Improving the quality of education is one of today's main challenges for governments in the developing world. Based on a unique matched student-to-teacher panel data set on test scores this paper presents two empirical results for Indonesia. First, through detailed inspection of teacher-level responses to test questions, the paper concludes that subject matter knowledge of primary school teachers in Indonesia is low on average and that a 1.0, but also a 2.0 standard deviation increase in teachers' subject matter knowledge seem to be achievable medium-term goals for education policy making in Indonesia. Second, the paper presents the results of three types of value-added regressions, a (standard) level specification, a school fixed-effects specification, and a flexible student-teacher fixed-effects specification. The student-teacher fixed-effects approach estimates the parameters of a value-added model using test score variation within each student-teacher pair across three different subjects, mathematics, science and Indonesian language. The results suggest that a 1.0 (and 2.0) standard deviation increase in teachers' subject matter knowledge across-the-board can yield increases in student achievement by 0.25 (and 0.50) student-level standard deviations by the time students complete the six-year primary school cycle.

Myanmar's financial system is undergoing a rapid transformation. A history of economic isolation has left Myanmar with small and underdeveloped financial institutions and very low access to financial services. Since 2011, however, demands on the financial system have grown exponentially with increased trade and investment, growing household income, and expanding government operations. While recent reforms have stimulated financial sector growth, much more needs to be done to establish a competitive and vibrant financial sector that can meet the needs of Myanmar's expanding economy, boost incomes, and reduce poverty particularly among those living in rural areas. Increasing access to financial services is critical to achieving shared prosperity in Myanmar.

Policies that enable rural communities to participate in expanding economic opportunities can be central to inclusive growth in Myanmar. Rural communities are home to the majority of Myanmar's population, the majority of its many ethnic groups, and 70 percent of its poor. Development in rural areas is constrained by low returns to agriculture, and significantly lower levels of public service delivery and human development outcomes relative to urban areas. Reforms to enhance agriculture productivity are necessary though not sufficient for improving the welfare and livelihoods of rural communities. These have to be complemented with increased access to social and economic services that can raise human and physical capacity to create the conditions necessary for the growth of a dynamic rural non-farm sector. These reforms could help to not only reduce the drag on rural growth and poverty reduction, but also contribute to structural economic transformation so that the welfare of all people in Myanmar can grow together.

The labor force in Liberia is quite young. Youth aged 15 to 34 constitute over a third of thepopulation in Liberia and are somewhat concentrated in urban areas, according to the 2008census. These youth represent both a demographic dividend and a concern. The educational attainment of Liberian youth is steadily improving but remains low on average.Youth recognize that their lack of skills and experience are impediments to employment.The objective of this report is to assess youth skills development in Liberia.Given the composition of Liberia's economy and the concentration of the labor force outside formal employment, this report has a particular focus on skill development in vocational trades and the informal sector. This report comprises three analyses. Section Two constructs a profile of Liberian youth from existing administrative data are studied to enable a more detailed understanding of the current skill levels among working youth. Section Three first assesses skills development providers based on new survey data summarizes the results of original analysis carried out on data collected on a sample of 139 skill providers' training offerings, capacity, target beneficiaries, and other criteria. Next section three goes on to present young trainees' perceptions of skills development opportunities and limits, based on 354 interviews with recent trainees. This report contributes to the Government of Liberia's Agenda for Transformation (AfT) and the World Bank's Country Partnership Strategy (CPS) 2013-2017. Both recognize that inadequate skills and vulnerable employment are key constrictions on rapid, inclusive and sustainable growth.This report provides practical recommendations that align with pillars of the National Technical and Vocational Education and Training (TVET) Policy 2015-2020. This report makes recommendations specific to three pillars: promoting productivity in the agricultural sector through TVET, promoting productivity in the informal sector through TVET, and financing TVET.

