In summarizing the full-length report of the Working Group (entitled Knowledge Societies), this book focuses particularly on the dangers that will accompany a failure to develop information and communication technology (ICT) strategies tailored to the specific and changing needs of countries in the developing regions of the world. It will appeal to decision-makers and ICT producers and users, as well as to development professionals, academics, and citizens interested in development issues and the new and emerging information and communication technologies.

In this thesis, we consider how underground or alternative cultural activities, which we call off, could work for urban development much as mainstream cultures, or in, do. We propose that underground cultural activities are an important part of the cultural landscape of a city and, in this way, could be considered an important actor of urban development. As many authors have shown, culture is nowadays a key element of urban development. First, in the major urban redevelopment projects of the last two decades, there was often a cultural facility flagship, a museum or convention center for example. It is especially true in the case of waterfront or industrial wasteland redevelopments. Second, the artists are often pioneers in the gentrification process. The presence of artists has become meaningful for a neighborhood and has increased the real estate value of a place. Third, cultural and artistic activities are very important factors in building a positive image of a city. It markets the city as an innovative and creative place, two fundamental qualities essential to success in the global inter-city competition. Indeed, it is argued that a strong and dynamic cultural framework provides many leisure opportunities for inhabitants and tourists. Cultural activities are therefore increasingly becoming a marketing strategy to attract firms and people to visit or to settle down in a particular city; and cultural tourism is an engine for urban tourism. And finally, many predict that cultural activities are going to be one of the most important economical activities in the city, both by creating direct value and employment and by developing the tourist industry. But, most of these authors considered mainstream cultures. Our purpose is to demonstrate how underground cultures could also work with these topics. By underground or alternative culture, we mean all kinds of cultural activities that are not subsidized and that have no commercial value. But, because they are a part of the 'art world' and should not be considered as separate from the mainstream cultural world, we prefer to use another semantic scheme in our thesis. We are using the concept of 'in culture / off culture'(which is used to explain what is happening in the major art festivals). The in is organized and planned, while the off is spontaneous and opportunist; the off is free of commercial, academic or trend constraints, so it is a creative and innovative space; the in draws from the off new ideas and new talents; the off needs the in to build its legitimacy; and, little by little, the off becomes the real festival: the place to show and to be, the real engine of the festival which attracts more people and more artists until a new off of the off appears. In much the same way, in our study we consider underground cultures as "off culture", and mainstream culture as "in culture". Our research is focused on the artistic squats as an example and a syncretism of off culture. Indeed, they can be considered both as the space of the off culture and as the off spaces of culture. This is one of the original features of this research: using artistic squats as a comprehensive key to analyze and understand urban changes. For this reason, we needed to develop an original methodology. We propose to implement three different kinds of methodological research, each focusing on one of the topics already detailed and all based on artistic squats issues. These works will focus on the Parisian case, but also on other European and global metropolis, such as San Francisco, New York, Toronto, Berlin, London,. by our personal experiences or by bibliographic review. Concerning economical issues, we will most likely not implement empirical research, but it undoubtedly would be of some interest to do a bibliographically based comparison with the theory of innovation and creativity. On the other hand, a literature review has been done on the changes in cultural practices and taste and on sociology of art and artists. We will also consider, as a background theoretical framework, 'reflexive modernity', 'aesthetic reflexivity' and 'hypertext society' theories as well as 'networks society' and 'global cities' theories and 'creative city' and 'innovative society' theories in our study. Our three research focuses are the following: - Could off cultures be flagships for urban development? According to many authors, one of the key elements for a successful urban redevelopment project is a cultural flagship. We suggest that this flagship could be an off cultural flagship. Off culture spaces are as meaningful as in culture spaces. We argue that urban planners use off places as a flagship in urban redevelopment strategies. So, how could planners integrate these off spaces in urban projects? We study three urban projects, based on interviews and officials materials analyzes. We are considering a case where planners finally decided to integrate a off space in the urban redevelopment project (Les Frigos in the ZAC Paris-Rive Gauche). The second case (La Chapelle-Stalingrad regeneration project) shows how off culture are used as a tool for planning, by cleaning and securing a decaying area. Off artists become planners' pathfinder. They are symbolic shifter from decay to glamour. Then, the real planning project could start. Moreover, this example puts into relief the role of inhabitants organizations in the cultural-led regeneration planning. Indeed, it seems that culture is the unique acceptable feature for urban projects. What does this culture-oriented claim mean? For whose sake are cultural amenities created? The third project is the Newtown cultural precinct that has been created in Johannesburg (South Africa). In this quite unique urban, social, economic and political context, can culture play a similar role? What are the objectives of such an undertaking? Does this project correspond to the lifestyles and behaviours of the inhabitants? As it is shown with the Parisian example, this kind of urban planning practices are more related to a settlement policy than to a cultural one. - Are off spaces places of gentrification? Following many authors, we are interested in the aesthetic and consumerist explanations of gentrification processes. We propose that off cultures play a role in the gentrification process, and expect that they work by giving a trendy image to a neighborhood, as a creative and bohemian place. So, off cultures could be a meaningful pathfinder of gentrification. To prove our purpose, we implement a methodology based on real estate agents interview. We consider real estate agents as good informers about the evolution of real estate markets and neighborhood social changes. They could help us to understand neighborhood and market changes, to explore the potential for gentrification, and to clarify the role of artists and then of off artists and places in gentrification. To do so, we interview several agents in different neighborhoods, all of them located near artistic squats. At the same time, we realize a statistic analysis of real estate market trends. Nevertheless, the results of the researches are mixed. Local real estate agents use artists as a communication tool. They argue that artists and even off artists create a pleasant atmosphere in the neighbourhood, that could attract other populations. But, real estate statistics do not provide convincing results. The only certainty we can propose is that in general, property prices are not influenced by artistic squats. - Is the off an element of the 'tourist gaze'? We argue that off cultural spaces could be tourist places by corresponding to the 'tourist gaze' expectations. Therefore, we do not analyze the tourist (and then economic) impact of off places, but show that off places are important tourist attractions. To do so, we analyze how tourist guidebooks present a city. Indeed, guidebooks writers give meaning to a place by choosing specific places or things to see, and then by interpreting them for the tourists and sometimes by judging them. In this way, tourist guidebooks could be considered as meaningful pathfinder. Based on a comparison between Paris and Berlin, the analysis of several guidebooks shows main differences between the two cities' tourist image. In the Paris case, artistic squats and other off scenes are almost never described in guidebooks. Off is not a part of the city's experience. On the other hand, according to guidebooks, a tourist in Berlin should not avoid visiting one of the many off places. Off is definitely a local attraction. Moreover, off is the Berlin's taste. As we have showed, our PhD is quite ambitious. But it must be considered not as an exhaustive exercise but as an understanding of contemporary urban society proposal. This study help us to understand how off cultures are a part of the city imaginary, and so, how they give meaning to the city. But we also expect that our concept could be used by other scholars or planners for example to understand how urbanity occurs, how a place becomes trendy, or to put into relief relationships between in and off in other sphere. A la recherche de locaux spacieux, peu onéreux et centraux, ils s'installent dans des quartiers dévalorisés, industriels ou populaires ; et peu à peu, par leur présence, revalorisent symboliquement le quartier, où de nouvelles populations, attirées par la proximité des artistes, viennent s'installer, entraînant une hausse des prix de l'immobilier. Cela a souvent pour conséquence de chasser les populations les plus pauvres dont les artistes eux-mêmes, incapables de payer les nouveaux loyers ; • les espaces d'expression de la culture (musées, galeries, théâtres, patrimoine bâti.) sont les lieux visités par les touristes, devenant les symboles de la ville, reconnus internationalement. Ces observations portent sur ce que l'on peut considérer comme étant la culture institutionnelle, que nous appelons in. Pour notre part, nous proposons que les pratiques culturelles alternatives ou off participent elles-aussi et de manière similaire au développement urbain. Leur présence est révélatrice de la créativité et du dynamisme d'une métropole. Elle est porteuse d'une image positive pour la ville car c'est par la pluralité et la diversité des scènes et des pratiques artistiques que la culture devient un élément de la métropolisation. Nous parlons de culture in et de culture off par analogie aux grands festivals où se côtoient le in et le off. Le in y est programmé et le off opportuniste et spontané ; le in s'enrichit par l'existence du off où, par une plus grande liberté, peuvent se produire les innovations ; le off a besoin du in pour justifier son existence, trouver une légitimité. Et peu à peu, le off prend le dessus sur le in, attire plus de spectateurs, devient le moteur populaire du festival. Ainsi, dans cette thèse, nous postulons que la culture off joue un rôle dans le développement urbain par complémentarité avec la culture in. Pour cela, nous concentrons nos analyses autour des lieux culturels off (comme par exemple les squats d'artistes) pour montrer en quoi ils contribuent à l'attractivité d'un espace métropolitain. En effet, les lieux off sont l'inscription physique dans l'espace urbain de pratiques artistiques off. Ici, ils ne sont pas l'objet de l'étude, mais le fil conducteur, l'analyseur permettant une compréhension nouvelle des évolutions urbaines contemporaines. Dans cette optique, il s'agit de construire une méthodologie adaptée et novatrice en reprenant les trois grands marqueurs du développement urbain que nous avons présentés précédemment. Ainsi, trois axes et méthodes de recherche sont mis en œuvre : • La régénération urbaine. Comment les lieux culturels off sont-ils intégrés à des projets urbains ? Comment deviennent-ils des constituants d'un nouveau quartier ? Comment les aménageurs conçoivent-ils cette intégration ? Nous nous intéressons particulièrement aux discours produits par les différents acteurs impliqués pour justifier, expliquer et valoriser la présence de lieux off dans des projets d'aménagements (par exemple, l'intégration des Frigos dans la ZAC Paris-Rive gauche). • La gentrification. Dans quelle mesure des lieux off (comme les squats d'artistes) participent-ils à la revalorisation symbolique d'un quartier ? Pour cela, avons réalisé une analyse de données statistiques sur le marché immobilier parisien et des enquêtes auprès d'agents immobiliers afin de comprendre la perception, par des acteurs centraux du marché immobilier, de la présence d'artistes dans un quartier. • Le tourisme urbain. Les squats d'artistes et d'autres éléments de la culture off sont-ils des lieux touristiques ? Participent-ils à l'image touristique des villes ? Pour mettre en évidence cela, nous étudions la construction de l'image touristique des villes à travers une analyse sémiotique de différents guides touristiques. En effet, le guide touristique constitue en soi un corpus intéressant, quoique négligé, pour analyser l'image construite d'un lieu. Il ne reflète pas la réalité du lieu, mais construit et est construit par l'imaginaire porté par ce lieu. Au travers ces trois volets, cette recherche montre comment et dans quelle mesure un lieu off, peut participer au développement urbain. La coexistence des cultures in et off est essentielle à l'effervescence créative d'une métropole, à la fois révélatrice et symbole du dynamisme métropolitain.

