So great is the power of tradition, that many are wondering what really is the attitude of the present undergraduates in ques-lions of truth and falsehood, than which nothing can be of greater importance, if the practical end of a college course is to be "training good members of society." Do our students have any dominating sense of honor, or are they predominantly gov-erned by the stray survivals of an impalpable and damaging tra-dition ? Behold, says the world to the college, you have received our choicest young men, you are training those who are to be the iiower of our citizenship, the leaders of men, yet you surround them with an atmosphere smirched with the vestiges of a past which knew neither the glory nor the honor of our democracy. The skeptic sees in the little college world only a false and de-cisive transcript of the larger world. He wonders when students will cease their imitation of the small boy, who one minute reads the riot-act of manly independence, and the next pleads the baby-act of thoughtless irresponsibility. He wonders when fac-ulties will cease their skipping about from "in loco parentis" to '.he "on honor" theory. Those best able to learn the attitude of students toward ques-tions of truth and falsehood find much that is encouraging. None set for college officers a standard of honor so sensitively' high. Disingemiousness in a professor the students find intol-erable, and once discovered it may mean the permanent blasting of his usefulness. A man may lack extraordinary personal .•harm, he may yet gain and keep the confidence of the students by scrupulous candor in all his intercourse with them, but lack of this element of frankness is sure to call forth their condem-nation. In no department of life can you find a loftier standard than the one which students have set for themselves in their athletic "iiaining. If athletics were not accomplishing anything else that is worth while, the fact that they get and keep a lot of young men "in training," renders justifiable their demand for con-tinued support. To the extent of rigidity has the standard of honor in .atliletic training been elevated. A student has no J THE MERCURY. purer means of branding himself than the breaking of training. And what body of more mature men has a finer sense of what constitutes leadership? No one, therefore, need seriously fear that undergraduates are without a keen ethical perception. And yet, in spite of these healthy signs, we cannot disregard 'he discouraging observations of a scrutinizing world. It sees in the average undergraduate such little sense of proportion: open and gentlemanly as he is, he appears honest and honorable only in spots. A manufacturer requires that into the product of his plant his workmen shall put honest material and honest toil,—his success depends upon that requirement. Need we wonder that he should grow impatient with our institutions of learning, which claim to enroll the choice youth of an enlightened country, when so much of the work turned out by them has the ear-marks of dishonesty, —not to speak of the vast amount of work that is never done at all? Can the college rightly expect much sympathy from the man of business, when he observes so many annually leaving col-lege walls who have never learned the real meaning of work, never practiced strenuous industry or appreciated the value of iime? The community would not feel so keenly disappointed with the growing numbers who go to college more for the social life than for learning, if that social life were invigorated to a greater extent by the moralities which govern society at large, :md if it had at least a more certain tendency to promote the greatest of all arts, the art of living. Is the judgment of the world too harsh ? Is it not too exact-ing to demand that youthful immaturity be subjected to the ligid standards which logic and the community at large seem to approve ? Only those yet under the charm of tradition—be they slumni, faculty or undergraduates—look with complacency upon the happy-go-lucky codes the extravagances and distortions of our colleges. But happily the number of these is decreasing, and never before, we believe, has the time been so propituous for the obliteration of this damaging tradition. This is true even among the undergraduates themselves. They ma}' not be desir-ing increased supervision or more stringent regulation, but a great majority of them stand ready to be released from false-standards and to adopt sound and sane ones in their stead. C THE MERCURY. Is it just that the picked young men of America should any longer be brought into and permitted to perpetuate a delusive-atmosphere? An atmosphere in which acts of obvious dis-honesty and vice and inhumanity are socially elevated and put into good repute, when the perpetrators should be put into bad repute, certainly deserves no place in an enlightened country 'ike our own. Undergraduates are free to confess that in their excesses quite frequently they are but following custom and can oiler no other excuse; and by their very manner many of them indicate that a higher standard is struggling to gain ascendency. Who shall assist them in completely throwing off the cruel rhackles of tradition, or must they effect their own deliverance? If the purifying and the uplifting of college honor is to pro-gress, along sane and invigorating lines, what greater service can be rendered the undergraduates than to place among them a vigorous, guiding personality,—not a college officer, but one who, sympathizing with the students' own point of view, can liberate Ihem and act as their interpreter and guide. THREE SENSES, BUT A COMPLETE SOUL. MARY HAY HIMES, 'OS. JELEN KELLEB'S name is already too familiar to each of you to need a special introduction. The world of to-day knows it well and has accorded to its owner not a little fame because of her attainments. Though Miss Keller has to do without both hearing and sight she has achieved a position among her fellowmen which we must, in the circum-stances, recognize as surprising. She is now twenty-seven years old and her education has served to make her a writer of no mean ability. She is a college girl, having been graduated from Radeliff with the degree of A.B., in 1904, and she is now entering upon a career of service io bo wrought both by her own hands and through influencing ••(hers to favor and aid beneficent undertakings. But whatever THE MJ5RCURY. rhe does she will not neglect the task of improving her mind and she will continue to write. She has had the unusual privilege of knowing intimately many of the great men of her day such as Phillips Brooks who was her main instructor in things religious, Henry Drummond the mem-ory of whose strong warm handclasp she likened to a benediction, Oliver Wendell Holmes whom she called her beloved poet, John (Treanleal' Whitticr in whose home she visited the summer before he died, Edward Everett Hale whose friendship helped her over many of the rough places, Mark Twain from whose lips she read one or two of his good stories, and Joseph Jefferson who acted for her in private the most striking parts of a number of his plays ro that her education even in this line is not so defective as one might naturally suppose. Of these, her friends, she has written: "In a thousand ways they have turned my limitations into beau- : if ill privileges and enabled me to walk serene and happy in the shadow cast by my deprivation." Books have meant much more in Helen Keller's education than in that of others for they serve to bring knowledge to her which comes to an ordinary person through his eyes and ears. She has read widely and is thoroughly familiar with a large num- .,er of the best works in prose and poetry. She says literature is her "Utopia for no barrier of sense shuts her out from the dis-course of her book-friends. All these things have broadened and enriched Helen Keller's mind so that she is well fitted to exercise her natural bent to writing which lias won for her the excellent place that she oc-cupies in the literary world. She has written for many of this country's best periodicals and has been asked to speak in state legislatures and at hospital dedications in the cause of the deaf and blind! Her book called "The Story of My Life," has been sold by the thousands, and her articles which have lately been oublished in the "Century" are of unique merit. It seems nowise unfit ihat Miss Keller should be regarded as one of the most wonderful women that have ever lived when we note that she has attained this high position in spite of the fact that she has been deprived of the two of the five senses which are of such paramount importance to each one of us that we depend on them almost entirely, paying hardly any attention to the cul- 10 THE MERCURY. tivation or use of the three upon which she must depend alto-gether. Some of the knowledge which would generally come to one through his eyes and ears is brought to Helen Keller by taste, touch, and smell. Through these three senses sounds and shapes penetrate her consciousness and by certain mental processes of adding, multiplying, comparing what these senses bring her she gets definite ideas of whole objects, distance, degree and differ-mce. But there are concepts whose getting belongs to hearing or sight so particularly that we would think it impossible for a deaf-blind person to obtain them, no matter how high might be the cultivation of his three remaining senses. A great gulf here opens dividing the deaf-blind person from the hearing and seeing world. Yet in the case of Miss Keller we find no gulf there, for her soul in its activity and completeness reaches out and fills up the void. She makes use of the analogy between the material and the soul worlds and from the very fulness of her inner life is able to "mploy that whicli in her case has no correspondent without, to give her knowledge of that which her senses can never reveal. So far as the appreciation of music is concerned, she may have far better understanding of its nature than many a person with bearing ears but without any soul-intelligence to interpret what, through them, comes to him. We are made to feel this from her own account: "Sweet, beautiful vibrations exist for my touch even though they travel through other substances than air to i-each me. So I imagine sweet, delightful sounds and the artis-tic arrangement of them which is called music, and T remember '.hat they travel through the air to the ear conveying impressions somewhat like mine. I also know what tones are since they are perceptible factually in a voice." Her ideas of things which are revealed to us through our eyes are not lacking in clearness. She thus describes the way she gets her concept of color: "I have talked so much and read so much about colors that through no will of my own I attach mean-ings to them just as all people attach certain meanings to ab-stract terms like hope, idealism, monotheism, intellect, which cannot be represented truly by visual objects." Again she says: "The flash of thought and its swiftness explain the lightening's THE MEUCLTRY. H flash and the sweep of a comet through the heavens. My mental .-ky opens to me the vast celestial spaces and I proceed to £11 them with the images of my spiritual stars. I recognize truth by the clearness and the guidance that it gives my thought, and knowing what that clearness is I can imagine what light is to the eye. The utmost bound to which my thought will go is the horizon of my mind. From this horizon I imagine the one which the eye marks." It is only when we awake to self-consciousness that we begin to think. The awakening of the soul must come before we can know how to use the knowledge which reaches us through our reuses. There are persons who, having all five senses yet walk blind in the midst of the beauty which can only be seen through • lie windows of the soul. "Our blindness," says Helen Keller^ '•'changes not a whit the course of inner realities. Of us it is as true as it is of the seeing that the most beautiful world is always entering through the imagination. Faith is a mockery if it Reaches us not that we may construct a world unspeakably more complete and beautiful than the material world. And I, too, may construct my better world, for I am a child of God, an in-heritor of a fragment of the Mind that created all worlds." Indeed as we read the works of Helen Keller we often be-come conscious of the flutter of the spirit wings and we feel that in her flights of soul we axe somehow uplifted and refined. All this tells a wonderful story about the real nature of the soul, its dignity, energy, and power. It puts to route those phi-losophers who would hold this wonderful part of man subject to the petty rule of flesh, who claim that the possession of all five senses is necessary for a full and complete knowledge,—that the soul is dependent upon sense for its full life. It shows the soul to be something separate and apart from the body in which it dwells and utterly independent of it. The loss of any of the senses affects one's soul as little as the loss of a hand or foot would affect his personality. The soul has wonderful capabilities of growth and action which nothing but its own will need limit. Nothing need be a prison-house to the spirit, such power does it possess. It has KIeh unexplainable and wonderful qualities as man has always been drawn by his nature to reverence and worship—truly he 12 TUB MERCURY. bas been made a little lower than the angels. It is the soul which each man must respect within himself. Of what significance, then, is this in disclosing the nature of" the life of the sonl? If the soul is not affected by the small changes as they occur in the body, will the final destruction of the body by death lay chains upon the spirit and drag it down to nothingness? If man were a merely natural being, Nature's des-tiny would be his also; but we have seen that the soul is super-natural, able to mount over the barriers imposed upon the na-tural, and therefore deserving a different fate. What then do we face but immortality ? If eternity be not for the soul, man's very greatness, his capacity for thought and action and for ideals were direst mockery! Is it not rather that the soul sojourns-here for a time in the physical body as in a prison from which death will set it free to dwell forever in that unseen world where its real interests are and where it will remain after all earthly end material things have passed away? Having the great gift of eternity and a soul active and power-ful to do what it will, does not one's destiny rest in his own hands? If he learns to enjoy the soul-world by thinking of it here and earning a place in it surely happiness will await him in the future. We have seen that Helen Keller is making wonderful use of" her powers and know that she is building firm and strong. Her wonderfully courageous fight stands a firm rebuke to our sloth-ful spirits, and her victories in overcoming the obstacles in her way hold great encouragement for those on the verge of despair. THE MERCURY. 