El análisis de la competitividad del Biodiesel Colombiano es un estudio compartido en el cual las fuerzas competitivas de Porter fueron tomadas como base evaluativo. En este documento los autores se enfocaron en "El poder de negociación que ejercen los proveedores" bajo un esquema descriptivo-analítico, partiendo de un marco teórico en el cual se identificaron las variables y factores. Dentro del análisis también se incluye las escuelas-enfoques de la competitividad partiendo de la escuela "Mercantilista", pasando por relación entre el Estado y el desarrollo productivo hacia el concepto de Porter. El marco Colombiano establece una necesidad colaborativa entre el sector público y privado y generación de Clusters que estimule y potencialice las oportunidades. Como parte del estudio también se encuentra un análisis de la oferta y demanda de los combustibles tanto fósiles como los posibles sustitutos como lo es el aceite de palma. Los factores tenidos en cuenta dentro del "Poder de negociación de los proveedores" fueron: Precio, Volumen-Capacidad de producción, Ubicación Geográfica, Grado de Confianza, Productos sustitutivos, Integración vertical, Interacción que pueden tener los proveedores con los distribuidores de manera directa, Capacidad de los Proveedores para superar barreras de entrada, Tecnología y finalmente el Biodiesel y su calidad. In this document the authors focused in "Supplier Power" under a descriptive - analytical scheme, departing from a theoretical frame in which the variables and factors were identified. The analysis also includes the schools and approaches of the competitiveness, from the school "Mercantilist", through a relation between the Government and the productive sector towards Porter's concept. The Colombian frame establishes a collaboration between the public and private sector; generation of Clusters that stimulates and promotes the opportunities. As part of the report, an analysis of the offer and demand of the fuels, such as fossil and the possible substitutes like palm oil is included. The factors taken in account inside the "Supplier Power" were: Price-Cost, Volume - capacity of production, Geographical Location, Degree of Confidence, Substitute Inputs, Threat of forward integration, Interaction suppliers - distributors, Exit Barriers, Technology and Quality of Biodiesel. All the previous aspects take us to a few conclusions for the elements inside the scheme: the Government, the Buyers and the Suppliers, being the palm sector with a major competitive advantage tending to be consolidated as the most important as well as knowing ECOPETROL's role as entity booster of the project of the Biodiesel in Colombia.

"Elektronik Para ve Makro Ekonomik Etkileri" başlıklı bu çalışmada amaçlanan `Nakit para kullanılmayan bir toplum olabilir mi?' sorusunun cevabını aramak ve böyle bir sistemin olası sonuçlarını ortaya koymaktır. Teknolojideki gelişmeler hızla ilerlemektedir ve dolayısıyla bireylerin tercihleri ve beklentileri de farklılaşmaktadır. Teknolojideki, beklentiler ve tercihlerdeki değişimler, finansal kurumların kendilerini bu gelişmeler ve beklentiler doğrultusunda yapılandırmasını gerektirmektedir. Araştırmalar, internetin diğer teknolojik ürünlere kıyasla çok kısa bir sürede ve çok hızlı bir şekilde yaygınlaştığını ortaya koymaktadır. İnternet aracılığıyla ticaretin şekli değişmekte ve şirketler elektronik ticaret aracılığıyla önemli bir rekabet avantajı sağlamaktadırlar. Şirketler elektronik ticareti pazara yeni ürünler ve hizmetler sunmalarını, yeni coğrafi pazarlara ulaşmalarını ve yeni endüstrilere girmelerini sağladığı için tercih etmektedirler. İnternet, kurumlarıyla, yasalarıyla, araçlarıyla kendi dünyasını yaratmakta. Gerçek dünyada olduğu gibi sanal dünyada da en önemli unsurlardan bir tanesi para. Elektronik para konusunda, Avrupa ve ABD'de özel şirketler ve kamu kuruluşları tarafından uzun bir süredir araştırmalar yapılmakta. Türkiye Avrupa Birliğine eAvrupa kapsamında 2003 yılının sonuna kadar E-devlet olacağına dair taahhütlerde bulunmuştur. Yukarıda da bahsettiğim gibi teknolojik gelişmeler, internetin yaygın bir şekilde kullanımı ve genişleyen elektronik ticaret hacmi yeni ödeme sistemleri ihtiyacını ortaya çıkarmıştır. Çalışmamda bu ihtiyaçlar neticesinde ortaya çıkan elektronik paranın yaratabileceği makro ekonomik sorunları incelemeye çalıştım. Bu incelemeyi yaparken paranın tanımına ve miktar teorisine yer verdim. Daha sonra nakit kullanan toplumla, nakitsiz toplum arasında bir basamak olarak da nitelendirebileceğimiz kredi kartlarının para talebi ve paranın dolanım hızı üzerindeki etkilerine yer verdim. Ayrıca parayı, nakit para, plastik para ve elektronik para olarak üç sürece ayırdım. Bu şekilde paranın gelişimine tarihsel bir