Prior to the political and security crisis of 2012, Mali, a large landlocked country in West Africa already ranked among the poorest countries in the world. In early 2012, the vast northern regions fell under the control of extremist forces, while a coup d'état in Bamako threw the country into political instability and turmoil. A strong international military response in early 2013 prevented further destabilization, though part of the North remains outside government control and insecurity has spread to Bamako and the South. The signing of a peace agreement in June 2015 has revived hopes for peace and stability. The WBG has continued to support Mali throughout the crisis. An Interim Strategy Note (ISN, FY14-15) addressed the root causes of Mali's underestimated fragility, namely weak governance, extremely high demographic growth and the consequences of climate change. This CPF will continue to address the drivers of Mali's fragility, with a strong focus on governance, while building on the progress and experience of the ISN. Drawing from the recent Systematic Country Diagnostic (SCD), which stresses the criticality of improving rural livelihoods to sustainable poverty reduction, the Framework intends to contribute to improving rural incomes by increasing productivity and resilience in the four livelihood zones of the country. Accordingly, the CPF proposes orientations for the WBG engagement around three areas of focus: (i) improve governance, by strengthening public resource management at central and local levels and fostering citizen engagement; (ii) create economic opportunities, by enhancing the productive capacity of smallholders, increasing agricultural value added and diversification to catalyze transformation, and improving basic services by developing infrastructure and connectivity; and (iii) build resilience, by developing human capital, strengthening safety nets, improving risk management mechanisms for the poor and vulnerable and mitigating climate shock. A comprehensive program has been proposed for the first two years of the CPF that includes knowledge activities and development policy operations to address the binding constraints to poverty reduction, as well as citizen engagement, investment financing, partner-funded and joint IFC/IDA investments and guarantees. Key areas include the reinsertion of ex-combatants, competitiveness and agricultural productivity, statistical capacity, climate change, water and sanitation, safety nets programs, energy, irrigation and transport.

Madagascar's education system exhibits severe weaknesses that leave a large number of children without the basic skills required to function in the labor market. Since the start of the political and economic crisis in 2009, progress made on key health indicators has stagnated or is being reversed with Madagascar falling off track to achieve the MDGs. The prevalence of chronic malnutrition among children under five is one of the highest in the world. Maternal mortality ratios also have remained relatively high and stagnant over the last ten years and the country.

While the microfinance sector is extensively used in Mali (about 1 million members often based in rural areas), the sector has experienced a major crisis for over six years. The clean-up of the microfinance remains the most pressing priority for the Malian authorities and the adoption of the emergency plan for the microfinance sector is a key milestone to cleaning up the sector. While the plan addresses the main issues (restructuring or liquidation not viable MFIs; depositors indemnization mechanism; consolidation of active MFIs; reform and strengthening of the national supervisory body), but the implementation remains very challenging in a context of fiscal tightening and donor's reluctance to intervene. It is only the Government of Mali that can restore confidence in the sector, and only by undertaking the recommendations highlighted in the emergency plan. One of the most sensitive issues will be to manage the liquidation of a few important distressed institutions together with the indemnization of their depositors.

The authors investigate determinants of individual migration decisions in Vietnam, a country with increasingly high levels of geographical labor mobility. Using data from the Vietnam Household Living Standards Survey (VHLSS) of 2012, the authors find that probability of migration is strongly associated with individual, household and community-level characteristics. The probability of migration is higher for young people and those with post-secondary education. Migrants are more likely to be from households with better-educated household heads, female-headed households, and households with higher youth dependency ratios. Members of ethnic minority groups are much less likely to migrate, other things equal. Using multinomial logit methods, we distinguish migration by broad destination, and find that those moving to Ho Chi Minh City or Hanoi have broadly similar characteristics and drivers of migration to those moving to other destinations. The authors also use VHLSS 2012 together with VHLSS 2010, which allows us to focus on a narrow cohort of recent migrants, those present in the household in 2010, but who have moved away by 2012. This yields much tighter results. For education below upper secondary school, the evidence on positive selection by education is much stronger. However, the ethnic minority 'penalty' on spatial labor mobility remains strong and significant, even after controlling for specific characteristics of households and communes. This lack of mobility is a leading candidate to explain the distinctive persistence of poverty among Vietnam's ethnic minority populations, even as national poverty has sharply diminished.

The six countries of South East Europe (SEE6) are aging fast and catching up with developed economies that are already far advanced in the aging process. Low fertility rates are reducing working-age populations across the SEE6. The adverse SEE6 demographic dynamic is aggravated by emigration. In the absence of any policy and behavioral responses or changes in labor productivity, and where population aging reflects solely declining overall labor force participation rates, aging itself would be expected to negatively impact economic growth. Boosts in productivity are one of the key ways to counterbalance potential negative effects of aging on economic growth. Changes in both individual and business behavior supported by policies that increase quality of human capital and encourage labor force participation can help seize the opportunities and mitigate the adverse effects of an aging population.

