic manipulation crimes are protecting an unique criminal-legal right.The consent constitutes a limiting principle of the "Ius puniendi" of the State. In this sense, we have two kinds of principles: 1. The principles of individual nature represent the supremacy of individual behaviour; and 2. The other principles limiting the "Ius puniendi" of the State in general (principles of collective nature) that come from collective rights and general guarantees of Criminal Law.In this Thesis, we considered necessary to include the imputation of the victim involved in crimes of genetic manipulation, thus, among the Principles of Individual Nature, we include self-responsibility. In relation to the validity of consent, as a dogmatic option for solving the issue of imputation of the victim, we conclude that depending on particular legislation, informed consent is not only admissible but necessary to demarcate the victim's or patient's self-responsibility.Thus, the doctrinal premise on the importance of particular legal rules and the Principle of Self-responsibility is proven. The Principles of Individual Nature addressed In this study have a double role: 1). As Limiting Principles of the Punitive Power of the State; 2). In Theory of Crime, they guarantee the free will in choosing certain possibilities or risks. Through the Principles of Individual Nature, the individual manifests his liberty when allowed, in two areas as different as the limits to the "Ius puniendi" of the State and Theory of Crime.

Die Dissertation enthält Abhandlungen des Autors zur Entwicklungspolitik und Solidarität in der DDR im Zeitraum von 1968 bis 1990 bzw. 1994. Im Rahmen analytischer Rekonstruktionen werden die entwicklungsbezogene Bildungsarbeit der unabhängigen Dritte-Welt-Gruppen und die staatliche Entwicklungszusammenarbeit untersucht. Wichtige Grundlagen für die Abhandlungen sind bisher zur wissenschaftlichen und theoretischen Fundierung des Verständnisses von Entwicklungspolitik und Solidarität in der DDR nur in geringem Maße herangezogene Archivmaterialien der ehemaligen Staats- und Parteiapparate sowie aus kirchlichen Beständen. Die entwicklungsbezogene Bildung der unabhängigen Dritte-Welt-Gruppen wird auf ihre Korrespondenzen mit internationalen Entwicklungen seit 1968 und den staatlichen Rahmen in der DDR analysiert. Aufgezeigt wird, dass die unabhängigen Gruppen seit 1968 mit internationalen emanzipatorischen Bestrebungen in Kontakt standen und von den ökumenischen Verbindungen der Kirchen partizipierten. Konzepte der evangelischen Kirchen der 1970er Jahre von einem "verbesserlichen Sozialismus" (Heino Falcke) und der "Kirche als Lerngemeinschaft" unterstützten frühzeitig substantiell die politische Bildungsarbeit der Gruppen unter den repressiven Verhältnissen der DDR und förderten eigenständiges und selbstorganisiertes Engagement. Impulse aus der westeuropäischen Erwachsenenbildung (Ernst Lange) und der "Pädagogik der Unterdrückten" (Paulo Freire) lassen sich nachweisen. In den 1980er Jahren kam es zu einem Wechsel von einer auf kirchliche Strukturen ausgerichteten Arbeit hin zu einer politischen Arbeit, die auf Veränderungen in der Gesellschaft der DDR abzielte. Der Ansatz der entwicklungsbezogenen Bildung, durch Informations- und Bewusstseinsarbeit Verständnis für Veränderungen im Nord-Süd-Verhältnis, wie in der eigenen Gesellschaft zu fördern, erwies sich auch unter den Verhältnissen der DDR als motivierend. Rekonstruiert wird die Entstehung und Arbeitsweise des ostdeutschen entwicklungspolischen Netzwerkes INKOTA. Ihm wird eine intermediäre Funktion zwischen verschiedenen Akteuren zugeschrieben, die den gemäßigt widerständigen Charakter der Dritte-Welt-Gruppen in der Oppositionsbewegung der DDR mit prägte. In den Gruppen fand vielfältiges informelles Lernen und selbstorganisierter Kompetenzerwerb statt. Herausgearbeitet wird, dass diese Lernprozesse im zentralistischen System der DDR für die unabhängigen Gruppen einen hohen Stellenwert aufwiesen. Den in den Gruppen erworbenen Fähigkeiten kam in der friedlichen Wende 1989/1990 eine herausragende Bedeutung zu. Mit der politischen Einheit Deutschlands verloren diese Fähigkeiten schnell an Wirksamkeit. Die weit verstreut und halboffiziell in Kleinstauflagen erschienenen kirchlichen Veröffentlichen zur entwicklungsbezogenen Bildung werden erstmals in einer Bibliografie nach den Herausgebern zusammengefasst und systematisch geordnet. Damit wird eine Grundlage zur weiteren Erforschung entwicklungsbezogener bzw. politischer Bildungsarbeit im Rahmen der Oppositionsforschung der DDR gegeben. An den Beziehungen der DDR zu Mosambik und Äthiopien wird untersucht, wie zu ausgewählten Entwicklungsländern auf Grundlage der marxistisch-leninistischen Theorie