süreç içerisinde bakarak geleceğe yönelik varsayımlarda bulunmaya çalıştım. Elektronik para, para tanımlarının kapsamını genişletecek, Merkez Bankalarının ekonomideki konumlarını farklılaştıracak, ekonomileri finansal krizlere daha duyarlı hale getirecektir. Bu bağlamda elektronik para konusunda yasal düzenlemelere, teknolojik altyapının geliştirilmesine ve ekonomik birimlerin düzenlenmesine yönelik çalışmalara hız verilmelidir. ; The aim of this study titled "Electronic Money and its Macroeconomic Impacts" is to search for the answer to the question Can there be such a society that does not use cash? and to bring forward the possible consequences of such a system. Technological developments are taking place with great speed, causing individual preferences and expectations necessitate a reconstruction of financial institutaions in the light of those changes. Studies reveal that the Internet, compared to other technological products, has spread widely in a very short time. Through the Internet, trade is also changing and companies are gaining a significant advantage through e-trade. E-trade is preffered by companies because it enables them to offer the market new products and services, to reach new geographic markets, and to gain access to new industries. The internet is creating a world of its own through its institutions, laws, and tools. Just as in the real world, one of the most important elements in this virtual world is money. Studies on e-money are being carried out by private companies and public institutions in Europe and the United States since long. Recently, the legal and financial regulations concerning this have been accelelerated. In a world where national boundaries are disappearing, no country can afford not to take these developments into consideration. Turkey has made commitments to the European Union as to become an e-state within "e-Europe+" by the end of 2003. As I mentioned above, as a result of technological developments, widespread use of internet and the increasing size of electronic trade, a great need of new payment systems has been occured. In this thesis, I have tried to analyse the macroeconomic consequences of electronic money. In this study, I have presented a definition of money and the quantity theory. Then, I have discussed the influences of credit cards ? which can be qualified as the transitional tool between cash user and non-cash user societies on the demand for and the circulation rate of money. Also, I have analyzed these consequences by classifying money to three parts as cash money, plastic money and electronic money. I have tried to make assumptions by looking the process of the historical development of money. The descriptions of money will be expanded, the positions of Central Banks will be different from their present positions and the tendencies of the economies towards to the financial crisis will be increased.To be ready to these probable conditions, countries have to speed up the arrangements of the legal and financial institutions.

Gegenstand der vorliegenden Untersuchung ist das Leben und Werk des deutschen Pharmakologen und Toxikologen Wilhelm Neumann (11. Februar 1898 - 15. April 1965). Wesentliche Erkenntnisse hierzu konnten aus Aktenbeständen des Bundesarchivs der Bundesrepublik Deutschland in Berlin-Lichterfelde, Freiburg im Breisgau, und Koblenz, des Dekanatsarchiv der Medizinischen Fakultät der Bayerischen Julius-Maximilians-Universität Würzburg, des Archivs der "Deutschen Gesellschaft für experimentelle und klinische Pharmakologie und Toxikologie" in Mainz, des Scheringianums, dem Archiv der Schering AG in Berlin, des Staatsarchivs Würzburg und des Universitätsarchivs der Bayerischen Julius-Maximilians-Universität Würzburg gewonnen werden. Von 1919 bis 1923 studierte Wilhelm Neumann in Berlin Chemie und promovierte in der chemischen Abteilung des Preußischen Instituts für Infektionskrankheiten "Robert Koch" zum Dr. phil. Im Jahr 1924 trat er eine Stelle als Privatassistent am Pharmakologischen Institut der Universität Würzburg unter der Leitung Ferdinand Flurys an. Parallel zu seiner Arbeit am Pharmakologischen Institut studierte er von 1929 bis 1934 an der Universität Würzburg Humanmedizin und promovierte zum Dr. med. 1937 folgte seine Habilitation und die Ernennung zum Dozenten. Weitere Stationen seiner wissenschaftlichen Laufbahn am Pharmakologischen Institut waren die Ernennungen zum planmäßigen Assistenten 1939, zum Konservator 1941 und zum außerplanmäßigen Professor 1942. Im Jahr 1937 nahm Wilhelm Neumann als Arzt der Reserve seine militärische Karriere im Sanitätsdienst der Wehrmacht auf. Während des Zweiten Weltkrieges war er als "beratender Arzt" und als Wissenschaftler für die Wehrmacht tätig. Neumanns politischer