13.-. A CLEAR AND A GLOOMY DAY AT COLLEGE. L. W. TAYLOR, '08. HE day dawns gloomily, and at the last possible moment the heavy-eyed student rolls out of bed and gazes through a streaming window into the dense fog which has settled over all the campus, hiding from view every beautiful feature of the place. No vigorous heart-beats stir his torpid blood as he buttons his raincoat about him in anticipa-tion of the weary trip to breakfast and the not-altogether enjoy-able chapel service following. But such a day must be endured, and the only remedy is to dispel the gloom and forget the rain—if possible. The college student is an adept at this and although all is dismal without. the dormitories seem filled with merriment. The pipes are pro-duced, and dense clouds of smoke soon arise and fill the atmos-phere as though in opposition to the clouds of mist outside. Here and there groups of students settle down to a friendly game of cards, while others, perhaps, coil upon a pile of cushions to enjoy an interesting book. From various quarters comes the tinkling of mandolins and guitars, sometimes accompanied by snatches of song. But despite all this assumed gayety, everyone feels a spirit of' depression which he cannot well shake off. It follows him about, hinders him in his work, making all seem drudgery, and lurks nearby in his pastime although it may be forgotten for a short while. And as evening approaches, this feeling of confinement becomes worse and worse until it is well nigh unbearable, and darkness 'settles down over a restless and disconcerted person who feels that the day has gone for naught. But bow different the clay which dawns brightly upon a fresh, green world. The student arises early, wakened by the gay ••hatter of birds, and the bright sunbeams which stream in through his window. He springs up with energy and feels the-oright red blood coursing through his veins and filling his whole being with the joy of life He faces the day with eagerness, and the spirit of achievement is strong within him. Such a clay fills the whole place with gayety and college seems u veritable paradise in which youth and energy abound. The pastimes are now out in the open where no walks confine, and where fresh breezes bring health and vitality to all. The tennis courts -are filled with white-garbed figures, while from Nixon irield resounds the crack of the bat as it sends the leather sphere out to some expectant hand. The brawny arms of clean-limbed f.thletes of the more classic sort,can be seen flashing in the sun-light as they circle the track with strong strides. Others indulge their freedom by strolling out over the battle-field, some in quest of botany specimens, some in the interests of geology, and many simply for the invigoration afforded by the pure air and sunshine. When darkness falls, the students are still loath to confine themselves within four walls, and so they stroll along the streets of the historical college town, and perchance when the moon .•ioods the campus with soft light, they gather on the steps of '•Old Dorm" and sing, or enjoy the peace of evening in medita-tive silence, thus ending n day filled with many joys and rich in life for all. j* SHOULD THE SCHOOL TERM IN THE PUBLIC SCHOOLS BE REDUCED TO EIGHT MONTHS? '09. 8HE question of reducing the school, term in the public-schools from nine to eight months has been uppermost among the questions that have been troubling the minds of the men who have to attend to the welfare of our schools. The school term should not be reduced to eight months, be-cause the general age of the pupil in the public schools is under twelve years, and they are at the very age when they are learn-ing the rudiments of the different branches and getting the foun-dation upon which to build their lives; also they are at that age when they most easily forget what they are being taught, for THE MEKCURY. 15 their past experiences are few and they are continually passing through new experiences, which tend to drive out the training they are receiving from day to day in the school room. There-fore, to reduce the school term to eight months would be giving ;Jiese forces one extra month in which to work, and it would take twice that time to replace what would be lost, so instead of gain-ing a month it would be losing three. Also when the child is out of school he is free from the disci-pline which there exists. Some may say, he is under the home-rule. That is very true but the home-rule is in very few cases as strict as the discipline of the school room, and it can not be as stringent, for every one knows that in the school room the child ■s continually under the eye of his teacher, whereas at home, if he were there, for nine times out of ten after school hours he is roaming around with his comrades and is under no discipline at all—his parents have their domestic duties to attend to and are unable to keep a close watch upon him. So to give the child one month more of freedom from school-room discipline would not be to his advantage, but rather it would be detrimental to his childhood training. It is undoubtedly true that the children become very tired of being shut up in the school room during the spring and long to be free to roam wherever they may choose, and this very long- 'ng suggests a reason for not reducing the school term to eight months. The fact that a large number of the children loiter around after school hours with their companions is no reason for not reducing the school term, but the fact that they do not loiter inerely with their child companions but instead, around the street corners and other places is an argument against it. Here they come in contact with all kinds of people and see what those, some years older than they, are doing, such as smoking and chew-ing, and hear obscene language which is extremely disadvanta-geous to the training of the moral elements in the child. When the child sees or hears these things what does he do? Does he run away? No, he docs the exact opposite; he remains longer than he would otherwise have done, he is not satisfied with what hehasscenor heard but he wishes to see and hear more, and it docs not stop with the mere seeing and hearing; the child wishes to be like those who do these things, and thinks he is elevated to a 1G THE MERCURY. Uglier plane if he takes a smoke or uses curse words. He is sadly mistaken, for instead of being elevated, he is being de-graded. Therefore if the school term were reduced to eight months, he would be given one month more in which to mingle with this element, which works against his moral character. Thus there are three reasons, and very essential reasons too. why the school term in the public schools should not be reduced to eight months. In the first place the child would be deprived of a month's training in the fundamentals when it is the most opportune time; secondly, he would be free from the school-room discipline an extra month, and lastly, he would be given one more month in which to associate with that class of persons who stand on the street corners and in other public places. SIMILARITY OF PURSUITS THE BASIS OF FELLOWSHIP. G. L. KIEFFER, '09. XDIVIDUALS in this world are all prone to seek com-panions. The kind of companions sought varies in proportion to the degree of development of the indi-vidual. These individuals that mutually agree to en-joy each other's fellowship must certainly have as their posses-sion some common ground, where all differences disappear. This r-ommon ground quite frequently proves to be a similarity of pur-suit. In harmony with this fact is the old saying: "Birds of a feather flock together." Who has not seen, or read about, the old country store gathering. Here the farmer is wont to meet his neighbor for an evening's fellowship, mutually desired and en-joyed. This fact of similarity of pursuits being the basis of fellow-ship is not alone true of the laboring class. It is also true of the cultured class. The coffee house in the days of Ben Johnson was the fellowship club of the literary lights of that age. Here they met and enjoyed each other's wit and humor as well as shared each other's troubles. THE MERCURY. 17 The fact that similarity of pursuits is the basis of fellowship is ; hewn in the manner in which those who are following the same line of work are banded together. We, to-day, have the great labor unions' as an outgrowth of this among the laboring class. In higher walks of life are found this association and that asso-ciation. Banded together for each other's protection and develop-ment, these unions and associations are quite a factor, working for the betterment of humanity's condition of life. The strong characters thus intimately associated with the weak possess a great opportunity for living a life according to their Master's com-mands. Granted these associations carry with them evils, never-theless the benefits outweigh them. Therefore, in time past as well as at the present time, indi- \iduals who have had the common ground of similarity of pur-suits have banded themselves together in order that they might enjoy each other's fellowship. In all walks of life this has been true. It is likewise true that the benefits to the individuals of these bonds of fellowship can hardly be estimated. THE INEXORABLE IN THE WORLD. HESSE, '09. JWENTY and one half centuries ago, there lived, in beau-tiful Greece, a childlike and simple hearted people, but endowed with intellects that shone as the stars in their own wonderful heavens. Of experimental science they had none, but their intuition and reason led them to experience the loftiest thought and the profoundest emotions that fill the imman breast. They attained the heights of intellect we must strive in vain •■ompletely to comprehend, and they laid the foundation for modern culture in its length and breadth. They reveled in meta-physical speculations, they looked through the stars and through the multitudinous phenomena of earth, and saw within the com-plexity of all a oneness which they called the universe. Nor is there a theory of modern science or philosophy which in its 18 THE MERCURY. broad outlines they had not conceived. In the sixtli century before Christ there was taught the doctrine of creation by evolu-tion, the nebular hypothesis, the indestructibility of matter and the conservation of energy, the sphericity of the earth, the fact of sex in plants, as well as in animals, and their theory of music has never been changed. They recognized order, plan, and design in this cosmos of theirs, and so affirmed mind as its author. As those old Greeks had grasped the fundamental conceptions which are necessary to understand natural law in the material universe, so, too, by a native insight they grasped the ethical principles of the world. They felt themselves to be free-willed personalities, but they saw with crystaline vision that man, in order to find safety and perfect freedom, must have a will sub-servient to the laws set in order by the Divine Creative Mind, and that a will out of harmony with these laws incurs peril, tem-poral and external. During those early days the laws in physics, optics, chemistry. ,«md biology were unknown, and will was recognized as the only force capable of initiating motion. Accordingly, those old 'Greeks created, by their vivid imagination, gods invested with power to rule over certain definite spheres of human activity. Nevertheless, they were conscious that back of even Father Zeus liimself, there was a mysterious, an inexorable something, to which, with their most vivid imagination, they could not assign a personal existence in the home of the gods on high Olympus. The Greek philosopher was struck with awe, as he contemplated this mystery underlying his fanciful explanation of the move-ments in nature. He realized the presence of a force which lie oould not attribute to the capricious gods. He felt the cold hand of stern necessity, of unbending compulsion, that inexorable Power, which is no respector of persons, and to which all crea-tion is obedient, the great cause of the perpetuity of the world. He saw it manifested in (lie composition of the elements and represented graphically by the starry heavens. To him it was Ihe soul of all natural phenomena and the absolute authority over the hearts of men. The Greeks, in their thought were striving to represent this inexorable Power, and to that end, created a word. They spoke of it as avayKrj and to it they resigned self. Sopocles, in THE MERCURY. 