But, most of these authors considered mainstream cultures. Our purpose is to demonstrate how underground cultures could also work with these topics. By underground or alternative culture, we mean all kinds of cultural activities that are not subsidized and that have no commercial value. But, because they are a part of the 'art world' and should not be considered as separate from the mainstream cultural world, we prefer to use another semantic scheme in our thesis. We are using the concept of 'in culture / off culture'(which is used to explain what is happening in the major art festivals). The in is organized and planned, while the off is spontaneous and opportunist; the off is free of commercial, academic or trend constraints, so it is a creative and innovative space; the in draws from the off new ideas and new talents; the off needs the in to build its legitimacy; and, little by little, the off becomes the real festival: the place to show and to be, the real engine of the festival which attracts more people and more artists until a new off of the off appears. In much the same way, in our study we consider underground cultures as "off culture", and mainstream culture as "in culture". Our research is focused on the artistic squats as an example and a syncretism of off culture. Indeed, they can be considered both as the space of the off culture and as the off spaces of culture. This is one of the original features of this research: using artistic squats as a comprehensive key to analyze and understand urban changes. For this reason, we needed to develop an original methodology. We propose to implement three different kinds of methodological research, each focusing on one of the topics already detailed and all based on artistic squats issues. These works will focus on the Parisian case, but also on other European and global metropolis, such as San Francisco, New York, Toronto, Berlin, London,. by our personal experiences or by bibliographic review. Concerning economical issues, we will most likely not implement empirical research, but it undoubtedly would be of some interest to do a bibliographically based comparison with the theory of innovation and creativity. On the other hand, a literature review has been done on the changes in cultural practices and taste and on sociology of art and artists. We will also consider, as a background theoretical framework, 'reflexive modernity', 'aesthetic reflexivity' and 'hypertext society' theories as well as 'networks society' and 'global cities' theories and 'creative city' and 'innovative society' theories in our study. Our three research focuses are the following: - Could off cultures be flagships for urban development? According to many authors, one of the key elements for a successful urban redevelopment project is a cultural flagship. We suggest that this flagship could be an off cultural flagship. Off culture spaces are as meaningful as in culture spaces. We argue that urban planners use off places as a flagship in urban redevelopment strategies. So, how could planners integrate these off spaces in urban projects? We study three urban projects, based on interviews and officials materials analyzes. We are considering a case where planners finally decided to integrate a off space in the urban redevelopment project (Les Frigos in the ZAC Paris-Rive Gauche). The second case (La Chapelle-Stalingrad regeneration project) shows how off culture are used as a tool for planning, by cleaning and securing a decaying area. Off artists become planners' pathfinder. They are symbolic shifter from decay to glamour. Then, the real planning project could start. Moreover, this example puts into relief the role of inhabitants organizations in the cultural-led regeneration planning. Indeed, it seems that culture is the unique acceptable feature for urban projects. What does this culture-oriented claim mean? For whose sake are cultural amenities created? The third project is the Newtown cultural precinct that has been created in Johannesburg (South Africa). In this quite unique urban, social, economic and political context, can culture play a similar role? What are the objectives of such an undertaking? Does this project correspond to the lifestyles and behaviours of the inhabitants? As it is shown with the Parisian example, this kind of urban planning practices are more related to a settlement policy than to a cultural one. - Are off spaces places of gentrification? Following many authors, we are interested in the aesthetic and consumerist explanations of gentrification processes. We propose that off cultures play a role in the gentrification process, and expect that they work by giving a trendy image to a neighborhood, as a creative and bohemian place. So, off cultures could be a meaningful pathfinder of gentrification. To prove our purpose, we implement a methodology based on real estate agents interview. We consider real estate agents as good informers about the evolution of real estate markets and neighborhood social changes. They could help us to understand neighborhood and market changes, to explore the potential for gentrification, and to clarify the role of artists and then of off artists and places in gentrification. To do so, we interview several agents in different neighborhoods, all of them located near artistic squats. At the same time, we realize a statistic analysis of real estate market trends. Nevertheless, the results of the researches are mixed. Local real estate agents use artists as a communication tool. They argue that artists and even off artists create a pleasant atmosphere in the neighbourhood, that could attract other populations. But, real estate statistics do not provide convincing results. The only certainty we can propose is that in general, property prices are not influenced by artistic squats. - Is the off an element of the 'tourist gaze'? We argue that off cultural spaces could be tourist places by corresponding to the 'tourist gaze' expectations. Therefore, we do not analyze the tourist (and then economic) impact of off places, but show that off places are important tourist attractions. To do so, we analyze how tourist guidebooks present a city. Indeed, guidebooks writers give meaning to a place by choosing specific places or things to see, and then by interpreting them for the tourists and sometimes by judging them. In this way, tourist guidebooks could be considered as meaningful pathfinder. Based on a comparison between Paris and Berlin, the analysis of several guidebooks shows main differences between the two cities' tourist image. In the Paris case, artistic squats and other off scenes are almost never described in guidebooks. Off is not a part of the city's experience. On the other hand, according to guidebooks, a tourist in Berlin should not avoid visiting one of the many off places. Off is definitely a local attraction. Moreover, off is the Berlin's taste. As we have showed, our PhD is quite ambitious. But it must be considered not as an exhaustive exercise but as an understanding of contemporary urban society proposal. This study help us to understand how off cultures are a part of the city imaginary, and so, how they give meaning to the city. But we also expect that our concept could be used by other scholars or planners for example to understand how urbanity occurs, how a place becomes trendy, or to put into relief relationships between in and off in other sphere. Enfin, la culture et l'industrie culturelle représentent aujourd'hui un secteur économique en pleine expansion, et jouent un rôle important dans le développement des grandes métropoles comme Paris, New York, Los Angeles et San Francisco. En terme de développement urbain, ces phénomènes peuvent se manifester de plusieurs manières : • Les lieux culturels sont programmés dans les projets urbains : dans de nombreux programmes de requalification de friches urbaines, de nouveaux équipements culturels et de loisirs ont été aménagés, devenant les portes-drapeaux de la regénération urbaine ; • les artistes sont souvent des pionniers de la gentrification. A la recherche de locaux spacieux, peu onéreux et centraux, ils s'installent dans des quartiers dévalorisés, industriels ou populaires ; et peu à peu, par leur présence, revalorisent symboliquement le quartier, où de nouvelles populations, attirées par la proximité des artistes, viennent s'installer, entraînant une hausse des prix de l'immobilier. Cela a souvent pour conséquence de chasser les populations les plus pauvres dont les artistes eux-mêmes, incapables de payer les nouveaux loyers ; • les espaces d'expression de la culture (musées, galeries, théâtres, patrimoine bâti.) sont les lieux visités par les touristes, devenant les symboles de la ville, reconnus internationalement. Ces observations portent sur ce que l'on peut considérer comme étant la culture institutionnelle, que nous appelons in. Pour notre part, nous proposons que les pratiques culturelles alternatives ou off participent elles-aussi et de manière similaire au développement urbain. Leur présence est révélatrice de la créativité et du dynamisme d'une métropole. Elle est porteuse d'une image positive pour la ville car c'est par la pluralité et la diversité des scènes et des pratiques artistiques que la culture devient un élément de la métropolisation. Nous parlons de culture in et de culture off par analogie aux grands festivals où se côtoient le in et le off. Le in y est programmé et le off opportuniste et spontané ; le in s'enrichit par l'existence du off où, par une plus grande liberté, peuvent se produire les innovations ; le off a besoin du in pour justifier son existence, trouver une légitimité. Et peu à peu, le off prend le dessus sur le in, attire plus de spectateurs, devient le moteur populaire du festival. Ainsi, dans cette thèse, nous postulons que la culture off joue un rôle dans le développement urbain par complémentarité avec la culture in. Pour cela, nous concentrons nos analyses autour des lieux culturels off (comme par exemple les squats d'artistes) pour montrer en quoi ils contribuent à l'attractivité d'un espace métropolitain. En effet, les lieux off sont l'inscription physique dans l'espace urbain de pratiques artistiques off. Ici, ils ne sont pas l'objet de l'étude, mais le fil conducteur, l'analyseur permettant une compréhension nouvelle des évolutions urbaines contemporaines. Dans cette optique, il s'agit de construire une méthodologie adaptée et novatrice en reprenant les trois grands marqueurs du développement urbain que nous avons présentés précédemment. Ainsi, trois axes et méthodes de recherche sont mis en œuvre : • La régénération urbaine. Comment les lieux culturels off sont-ils intégrés à des projets urbains ? Comment deviennent-ils des constituants d'un nouveau quartier ? Comment les aménageurs conçoivent-ils cette intégration ? Nous nous intéressons particulièrement aux discours produits par les différents acteurs impliqués pour justifier, expliquer et valoriser la présence de lieux off dans des projets d'aménagements (par exemple, l'intégration des Frigos dans la ZAC Paris-Rive gauche). • La gentrification. Dans quelle mesure des lieux off (comme les squats d'artistes) participent-ils à la revalorisation symbolique d'un quartier ? Pour cela, avons réalisé une analyse de données statistiques sur le marché immobilier parisien et des enquêtes auprès d'agents immobiliers afin de comprendre la perception, par des acteurs centraux du marché immobilier, de la présence d'artistes dans un quartier. • Le tourisme urbain. Les squats d'artistes et d'autres éléments de la culture off sont-ils des lieux touristiques ? Participent-ils à l'image touristique des villes ? Pour mettre en évidence cela, nous étudions la construction de l'image touristique des villes à travers une analyse sémiotique de différents guides touristiques. En effet, le guide touristique constitue en soi un corpus intéressant, quoique négligé, pour analyser l'image construite d'un lieu. Il ne reflète pas la réalité du lieu, mais construit et est construit par l'imaginaire porté par ce lieu. Au travers ces trois volets, cette recherche montre comment et dans quelle mesure un lieu off, peut participer au développement urbain. La coexistence des cultures in et off est essentielle à l'effervescence créative d'une métropole, à la fois révélatrice et symbole du dynamisme métropolitain.

