The International Nuremberg Tribunal was the first international criminal trial formalized to a high degree. A significant part of international criminal law codified so far incorporated the groundwork laid by lawyers and diplomats of 24 countries which acceded to the accord on convening the International Military Tribunal at Nuremberg. Draws on case law to examine the contribution of the International Court of Justice to strengthening & clarifying the normative basis of international humanitarian law. Although it has heard a limited number of cases related to humanitarian law, the Court's decisions have gone beyond immediacy to identify & elucidate fundamental principles of international humanitarian law. The Court's decisions are discussed in relation to basic principles of humanitarian law in three categories: conduct of hostilities; treatment of persons in the power of the adverse party; & implementation of international humanitarian law. Special attention is given to the obligation of states to respect international humanitarian law; humanitarian assistance, & the prevention/punishment of genocide. It is maintained that the fundamental principles delineated by the International Court of Justice represent a minimum standard of humanity, a basis for the protection of war victims, & a core of universal humanitarian values that must be shared by all members of the international community & respected in all circumstances to protect human values & life. Auf dem IV. Parteitag der Kommunistischen Partei der Russischen Föderation (KPRF) hatten die internationalen Beziehungen drei Dimensionen: das Verhältnis Russlands zur GUS, die Einschätzung des 'fernen Auslands' und die Beziehungen zu befreundeten Parteien in aller Welt. Eindeutige Priorität räumte die Partei dabei der GUS ein. Im Hinblick auf das 'ferne Ausland' stehen traditionelle, aus ideologischen Kategorien abgeleitete Feindbilder neben Angeboten an die USA und den Westen insgesamt, Beziehungen der Partnerschaft zu entwickeln. Im Mittelpunkt des Treffens der KP-Führung mit den 82 Auslandsdelegationen stand eine Rede von GUS-Minister Tulejew: Für die KPRF bildet die Re-Integration der GUS-Staaten sowie die Zusammenarbeit ihrer kommunistischen Parteien die höchste Form des Internationalismus. Eher abwehrend dagegen reagierte die KP-Führung auf das Drängen einer Reihe westlicher KPen, als grosse Partei der internationalen Arbeiterbewegung wieder einen Bezugspunkt der Bruderparteien zu bilden und gemeinsame Kommunistenkonferenzen zu organisieren. Als volkspatriotische Partei russischer Prägung hegt die KPRF starke Vorbehalte gegen den traditionellen Internationalismus der Kommunisten. (BIOst-Dok)

Einheitliche Bildungsstandards sind ein wesentlicher Teil der anstehenden Bildungsreform. Sie sollen helfen, Bildungssysteme zu bewerten und Bildungsprozessen eine Perspektive zu geben. Bei ihrer Realisierung gilt es aber auch Gefahren zu meiden und Schwierigkeiten zu meistern: Bildungsstandards sollen nicht der Normierung von Schülerleistungen dienen. Und sie sollen nicht instrumentalisiert werden im Streit um die Bildungshoheit der Länder. Dieser Band dokumentiert Positionen aus Politik, Verbänden und Wissenschaft, die Fachleute auf einem internationalen Kongress der Evangelischen Akademie Bad Boll erörterten. Zugleich werden Einschätzungen und Erkenntnisse vorgestellt, die in Finnland, Schweden, Großbritannien, den Niederlanden, den USA, Kanada und Österreich mit Bildungsstandards gewonnen wurden

A hedging approach is used to examine the effectiveness of international diversification within the Gulf Co-operation Council (GCC) region. By using data covering the six GCC countries (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and UAE) and various sectors, we find that diversification across whole markets is more effective than diversification across sectors, irrespective of whether the constructed portfolios contain two or more assets. The results also reveal that diversification among several markets or sectors is more effective than diversification among two markets or sectors.