Werdegang begann im Juli 1933 mit seinem Beitritt zur Veteranenorganisation Stahlhelm. Im Februar 1934 wurde er Mitglied der SA, und ab dem 1. Mai 1937 gehörte er der NSDAP an. Nach Ende des Zweiten Weltkrieges wurde Neumann im Zuge des Entnazifizierungsprozesses 1946 aus dem Staatsdienst entlassen. Das 1947 ergangene Spruchkammerurteil reihte ihn in die Gruppe der "Mitläufer" ein. Infolgedessen konnte er 1948 wieder von der Universität Würzburg eingestellt werden. Im Jahr 1949 wurde er dort zum ordentlichen Professor für Pharmakologie und Toxikologie berufen. Von 1954 bis 1955 übte er das Amt des Dekans der Medizinischen Fakultät der Universität Würzburg aus. Am Pharmakologischen Institut der Universität Würzburg untersuchte Neumann zunächst die Chemie und Pharmakologie der herzwirksamen Glykoside. Ihm gelang auf diesem Gebiet die Reindarstellung eines neuen Wirkstoffs, der 1935 von der Firma Schering im Herzinsuffizienztherapeutikum Folinerin auf den Markt gebracht wurde. Auf toxikologischem Gebiet arbeitete er von 1925 bis 1945 mit Ferdinand Flury an gewerbetoxikologischen Projekten und in der chemischen Kampfstoff-Forschung. Als ordentlicher Professor widmete sich Wilhelm Neumann dann neben eigenen toxikologischen Arbeiten der Förderung der Toxikologie als Fachrichtung. Zu Beginn der 1950er Jahre befasste er sich mit tierischen Giften und erforschte die Toxikologie der Reizgase und der Luftverschmutzung. Von 1955 bis 1965 war Wilhelm Neumann Vorsitzender der DFG-Kommission zur Prüfung gesundheitsschädlicher Arbeitsstoffe. ; The present investigation deals with the life and work of the German pharmacologist and toxicologist Wilhelm Neumann (11th February 1898 to 15th April 1965). Relevant findings to this subject were gathered from files of the "Bundesarchiv" of the Federal Republic of Germany in Berlin-Lichterfelde, Freiburg im Breisgau and Koblenz, of the Dean's Archives of the Faculty of Medicine of the Bavarian Julius-Maximilians-University in Würzburg, of the Archives of the "Deutsche Gesellschaft für experimentelle und klinische Pharmakologie und Toxikologie" in Mainz, of the Scheringianum, the archives of Schering AG in Berlin, of the "Staatsarchiv Würzburg" and of the University Archives of the Julius- Maximilians- University Würzburg. Wilhelm Neumann studied chemistry in Berlin from 1919 to 1923 and did a doctor's degree in the chemical department of the "Preußisches Institut für Infektionskrankheiten «Robert Koch»". In 1924 he accepted a post as a private assistant at the Pharmacological Institute of Würzburg University led by Ferdinand Flury. Parallel to his work at the Pharmacological Institute Neumann studied human medicine at Würzburg University from 1929 to 1934, ending with a doctor's degree. In 1937 he qualified as a university lecturer and then as an assistant professor. Further stages of his scientific career at the Pharmacological Institute were the appointment to regular assistant in 1939, to curator in 1941 and to associate professor in 1942. In 1937 Wilhelm Neumann had started upon his military career as a reserve doctor in the medical corps of the "Wehrmacht". During World War II he worked as a consultant doctor and as a scientist for the "Wehrmacht". His political career had started in July 1933 with his joining the veterans' organization "Stahlhelm". In February 1934 he became a member of the "SA" and from 1st May 1937 he belonged to the "NSDAP". After World War II Neumann was dismissed as a civil servant in the course of de-Nazification. In 1947 the court ruled that he was to be ranked with "Mitläufer". Consequently he could be re-employed by the University of Würzburg. Here he was appointed full professsor for pharmacology and toxicology in 1949. From 1954 to 1955 he held the office of the Dean of the Faculty of Medicine at Würzburg University. At the Institute of Pharmacology of Würzburg University Neumann first investigated into the chemistry and pharmacology of glycosids. In this field he succeeded in the pure preparation of a new active substance, which in 1935 was put on the market by Schering Firm as the cardiac insufficiency therapeutics "Folinerin". It is in the field of toxicology that he had co-operated with Ferdinand Flury from 1925 to 1945, dealing with projects of occupational toxicology and with chemical research of chemical warfare agents. As a professor Wilhelm Neumann then applied himself to the promotion of toxicology as a subject area, besides his own toxicological works. At the beginning of the 1950es he dealt with animal poisons and researched into the toxicology of irritant gases and of air pollution. From 1955 to 1965 Wilhelm Neumann was the chairman of the "DFG-Kommission zur Prüfung gesundheitsschädlicher Arbeitsstoffe".