Les aménagements futurs nécessaires au développement rapide de la Guyane vont entraîner la conversion de terres forestières, participant ainsi au changement global. Les décideurs guyanais devront conjuguer ces aménagements avec la préservation des services écosystémiques forestiers. Le projet GuyaSim avait comme objectif l'approfondissement des connaissances sur ces services (stock de carbone, biodiversité et qualité du sol) et le transfert d'un logiciel aux décideurs pour faciliter l'intégration de ces connaissances dans les politiques d'aménagement du territoire. L'article présente les caractéristiques et les fonctionnalités de ce logiciel GuyaSim. Il s'agit d'un logiciel libre de type Sig, destiné a priori aux services d'aménagement des collectivités et du domaine forestier de Guyane. Le logiciel offre deux grands types de fonctionnalité : la mise à disposition d'informations et l'aide à l'aménagement. Les informations mises à disposition sont les scénarios de développement socio-économique, les scénarios climatiques et les valeurs des services écosystémiques. L'aide à l'aménagement consiste en des outils de construction des scénarios d'aménagement du territoire (changement d'usage des terres) et d'aménagement forestier (exploitation forestière), fournissant des informations sur l'impact environnemental. Les fonctionnalités du logiciel sont limitées par les connaissances sur les écosystèmes guyanais. Les avancées des projets de recherche en cours permettront de mettre à jour le logiciel à moyen terme.

These last years, the West Bank cities knew a very dynamic urban development but this urbanization is framed(supervised) by legislative and technical devices(plans) inherited from the successive periods of colonization today which are not any more adapted to the contemporary city. This anarchy urban development joined little by little in the ways of thinking of the actors local as a necessity justified by the geopolitical situation and the economic development of the country. The market of the accommodation(housing) increased in the point of future today an essential component of the transformation(processing) of the West Bank cities. Our research work of six years, the conclusions of which are exposed(explained) in this thesis, consisted in describing then in analyzing the reality of this market which raises at present of numerous questions. Indeed, steady rhythm of the homebuilding left aside problems which we wished to put in perspective here. These processes question first of all the reality and the coherence of this market with an offer which has to correspond to the demand(request) both on the plan quantitative and qualitative. The situation of the accommodation(housing) in the West Bank also asks the question of the structuring of the urban fabric which transcends from now on the municipal limits, the land(basic) logics and the high-risk areas. Finally, asks itself the question of the living environment for the populations, the townscape to become and the disappearance of an identity to there there passed on(transmitted) partially by the traditional housing environment. This research work rested(supported) by conversations(maintenances) and by construction of a real system of geographical information allowed to verify the adequacy enter on one side, the process of production of the accommodation(housing) and the wills which are associated with it, and of the other one, the reality of the ground and the real stakes in the Palestinian accommodation(housing).The absence of geographical and statistical data on this territory urged to us to build a complete tool of cartographic and demographic analysis allowing to describe the past phenomena, to analyze the present situation and especially to create a forward-looking model for horizons 2025 and 2050. Through, the case of the city of Nablus, it seems that actors' games(sets) noticed today, are justified by no geographical or demographic coherence. On the contrary, we show here that interested logics of market are at work, presenting a fait accompli a failing legal and technical framework. The consequences, from today visible, noticed on the ground and mapped here, question seriously the long-lasting(sustainable) character of the West Bank cities. These results(profits) highlight a destructive process for the whole urban armature of Palestine and require an answer. The geopolitical situation and the gravity of the identified risks urge us to propose recommendations for the implementation of a real local politics(policy) of the housing environment which has to condition(package) the emergence of an urban control(master's degree). Carried(Worn) by an intermunicipal governance on the scale of the urban area, we describe a tool of planning and programming allowing urban project to depasser of the market of the accommodation(housing) in the construction of a real housing environment ; Ces dernières années, les villes Cisjordaniennes ont connu un développement urbain très dynamique mais cette urbanisation est aujourd'hui encadrée par des dispositifs législatifs et techniques hérités des périodes successives de colonisation qui ne sont plus adaptés à la ville contemporaine. Ce développement urbain anarchique s'est peu à peu inscrit dans les modes de pensée des acteurs locaux comme une nécessité justifiée par la situation géopolitique et ledéveloppement économique du pays. Le marché du logement s'est accru au point de devenir aujourd'hui une composante essentielle de la transformation des villes cisjordaniennes. Notre travail de recherche de six ans, dont les conclusions sont exposées dans cette thèse, a consisté à décrire puis analyser la réalité de ce marché qui soulève actuellement de nombreuses questions. En effet, le rythme soutenu de la construction de logements a laissé de côté des problématiques que nous avons souhaitées mettre en perspective ici. Ces processus interrogent tout d'abord la réalité et la cohérence de ce marché avec une offre qui doit correspondre à la demande tant sur le plan quantitatif que qualitatif. La situation du logement en Cisjordanie pose aussi la question de la structuration du tissu urbain qui transcende désormais les limites communales, les logiques foncières et les zones à risques. Enfin, se pose la question du cadre de vie pour les populations, le paysage urbain en devenir et la disparition d'une identité jusque là transmise en partie par l'habitat traditionnel. Ce travail de recherche appuyé par des entretiens et par la construction d'un véritable système d'informationsgéographiques a permis de vérifier l'adéquation entre d'un côté, le processus de production du logement et les volontés qui y sont associées, et de l'autre, la réalité du terrain et les enjeux réels du logement palestinien. L'absence de données géographiques et statistiques sur ce territoire nous a poussé à construire un outil complet d'analyse cartographique etdémographique permettant de décrire les phénomènes passés, d'analyser la situation présente et surtout de créer un modèle prospectif pour les horizons 2025 et 2050. A travers, le cas de la ville de Naplouse, il apparaît que les jeux d'acteurs constatés aujourd'hui, ne sont justifiés par aucune cohérence géographique ou démographique. A l'inverse, nous montrons ici que des logiques de marché intéressées sont à l'oeuvre, plaçant devant le fait accompli un cadrelégislatif et technique défaillant. Les conséquences, dès aujourd'hui visibles, constatées sur le terrain et cartographiées ici, interrogent sérieusement le caractère durable des villes cisjordaniennes. Ces résultats mettent en évidence un processus destructeur pour l'ensemble de l'armature urbaine de la Palestine et nécessite une réponse. La situation géopolitique et lagravité des risques identifiés nous poussent à proposer des préconisations pour la mise en place d'une véritable politique locale de l'habitat qui doit conditionner l'émergence d'une maîtrise urbaine. Portés par une gouvernance intercommunale à l'échelle de l'aire urbaine, nous décrivons un outil de planification et de programmation permettant à projet urbain depasser du marché du logement à la construction d'un véritable habitat

This project is focused on increasing productivity of cultivated trees in Haiti in response to the over-exploitation of native forests and conversion of forested lands to agriculture demands. ; This document summarizes the 5-year results of mahogany (Swietenia) trials in Haiti. These trials are part of a larger tree improvement program that was implemented under the USAID-funded Agroforestry II (1988-1991) project and continued during the PLUS (1992-present) project. The progeny of S. mahagoni and S. macrophylla, selected for their excellent tree form, were established in 2 orchards and 4 arboreta in 1990-1991. Three seed lots of the S. macrophylla x S. mahagoni hybrid were imported from Puerto Rico and St. Croix to compare their survival and growth with selected progeny of the parent species. S. macrophylla and S. humilis provenances were imported from Costa Rica and compared for survival and growth at 2 sites in the southwestern part of the country. Survival: Site survival after 5 years, including both S. macrophylla and S. humilis, was higher at Bérault (59%) than at Labordette (38%). Statistical differences were detected between species at the 1- and 3-year stage at Labordette and at the 1-year stage at Bérault. At both sites, S. humilis showed a higher survival rate than S. macrophylla. This superiority was still evident after 5 years, though not statistically significant at the 0.05 probability level. The S. macrophylla x S. mahagoni hybrid exhibited higher survival than either parent species at the Roche Blanche and Marmont seed orchards, but ranked the lowest of the 3 at the Marmont arboretum. Comparing the two parent species, S. mahagoni survived better than S. macrophylla at four of five trials (Fauché, Marmont arboretum, Paillant, and Roche Blanche). At the 3-year stage, survival of the hybrid averaged 57%, ranging from 51%-67%. Corresponding means for S. mahagoni was 62%, ranging from 38%-82%. S. macrophylla averaged 42%, ranging from 24%-58%. The sites tested were located within the natural range of S. mahagoni in Haiti. Differences in survival among families or seed lot varied greatly depending on site. Survival of the S. mahagoni families ranged from 0%-91% after 3 years; survival of the S. macrophylla families ranged from 0%-100%; survival of the hybrid sed lots ranged from 27%-100%. Differences in survival could not be analyzed at the family or seed lot level because the orchards and arboreta were not designed to test such differences. Height Growth: No differences were shown in height growth between S. humilis and S. macrophylla after 5 years at Bérault and Labordette. The only difference occurred at Labordette after the first year of growth with S. macrophylla 2469 showing a slight superiority over S. humilis 2470. The lowland moist site (Bérault) exhibited a mean height growth of 7.1 m after 5 years compared to 4.4 m at the mountainous site (Labordette). Differences in soil depth and moisture balances largely account for the faster growth rates observed at Bérault. The hybrid achieved mean annual growth