19 that magnificent tragedy, "Oedippus Bex," says, "Not even the gods fight against amy/c^. And Aeschylus, in the Promotheus Bound, tell how, in the beginning, poor pitiable mortals were crashed through their ignorance of natural laws and forces, hav-ing no power of development, and that at length rejected and given over to destruction by the Olymphic Zeus. He tells how, in their blindness to the means of development which avayK^ afforded, they suffered untold pain and woe. They failed to re-alize that existence is a struggle in which the victory is not to tiie strong but to those whose souls are atune with the eternal plan of progress. Mortals seemingly were helpless, but upon re-ceiving fire, "the teacher of every useful art," there was opened to them illimitable resources. Science was born, and by learning. dowly and painfully, the workings of the universe, man was raised to a higher plane of living. Centuries have rolled by, and man himself has become a god. AVe have advanced until we are conscious that all natural forces invite us to rise higher in material development by cdping with opposition. The idea of limitation and the laws of nature that stand seemingly in opposition to our physical, mental, and moral development may be considered as the dark avay/o? of the ancient Greeks, and yet in reality it is merely the necessary op-position by which action is made possible. There could be no flight of birds, if it were not for the change-less law of gravitation and the defiance of ethereal space. Our fouls could not soar to higher worlds, and, in our intellectual and • loral struggles we should fail, but for the very defiance we meet. 't is the order of things yet to some, it is so dark and fearful. But why should it be? It is but rational to accept the limita-tions which He who made the world has set as the boundaries of-human activity. Endowed with an immortal soul and placed in, a vast theatre of struggle, a man so often surrenders to the evils, that he meets. His confidence in the All Wise fails, he rebells,. and succumbs to fate. The purpose of the Infinite remains obscure, but the wisdom of' ihe plan which he has adopted is being revealed and its justice, •indicated, as age after age pushes back the horizon of knowl-edge. We are now standing in the morning twilight of a new era of thought, and, as we read the message of the past, we see 20 'J'KE MERCURY. the problems which perplexed the ancient mind, in a measure ceing solved. As solution follows solution, there opens to our view mysteries of wider scope. Human interests are essentially the same, but humanity drinks from a larger cup of bliss than ever before. As dark shadows disappear and the boundaries of Ignorance recede, we enlarge our horizon. The periphery of the universe expands, and in realms growing still more vast avoy/07 the inexorable, appears, as a legion of mysterious forces and influences, drawing out and showing human aspira-tions in an intricacy of thought and action. No longer do we. as did the children of Mars, march to certain death upon the field of battle and call it fate. But, while understanding so much of the mystery of existence from the starry heavens to the microscopic world, while recognizing the reign of law as inexora-ble, we know comparatively nothing of the problems that re-main. There are principles we can not fathom for they grow darker as we seek their significance. These are appalling fea-tures that bind and hold the race in their iron grasp. Society hems us in on every side. There are boundaries im-movable. The individual, born to act within his sphere, the physical, mental, and spiritual limitations of which there is ab-solutely no hope of crossing, is as really hound by the hand of fate, as was Promotheus of old. We are doomed to play our role in the drama of life within a certain narrow sphere. The law of heredity and our personal contact with the outer world bind and keep us closer than would the eye of a jealous Grecian deity. We are under the law, and violation of natural laws brings about unnatural conditions. Perpetration of deeds, unnatu-ral, breeds in humanity tendencies to repeat crime even to the fifth generation. This, indeed, is determinism. It is the avayKrj of the nncient Greeks. They whom such fate overtakes are of mortal ones most to be pitied. The old Grecian idea of avay/oj comprehends all such, yet the principle is that of eternal justice which is enthroned high above the limitations of man's understanding. Stern necessity, the inexorable bond which obtains in this uni-verse of law and order must be considered as the hand board di-recting man. It points out a perilous way, but it will lead, Rventually, to more perfect human relations. ITIJS MERCURY. The harmonious stream of existence follows inexorable law. .All is harmony, yet unintelligible to the passing multitudes, who-through selfishness and by acts of rebellious will toll a sad knelL and depart forever. The ancient Greeks with their partial insight bowed in sub-mission before the inexorable; not only they, but their Olympian gods as well. Dim and hazy, felt rather than seen, and having no habitation as did Zeus, this illimitable power never became anthropomorphic. It was never a Father into whose face they amid look- and say, "Thy will be done." Rather they surren-dered to an unknown, impersonal necessity whose decree was in-evitable We recognize the same power manifesting itself in the physical world, and we call it natural law; and in the world of humanity, we call it, in the fine phrase of Matthew Arnold, "The power in history, not ourselves, which makes for righteous-ness." In practical theology we have the complete works of Luther, devotional books, sermons and treatises, some in pamph-let form, others in the original manuscript. Some of the authors represented in Systematic Theology are, Dorner, Martensen, Miiller, Beck, Sprecher, Schleiermacher and JSTitzsch. Commentaries are by Meyer, Keil, Bretheau, Hengs-tenberg, Tholuck and others. Philosophy is also extensively represented both in histories and complete works on the subject. It contains the works of nearly all the great German philosophers, such as Kant, Fichte, Hegel, Shopenhauer, Lotze, V. Harman, Wundt, and others. Besides these comprehensive works thre are many German and Englisl treatises and dissertations on philosophical subjects. Another and doubtless the most exhaustive department is So-ciology. In this department the productions of Dr. Stucken-berg form an important and valuable feature. The words of welcome to the new students, as published in the Gettysburgian pleased us very much. We are pleased even more on account of the enthusiasm, which, if possible, is greater than that manifested during previous years. It is the spirit of "Greater Gettysburg" entering into every phase of college life. A Gettysburg man will be impelled to branch, out, taking in all possible advantages, or elese he will be (ompelled to plod his more narrow path with ever increasing difficulty. This is as it should be. It is not merely a rule gov-erning college activities, but is a universal law. It seems, in-deed, needless to devote further discussion to this topic. We would rather compliment the new men as being able to see readily what we mean to suggest. We would therefore say to all new men, faithful class work joined with good faith, as shown by the way you take up the subsidary features of college life, will lead to the summum bonum. Literary attainment is the most valuable asset in a liberal education. By its means we learn of a man's physical, mental, and heart-life all at once. Each professor under whom you have literary work will take special interest in you, especially when you aim to produce something worthy of recognition in the MERCURY. And besides, all the professors and students will ; rd your trivial imperfections with increased charity, when you show by your effort that you mean to succeed. Let each man busy himself, not alone to gain these advantages, but let him go in for all there is in the performance of duty, and other things will come to him in due time. Join one of the literary societies and aim to have your work there be of a high stand-ard. The MERCURY is watching for the best from the best men. Number yourself with the best. If you are willing to do these Things, Gettysburg has great pleasures in store for you. Year after year, the importance of joining a literary society and of taking an active interest in such work has been much, dis-cussed. But in recent years this importance has not been real-ized as it should be. It is merely talked about. It has not been so very long ago that literary work occupied a high place in the sphere of college activities whilst our successes in athletics were not so marked. Of late, however, we are inclined to believe chat the reverse of this has been true. We would in no wise discourage the great interest in athletics which has meant so much to Gettysburg's teams, but we would also claim for liter- .30 THE MF.BCURY. ary work the proper attention and interest due to its real im-portance in college life. Few men who go through college are ignorant of this importance for it is a real necessity in the mak- :rjg of a cultured man, but the attention of most men is so en-grossed in other ways that the society work is neglected to their own disadvantage as well as to the injury of the respective so-cieties. In our opinion, everyone who enters college should strive to become as well-rounded a man as possible,—by this we mean that he should take advantage of as many varied lines of work as he can; for instance,—he is as much at fault who be-comes a grind in his regular work required by the faculty as the man whose attention is entirely held by other things to the detri-ment of his class standing. He whose interest is limited to ath-letics alone will fail of becoming a broadly cultured man just as easily as the literary "shark" who has no time for athletics. So. for this reason, we would urge every new man, not to fail to join one or the other of our literary societies, and, once having joined, not to let his interest wane. The result of his labors will surely be evident before his graduation. BOOR REVIEVS. \BE Social Secretary, David Graham Philips, Philo 11, 5. Among the many books of present day American life written by this author, this volume is the most captivating. We hear much of the struggles of the newly-rich to enter the social circles at Washington and the con-trast of the social life of America's capital with the customs of foreign courts. "The Social Secretary" presents such pictures of present-day Washington society life that all the best Ameri-can traits are revealed and compared favorably with the polished :nanners of foreigners. The book is written very attractively in the form of a diary. It is not a very large book nor is it dif-ficult reading. What would otherwise be but a dull description is enlivened by several real love incidents which are superin-tended by a natural, sensible American mother of the right sort. ■I'l-TB afERCURY. 