der Außenpolitik bzw. der Außenhandelspolitik und wirtschaftlicher Engpässe die praktische Solidarität gestaltet wurden. Aufgezeigt wird, dass die eigenen ökonomischen Interessen teilweise in erheblichem Maße zum Schaden der befreundeten Entwicklungsländer durchsetzt wurden. Dieser Widerspruch sollte unter anderem durch eine hohe Geheimhaltung verdeckt werden. Die staatliche Informationspolitik zu entwicklungspolitischen Fragen erfolgte aus diesem Grund besonders restriktiv. An Hand von exemplarischen Analysen (Äthiopien: Unterstützung des Machtwechsels 1977, Kaffeeimport; Mosambik: Steinkohlebergbau, landwirtschaftliche Großprojekte, Vertragsarbeiter, Außenhandelsschulden, Solidaritätsleistungen) werden Entscheidungsprozesse des Partei- und Staatsapparates aufgezeigt. Die Ergebnisse entsprachen meist nicht den eigenen Ansprüchen wie den Kriterien solidarischer Entwicklungszusammenarbeit. The development-related education of independent, Third World groups and the state development cooperation will be examined in the framework of analytic reconstructions. Up till now, important fundamentals for the discourse have been the scientific and theoretical foundations of the understanding of development polities and solidarity in the GDR. These were put together from scarce archive materials of the former state and party machine as well as from church documents. The development-related education of the independent Third World groups will be analyzed by their correspondences with international developments since 1968 and the state framework of the GDR. It shows that the independent groups were in contact with international emancipation attempts since 1968 and participated in the ecumenical connections of the church. Concepts of the evangelical churches in the 1970s of an "improvable socialism" (Heino Falcke) and the "church as a learning community" earlier substantially supported the political education of the groups under the repressive conditions of the GDR and demanded independent and self-organized commitments. Impetus from Western European adult education (Ernst Lange) and the "pedagogy of the repressed" (Paulo Freire) demonstrate this. In the 1980s there was a change from a work aimed at a ecclesiastical structure to a political work that targeted a change in the society of the GDR. The basic approach of education, which was development-related, promoted understanding through information and consciousness work for changes in the North-South relationship as one would do in his own society. This proved to be motivating even under the atmosphere of the GDR. The creation and the operating principles of the East German developmental policy network INKOTA was reconstructed. It was assigned an intermediary function between the different players that helped form the moderate resistive nature of the Third World groups in the counter movement of the GDR. A complex informal learning and self-organized acquisition of expertise took place in the groups. It was defined that the independent groups in the centralized system of the GDR highly valued this learning process. The abilities acquired in the group took on a prominent importance during the peaceful revolution between 1989/1990. However, with the political unity of Germany these accomplishments quickly lost their effectiveness. The widely dispersed and half-official ecclesiastic publications, which were printed in small runs on the development education were systematically organized into a bibliography and categorized according to their publisher. This laid the basis for further research on development related and political education in the framework of the opposition research given in the GRD. The relationship of the GDR to Mozambique and Ethiopia is being examined to see how they designed their solidarity to certain developing countries, which were chosen according to their foundations of Marxist-Lenin theory of foreign policies, foreign trade policies and economic bottle-necks. What was discovered was that their own economical interests were asserted usually at the expense of the developing countries they had befriended. This contradiction was kept hidden as a strict secret. The state information policies on questions involving development policies which followed as a result were especially restricted. By means of example analysis (In Ethiopia: supporting the change of power in 1977, coffee import; In Mozambique: anthracite, large agricultural projects, contract workers, trade schools, solidarity achievements) the decision-making processes of the party and state administrations were identified. The results did not correspond most of the time with their own demands, like with the solidarity of development cooperation criteria.