rates of 1.0 m/yr and 1.2 m/yr at Roche Blanche and Marmont, respectively, during the first 3 years. The hybrid showed no statistical difference from the families of either parent species at the Roche Blanche orchard. The hybrid was inferior in height growth to selected families of both S. macrophylla (486) and S. mahagoni (465) at the Marmont arboretum after 1 year, but not at 3 and 5 years. At the Marmont seed orchard, the only family that showed superior height growth to the hybrid was S. macrophylla 487 at 1 year. Subsequent years showed no statistical differences among the families of the parent species and the hybrid. Significant differences in height growth between S. macrophylla and S. mahagoni was exhibited at Fauché, the wettest site, throughout the trial period of 5 years. S. macrophylla averaged 10.6 m compared to a mean height of 5.7 m of S. mahagoni. No difference in mean height growth between the two S. mahagoni families was detected. The other trials, established on much drier sites, showed no difference between the 2 species. However, differences were detected between certain families of each species at Marmont and Paillant. S. macrophylla 486 exhibited the best height growth of any single-tree family at Marmont, significantly better than 5 other S. macrophylla families (482, 483, 487, 489, and 497) and one S. mahagoni family (466) after 3 years of growth. Mean height growth of the S. macrophylla progeny ranged between 2.1 m and 6.0 m - a difference of 186% - compared to a smaller range of 3.7 m to 4.2 m - a difference of 14% - for S. mahagoni at the Marmont arboretum after 5 years. S. macrophylla 497 showed better growth than S. macrophylla 494 at Paillant after 3 years - significant at the 0.05 probability level. Diameter Growth: Differences were shown among S. humilis and S. macrophylla provenances at Bérault, but not between the 2 species. S. humilis 2470 exhibited the highest mean dbh (11.6 cm) after 5 years, which was statistically different from S. macrophylla 2469 (9.0 cm), but not the other 2 provenances. This difference was also shown for basal diameter (15.5 cm versus 13.0 cm). The exact opposite trend occurred at Labordette. S. macrophylla 2469 exhibited significantly greater stem growth than S. humilis 2470 after 5 years for both dbh and basal diameter. After 5 years, the Bérault trial averaged nearly twice the dbh growth as the trees at Labordette (10.5 cm versus 5.6 cm). The mean annual dbh rate of the hybrid after 3 years was 1.0 cm, 1.1 cm and 1.3 cm at Roche Blanche, Marmont orchard and Marmont arburetum, respectively. Stem diameter growth was stagnant during the 4th and 5th years because of severe droughts and grass competition of the trial that occurred during 1994-95. Differences in dbh and basal diamter were not shown to be significant among the hybrid, S. mahagoni and S. macrophylla species. The trials that exhibited the best growth (Fauché and the Marmont arboretum) were also the only trials that showed statistical differences among the S. mahagoni and S. macrophylla families. The mean dbh of S. macrophylla at Fauché was 11.4 cm after 5 years, equivalent to a mean annual growth rate of 2.3 cm. This was significantly better than the mean dbh of S. mahagoni (7.0 cm). At the Marmont arboretum, S. macrophylla 486 was the top-ranked mahogany family after 5 years with a mean dbh of 7.1 cm. Significant differences were exhibited between this family and the rest of the Swietenia genotypes at the 0.05 probability level. S. macrophylla 489 was the top-ranked mahogany family in the orchard during the same time period with a mean dbh of 6.8 cm. No differences were shown among the families in the orchard after 5 years at the 0.05 probability level. Merchantable Volume: The Bérault site produced 3 times the volume of lumber quality wood as Labordette. The site average per tree, including both S. humilis and S. macrophylla species, was approximately 5.77 x 10[superscript]-2 m[superscript]3 at Bérault and 1.73 x 10[superscript]-2 m[superscript]3 at Labordette. At Bérault, there was an insignificant difference between S. humilis (5.7 x 10[superscript]-2 m[superscript]3 per tree) and S. macrophylla (5.6 x 10[superscript]-2 m[superscript]3 per tree). The highest yielding provenance was S. macrophylla 1982 (6.8 x 10[superscript]-2 m[superscript]3 per tree) and the poorest production was exhibited by S. macrophylla 2469 (4.3 x 10[superscript]-2 m[superscript]3 per tree). Differences among provenances were not shown to be significant at either site. The provenances that achieved the best height and diameter growth were also the ones that exhibited the highest merchantable volume. S. macrophylla produced 3 times the volume of lumber quality wood as S. mahagoni at Fauché, on a per tree basis. However this difference decreased to double the volume, on a per hectare basis, because of the lower survival of S. macrophylla. Differences in volume yield between the 2 families of S. mahagoni were not significant at the 0.05 probability level. Recommendations: Although USAID support for this tree improvement phase of the PLUS project has ended, much needs to be done to protect Haiti's rich heritage of mahogany, and to restore the population of this valuable lumber source by making seed of selected genotypes available to farmers and land owners. The following activities are recommended to avoid jeopardizing the progress that has been accomplished to date. (1) Selectively thin the two seed orchards at Roche Blanche and Marmont by eliminating the inferior individuals and maintaining a balanced number of well-formed individuals of each genotype. The outcrossing of progeny from plus trees and the production of vigorous offspring is the first step in the production of improved seed. Seed production is not forecasted until 12-13 years of age (Lamb, 1966) or 2002. (2) Distribute seed lots from the orchards according to life zone considerations and through centralized nurseries that can track source-identified germplasm. Seed should be collected from the S. mahagoni and S. macrophylla x S. mahagoni hybrids for dry and moist forest regions of Haiti; that of S. macrophylla and the hybrids for moist to wet forest zones. Efforts should be made to study the flowering patterns of the orchard trees and observe the variability of their progeny in the nursery. Mahagony is largely pollinated by insects and normally outbreeds, but can set a high quantities of seed by self-pollination (Yang, 1965, Styles and Khosla, 1976). The orchards should be rogued based on the field performance of their progeny. (3) Selectively thin the arboreta and the S. humilis/S. macrophylla provenance trials to encourage development of the best-formed individuals. These trees should be selected based on desirable characteristics such as (1) stem form and volume, (2) pest and disease resistance, (3) symmetrical crowns and ideal crown:dbh ratio, and (4) overall survival and vigor. The S. humilis provenances are the only representatives of the species in Haiti and should be observed carefully vis-à-vis the S. macrophylla. The S. macrophylla provenances may be an important addition to the genetic diversity of the species in Haiti since most of what has spread in Haiti originates from the narrow genetic base of the stands at Franklin and Bayeux. (4) If additional orchards are established, select a wide base of plus trees, including second generation individuals located in the arboreta and orchards, and vegetatively propogate them via procedures outlined in Howard et al. (1988) and Leakey et al. (1990). Vegetative propagation of a selected genotype reduces the risk of introducing less desirable gene complexes that result from outbreeding of the mother trees. (5) Progeny trials, designed to optimally test for genetic differences among families, should be installed and monitored for a rotation age (at least 20 years) with a wide selection of genotypes from the orchards to prove their superiority over unselected genotypes. This step is critical to fulfill the requirements of certified seed. Characteristics qualifying genetic stock for the level certified must be carefully spelled out, as are the environmental conditions under which a particular genotype is expected to give above-average performance. These trials can later be rogued and converted to seed orchards for improved lines of mahogany in Haiti. They should be established with the support of the Service des Ressources Forestières, satisfying long term security and supervision requirements. (6) Monitor any natural regeneration or seedlings originating from the orchards to confirm the pattern and degree of heterosis (i.e., hybridization) and its effects on survival, growth rates and form. Most mahogany currently cultivated by Haitian farmers are pure S. mahagoni. However, demand for the hybrid may increase because of its superior form and faster growth rates on selected sites. Gene banks of pure S. mahagoni, selected throughout Haiti and the island of Hispaniola, should be established to continue efforts to conserve the remaining gene pool of a species that has economic importance, but that has been seriously high-graded throughout the history of Haiti. (7) Inform the Service des Ressources Forestière (MARNDR) of the importance and urgency to develop a long-term strategy, integrating genetic conservation and improvement of S. mahagoni as a native species of economic value. Coordinate the transfer of information from the wide range of international organizations involved with genetic conservation and improvement of mahagony in Central America and the Caribbean, particularly efforts undertaken by CATIE and IITF in collaboration with universities and international organizations (Glogiewicz, 1986; Newton et al., 1993). The government should encourage private sector investment in the certified production of mahogany wood products and seed with a view of developing management guidelines that combine conservation with production. ; Ce document résume les résultats de 5 ans de recherches sur l'acajou (Swietenia) en Haiti. S. macrophylla a donné une moyenne de 42%, allant de 24% à 58%. Les site testés sont situés dans l'aire de distribution naturelle de S. mahogani en Haiti. Les différences de survie entre les familles ou lots de semences ont beaucoup varié dépendant du site. La survie des familles de S. mahogani a varié de 0% à 91% pendant 3 ans; celle de S. macrophylla de 0% à 100%; celle de l'hybride de 27% à 100%. Croissance en Hauteur: Il n'y a eu aucune différence significative dans la croissance en hauteur entre le S. humilis et le S. macrophylla après 5 ans à Bérault et à Labordette. La seule différence s'est manifestée à Labordette après la première année de croissance avec le S. macrophylla 2469 qui a montré une légère supériorité sur le S. humilis 2470. Le site humide de basse altitude (Bérault) a accusé une croissance moyenne en hauteur de 7,1 m après 5 ans, comparé à 4,4 m au site montagneux (Labordette). Les différences de profondeur de sol et d'humidité expliquent largement les taux de croissance plus rapides observés à Bérault. L'hybride a accusé des taux de croissance annuelle de 1,0 m/an et 1,2 m/an à Roche Blanche et Marmont, respectivement, pendant les