31 It also shows to what extent the affairs of the nation are affected by the influence of the social circles at the capital. The Bar Sinister, Richard Harding Davis, Philo 11, 7. This bhort story of dog life is one that will appeal to all lovers of ani-mals. It belongs to that class of recent fiction in which dumb brutes are given the position usually accorded to the hero or heroine. In this book, a bull terrier named "Kid" is given the place of honor. It is a delightful story of how "Kid's" noble blood showed up in spite of the disadvantages which were met until at last he carries off all the prizes in the kennels. The: little book is written in a peculiarly tough dialect which suits I lie nature of the dog very well and shows a noble heart within the dumb breast. The tale is made more attractive by the fact (as stated by the author) that',it is founded on truth. There is a real original dog as well as the other character in the story. It makes pleasant reading for a half hour's recreation. The House of Fulfillment, by George Martin Madden, Philo 11, 7, is a book of much interest to the reader, who loves char-acter sketches. In it the two extremes of human nature are set forth, the romantic and the stern, the light and free-going nature of the Southerner, and cold rigid Presbyterian of the North. Alexina Blair, the product of these two extremes, is of special interest. She is to be admired for the stand which she takes in relation to her uncle, Austen Blair, and her care for her weak charactered mother. There is a thread of love story running "hrough the latter part. The reader will find the book very agreeable and will be very much inspired by the spirit displayed in some of the characters. The Blaclc Bag, by Louis Joseph Vance, Philo 11, S. This novel gives an account of some very exciting adventures of a voung man in London. Philip Kirkwood, while pursuing his studies in painting, receives the news that he is made penniless by the San Francisco disaster. Hence he prepares to return to-the United States and help his partner. Almost at the moment of his departure, his services are solicited by a man of doubtful appearance, to take charge of his daughter, a young lady of about eighteen. Upon doing this, he misses his steamer and has some very thrilling experiences. The author thoroughly under- 32 THE MERCURY. ttands the different phases of life in London and depicts his fharacters well. The reader's interest is aroused at once and never lags. He follows every detail, reading every part with the closest attention, even though it is drawn out in many places to the point of attenuation. This fact shows the author's skill as a writer Another fascinating point in the novel is, that one is in doubt as to how he feels toward the young man; sometimes he is ready to condemn, and again to admire him. The book is full of action from beginning to end and can be read with rapidity. The Orphan, by Clarence E. Mulford. Philo 11, 8. Clarence E. Mulford does not give his readers a story of "domestic inter-est" notwithstanding its title, The- Orphan. On the contrary the orphan of the story is a cowboy and something of a "bad man.'" The scenes are laid in the arid Southwest. Above all things this is a story of dramatic and exciting incidents. In the beginning the or-phan has become an outlaw. Under unexpected circumstances, the Sheriff and he come face to face. In the sequel the man of lavr learns that the orphan, whom he has been pursuing relentlessly. is probably not so black as he is painted. Further dramatic de-velopments ensue on the introduction of the Sheriff's sister. The orphan rescues her from Apaches. But why go on? Mr. Mul-ford has written an exceptionally good story of action, repro-ducing the atmosphere of the alkali country, ami portraying the characters with sufficient clearness and care to make them stand out. The Orphan is to be read for the thrills and excitement, of which there is an abundance. Need it be said that the Sheriff's sister pays back her debt to the orphan by converting him from the evil courses of his life ? Durante a maior parte da História, a Estratégia preocupou-se com a guerra e o uso da força militar para resolver disputas interestaduais. A força militar também foi o principal instrumento com que os países poderiam expandir rapidamente a sua riqueza e protegê-la de ameaças predatórias de outros, pelo que, de certo modo, a riqueza dependia da capacidade de ganhar guerras. Mesmo quando na Era Moderna o comércio se tornou num potente instrumento para o enriquecimento rápido, como mostram as repúblicas marítimas italianas ou as subsequentes potências dominantes do comércio oriental, como Portugal, a supremacia militar, especialmente no mar, continuou a ser fundamental para adquirir e manter os monopólios comerciais que permitiam o enriquecimento desejado. Nos tempos mais recentes, a envolvente favorável às acções bélicas mudou consideravelmente. Por um lado, conquista e pilhagem deixaram de ser instrumentos a que os estados possam recorrer facilmente, pois terão pela frente toda a comunidade internacional. Por outro lado, as condições económicas evoluíram de uma maneira que permitiu aumentar rapidamente a riqueza apenas com um melhor uso dos recursos domésticos. E por fim, o potencial de destruição do mundo, resultante do armamento nuclear, juntamente com a menor vontade de lutar à medida que as sociedades se tornam mais afluentes, tornou paradoxalmente a guerra menos provável como modo de resolução de disputas internacionais. Neste novo contexto, o poder militar permanece importante e é garante da estabilidade necessária, nomeadamente para o bom funcionamento das economias. E continua sendo uma fonte determinante na formatação do poder nas relações internacionais. Mas esse poder é principalmente uma preocupação para os países que são, ou aspiram ser, potências mundiais ou regionais. Como tal, diz respeito a um pequeno número de estados. Para a maioria dos estados (incluindo potências económicas, como a Alemanha e o Japão) – que designamos por "estados comuns" por não serem ou não aspirarem a ser potências mundiais ou regionais e não terem a sua existência em risco –, e uma vez asseguradas condições de paz mundial pelas potências e pelas organizações para o efeito instituídas pela comunidade internacional, as suas aspirações – nas quais a prosperidade tem um lugar central – e os seus interesses disputam-se sobretudo no campo da economia. É nesse campo que os países se confrontam e competem entre si continuadamente. Não em confrontos diretos, como são os jogos de soma zero, mas em disputas indiretas, como se fossem corridas em que todos podem ganhar alguma coisa, ajustando as ambições às suas capacidades. Todavia, a competição económica, mesmo quando decorre em entornos cooperativos, não deixa de ser confrontadora, na medida em que os competidores disputam recursos mundiais – recursos produtivos e poder de compra – que são escassos por natureza. Só que essa disputa, mesmo sendo confrontadora, é um jogo de soma positiva, na medida em que o seu resultado amplia o conjunto dos recursos que disputa. Desta forma, a economia tornou-se um teatro estratégico relevante. É, pois, essa realidade que as teorias da estratégia devem reconhecer e incorporar, e é para isso que esta tese pretende contribuir. A autonomia estratégica é uma condição fundamental para as opções estratégicas na ação dos estados. Muito se fala dela em vários quadrantes políticos – nomeadamente em França, nas instâncias da União Europeia e na India –, mas o termo nunca foi bem definido. Nos documentos europeus, subentende-se que a autonomia pretendida, sobretudo no caso francês, é em relação aos Estados Unidos (o que não é partilhado por muitos outros estados, incluindo a Alemanha). E na Índia, a autonomia estratégica é uma adaptação do conceito de nãoalinhamento, usado durante a Guerra Fria, ao contexto subsequente ao seu fim. Neste caso, e para além da autossuficiência militar, o conceito de autonomia passou a estender-se também explicitamente ao campo económico.Sendo uma parte essencial do objeto da pesquisa, foi necessário avançar com uma definição clara e operacional do conceito, não apenas para o desenvolvimento da pesquisa, mas também para usos futuros. Uma definição que tivesse em conta os instrumentos de poder ao alcance do estado, a estrutura do sistema internacional e as circunstâncias históricas. Para esse efeito, e para orientar a procura da resposta à pergunta de pesquisa, foi desenvolvido um quadro analítico, assumindo que uma (grande) estratégia nacional, englobando todos os recursos do país e coordenando todas as políticas nacionais, é um instrumento estratégico fundamental de boa governação do estado. E para a eficaz afirmação do estado na esfera internacional, assim como para a promoção dos interesses fundamentais do país. Instrumento que terá que ter uma natureza determinada, mas dinâmica, ancorada num propósito claro que assegure o rumo, mas flexível o suficiente para atender aos desafios, muitas vezes inesperados, que o correr do tempo e a mudança de circunstâncias hão-de ir opondo no seu caminho. Sem um tal instrumento, o estado não terá um rumo definido e limitar-se-á a navegar as circunstâncias procurando delas tirar o melhor partido, mas sem a orientação necessária para atender rápida e eficazmente à mudança da sorte circunstancial e sem perder o sentido do caminho. E porque a incerteza é o que de mais certo e permanente se tem no caminho do porvir, a autonomia estratégica – a margem de manobra para escolher meios e destinos possíveis – torna-se na melhor salvaguarda para lidar com as surpresas estratégicas que o futuro inevitavelmente colocará no caminho estratégico do estado. E por isso, uma boa estratégia nacional deve sempre conter, juntamente com os objetivos finais que pretenda atingir, o objetivo instrumental de preservação e ampliação da autonomia estratégica do país. A autonomia estratégica depende dos instrumentos de poder de que o estado disponha ou a que possa recorrer e também da eficácia e eficiência de cada um desses instrumentos nas circunstâncias concretas em que o seu uso seja necessário. Isto porque certos instrumentos de poder são mais eficazes numas circunstâncias do que noutras, pelo que, por exemplo, uma potência económica pode, em tempo de paz, ter mais autonomia estratégica do que uma potência militar. O poder económico é, pois, um dos instrumentos que pode proporcionar autonomia estratégica e em graus variados, consoante as circunstâncias, e é aquele sobre o qual esta pesquisa se debruça, como resulta claro do seu objeto. Como fatores mais relevantes para a construção do poder económico de um país e, por conseguinte, para a sua autonomia estratégica, foram destacados a dimensão da economia, a inserção nas redes mundiais de comércio, de conhecimento e de tecnologia, a capacidade tecnológica, a poupança, a riqueza e a parcimónia no recurso a fontes externas de financiamento. A dimensão económica, em si, tem reduzida relevância estratégica se não for suscetível de poder variar em resultado de acções deliberadas dos decisores estratégicos dirigidas a esse objetivo. Assim, e relativamente a esta componente, o que se torna estrategicamente relevante são os fatores suscetíveis daquelas acções. O que não é (ou só o é em níveis muito limitados) o caso da população, que sendo uma âncora importante tem um reduzido potencial dinâmico. Mas é o caso do capital físico – dependente de investimento – e humano – dependente da formação – e da eficiência económica – dependente da organização no uso daqueles fatores e que se reflete na sua produtividade. A China e a Alemanha representam dois casos paradigmáticos que validam as considerações teóricas avançadas pela tese. ; The aim of this thesis is to identify the relevance of the national economy to the strategic autonomy of a state and, more specifically, to answer the question: To what extent is the national economy relevant to a state's strategic autonomy? For most of History, strategy has been concerned with war and the use of military force to solve interstate disputes. Military force was also the main instrument by which countries could rapidly expand their wealth or protect it from predatory threats from others. In recent times, this underlying environment has changed considerably. Economic conditions have evolved in a way that has allowed wealth quickly to increase just by making better use of domestic resources, and war has become less and less seen as a way to solve international disputes. In this new context, it is essential to recognize the economy as a relevant strategic theater where countries confront and compete with each other on an ongoing basis. Furthermore, the economy is the theater where most states – not risking their existence or aspiring to become world or regional powers – can act strategically. Therefore, theories of strategy must acknowledge and incorporate this new reality, and it is to this area of research that the thesis intends to contribute.Strategic autonomy is a fundamental condition for the strategic options in the action of states. Much talked about in various political quarters, no one has managed to define the term well. Being an essential part of the research object, a clear and operational definition is therefore necessary, not only for the development of this research, but also for future uses by researchers and analysts. With the economy recognized as a relevant strategic theater and with a definition of strategic autonomy, the path was opened to seek the answer to the research question into the realm of the economy. The size of a state's economy is a primary source of its economic power and this power is a source of strategic autonomy. Population size is both an anchor and a relevant scale variable, but its dynamic potential is limited. On the other hand, capital accumulation – physical and human, tangible and intangible –, together with the efficiency of its use, has far greater potential to change dynamically the size of an economy. Trade offers states an opportunity to expand their economic potential, providing the national economy with a world market and allowing it to specialize in segments where it can be more efficient or enjoy particular advantages. And, therefore, trade is the means to expand the economic size of the country beyond that which its limited domestic market could allow. Technology can also be a generator of state power, providing opportunities to seize competitive advantage, both directly in the economy and indirectly on other fronts of power. Savings are crucial to building wealth, offering the power to realize, influence, pressure, and coerce, while also ensuring the nation is able to preserve control of its economy. Finally, in order for the economic power generated by a country's economy to be fully projected in the strategic autonomy of the state – not forgetting how ownership and control is dispersed among several independent agents – it is necessary to share a common vision of the country's role in the world. This involves government, society in general, and its economic elite in particular being able to align private interest with the common interest of the country. China and Germany provide two paradigmatic cases that validate the theoretical considerations advanced by this thesis. ; N/A