The Service Delivery Indicators (SDIs) provides a set of key indicators serving as a benchmark for service delivery performance in the health and education sectors in Sub-Saharan Africa. The overarching objective of the SDIs is to ascertain the quality of service delivery in primary education and basic health services. This would in turn enable governments and service providers alike to identify gaps and bottlenecks, as well as track progress over time, and across countries. The SDI survey interviewed 403 heath providers across Tanzania between May 2014 and July 2014. This technical report presents the findings from the implementation of the SDI in the health sector in Tanzania in 2014. Survey implementation activities took place following extensive consultations with the government and key stakeholders on survey design, sampling, and adaptation of survey instruments. A major challenge for Tanzania's health sector is the shortage of skilled human resources for health (HRH). This survey found that provider knowledge and abilities were not adequate to deliver quality services. Caseload per provider and absenteeism are relatively low, so the issue is not over burdened providers. There seems to be ample room for a significant increase in the caseload of Tanzanian providers, i.e. the level of productivity in health service delivery, without jeopardizing quality. In addition to increasing the volume of skilled HRH to address the shortage of providers, improvements in management, supervision and training is important to improving service delivery. Health for all in Tanzania will mean the simultaneous availability of widely accessible inputs and skilled providers.

In the 20th Century, Brazil rapidly urbanized and is now not only an urban nation but a metropolitan one. Brazils sprawling regioes metropolitanas (metropolitan regions, or RMs, which are municipal clusters) are now home to almost 50 million people and much of the countrys economic vitality. The RM spatial level and its supporting governmental institutions have thus become critical to Brazils future development. While challenges remain for tackling deprivation in rural areas, poverty in Brazil is now predominantly urban. More than six in 10 Brazilians in extreme poverty were living in urban settings as of 2012. Of these, over a fourth was concentrated in the 10 largest RMs.

A large body of solid evidence demonstrates the significant effects of early childhood education and development (ECED) interventions on children's success in school, long-term social integration, and improved life chances. Interactive audio instruction (IAI) provides one solution to the challenge of providing high quality ECE at scale and at reasonable costs. The IAI medium allows for the development and delivery of both teacher and caregiver training and direct instruction, using best practices in ECE, and has demonstrated powerful results in contexts as diverse as Honduras, Nepal, El Salvador, Indonesia, Zanzibar, Malawi, and Paraguay. The document outlines a general approach to high-quality IAI production for ECD, and uses the Democratic Republic of Congo (DRC) case study to detail the development process. It also provides technical recommendations for how to scale-up production and delivery in the DRC and considerations for program adaptation in other similar contexts, including an outline of necessary steps and components, estimated costs of a program with broad reach and content depth (including a financial model for production and program implementation), and a results monitoring and evaluation framework. The attached report is divided into two parts. Part one outlines the process for scaling up an IAI program - from initial start-up in a given community, to large scale expansion in a country. It highlights the main steps in the production cycle, the roles and responsibilities of government and communities, and provides useful tips for practitioners at each stage of the process. Part two provides a summary of how this process was followed in DRC and lessons learned.

This report commences the review and documentation of the New Ireland Old Age and Disability Social Pension. The review has focused on the design and operation of the scheme, including the payment modality, and the effectiveness of coverage of both the old age pension and disability components. The economic and social impact of the pension on recipients' wellbeing, the wellbeing of their households and their communities has not been reviewed in detail, although limited qualitative research through focus group discussions has been undertaken as part of the review. The second objective of the report has been to draw key lessons from the New Ireland experience with the implementation of the social pension, which may inform the implementation of the national social pension.

Verification in results-based financing (RBF) mechanisms is one of the key differentiators between it and related health financing structures such as social health insurance. Verifying that providers have achieved reported performance in RBF mechanisms is considered a crucial part of program implementation and key to maintaining trust through transparency, as well as the viability of the mechanism. Verification is however a process which has thus far been little studied. Information on the methodologies used in different settings (including frequency and sampling methodology), the effectiveness of the verification process, the direct and tangential effects, and the cost is scarce. Plan Nacer employs one of the largest RBF mechanisms in the world and is therefore an excellent case study for the role, methodology and effects of the verification process. This study will give the background to Plan Nacer, detail the major characteristics of the verification process and draw lessons on the process which can inform the design of verification in RBF mechanisms in other countries.

The informal sector is typically characterized as being very heterogeneous and possibly composed of two clearly distinct segments, sometimes called the lower and upper tier. However, empirical evidence shows that even among lower tier entrepreneur's profitability can be quite high. The authors combine these findings and develop an innovative approach to identify what is called constrained gazelles, next to the well-known survivalists in the lower tier and growth-oriented top-performers in the upper tier. The sample of informal entrepreneurs in seven West-African countries allows linking the relative size of these three groups to the structural and macroeconomic environment in these countries.