trois premières années. Il n'a pas montré de différence statistique avec les familles des espèce parentales au verger de Roche Blanche. Il s'est montré inférieur pour la croissance en hauteur comparé aux familles tant du S. macrophylla (486) que du S. mahogani (465) à l'arboretum de Marmont après 1 an, mais pas à 3 et 5 ans. Au verger à graines de Marmont, la seule famille qui ait montré une croissance en hauteur supérieure à celle de l'hybride, a été le S. macrophylla (487) à 1 an. Pour les années suivantes, il n'y a pas eu de différence significative entre les familles des espèces parentales et l'hybride. Des différences significatives de croissance en hauteur entre le S. macrophylla et le S. mahogani, ont été observées à Fauché, le site le plus humide, pour toute la période de 5 ans des essais. S. macrophylla a accusé une hauteur moyenne de 10,6 m, contre 5,7 m du S. mahogani. Aucune différence dans la croissance en hauteur entre les deux familles de S. mahogani n'a été détectée. Les autres essais, établis sur les sites plus secs, n'ont révélé aucune différence entre les 2 espèces. Cependant, des différences ont été détectées entre certaines familles de chaque espèce à Marmont et à Paillant. S. macrophylla 486 a manifesté la meilleure croissance en hauteur de famille issue d'un seul arbre à Marmont, significativement meilleure que 5 autres familles de S. macrophylla (482, 483, 487, 489, et 497) et une famille de S. mahogani (466) après 3 ans de croissance. La croissance moyenne en hauteur de la progéniture de S. macrophylla a varié entre 2,1 m et 6,0 m - une différence de 186% - comparée à une variation moins grande de 3,7 m à 4,2 m - une différence de 14% - pour le S. mahogani à l'arboretum de Marmont après 5 ans. Le S. macrophylla 497 a montré une meilleure croissance que le S. macrophylla 494 à Paillant après 3 ans - difference significative à 0,05 de probabilité. Croissance en Diamètre: Des différences ont été décelées entre les provenances de S. hummilis et de S. macrophylla à Bérault, mais pas entre les 2 espèces. S. humilis 2470 a accusé le dhp moyen le plus élevé (11,6 cm) après 5 ans, ce qui est statistiquement différent du S. macrophylla 2469 (9,0 cm), mais pas des 2 autres provenances. Cette différence à été aussi observée pour le diamètre basal (15,5 cm versus 13,0 cm). Exactement la tendance contraire a été observée à Labordette. S. macrophylla 2469 a accusé une croissance de tige significativement supérieure à celle de S. humilis 2470 après 5 ans, tant pour le dhp que pour le diamètre basal. Après 5 ans, l'essai de Bérault a donné une moyenne de croissance en dhp environ deux fois supérieure à celle des arbres à Labordette (10,5 cm versus 5,6 cm). Le taux de croissance moyenne en dhp de l'hybride après 3 ans a été de 1,0 cm, 1,1 cm et 1,3 cm au verger de Roche Blanche, à celui de Marmont et à l'arboretum de Marmont, respectivement. La croissance en diamètre de tige a été stagnante pendant les 4ème et 5ème années à cause de sécheresses sévères et de la compétition des mauvaises herbes dans l'essai pendant la période 1994-95. Les différences en dhp et diamètre basal n'ont pas été significatives entre l'hybride et les espèces de S. mahogani et S. macrophylla. Les essais qui ont montré la meilleure croissance (à Fauché et à l'arboretum de Marmont) ont été les seuls essais qui ont accusé des différences statistiques entre les familles de S. mahogani et de S. macrophylla. Le dhp moyen de S. macrophylla à Fauché a été de 11,4 cm après 5 ans, équivalent à un taux de croissance moyenne annuelle de 2,3 cm. Ce résultat a été significativement meilleur que le dhp moyen de S. mahogani (7,0 cm). A l'arboretum de Marmont, le S. macrophylla 486 a été classé le premier parmi les familles d'acajou après 5 ans, avec un dhp moyen de 7,1 cm. Des différences significatives ont été décelées entre cette famille et le reste des génotypes de Swietenia à 0,05 de probabilité. Le S. macrophylla 489 a été classé comme la meilleure famille d'acajou du verger pendant la même période avec un dhp moyen de 6,8 cm. Il n'y a pas eu de différences significatives entre les familles du verger après 5 ans à 0,05 de probabilité. Volume marchand: Le site de Bérault produisit 3 fois plus de volume de bois scié de qualité que celui de Labordette. La moyenne du site par arbre, y compris les deux espèces S. humilis et S. macrophylla, a été approximativement de 5,77 x 10[superscript]-2 m[superscript]3 à Labordette. A Bérault, il n'y a pas eu de différence significative entre le S. humilis (5,7 x 10[superscript]-2 m[superscript]3 par arbre) et le S. macrophylla (5,6 x 10[superscript]-2 m[superscript]3 par arbre). La provenance la plus productive a été le S. macrophylla 1982 (6,8 x 10[superscript]-2 m[superscript]3 par arbre) et la moins performante a été le S. macrophylla 2469 (4,3 x 10[superscript]-2 m[superscript]3 par arbre). Il n'y a pas eu de différences significatives entre les provenances à aucun des sites. Les provenances qui ont atteint la meilleure croissance en hauteur et en diamètre ont été aussi celles qui ont donné le volume de bois marchand le plus élevé. S. macrophylla produisit 3 fois plus de volume de bois scié de qualité que le S. mahogani à Fauché, sur une base par arbre. Cependant, cette différence diminua au double du volume, sur une base par hectare, à cause du plus bas taux de survie du S. macrophylla. Les différences de rendements en volume entre les 2 familles du S. mahogani n'ont pas été significatives à 0,05 de probabilité. Recommandations: Bien que le financement par l'USAID de la section d'amélioration génétique forestière ait pris fin, il reste encore beaucoup à faire pour protéger le riche héritage de l'acajou, et pour restaurer la population de cette source de bois précieux en mettant à la disposition des fermiers et des propriétaires terriens, des semences de génotypes sélectionnés. Les activités suivantes sont recommandées pour éviter de perdre les bénéfices de ce qui a été accompli jusqu'ici: (1) Procéder à l'éclairie sélective des deux vergers à Roche Blanche et Marmont, en éliminant les individus inférieurs et en maintenant une quantité équilibrée d'individus bien formés de chaque génotype. Le croisement entre progénitures des arbres sélectionnés et la production de descendants vigoureux est la première étape dans la production de semences améliorées. La production de semences n'est pas prévue avant l'âge de 12-13 ans (Lamb, 1996) ou avant 2002. (2) Distribuer des lots de semences provenant des vergers en tenant compte des zones écologiques et à travers des pépinières centralisées qui permettent de suivre la trace du germoplasme de sources identifiées. Des semences de S. mahogani et des hybrides de S. macrophylla x S. mahogani devraient être collectées pour les régions forestières humides d'Haiti; celles du S. macrophylla et des hybrides pour les zones forestières humides et pluvieuses. Des efforts devraient être faits pour étudier les époques de floraison des arbres des vergers et observer la variabilité de leurs progénitures en pépinière. L'acajou est largement pollinisé par les insectes et par la pollinisation croisée naturelle, mais peut donner une grande quantité de semences par auto-pollinisation (Yang, 1965; Styles et Khosla, 1976). Les vergers devraient être sélectionnés sur la base de la performance des progénitures sur le terrain. (3) Procéder à des éclaircies sélectives des arboreta et des essais de provenances de S. humilis et de S. macrophylla pour encourager le développement des individus les mieux formés. Ces arbres devraient être sélectionnés sur las base de caractéristiques désirables telles que: (1) forme de tige et volume, (2) résistance aux pestes et aux maladies, (3) couronnes symétriques et rapport couronne idéale:dhp, et (4) survie générale et vigeur. Les provenances de S. humilis sont les seuls représentants de l'espèce en Haiti et devraient être observées soigneusement par rapport au S. macrophylla. Les provenances de S. macrophylla peuvent constituer un important apport à la diversité génétique de l'espèce en Haiti, étant donné que ce qui a été promu en Haiti vient de la base génétique étroite des peuplements établis à Franklin et Bayeux. (4) Si de nouveaux vergers sont établis, sélectionner une large base d'arbres phénotypiquement supérieurs, y compris la seconde génération d'individus dans les arboreta et les vergers, et les propager végétativement via des procédures esquissées dans Howard et al. (1988) et Leakey et al. (1990). La propagation végétative de génotypes sélectionnés réduit les risques d'introduire des complexes de gènes moins désirables résultant du croisement des arbres-mères. (5) Des essais de progénitures, planifiés pour tester de façon optimum les différences génétiques entre les familles, devraient être installés et suivis pour une période de rotation (au moins 20 ans) avec une sélection large de génotypes venant des vergers pour prouver leur supériorité sur les génotypes non sélectionnés. Cette étape est critique pour satisfaire les exigences de semences certifiées. Les critères de qualification du stock génétique pour las certification devraient être clairement définis, aussi bien que les conditions environnementales sous lesquelles un génotype particulier est supposé donner une performance au-dessus de la moyenne. Ces essais peuvent être éliminés plus tard et convertis en vergers producteurs de graines pour des lignées améliorées d'acajou en Haiti. Ils devraient être établis avec le support du Service des Ressources Forestières, pour répondre aux exigences de sécurité à long terme et de supervision. (6) Contrôler toute régénération naturelle ou plantules venant des vergers pour confirmer le modèle et le degré d'hétérosis (i.e. hybridation) et ses effets sur la survie, les taux de croissance et la forme. La plupart des acajous plantés en Haiti sont des lignées pures de S. mahagoni. Cependant, la demande pour l'hybride peut augmenter à cause de la supériorité de sa forme et les taux de croissance plus rapides sur les sites testés. Les banques de gènes de lignées pures de S. mahogani, sélectionnées à travers Haiti et l'île d'Hispaniola, devraient être établies pour continuer les efforts de conserver le mélange génétique restant d'une espèce économiquement importante, qui a toujours été considérée comme une espèce de bois précieux en Haiti. (7) Informe le Service des Ressources Forestières du MARNDR de l'importance et de l'urgence de développer une stratégie à long terme, intégrant la conservation génétique et l'amélioration du S. mahogani comme une espèce indigène de valeur économique. Coordonner le transfert des informations venant d'une série d'organisations internationales impliquées dans la conservation génétique et l'amélioration de l'acajou en Amérique Centrale et dans les Caraibes. Citons particulièrement les efforts entrepris par CATIE et IITF dans la collaboration avec des universités et des organisations internationales (Glogiewicz, 1986, Newton et al., 1993). Le gouvernement devrait encourager le secteur privé à investir dans la production de produit fabriqués avec du bois d'acajou certifé et de semences avec pour objectif de développer des grandes lignes de gestion qui combinent la conservation et la production.