/박사 ; During the last decade since the liberation in 1945, Korea, unfortunately, has not had enough political and social stability to study her nationwide health needs and the problems in its care. Most of the administrative and educational measures taken in the field of public health and medical care have been temporary emergency one : or because of traditional inertia, blindly imported foreign systems have been followed. In order to attain our final goal of providing best-quality comprehensive medical care for all people who need it and at minimum cost : We need an adequate and proper plan, set up on the basis of understanding the health needs at both local and national levels. The principal purpose of this study, therefore, were to obtain the information concerning the following aspects of health and health care through the study of the citizens of Seoul : 1. The measurement of health needs. 2. The extent of unmet need for medical attention. 3. The cost of medical care. 4. The attitudes of the folks towards illness, doctors and other healers, and health facilities available. 5. An analysis of socio-economic and cultural anthropologic factors. The source of information for this study consists of a two-stage systamatic sample, namely, 933 households consisting of 5,159 persons, a representative cross-section which is about one three-hundredth of all households (281, 601) and of the total population of Seoul (1,574,868) as of September 1, 1955. For the first stage, the sampling unit was the "Pan", which is the smallest cluster of households, and the sampling rate was 1/100 ; and for the second stage, the sampling unit was the household, and the rate was 1/3. In this sample, the loss rate was only 0.5%, which is extremely lower than that in other countries. Also, we were able to see a relatively constant sampling ratio between the various characteristic variables, too. Therefore, the data obtained from this sample can be assumed to represent the native population reasonably well. In order to exclude every possible bias, well-trained non-medical senior women college students were used as the interviewers. The form used consisted of the open-end questionaire, which was revised after a pilot study. For the determination of health needsm, the method of symptom-approach using 40 kinds of symptoms was used. The questionaire asked about the experiences during the preceding 6 months. As the survey was carried out during the one-month period from August 1, 1956, the data obtained from this study are the experiences of Seoul citizens from February 1 to July 31, 1956 ; 86.3% of those questioned were female heads of housholds. The findings of the survey are as follows : 1. It was found that 63.6% of Seoul citizens had no symptoms ; 36.4% of Seoul citizens had one or more symptoms during the 6-month period, averaging 1.9 symptoms during the half-year. Therefore, the morbidity incidence rate was 74 symptoms per 100 citizens. The most prevalent symptoms were related to diseases of the digestive system, nutritional, and parasitic infection. The frequency rate of this particular disease group of digestive system is much higher than that obtained in the study of hospital cases. The morbidity rate of females was more than two times that of males in the age groups of 15-44. In the male, the morbidity incidence was lowest in the age groups of 15-24 and highest in the age group of 65 and over ; however, in the female, the incidence was lowest in the age group of 5-14, and highest in the 45-64 age group. There were significant differences in the morbidity rate among the different socioeconomic family groups, those low in income and in educational standards having a higher rate ; the more overcrowded the living accommodation, the higher was the rate. Farmer, unemployed, and daily worker groups had higher morbidity rate than other occupational groups. 2. Only 42.8% of their symptoms did Seoul citizen regard as being and illness, and for 57.2% of their symptoms, medical care was not sought. Particularly, where repeated or frequent bleeding gums, poor vision, unexplained loss of weight, repeated nose bleeds, continued loss of appetite, unexplained tiredness (reqularly), persistant cons pation, persistant pains in the joints were the eminent symptoms ; more than 70% of these were not regarded by the people as abnormal conditions demanding medical care. This shows that increasing the number of medical personnel or the facilities for medical care will do little to improve the general health and the medical care of the people unless there is adequate health education for the people. If we make a similar survey at the rural level and compare the results with this data, we can easily confirm the assumption that the demand rate for medical care in rural communities will be much lower than that in Seoul, though the people in rural areas might have higher morbidity rates than that in Seoul. 3. The loss of work or other regular activity due to illness during the period of 6 months was 138 days per 100 persons, which was incurred by the 5.4% of entire citizen it was 124 days per 100 males and 152 days per 100 females. Among the various age groups, the lowest rate was in the 5-14 age group for both sexes, and the highest rate was in the 45-64 age group for males and in the over 65 age group for females. 4. Only 44% of the demand for medical care was met ; 15% of the demand was unmet, while the rest (41%) is uncertain. Consequently, it could be said that only one fifth of health needs was cared by medical personnel and related facilities. (Whole symptoms × 42.8/100 × 44.2/100 = 18.0). Among those whose symptoms were not cared for, 78% claimed economic difficulty as their reason, such as "no money" or "too expensive". This shows that the second inportant things to do for the inprovement of health and medical care is to provide some provision for the payment of the cost of medical care, so that every patient can get what he or she at any time and without delay or postponement. This might well be done by reorganizing existing medical personnel, facilities, and medical care expenses. 5. The total cost of medical care during the 6 months was HW 10,700 per family (including no-patient families), and HW 2,000 per person. Twice this cost of medical care is 7.2% of the average annual family income (HW 300,000) of Seoul City. In general, many factors, such as low income, high morbidity in the community, a higher demand for medical care account for the high ratio of medical cost to income. Therefore, it is presumed that in our rural communities, the cost of medical care would surpass 7.2% of the average annual family income. Only 1/1,000 of citizen incurred as much as a half of entire medical costs, and 1/40 of citizen incurred 87% of total charges while upon 39/40 of citizen fell 13% of the total charges. Low income families spent a greater proportion of their incomes on the costs of sickness than did the well-to-do and the wealthy. The mean costs and the median cists per illness paid to medical doctors was HW10,300 and HW1,500 respectively, while that paid to herb doctors was HW16,100 and HW1,700 respectively. The high mean cost of HW23,400 paid to hospitals, while its median is only HW1,000, is due presumably to serious cases coming to the hospital. But it is rather ridiculous that mean costs paid to specialists should be less than half that paid to general practitioners. It is also surprising that they paid a mean of HW9,800 and a median of HW2,500 for moxa and acupuncture compared with a mean of HW9,400 and a median of HW1,500 for general practitioner. These phenomena show that there is much waste in the medical expenditures of the people. The analysis of medical costs according to payment to doctors, hospitals, and for drugs, etc.,was rather difficult to make since the current accounting system in this country does clearly differentiate these categories. 6. The responses given to interviewers regarding what was believed to be the cause of whether due to demos, curse, witchcraft, sin, and fear or fright, were frank and revealing ; in general, those questioned born in the southern provinces of Korea gave more superstitious answers than those born in the northern provinces of Korea. Among the different religious groups, Christians gave the least superstitious answers. 7. Regarding the choice of healer, 83.4 of those questioned preferred medical doctors ; of these 71.9% were in general practice, 5.9% were specialists, 0.9% were foreign doctors, 4.7% denoted hospitals. Only 12.7% preferred herb-doctors ; the rest chose other healers or patent drugs. However, only 71.5% of them actually visited medical doctors and as many as 14.5^ of them visited herb-doctors, and the number visited drugstore or superstitious healer increased to two and a half times of the number they wanted, Such a phenomenon might be interpreted as due to the belief that herb-doctors charge less than medical doctors in general. But actual figures reveal the opposite, for 73.0%, 22.3%, and 4.7% of the cost paid to healers were to medical doctors, herb-doctors, and other healers respectively. Facts already mentioned reveal that herb-doctors charge more per illness than medical doctors on an average. The higher the educational level of the head of the household, whether male or female, the stronger the choice for medical doctors. Administrative warkers, specialistic and technical workers, and sales business groups had stronger choice for medical doctors than the other occupational groups, christian families had stronger choice for medical doctors than the other religious groups. 8. Inquiring what kind of treatment were given at the clinic of various healers visited, it is surprising to find that consultation, injections, dressings, prescription and even operation were frequently done at drugstores, and injections by herb-doctor. Mean duration and median duration of care given per illness was 13.1 days and 2.9 days respectively in general ; however that of cared by herb-doctors were the longest being 17.0 days and 4.4 days. About a half of patients had treatment lasting three days or less and 14% of patients spent one month or longer for the care of their illness. 9. Very few seems to have their own family doctor. The most prevalent reason for their choosing healer is nearness and convineance, and hearing good rumour. More than 30% of the patients changed their doctor or healer during treatment. The primary reason given for their change of healar was the "effectiveness of the treatment." ; other reasons such as "expensive charge", "unkindness" or "recommendation by family doctor" had little role in causing them to change healers. The only one exception was seen in the case of one hospital where the complaint of unkindness was decisive. Random advertisement of healers and drugs, and free also of any drugs without doctor's prescription should be controled ; and the competition for patients between general hospitals and general practitioner should be abolished. 10. Relatively few interviewees could indicate why they like or dislike a doctor or herb-medicine was preferable for such vague conditions as "cold", "women's disease", "Internal disease", "General malaise", etc. About 59% of the interviewees commented favorably on "tonics" ; and actually, more than 5% of sampled familieg used "tonics" costing an average HW15,400 during the period, which is 7.7% of entire annual expenditures from medical care. The family groups higher in income used "tonics" more frequently than the lower income groups. 11. Only 54.4% of interviewees recognized distinction between a general hospital and a doctor's clinic. Those living in Songpuk-Ku, and Chung-Ku knew this distinction, whereas those living in Yong-wan-Ku and Yondongpo-Ku had a relatively poor understanding of a general hospital . The higher the educational standard of the interviewees, the better their understanding of the general hospitals were "excellent medical doctors", "good facilities", "cheap cost", and "clean". On the other hand, the main unfavorable comments were "unkindness", and "keeps us waiting". Only 22.4% of respondents ever heard the word "health center". Most people generally had poor understanding about the location, function, financing and administration of health centers. The higher the educational standard of the female heads of households, the better their knowledge about health centers. Only 5.7% of responding families ever visited to health center ; the higher in income and in educational standards, the higher was the rate. 12. Regarding medical insurance, 45.5% of interviewees gave favorable opinions, while 24.2% had no opinions and 30.3% had adverse opinions. Regarding a national health service, 40.9% responded favorably, 26.9% were indifferent, and 32.2% responded adversely. The group lowest in educational standards and in income had favorable respond to a national health service system. ; restriction

Bertrand Badie on the Trump Moment, the Science
of Suffering, and IR between Power and Weakness

IR retains a traditional focus on the
game of power between states as its defining characteristic. But what, so asks Bertrand
Badie, if this means that our discipline is based on a negation of our humanity?
A giant in Francophone IR, Badie has labored to instead place human suffering
at the center of analysis of the international, by letting loose sociological
insights on a truly global empirical reality. In this Talk, Badie—amongst others—challenges the centrality of the idea of
state power, which makes little sense in a world where most of the IR agenda is
defined by issues emanating from state weakness; argues for the centrality of
suffering to a more apt IR; and uses this to contextualize the Trump Moment.

What is (or should be), according to
you, the biggest challenge / principal debate in current International
Relations? What is your position or answer to this challenge / in this debate?



Unquestionably, it would be the matter of change. It is time to conceptualize,
and further than that, to theorize the change that is happening in the field of
International Relations (IR). Humans have always had the feeling that they are
living in a period of upheaval, but contemporary IR is really characterized by several
landmarks that illustrate the drastic extent of change. I see at least three of
them.



The first one concerns the inclusive nature of the international system.
For the first time in the history of mankind, the international system covers
nearly the whole humanity, while the Westphalian system was an exclusively European
dynamic in which the United States of America entered to turn it into a system,
that I would call, Euro-North-American.



The second element, around which publications abound (see notably Mary
Kaldor's work, Theory Talk #30), is the deep mutation of the nature of conflict. War used to be, in
the Westphalian model, a matter of competition between powers. Today we have
the feeling that weakness is replacing power, in that power cannot any longer
function as central explanatory term of conflictual situations, which are
rather manifestations of state weakness. Think of 'failing' or 'collapsing'
states, which refers to the coming apart of nations that have been built badly
as well as the deliquescence of social ties. This new form of conflictuality
completely turns the international environment upside down and constitutes a
second indicator of transformation.



The third aspect concerns mobility. Our international system used to be
fully based on the idea of territory and boundaries, on the idea that fixity
establishes the competences of States in a very precise way. In this
perspective, the state refers to territory—as the definition given by Max Weber
states very clearly—but today this territorial notion of politics is challenged
by a full range of mobilities, composed of international flows that can be
either material, informational, or human.



These are three indicators illustrating a deep transformation of the
inner nature of IR that encourage me to speak about 'intersocial relations'
rather than 'interstate relations'. The notion of interstate relations no
longer captures the entirety of the global game. Our whole theory of IR was
based on the Westphalian model as it came out of the peace of Westphalia, as it
was confirmed by the accomplishment of the nation-state construction process
and as it dominated the historical flow of international events until the fall
of the Berlin wall.



Until the fall of the wall, all that was not related to Europe or to the
United States of America, or more precisely North-America, was simply called 'periphery',
which says enough. Today, by contrast, the periphery is central at least
regarding conflictuality. We should therefore drop our Westphalian prism and
build up new analytical tools for IR that would take these mutations as their
point of departure. Doing away with our Westphalian approach to IR would mean
questioning both our classical IR theories and questioning the practical models
of action in international politics, which means the uses of diplomacy and
warfare.





How did you arrive at where you
currently are in your thinking about International Relations?



You know when we write, when we work, we are first of all influenced by
our dissatisfaction. The classical Westphalian approach to IR, as I said
earlier, did not satisfy me as I had the feeling that it was focusing on events
that no longer had the importance that we kept giving them—for instance the arms
race, great power politics, or the traditional diplomatic negotiations—while I
was seeing, maybe this was the trigger, that the greatest part of suffering in
the world was coming from places that IR theory was not really covering.



I have always told my students that IR is the science of human suffering.
This suffering exists of course where we are—in Europe, in North America, they
exist everywhere in the world—but the greatest part is outside of the
Westphalian area, so the classical approach to IR gives a marginal and
distorted image. Africa and the Middle East seen through the Westphalian prism are
a dull image, strongly different from the extraordinary wealth, both for good and
bad, that these areas of the world have. I've also always held that in a world
where 6 to 9 million people starve to death each year, the main foci of traditional
IR were derisory. Even terrorism, to which we collectively attribute so much
importance, hardly comes near how important a challenge food security is.



My three latest books take a stand against traditional IR theories. In Diplomacy of
Connivance (2012) I tried to
show that the great power game is really a game way that is much more
integrated than we usually say and that this game plays out in all multilateral
fora. There is indeed a club, and that is precisely what I wanted to describe,
a club of powers—one which results to the detriment of less powerful members in
the international system.



In Le Temps des humiliés ('the
era of the humiliated', 2014), I tried to crystallize what the classical theory
could not express, which is domination seen through the lens of the dominated,
humiliation as felt by the humiliated, violence as experienced by the
desperate. For instance, even if we look at powers as accomplished as China
today—sharing the first place with the USA in terms of GDP—we have to admit
that their historical experience of humiliation constitutes a huge source of inspiration
when it comes to the elaboration of its foreign policy.



And then, in my last book Nous ne
sommes plus seuls au monde ('we are no longer alone in the world', 2016), this
critique was even more explicit. We are writing an IR that encompasses only about
one billion of human beings, while forgetting all the others. Today it is
simply no longer true that these old powers are setting the international
agenda. Global politics today is written by the little, the weak, the dominated;
often with recourse to extreme forms of violence, but this needs to be analyzed
and understood, which would mean to totally change the IR theory.



We should not forget that in large part, IR theory was a given as the USA
triumphed in 1945. The well-known 'great power politics' that dominates
traditional IR theory, inaugurated by Morgenthau and supported by so many others,
described what was true at that time: the ability of American power to set us
free from the Nazi monster. Today the challenge is strongly different, and it
is by the way meaningful that two of the greatest American internationalist
political scientists, Robert Keohane (TheoryTalk #9) and Ned Lebow (Theory Talk #53),
have both written books that elude to the end of this global order
(respectively After Hegemony and Goodbye Hegemony). Well what interests
me is exactly to dig into what comes after hegemony.





What would a student
need to become a specialist in International Relations or understand the world
in a global way?



First of all, I would advise them to rename their science, as I said
earlier, and to call it intersocial relations. The future of what we call IR
comes down to the ability to understand the extremely rich, multiple and
diversified interactions that are happening among and across the world's
societies. It does not mean that we have to completely abandon the state-centric
perspective, but rather dethrone states from the middle of this multiplicity of
actors in order to realize how very often these states are powerless when faced
with these different actors. That would be my first advice.



My second advice would be to look
ahead and not back. Do not let yourself be dominated by the Westphalian model,
and to try to build up what we need—since almost nothing has been done yet
today to construct this post-Westphalian, meta-Westphalian model. Beyond power,
there are things that we still misidentify or overlook while they are the driving
forces of today's and tomorrow's IR. From this point of view, sociology could
prove particularly useful. I consider, for instance, that Émile Durkheim is a very important inspiration to understand the
world today. Here is an author to study and to apply to IR.



The third advice that I would give them would be to not forget that IR
or intersocial relations are indeed the sciences of human suffering. We should
be able to place suffering at the core of the thinking. We've lost far too much
time staring at power, now it is time to move on to place human suffering at
the center. Why? First of all because it is ethically better; maybe will we be
able to learn from it? But also because in today's actual international
politics suffering is more proactive than power, which is not necessarily
optimistic but if recognized, would allow us a better questioning of new forms
of conflictuality. Perhaps unfortunately, the international agenda is no longer
fixed with canons, but with tears. Maybe this is the key point on which we
should concentrate our reflection.



Your insistence on placing suffering at the center of
IR scholarship seems to place you firmly alongside those who recognize "grievance" ratherthan "greed" as a central logic of international politics. What do you make of this parallel?



You are right: the idea of grievance, of recrimination, is a structuring
logic of the international game today. We did not see it coming for two
reasons. First of all because our traditional analysis of international
politics presupposed a unity of time, as if the African time, the Chinese time,
the Indian time and the European time where all identical. Yet this is
completely wrong because we, in our European culture, have not understood that
before Westphalia there were
political models, political histories, that profoundly marked the people that would
then shape contemporary politics. Remember that China is 4000 years of empire,
remember that precolonial Africa was composed of kingdoms, empires,
civilizations, philosophies, arts... Remember that India also is multi-millenary.
The Westphalian time came to totally deny and crush this temporality, this
historicity, almost in a negationist way, which means that, in the spirit of
those who were defending the Westphalian model, only this model was associated
to the Renaissance; and that the age of enlightenment and reason with a big R
had a calling to reformat the world as if it were a hard drive. This was a
senseless bet, a bet for which our European ancestors who led it had excuses
because at that time we did not know all these histories, at that time we did
not have all the knowledge we today have of the other and thus we simply
resolved it, through the negation of alterity. Yet, IR ought on the contrary aspire
to the accomplishment of alterity. Inevitably, all those who saw themselves
denied their historicity, over several centuries and even several millenaries,
accumulated a feeling of recrimination, of particularly deep grievances.



The second element is that all of this happened in a context of
disequilibrium of power resources, linked to different factors that reflected
indeed the fact that at a given moment of time western powers were both
literally and figuratively better armed than other societies. Abovementioned negation
of alterity was mapped onto, and amplified, by the forceful imposition of a
multilateral system that turned into the worst situation, into a proclaimed
hierarchy of cultures; as a result and there were, as Jules Ferry put it in the France
of the 19th century, 'races'; as in, 'We have the obligation to
educate inferior races'. It is not the beginning of history, but it is the
beginning of a history of humiliation. And through subsequent waves of globalization,
this humiliation has turned into a central nerve running through international
life. A nerve that has been used by both the powerful, who made a tool out of
humiliating the others to better dominate them (think here of the opium wars, colonization)
and simultaneously a nerve that fed the reaction of mobilization in the extra-Westphalian
world by those that had to stand up against those who were humiliating them. So
you see how it truly lies at the basis of IR. In my mind, it became a forceful paradigm,
it explains everything, even though others factors continue to weigh in on
actual dynamics.