Depuis plus d'une décennie, le Rwanda a adopté une série de politiques et stratégies visant le développement économique et l'amélioration des conditions de vie de sa population majoritairement agricole. Dans le secteur agricole, la mise en pratique de ces stratégies et des programmes y relatifs s'est accompagnée d'une série de progrès en matière d'adoption de paquets technologiques et de l'augmentation de la production. Cependant, on remarque que l'économie du pays est toujours caractérisée par une agriculture de subsistance, et pour la filière maïs en particulier, le pays affiche une dépendance continuelle vis-à-vis des importations pour satisfaire la demande nationale, et les usines de transformation du maïs opèrent toujours en dessous de leur capacité installée. Cette recherche se propose de comprendre le niveau de compétitivité de cette filière dans les conditions actuelles de production et de commercialisation en vue d'inventorier les contraintes existantes et de formuler les stratégies pouvant améliorer le niveau de performance économique de la production et le système de commercialisation du maïs. Les données collectées pour étudier la performance économique de la production du maïs proviennent d'un suivi rapproché des activités de production du maïs sur un échantillon de 50 producteurs issus de cinq coopératives de producteurs de maïs choisies dans les districts de Huye, Rusizi, Gasabo, Burera et Bugesera pendant deux saisons culturales. Elles ont été complétées par l'observation directe, les entretiens avec les personnes ressources ciblées et les discussions de groupes focalisés. L'analyse a été faite à l'aide de l'analyse de groupe et des méthodes statistiques appropriées. L'étude de la chaîne de commercialisation a utilisé le modèle 'Structure-Comportement-Performance' avec des données collectées sur un échantillon de 150 producteurs et 17 collecteurs choisis dans les districts de Burera, Bugesera et Huye, et 15 transporteurs, 5 grossistes et 15 détaillants choisis au marché national de Kigali. Les résultats ont révélé que pour la plupart des producteurs, le rendement reste très faible comparativement aux rendements théoriques attendus, les prix de revient restent plus élevés et supérieurs aux prix de vente, la marge brute et le revenu du travail familial sont négatifs et la valeur ajoutée brute créée par les producteurs n'est pas élevée quand bien même elle est positive. L'analyse a montré que l'augmentation du prix de vente influence positivement la marge brute, la valeur ajoutée et le revenu du travail familial, et que l'usage rationnel des semences améliorées, des engrais chimiques et amendements contribuent à augmenter le rendement. Ce qui montre clairement que l'amélioration du prix de vente et de l'usage rationnel des intrants peut contribuer significativement à faire de la production du maïs une activité plus rentable et rémunératrice des facteurs de production. Cette étude a également mis au clair les défis qui entravent le processus de production du maïs. Ils englobent: la non-disponibilité et le faible accès aux intrants, l'insuffisance de l'encadrement technique, les ressources financières limitées et le faible accès au crédit agricole formel, le coût élevé de location des marais, le mode de fixation du prix plancher et manque de mécanismes assurant son usage par les acheteurs potentiels, le manque d'infrastructures de stockage, et la non-durabilité des subventions aux intrants octroyées par le gouvernement. Au niveau de la commercialisation, les résultats ont révélé que plusieurs acteurs participent dans la commercialisation du maïs. L'étude a également révélé que le maïs importé de l'Ouganda est vendu sur le marché domestique à des prix moins élevés que le maïs produit localement, ce qui atteste en même temps de la hausse du coût de production du maïs au Rwanda par rapport à l'Ouganda et du faible niveau de compétitivité du maïs local par rapport au maïs de l'Ouganda. L'état amélioré des routes de desserte et le niveau élevé d'accès à l'information sur les prix par les acteurs ont été soulignés parmi les innovations technologiques qui ont contribué à améliorer le système de commercialisation des denrées agricoles en général et du maïs en particulier, ce qui a également été témoigné par le niveau d'intégration observé entre les marchés de collecte de maïs et le marché national de Kigali. Toutefois, on note que le manque de capital suffisant et le faible accès au crédit formel ont été signalés comme contraintes majeures par la plupart des acteurs de la chaîne. A la lumière de tous ces résultats, il est clair que les conditions de production et de commercialisation du maïs ne sont pas bonnes à tous les niveaux. Ceci porte atteinte à la capacité de la filière à répondre convenablement à la demande domestique, à générer des revenus pour les acteurs et à s'intégrer sur les marchés tant domestiques que régionaux. Par conséquent, les stratégies visant à augmenter la production et améliorer les conditions de conduite de la filière ont été recommandées. Elles incluent la mise en place d'actions visant à améliorer l'accès au financement par les acteurs de la filière, à rendre disponibles et accessibles les intrants, à réorganiser le système de commercialisation surtout en matière de fixation et d'usage du prix plancher, à rendre disponibles les infrastructures de stockage dans les zones où elles sont en déficit, à améliorer le suivi, la formation et la sensibilisation des producteurs de maïs sur les techniques culturales et l'adoption des innovations, et à harmoniser au niveau national les coûts de location de la terre des marais. ; For more than a decade, Rwanda has adopted a series of policies and strategies aimed at economic development and the improvement of the living conditions of its predominantly agricultural population. In agriculture, implementation of these strategies and related programs has been accompanied by a series of advances in the adoption of farming technologies and increasing agricultural production. However, the country's economy is still characterized by subsistence agriculture, and for the maize sector in particular, the country is continuously depending on imports to meet domestic demand, and maize processing plants always operate below their productive capacity. This research aims to examine the level of competitiveness of this sector in the current production and marketing conditions in order to identify existing constraints and formulate the strategies that can improve the level of economic performance of maize production and maize marketing system. The data used to study the economic performance of maize production come from close monitoring of maize production activities on a sample of 50 producers from five maize producers' cooperatives selected in the districts of Huye, Rusizi, Gasabo, Burera and Bugesera during two growing seasons. They were supplemented by direct observation, interviews with targeted resource persons, and focus group discussions. The analysis was done using group analysis and appropriate statistical methods. The study of the maize marketing system used the 'Structure-Conduct-Performance' model with data collected from a sample of 150 producers and 17 assemblers selected in the districts of Burera, Bugesera and Huye, and 15 transporters, 5 wholesalers and 15 retailers selected at the national market of Kigali. The results revealed that for many producers, the yield is very low compared to theoretical expected yields, production costs are higher and exceed sales prices, gross margin and family labor income are negative, and the gross added value created by maize producers is not high even though it is positive. The analysis showed that the increase in the selling price positively influences the gross margin, added value and family labor income, and that the rational use of improved seeds, chemical fertilizers and soil conditioners improves the yield. This clearly shows that improving the selling price and rational use of inputs can significantly contribute to making maize production a more profitable and income-generating activity. The study also identified challenges that hamper the production process. These include non-availability of, and low access to inputs, inadequate technical support, limited financial resources and low access to formal agricultural credit, high marshlands rental fee, method of fixing the maize floor price and lack of mechanisms ensuring its use by potential buyers, the lack of storage infrastructure, and the unsustainability of inputs subsidies granted by the government. At the marketing level, the results revealed that several actors are involved in the marketing of maize. The study also revealed that maize imported from Uganda is sold on domestic market at lower prices than locally produced maize, which attests the increase in the cost of maize production in Rwanda compared to Uganda and the low level of competitiveness of the local maize compared to Ugandan maize. The improved status of feeder roads and the high level of access to price information by actors were highlighted among the technological innovations that helped improve the marketing system of foodstuffs in general and maize in particular, which was also evidenced by the level of integration observed between districts maize markets and the national market of Kigali. However, the lack of enough capital and low access to formal credit were noted as major constraints by most of the chain actors. In the light of all these results, it is clear that the production and marketing of maize are not done in good conditions at all levels. This in turn undermines the sector's ability to respond adequately to domestic demand, generate income for actors and integrate itself into both domestic and regional markets. Therefore, strategies aiming at scaling-up the maize production and marketing, and improving working conditions of the sector operators were recommended. These strategies include the implementation of actions to improve access to finance by farmers and other actors; making inputs avail and accessible; reorganizing the marketing system especially in terms of fixing and using the floor price; making available storage facilities where necessary; improving the monitoring, training and sensitization of maize producers on farming techniques and the use of improved technologies; and harmonizing the marshland rental fee at national level.