In order to appreciate all this, we need a sociological approach, which
has for me two aspects. Both these aspects must be considered together for the
approach to be well understood. The first one is a timeless aspect, which is to
consider that everywhere and in all eras politics is a social product. Politics
cannot be understood as somehow outside society. This I would say contradicts the
majority of IR scholars, who believe excessively in the autonomy of politics
and of the state—even if only for analytical purposes. The second element of
this sociological approach is the historical or temporal component. That is
what I was talking about earlier: with globalization the social fabric strongly
progressed compared to the political fabric, and considering that intersocial
relations grew, we need a sociological approach to understand them.





Do you think that the Trump period constitutes a
fundamental break with the conduct of IR?



Trump himself maybe not, but what he represents certainly. If we look at
the USA today we see, since the new millennium, three models succeeding each
other. After 11-09 there was a time of neo-conservatism where globalization was
considered by American leaders as a means or maybe a chance to universalize the
American model, willingly or not. By force, as was the case in Iraq in 2003.
This model failed.



This lead to a second model which I would describe as a liberal model,
neo-liberal, incarnated by Obama who learnt from the lessons of the failure of neo-conservatism,
and had the courage to question the hypothesis hitherto considered as indisputable
of American leadership in the world, and who considered that the USA could win
only through soft power or smart power or free-trade. That is the reason why
Obama was just a little bit interventionist and was counting a lot on the TTIP
and on all these transregional agreements.



With Trump we arrive at a third model, one that I would call
neo-nationalist, that looks at globalization in a different way. In his perspective,
globalization constitutes a chance to satisfy the national American interests. The
idea of the national comes back after a long interlude of a globalizing vision.
It does not mean that we are not interventionist anymore. What happened in
Syria proves it. It means that we will intervene not according to the needs of
globalization but rather to American interests. It is about sharing a strong
and powerful image of the USA on the one hand and on the other serving the
concrete interests of the American people and nation.



This neo-nationalist model is not defended only by Trump, that is the
reason why I was saying that we should not consider Trump individually. We find
it exactly the same way with Putin. We find it by many other world leaders,
such as Erdogan or Duterte or Victor Orbán—really different figures—or Marshal
Sissi in Egypt.



We find it as well in attitudes, for instance Brexit in Great Britain, in
right-wing neo-populism in Europe: Ms. Le Pen, Mr. Wilders...  or in a certain left-wing neo-populism as
Mélenchon in France. It is in the air, seeming almost a passing fad. But it
constitutes perhaps a double rupture within IR. First of all because since the
emergence of globalization, let's say around the 70's, the national interest as
a thought category was bit by bit replaced with approaches in terms of collective
goods. Today by contrast we witness the abandonment of this image of collective
goods for a return to the national interest. This is very clear in Trump's renouncing
of the COP21 of Paris. At the same time, second, this constitutes some form of the
rehabilitation of the idea of power, which again seeps into the language of IR.




You know the IR scholar is not a neutral person, we have to use our science
towards positive action and for the definition of sound public policies. Going
against the idea of collective goods, casting doubt on the ideas of human
security, environmental security, food security, and sanitary security is
extremely dangerous because the composition of national interests and egoism
will never converge to a globally coherent policy. It is the weak that will
suffer first.



And the same time that power is reinstated as a driving principle of IR
praxis, the paradox is that great powers are becoming more and more powerless. If
we look only since 1989, and ask, when did state power ever triumph in IR?
Where did the strongest ever find a battleship enabling him to resolve a
problem to his benefit and according to his goals? Never. Not in Somalia, not
in Afghanistan, not in Iraq, not in Syria, not in Palestine. Nowhere. Not in
Sahel, not in the Democratic Republic of the Congo. Nowhere. So I am a little
worried, indeed, about this naive and old-fashioned rehabilitation of state
power.





Can we say that globalization, or rather the ambition of
integration at either the European or global scale, has failed? Can today be
considered a good moment to bury of the idea of integration?



I do not like burials, it is not an expression that I would use, but
your question is very pertinent. For around twenty years I have been saying and
teaching that regional integration constituted an intermediary and realistic
level of adaptation between the era of the nation state and that of globalization,
which means that I believed for a long time that regional integration was the
final step towards a global governance of the world.



I thought for a long time that what was not possible at the global
scale, a global government, was possible at the regional level and this would already
strongly simplify the world map and thus go in the way of this adhesion to the
collective dimension required by globalization. Nevertheless, not only Europe
suffers a setback, but all the regional constructions in the world are in a
similar situation. Mr. Trump openly shoves the NAFTA agreement, MERCOSUR is
down as every State that is composing it has recriminations against it, and we
could extend the list… All the forms of integration that have been set by
Chavez around his Bolivian ideal have ceased to exist; Africa progresses very
slowly in terms of regional integration; the Arab Maghreb Union, which is an
essential device, totally failed. Thus indeed the situation does not look good.



In the case of Europe there is a double phenomenon: on the one hand,
there is this really grave failure due to the secession of Great Britain from
Europe, and then there is a general malaise of the European model. Brexit is
really rare, if you look at the contemporary history of IR it is simply
unprecedented that a state shuts the door on a regional or global organization.
As far as I remember, it only happened a few times before, with Indonesia in
the UN in 1964, which lasted only 19 months. It happened with Morocco with the
African Union and Morocco is currently reintegrating in it. This British
situation came as a thunderbolt, worsened by the fact that paradoxically it is
not so much because of regional integration that the British voted against the
European Union. It was more from an anti-migration, xenophobic and nationalist
(in reference to that nationalism trend that I was earlier talking about)
perspective and what is dramatic is that we can clearly see that the
nationalist sentiment is really attacking the inner principles of regional
integration.



I was saying that in the European case there are internal problems which
run even deeper than the British defection, and I will underline at least two
of them. First of all there is a democratic deficit of Europe, meaning that
Europe was not able to match electoral spaces with the ones where decisions get
made; people still vote at the national level while the decisions are taken in
Brussels. In consequence, democratic control over these decisions is extremely
weak. How to resolve this equation? And here the breakdown is total since very
few people are coming up with suggestions. The other factor of this crisis is,
according to me, the fact that Europe has been built with success after World
War II in a progressive way around association and indeed, Durkheim proved it,
the integrative logic makes sense. Unity makes strength and it did make
strength once in Europe to prevent war, a third World War, and secondly to
encourage the reconstruction of European countries where economy was totally
collapsed. This time is now over and it is the fault of Europe to not have
known how to recontextualize itself, to react to the new contexts.



Paying one more time tribute to Durkheim who guessed it right, Durkheim
said that there are two ways of constructing social ties: around association
and around solidarity. I think that the time of association is now over, we
should enter in the time of solidarity, which does not consist in saying 'We
Germans are associated with Greece', but rather 'We Germans are joined together
with Greece because we know that if Greece collapses, in a long term
perspective, we will suffer the consequences'. Thus this idea of fundamental
unity is an idea that has been a little bit overlooked, abandoned by the
Europeans and now they find themselves in a complete paralysis.





Is the decolonization period still having an impact on
contemporary IR?



Oh totally, totally. I would first say because it is a major event in
the field of IR, which made the World switch from 51 sovereign States of the UN
in 1945 to 193 today but above all, a very aggravating circumstance, is that
this decolonization has been a complete failure and this failure weighs
enormously on international politics.



It has been a failure because decolonization assumed the format of copying
the western state model in countries that were accessing independence, while
this model was not necessarily adapted, which provoked a proliferation of
failed states, and these collapsed states had a terrible effect on IR.



Secondly because decolonization should have led to the enrichment and to
the substantial modification of multilateralism, by creating new institutions
able to take charge of new challenges resulting from decolonization. Yet,
except the creation of UNCTAD in 1964 and of
UNDP in 1965, there have been very little innovations in terms of global governance.
Thus global governance remains dominated by what I earlier called 'the club',
which means the great powers from the north, and this is very dysfunctional for
the management of contemporary crises. Then also because the ancient colonial
powers happen to find new forms of domination that did somehow complicate the
international game. Thus in fact decolonization is a daily aspect of the crisis
that the international system faces today.





In conclusion, which question should we have asked? In
other terms, which question have we forgot?



I found your questions very pertinent as it allowed the discussion of themes
that I consider essentials. Now, the big problem that makes me worry is the
great gap between the analysts and the actors in IR. I am not saying that the
analysts understood everything, far from it, but I think that IR theorists are
very conscious of some of these transformations I have mentioned. If you look
at some great authors such as James Rosenau, Ned Lebow or Robert Keohane, to
name just a few—there are way more—they all contributed to the reconstruction
of IR.



What truly strikes me is the autism of political actors, they think that
they are still at the time of the Congress of Vienna and that is an
extraordinary source of tension. Thus as long as this spirit of change does not
reach political actors, maybe Barack Obama was the first one to enter this game
and then the parenthesis was closed, as long as there will not be this move
towards the discovery of a new world, maybe as well through the inclusion in
our reflection about the international fabric such partners as China, it is not
normal that this very powerful China does not have any choice but to share the
paradigm and the model of action proper to occidental diplomacy, as long as we
would not have done this precise effort, well, we will remain in the negation
of the human, and that is the essential problem today, we are unable to
understand that at the end there is just one unity, which is the human being.



I had the chance to visit 105 countries and everywhere I met the same
men and the same women, with their pain, with their happiness, their hardship,
their joy, their sorrow, their needs that were everywhere identical. As long as
we will not understand that, well, we will be living in a world that is in total
contradiction with what it is truly and essentially. We will live in a world of
artifice and thus a world of violence.

This article examines how Army Special Operations might prepare to expand in the event of a major war by resolving impediments to growth, improving recall procedures, and developing plans to expand training capacities.