Guinea is one of the West African countries where fertility is still high and declining little, with a worrying health situation (maternal and infant mortality levels among the highest in the world). The level of demographic growth (2.5% per year on average) associated with the low level of socioeconomic development of the country seems difficult to reconcile with the satisfaction of the objectives of sustainable development and thus makes the control of fertility a major challenge.Despite the political will displayed since the early 1980s, the adoption of a national population policy declaration in 1992 and a reproductive health policy in 2001 and the Government's efforts to promote Family Planning (FP), unmet need for family planning still affects nearly one in four women, and Guinea's contraceptive prevalence rate remains among the lowest in the world in 2018.•Regardless of the group of women considered, knowledge of modern contraception and approval of FP (both from the woman and her partner if she is in union) are the two most important factors in the the explanation ofnot using modern contraception.Thus, taking into account the importance of the use of modern contraception in the process of fertility transition, on the one hand, and the low prevalence of modern contraceptive as well as the lack of in-depth research in this field in Guinea, on the other hand, the present study aims to analyze the levels and trends in the use of modern contraception between 1999 and 2018 and to identify the factors that significantly influence the non-use of modern contraception among Guinean women at risk of unwanted pregnancy. The study uses secondary data from demographic and health surveys (DHS) carried out in Guinea in 1999, 2005, 2012 and 2018. The analyzes focused on women actually exposed to the risk of pregnancy :women who, at the time of the surveys,are considered fit to conceive and are exposed to this risk.The analyzes were carried out at three levels. At the first level, trends in the proportion of women using a contraceptive method were analyzed by type of method. Confidence intervals associated with each proportion were used to judge the significance or otherwise of the observed variation in the proportionof modern contraceptive users from year to year. At the second level of analysis, the statistical link between each of the variables and whether or not to use modern contraception was analyzed using the khideux test. At the third level of analysis, all the variables significantly associated with whether or not to use modern contraception with a significance level of at most 10% were introduced into a binary logistic regression model to identify the factors that significantly influence the non-use of modern contraception.The following main results emerge from the analyzes:•Between 1999 and 2018, the proportion of modern contraceptive users decreased significantly among women studied, from 23.1% to 18.7% over this period. However, this tendency is very different among women in union and among women not in union. Indeed, while among women in union, the proportion of female users almost doubled (from 12.2% to 23.5%) over the period studied, this proportion fell by 28% among women not in union over the same period. However, the variations in the proportion of modern contraceptive users over the period 1999-2018 were neither uniform nor regular. ; La Guinée est un des pays de l'Afrique de l'Ouest où la fécondité est encore élevée et baisse peu,avec une situation sanitaire préoccupante (niveaux de mortalité maternelle et infantile parmi les plus élevés au monde). Le niveau de la croissance démographique (2,5%par an en moyenne) associé à un faible niveau de développement socioéconomique du pays paraît difficilement conciliable avec la satisfaction des objectifs de développement durable et fait ainsi de la maîtrise de la fécondité un défi majeur.Malgré une volonté politique affichée depuis le début des années 1980, l'adoption d'une déclaration nationale de politique de population en 1992 et d'une politique de santé de la reproduction en 2001et les efforts du Gouvernement à promouvoir la Planification Familiale (PF), les besoins non satisfaits en matière de planification familiale touchent encore près d'une femme sur quatre etle taux de prévalence contraceptive de la Guinée reste parmi l'un des plus faibles au monde en 2018.C'est ainsi que, prenant en compte l'importance de l'utilisation de la contraception moderne dans le processus de transition de la fécondité, d'une part, et la faible prévalence contraceptive moderne ainsi que le manque de recherches approfondies dans ce domaine en Guinée, d'autre part, la présente étude vise à analyser les niveaux et les tendances de l'utilisation de la contraception moderne entre 1999 et 2018 et d'identifier les facteurs qui influencent significativement la non-utilisation de la contraception moderne chez les femmes guinéennes exposées au risque de grossesse non désirée.L'étude utilise des données secondaires issues des enquêtes démographiques et de santé (EDS) réalisées en Guinée en 1999, 2005, 2012 et 2018. Les analyses ont porté sur les femmes effectivement exposées au risque de grossesse: femmes qui, au moment des enquêtes, sont jugées aptes à concevoir et sont exposées à ce risque.Les analyses ont été effectuées à trois niveaux. Au premier niveau, les tendances d'évolution de la proportion de femmes utilisant une méthode contraceptive ont été analysées par type de méthode. Les intervalles de confiance associés à chaque proportion ont été utilisés pour juger de la significativité ou non de la variation observée de la proportion d'utilisatrices de la contraception moderne d'une année à une autre. Au deuxième niveau d'analyse, le lien statistique entre chacune des variables et le fait d'utiliser ou non la contraception moderne a été analysé à l'aide du test du khideux. Au troisième niveau d'analyse, toutes les variables significativement associées au fait d'utiliser ou non la contraception moderne avec un niveau de signification d'au plus 10% ont été introduites dans un modèle de régression logistique binaire pour identifier les facteurs qui influencent significativement la non-utilisation de la contraception moderne.En effet, alors que chez les femmes en union, la proportion d'utilisatrices a presque doublé (passant de 12,2 % à 23,5 %) sur la période étudiée, cette proportion a baissé de 28 % chez les femmes non en union sur la même période. Cependant, les variations de la proportion d'utilisatrices de la contraception moderne sur la période 1999-2018 n'ont été ni uniformes ni régulières.•Quel que soit le groupe de femmes considéré, la bonne connaissance de la contraception moderne et l'approbation de la PF (aussi bien de la femme que celle de son conjoint si elle est en union) sont les deux facteurs les plus importants dans l'explication de la non-utilisation de la contraception moderne.

From 2011, the adoption of the organic seal through a process of product certification is mandatory for marketing in commercial establishments in Brazil, except for sales made directly in the municipalities of origin of production. Thus, rural producers who continued to market their products in various establishments, both those located in their locality and outside it, had to comply with the new legislation. Beyond the legal aspect, there are other factors that influence the decision to obtain an organic product certificate; above all, the investments needed to be able to carry it out. In this scenario, the research conducted aimed to identify and analyze the factors that determine the adoption of organic certification in rural production in Brazil. For this purpose, it was determined whether or not there were differences in the adoption of this certification due to the type of rural establishments found, as well as the profiles of the producers analyzed. For the development of this research, a survey was conducted among 200 rural producers in Brazil who had adopted organic certification. The data were analyzed through descriptive statistics, exploratory factor analysis and hypothesis testing. The factors affecting certification identified in this survey refer to the principles of organic production, market and external groups. It should be noted that there was heterogeneity with respect to the importance of these factors as determinants of the decision to obtain certification as an organic product. Regarding the aspects referred to the characteristics of the rural establishments, the most outstanding were the state where the producer is located and the level of processing of the product. On the other hand, regarding the aspects referred to the characteristics of the producers, the level of schooling and the type of certification used stand out. ; Desde 2011, la adopción del sello orgánico a través de un proceso de certificación de productos es obligatoria para la comercialización en los establecimientos comerciales de Brasil, excepto para las ventas realizadas directamente en los municipios de origen de producción. De esta forma, los productores rurales que continuaron comercializando sus productos en diversos establecimientos, tanto los ubicados en su localidad como fuera de ella, tuvieron que cumplir la nueva legislación. Más allá del aspecto legal, existen otros factores que influyen en la decisión de obtener un certificado de producto orgánico; sobre todo, las inversiones necesarias para poder llevarlo a cabo. En este escenario, la investigación realizada tuvo como objetivo identificar y analizar los factores que determinan la adopción de la certificación orgánica en la producción agrícola en Brasil. Con este propósito se determinó si existían o no diferencias en cuanto a la adopción de esta certificación en función del tipo de establecimientos rurales y del perfil de los productores analizados. Para el desarrollo de esta investigación se realizó una encuesta a 200 productores rurales que habían adoptado la certificación orgánica. Los datos fueron analizados mediante estadística descriptiva, análisis factorial exploratorio y pruebas de hipótesis. Los factores que inciden en la certificación identificados en esta encuesta se refieren a los principios de producción orgánica, mercado y grupos externos. Cabe destacar que hubo una heterogeneidad con respecto a la importancia de estos factores como determinantes de la decisión de adoptar la certificación de producto orgánico. En cuanto a los aspectos referidos a las características de los establecimientos rurales, los más destacados fueron el estado donde se encuentra el productor y el nivel de procesamiento del producto. Por otro lado, en cuanto a los aspectos referidos a las características de los productores, se destacan el nivel de escolaridad y el tipo de certificación adoptada. ; Depuis 2011, l'adoption du label de produits biologiques, par le biais d'un processus de certification, est devenue obligatoire pour la commercialisation dans les établissements commerciaux au Brésil, à l'exception des ventes effectuées directement dans les municipalités d'origine. De cette manière, les producteurs ruraux qui ont continué à commercialiser leurs produits dans des établissements locaux et non locaux ont dû se conformer à la nouvelle législation. Au-delà de l'aspect juridique, d'autres facteurs influencent la décision d'obtenir un certificat de produit biologique; surtout, les investissements nécessaires à sa réalisation. Ainsi, ce travail vise à identifier et analyser les facteurs qui déterminent l'adoption de la certification biologique dans la production rurale au Brésil. À cette fin, il a été déterminé s'il y avait ou non des différences dans l'adoption de cette certification en raison du type d'établissements ruraux trouvés, ainsi que des profils des producteurs analysés. Pour le développement de cette recherche, une enquête a été menée auprès de 200 producteurs ruraux certifiés biologiques au Brésil. Les données ont été analysées à l'aide de statistiques descriptives, d'analyses factorielles exploratoires et de tests d'hypothèses. Les facteurs influençant la certification identifiés dans cette enquête se réfèrent aux principes de la production biologique, du marché et des groupes externes. Il convient de souligner qu'il y avait une hétérogénéité quant à l'importance de ces facteurs en tant que déterminants de la décision d'obtenir la certification de produit biologique. En ce qui concerne les aspects liés aux caractéristiques des établissements ruraux, les plus importants sont l'État où se trouve le producteur et le niveau de transformation du produit. En revanche, en ce qui concerne les aspects liés aux caractéristiques des producteurs, on distingue le niveau de scolarité et le type de certification utilisé. ; A partir de 2011 a adoção do selo de produto orgânico, por meio de um processo de certificação, se tornou compulsória à comercialização em estabelecimentos comerciais do Brasil, com exceção para vendas efetivadas diretamente nos próprios municípios de origem da produção. Desta maneira, os produtores rurais que permaneceram no mercado comercializando seus produtos nos estabelecimentos comerciais locais, tanto quanto fora deles, tiveram que se adequar à nova legislação. Além do aspecto legal, existem outros fatores que interferem na decisão de obter um certificado de orgânico, sobretudo, a necessidade de investimentos para tal. Assim, esse trabalho busca identificar e analisar os fatores que influenciam na adesão da certificação orgânica na produção rural no Brasil, identificando se há ou não diferenças nesta decisão, em razão dos estabelecimentos rurais encontrados ou dos perfis dos produtores analisados. Para o desenvolvimento desta pesquisa, foi realizado um survey com 200 produtores rurais com certificação orgânica no Brasil e os dados foram analisados utilizando-se estatística descritiva, análise fatorial exploratória e testes de hipóteses. Os fatores de influência na certificação identificados na pesquisa referemse aos princípios da produção orgânica, mercado e grupos externos. Ressalta-se que houve uma heterogeneidade no que se refere à importância desses fatores, enquanto influência na decisão de certificar-se. Este trabajo se desarrolló con el objetivo de identificar los factores que influyen en la competitividad del café en el mercado internacional. Se utilizó de la teoría de la Ventaja Comparativa, señalada en la literatura como la más adecuada cuando se trata de análisis de la competitividad entre países. Se plantearon cuatro hipótesis sobre cómo los factores «Tierras agrícolas», «Población Rural», «Apertura comercial» y «Costo» influyen en la competitividad del café. Para ello se realizaron pruebas estadísticas de Efecto Fijo y Efecto Aleatorio a partir de datos de panel, lo que permitió inferir que tanto el incremento de la apertura comercial del país como de sus tierras agrícolas conducen a un aumento de la competitividad del café. Por otro lado, el aumento en la población rural y de los costos de exportación genera una reducción de esta competitividad. Estos resultados apuntan a la necesidad de coordinación de la agroindustria del café para cambiar su estructura y dinámica internamente en los países. Los actores de la industria agropecuaria, trabajando juntos, mejoran la competitividad de los productos a nivel internacional mediante la creación de mecanismos de fortalecimiento de productos tales como certificación, políticas públicas e incluso desarrollo de marketing de productos en el mercado externo. Estas acciones interfieren en el posicionamiento del país como un productor fuerte, generando reconocimiento por parte de los importadores y, en consecuencia, una mejor competitividad de los productos. Este artículo prueba la consagrada función de producción, trayendo nuevas variables al modelo, avanzando la teoría en este sentido. Además, el trabajo aporta una interdisciplinaridad, abordando la teoría económica, el comercio internacional y el marketing para explicar la competitividad. A los fines gerenciales, genera información sobre los factores que deben ser verificados y trabajados para mejorar la competitividad del café a nivel de país. ; This work was developed in order identify the factors that influence the competitiveness of coffee in the international market. As a theory, Comparative Advantage was used, pointed out in the literature as more appropriate when it comes to the analysis of competitiveness between countries. Four hypotheses were raised about how the factors «Agricultural land», «Rural population», «Opening» and «Cost» influence the competitiveness of coffee. In order do so, statistical tests were performed the Fixed Effect and Random Effect for panel data, which allowed to infer that the increase in the commercial opening of the country, as well as its agricultural land, leads to an increase in coffee competitiveness. On the other hand, the increase in the rural population and in the cost of export generate a reduction in this competitiveness. These results point to a need for coordination of the coffee agribusiness chain in order change its structure and dynamics internally in countries. Actors in the agribusiness chain, working together, improve product competitiveness at the international level by creating product-strengthening mechanisms such as certification, public policy, and even product marketing development in the external market. These actions interfere in the positioning of the country as a strong producer, generating recognition by importers, and consequently, better product competitiveness. This article tests the established production function, bringing new variables to the model, advancing the theory in this sense. In addition, the work brings an interdisciplinarity, approaching economic theory, international trade and marketing in order to explain competitiveness. For managerial purposes, it provides insight into the factors that need to be verified and addressed in order improve the competitiveness of coffee at the country level. ; Ce travail a été développé dans le but d'identifier les facteurs qui influencent la compétitivité du café sur le marché international. La théorie de l'avantage comparatif a été utilisée, puisqu'elle a été soulignée dans la littérature, comme la plus appropriée en ce qui concerne l'analyse de la compétitivité entre les différents pays. Quatre hypothèses ont été soulevées sur la manière dont les facteurs : Terres agricoles, Population rurale, Ouverture commerciale et Coût, influencent la compétitivité du café. Pour ce faire, des tests statistiques ont été effectués sur l'Effet Fixe et l'Effet aléatoire pour les données de panel, ce qui nous a permis de déduire que le renforcement de la libéralisation du commerce du pays ainsi que de ses terres agricoles, conduit à une compétitivité accrue du café. D'un autre côté, l'augmentation de la population rurale et le coût des exportations génèrent une réduction de cette compétitivité. Ces résultats indiquent un besoin de coordination de la chaîne agro-alimentaire du café, afin de changer sa structure et sa dynamique interne dans les pays. Les acteurs de la chaîne agroalimentaire, travaillant ensemble, améliorent la compétitivité des produits au niveau international en créant des mécanismes de renforcement des produits tels que la certification, la politique publique et même le développement du marketing produit sur le marché externe. Como teoria, foi utilizada a vantagem comparativa, apontada pela literatura como mais apropriada quando se trata de análise da competitividade entre países. Foram levantadas quatro hipóteses acerca de como os fatores Terras agrícolas, População rural, Abertura comercial e Custo influenciam a competitividade do café. Para tanto, foram feitos testes estatísticos Efeito Fixo e Efeito Aleatório para dados em painel, que permitiram inferir que o aumento da abertura comercial do pais, bem como de suas terras agrícolas, geram um aumento na competitividade do café. Por outro lado, o aumento na população rural e no custo de exportação geram uma redução nesta competitividade. Estes resultados apontam para uma necessidade de coordenação da cadeia do agronegócio do café, a fim de alterar sua estrutura e dinâmica a nível interno nos países. Os atores da cadeia do agronegócio, trabalhando em conjunto, melhoram a competitividade do produto a nível internacional, ao criarem mecanismos de fortalecimento do produto, tais como certificação, políticas públicas, e mesmo o desenvolvimento do marketing para o produto no mercado externo. Through the examples of Caen and Rennes (France) and the night-time recreational prism, this PHD aims at analysing contemporary city, in a morphogenetic, polemological and dimensional way. Through both spatialised and temporalised qualitative (interviews, speech analysis, press review, archives ans institutional documents) and quantitative (especially statistical approach of censuses and questionnaires) methods, we focus on the mobilisations of night owls, bar owners, residents and institutions who try to appropriate city-center at night. In a first section, the importance of recreational use in the city centers of Caen and Rennes is depicted. As a central attribute of young persons, recreational (more than festive in fact) customs are polarised by a central and abundant commercial offer. Around and sometimes very closely, residents, who are mostly young night owls once they have come back home, but also populations who are much more socially integrated (professionaly, parentally and residentially), have to live with those customs. Therefore, a tension appears between both récrational and biological reproductive uses of city centers at night. A second section highlights the fact that both night owls and bars owners are mobilised through recreational use, the firsts by socialising one another in bars and night clubs which are duly selected ; the seconds by polarising but also managing the firsts. Sometimes, these daily mobilisations become both political and collective ones, the moment recreational and nocturnal appropriation of streets on one hand, commercial activity on the other hand, are threatened. The third section develops the link between recreational and nocturnal customs and residential mobilisations. The social division of urban centers once established, several characteristics have been highlighted so that to explain sound perceptions, such as acoustic and exposure ones, but also sociological ones. Perhaps more than the fists, the latest explains the differents ways of perceiving recreational and nocturnal sounds, the evolution throughout « cycles of life » – that is to say professional insertion and above all experience and property – being most important. This cognitive division goes with an actional one : on one hand, those who are still linked with recreational and nocturnal customs mainly get used to the noise or confront those who are responsible for their sound annoyance (mostly neighbours) ; on the other hand, those who are gradually distancing themselves from these customs do not hesitate to resort to institutions or even to engage in collective action. Eventually, a fourth section deals with the way institutions govern the night owls, the bar owners and the residents who are mobilised. After the administrative and police repression of the night owls but also the bar owners during the 2000's in Rennes and even in Caen, after the contractualisation with the latests and the health handling of the firsts around 2010, a rupture have occurred these last few years. With increasing budgetary restrictions, bar owners seem to be considered today by the institutions more as order and health auxiliaries useful so as to restrain night owls' deviance than as persons responsible for it. Seldom listened by institutions, residents who are mobilised are also being neutralised throughout dedicated devices. On the whole, this research shows the transition from fordist economy which considers night time as a mean to reproduce diurnal workforce to post-fordist one, in which 24/7 city has also to fulfil cognitive capitalism needs. ; Cette thèse se propose d'analyser la ville contemporaine à partir des cas de Caen et Rennes et du prisme récréatif nocturne, dans une perspective morphogénétique, polémologique et dimensionnelle. Au travers de méthodes qualitatives (entretiens compréhensifs et analyse de discours, revue de presse, d'archives et de documents institutionnels) et quantitatives (statistiques uni-, bi- et multivariées réalisées sur des tableaux de données du recensement et de questionnaires notamment) spatialisées et temporalisées, ce sont les mobilisations des « sortants », « commerçants », « cohabitants » et institutions pour l'appropriation de l'espace-temps hypercentral nocturne qui ont fait l'objet d'analyses. Une première partie donne à voir l'importance de l'usage récréatif au sein des hypercentres de Caen et Rennes la nuit. Attribut central de la jeunesse, les sorties récréatives – plus que proprement « festives » en fait – sont dûment polarisées par une offre commerciale dédiée nombreuse et hypercentrale. Autour et à proximité parfois immédiate, sont amenés à cohabiter pour bonne part ces jeunes sortants une fois rentrés chez eux, mais aussi d'autres populations beaucoup plus insérées socialement – sur un plan professionnel, mais aussi parental et résidentiel. Ainsi, une « situation tensionnelle » entre usages reproductifs – i.e. récréatif et biologique – se dessine au sein des hypercentres durant le temps de la nuit. Une seconde partie insiste sur la manière dont certains sortants et commerçants se mobilisent au travers de l'usage récréatif nocturne, les uns dans la manière de se sociabiliser entre pairs au sein de bars et discothèques dûment sélectionnées, les seconds du fait de leur souci à attirer les premiers au sein de leurs établissements, mais aussi à les gérer. Ponctuellement, ces mobilisations quotidiennes cèdent le pas à des mobilisations politiques collectives, dès lors que l'appropriation récréative nocturne de certaines rues et place chez les sortants d'une part, la continuité de l'activité commerciale chez les commerçants de l'autre, sont menacées. Une troisième partie s'intéresse aux mobilisations des cohabitants autour de cet usage récréatif nocturne. Une fois la division sociale des hypercentres établie, différents caractères ont été mis en évidence pour expliquer l'inégal ressenti notamment sonore de cet usage, caractères aussi bien acoustiques et liés à l'exposition, que sociologiques. Sans doute davantage que ces deux premiers facteurs, il apparaît que l'appréciation des sorties récréatives nocturnes avoisinantes a fortement à voir avec l'évolution au sein des cycles de vie, les insertions professionnelles, et surtout l'ancienneté et la propriété allant de pair avec l'expression d'une plus forte gêne. Cette dimension cognitive se double d'un volet actionnel : si ceux qui entretiennent un rapport encore intime avec lesdites sorties se limitent, en tant que cohabitants, à s'adapter à leur marquage sonore ou à confronter leur bruiteur, le recours aux institutions et l'action collective semblent le propre de ceux qui s'en distancient. Enfin, une ultime partie s'intéresse à la manière dont les institutions gouvernent ces différentes mobilisations « ordinaires ». Si les années 2000 ont été marquées à Rennes et même à Caen par la répression policière et administrative des commerçants et surtout des sortants, si le détour des décennies 2000/2010 l'a notamment été par la contractualisation avec les premiers et la « sanitarisation » surtout communicationnelle des seconds, un changement semble se dessiner ces dernières années. Dans un contexte de restrictions budgétaires étatiques mais aussi municipales croissantes, les commerçants semblent de plus en plus considérés par les institutions tels des auxiliaires d'ordre et de santé publics – nombreux et économiques –, utiles pour gouverner à moindre coût la déviance des sortants, plutôt que comme les catalyseurs de cette dernière.