Honduras has experienced moderate economic growth in the past decade, in line with the rest of the region. Despite this growth track record, limited opportunities for decent jobs for the majority of workers have resulted in stagnant poverty and inequality rates that are still the highest in Central America (CA). In parallel, progress in human development indicators has also been mixed in the last decade. In education, while primary enrollment has significantly increased, low coverage at all other levels of education, inequalities in access and low quality persist. In health, Honduras is close to achieving the 2015 child mortality Millennium Development Goals (MDGs), but maternal mortality, non-communicable diseases (NCDs), and violence pose additional challenges. And despite advances in setting up a social protection system, fiscal sustainability and lack of coordination among interventions prevail, undermining poverty reduction efforts. The ability of the Honduras government to expand safety nets, to increase the access and quality of public education and health services, to engage in active labor market policies, and to improve human development indicators in general, remains limited for a number of reasons. First, overall real social public spending has been on the decline in the last few years. Second, low revenues and fiscal deterioration pose challenges to adequately financing needed social sector improvements. Third, challenges in budget formulation and execution (mainly due to institutional factors) also diminish the impact of social spending. But more importantly, Honduras needs to significantly improve the effectiveness and efficiency of its social spending. This note argues that moving forward Honduras should prioritize three main aspects: a) to rationalize and increase the effectiveness of social public spending by enhancing the pro-poor features of targeting mechanisms; b) to significantly redress the imbalance between recurrent spending, especially the wage bill, and capital expenditure; and c) to continue strengthening information systems tools, legislation, and institutions in an effort to consolidate programs into fewer and higher impact interventions.

Over the past 20 years Ukraine experienced fundamental structural changes due to transition to a market economy and integration with the world. Transition reforms accompanied by the collapse of traditional trade and production links with the other republics of the former USSR and Comecon countries entailed asymmetric effects on regions, reflecting an uneven distribution of winners and losers from transition. Geographical mobility of labor is one of the major mechanisms (alongside with capital mobility, wage and price flexibility, and institutional mechanisms for redistributing income across regions) in facilitating regional adjustment to idiosyncratic shocks. The ability of workers to move freely from one geographical location to another inside the borders of their country, in pursuing the same occupation or changing occupations, is of particular importance for efficient matching of labor demand and supply and reducing structural unemployment. This paper seeks to fill gap in the literature on patterns of internal labor mobility in Ukraine, its main characteristics and potential for reducing persistent regional labor market disparities and imbalances in economic and human development. The next chapters of the paper are organized as follows: second chapter evaluates the magnitude of disparities in regional labor market and socio-economic indicators over time, with a special focus on its potential impact on decision of individuals to migrate to another settlement; third chapter provides an overview of the available data sources on internal labor mobility in Ukraine, quantifies internal migration based on aggregate administrative data, discusses its trends over time and compares it levels to those found in developed and transition economies. Fourth chapter provides multivariate statistical analysis of the determinants of inter-regional migration in 2002-2010 based on administrative region-level data. Fifth chapter summarizes the findings of empirical studies on determinants of the migration decision of Ukrainians. Sixth chapter examines short-term labor migration including everyday commuting in 2005-2010 and measures its covariates using individual-level Labor Force Survey (LFS) data. Seventh chapter summarizes the main findings and concludes.

Jordan faces extremely high levels of youth unemployment: 19 percent of male and 48 percent of female youth between the ages of 19 to 24 years old want to work but can't find jobs. For men, the transition from school to work is slow (on average 15 months), but for women the school to work transition often never takes place. In this context of high female unemployment and low female labor force participation, the Jordanian government, requested the World Bank's support to develop an employment pilot targeting female community college graduates in 2009. This pilot is part of a broader technical assistance program supporting the reform of the public community college system in Jordan. The objective of the Jordan New work Opportunities for Women (NOW) pilot was to increase female labor force participation and help women gain real world job experience. In particular, the hope was to improve information between firms and potential workers, create an opportunity to change negative stereotypes from firms and young women about women's role in the labor market, and improve soft skills and communication. Overall, the objectives of the Jordan NOW pilot were to increase labor force participation and to give young female graduates a chance to accrue some work experience.

Backed by sound economic policies and until the global crisis, a buoyant global economy, many developing countries made significant movement toward achieving the 2015millennium Development Goals (MDGs), particularly those for poverty reduction, gender parity in education, and reliable access to safe water. But even before the global economic crisis, progress in achieving some MDGs, especially those on child and maternal mortality, primary school completion, hunger, and sanitation, was lagging. The global food, fuel and economic crises have set back progress to the MDGs. An estimated 64 million more people are living on less than $1.25/day than there would have been without the crisis. The challenges ahead are achieving the MDGs requires a vibrant global economy, powered by strong, sustainable, multi-polar growth, underpinned by sound policies and reform at the country level; improving access for the poor to health, education, affordable food, trade, finance, and basic infrastructure is key to accelerating progress to the MDGs; developing countries need to continue to strengthen resilience to global volatility in order to protect gains and sustain progress toward the MDGs; the international community must renew its commitment to reach the 'bottom billion', particularly those in fragile and conflict-affected countries; and global support for a comprehensive development agenda including through the G20 process is critical. In the wake of recent global crises, and with the 2015 deadline approaching, business as usual is not enough to meet the MDGs.

Since the 2003 Severe Acute Respiratory Syndrome (SARS) outbreak, health care in China has become a leading national concern. Often highlighted by the popular phrase, kan-bing-nan, kan-bing-gui (seeking care is difficult and expensive), healthcare costs can be devastating. Prior to 2007, there were two formal insurance programs: the Urban Employee Basic Medical Insurance (UEBMI) for the urban employed population, and the New Rural Cooperative Medical Insurance (NRCMI) for rural residents. A third major group-urban resident without formal employment-was essentially left out of the state health security system. In July 2007, the State Council initiated a pilot experiment in 79 cities-the Urban Resident Basic Medical Insurance (URBMI). The plan targeted urban residents without formal employment, especially the elderly and children (State Council 2007). The present health policy note provides an updated review of healthcare settings and policy reforms, focusing primarily on urban health financing. It discusses urban insurance in the context of universal coverage and how to harmonize insurance schemes across urban and rural areas. This discussion is placed in the context of global experience and emerging principles of best practices.

This brief summarizes some of the significant constraints women in Middle East and North Africa (MENA) face: limited labor market mobility, a mismatch between skills acquired in school and what is in demand in the labor market, and legal or institutional factors related to cultural norms, all of which inhibit the transition from school to work. The brief identifies various policy options and outlines the World Bank's strategy for supporting governments in achieving gender parity in the region. Rigorous analytical work, experimental policy pilots and lending operations with a strong gender focus all form part of the Bank's strategy towards reducing gender gaps in economic opportunities.

Mounting evidence suggests that excessive job protection reduces employment and labor market flows, hinders technological innovations, pushes workers into the informal sector, and hurts vulnerable groups by depriving them of job opportunities. Flexible labor markets stimulate job creation, investment, and growth, but they create job insecurity and displace some workers. How can the costs of such insecurity and displacements be minimized while ensuring that the labor market remains flexible? Each of the main unemployment income support systems (unemployment insurance, unemployment assistance, unemployment insurance savings accounts, severance pay, and public works) has strengths and weaknesses. Country-specific conditions, chief among them labor market and other institutions, the capacity to administer each type of system, and the size of the informal sector, determine which system is best suited to developing and transition countries.

Afghanistan is a deeply fragile and conflict affected state. It has been in almost constant conflict for over 35 years since the Soviet invasion of 1979. Today the country is at a crossroads in its development with economic growth down sharply and poverty incidence stubbornly high. Afghanistan faces tremendous development challenges. Gross domestic product (GDP) per-capita is among the lowest in the world, poverty is deep and widespread, and social indicators are still at very low levels. The new government has declared its commitment to address Afghanistan's development challenges, through its paper realizing self-reliance: commitments to reforms and renewed partnership presented at the London conference in December 2014. The purpose of this systematic country diagnostic (SCD) is to provide an evidence-based diagnostic within an objective framework to help in the identification of development priorities. Countries in conflict often face rapidly evolving circumstances and flexibility to adjust quickly is a necessity. The SCD is thus intended to set forth a broad and flexible framework for thinking about choices, prioritization, and sequencing.

Relative to other comparable income and health spending countries, Bulgaria has more physicians per capita. Bulgaria's physician to population ratio increased from 2.5 in 1980 to 3.8 physicians per 1000 population in 2011. The physician to population ratio is comparable to the EU-12 average of 3.8 physicians per 1000 population in 2012 but is higher than the EU-15 average of 3.1 physicians per 1000 population in 2012. Bulgaria has achieved significant improvements in health outcomes over time but is still falling behind most EU countries on key health indicators. Infant mortality decreased from 24.5 in 1980 to 10.5 per 1,000 live births in 2012 (Figure 5). Infant mortality in Bulgaria is slightly lower relative to other comparable income and health spending countries. Despite the significant reduction, however, Bulgaria's infant mortality rate is still more than three times higher than the EU-15 average of 3.2 infant deaths per 1000 live births and almost twice as high as the EU-12 average of 5.5 infant deaths per 1000 live births. More significant improvements were achieved in reducing maternal mortality, which fell from 24 deaths per 100,000 live births in 1990 to 8 deaths per 100,000 live births in 2010. The maternal mortality ratio in Bulgaria is low compared to the global averages relative to income and health spending. Bulgaria has surpassed the EU-12 average of 11.3 deaths per 100,000 live births and is approaching the EU-15 average of 7.6 deaths per 100,000 live births.

Between 2002 and 2012-13, most of the reduction in poverty was due to increased earnings, as opposed to higher employment or higher transfers. Although it is hard to be certain, increases in earnings are associated with: (i) a slow structural transformation away from agriculture and into industry and services that led to productivity increases; (ii) agglomeration around key urban areas that supported this structural transformation; (iii) domestic-driven growth, including public-sector investment that led to increases in labor demand, particularly in industry and services; and (iv) a commodity boom that led to higher labor earnings for agricultural workers in the context of lower agricultural employment. Sri Lanka's has had impressive development gains but there are strong indications that drivers of past progress are not sustainable. Solid economic growth, strong poverty reduction, overcoming internal conflict, effecting a remarkable democratic transition in recent months, and overall strong human development outcomes are a track record that would make any country proud. However, the country's inward looking growth model based on non-tradable sectors and domestic demand amplified by public investment cannot be expected to lead to sustained inclusive growth going forward. A systematic diagnostic points to fiscal, competitiveness, and inclusion challenges as well as cross-cutting governance and sustainability challenges as priority areas of focus for sustaining progress in ending poverty and promoting shared prosperity.