Traditionally, American bioethics has served as a safety net for the rich and powerful, for they are not forced to act as research subjects to obtain access to general health care for themselves or their children. However, American bioethics has failed to protect the vulnerable, i.e. indigent minorities. The vulnerable are not treated the same as the rich. They do not have access to health care. They are exploited in clinical trials that promise monetary gain or access to health care and their autonomy rights are often ignored. Some of the vulnerable most affected by these disparities are African-Americans. African-Americans have less access to care, less physician visits and hospitalization, than whites even though the evidence shows that serious illness is much more common among blacks than whites. Furthermore, African-Americans continue to be targeted to participate in dangerous clinical trials, with limited direct benefits, with the promise of monetary gain or access to health care. Finally, the autonomy rights of Africans-Americans to consent to all means of treatment or tests are often ignored. Instead of serving as a means to promote justice and end these racial disparities in accessing health care or participation in dangerous research studies, American bioethics has tended to focus its attention on ethical issues associated with scientific and medical advances without recognizing that these developments occur in a social context that must be taken into account if the ethical issues are to be adequately addressed. American bioethics fails to take into consideration the social and economic conditions, such as poverty and de facto discrimination through disparate impact that influence research subjects' decisions to participate in dangerous research studies, with diminutive direct benefit, to obtain access to health care and monetary support. The continuation of these racial disparities in access to care and exploitation of minority populations for dangerous clinical trials after the creation of American bioethics can no longer be ignored. American bioethics is replete with instances of de facto discrimination through disparate impact that pervert the physician-patient and research-subject relationships, such as the necessary informed consent for participation in clinical trials or drug testing. Without reflecting and rectifying the de facto discrimination through disparate impact that continues to allow the vulnerable to be exploited for the benefit of society under American bioethics principles, the same exploitation will continue with the inclusion of human rights. Now physicians, researchers, and government agencies that have ignored or misused the principles of bioethics, will only need to ignore or manipulate another set of rules in order to obtain the outcomes they desire: limit access to health care and the exploitation of the vulnerable for the benefit of science. In fact, the inclusion of human rights will serve to legitimize their violations both in America and abroad. The addition of health law does not solve this problem because courts rarely acknowledge or punish perpetrators for their de facto discrimination through disparate impact. Courts reviewing issues concerning health law do not acknowledge or address the presence of de facto discrimination in their decisions even when it is clear that race was significant factor. Moreover, the enforcement of Title VI, which prohibits racial discrimination in health care, is illusionary at best. To date, the federal government has never filed a federal case under Title VI to protect minorities from racial discrimination in health care. Therefore, African-Americans' bear the burden of filing cases, which have included claims concerning the lack of access to health care. Usually these cases are based on a theory of discrimination as a result of disparate impact of neural policies. Recently, the Supreme Court barred private parties from bringing Title VI case based on a theory of discrimination through disparate impact. Thus, the inclusion of law, or more specifically health law, does not afford African-Americans much protection against the effects of discrimination. To end the exploitation of the vulnerable through the intersection of American bioethics, human rights, and health law, American bioethicists must admit that race matters, as the underlying cause for inequalities in health care present in governmental access to health care, research studies, and one-on-one doctor-patient relationships. American bioethicists must end the exploitation of the vulnerable through the eradication of de facto discrimination. The government must impose and enforce meaningful sanctions to address the lack of access to care, to prevent continued exploitation, and to prohibit the violation of the autonomy rights of the vulnerable based on discrimination. Moreover, bioethicists must defame any government, researcher, or physician that fail to comply with these standards. This book review will focus on the means by which to end the exploitation of the vulnerable.

U crkvi sv. Kaja u Solinu nalazi se rimski "sarkofag" s prikazom Heraklovih djela, izvorno isklesan u litici unutar male spilje. Spomenik u obliku sanduka u neposrednoj blizini zapadne salonitanske nekropole bio je presudan da se u dosadašnjoj literaturi protumači kao antički sarkofag. Budući da je podzemni potok izvirao u spilji, a voda se skupljala u kamenom recipijentu s Heraklovim reljefima, odakle je otjecala, autorica prepoznaje Heraklovo svetište u prirodi. Tradicija o posvećenoj vodi sačuvana je do danas štovanjem Sv. Kaja pape, potvrđujući važnost antičkog izvora posvećenog Heraklu. ; During the visit of Austrian Emperor Francis I to Dalmatia as well as to the monuments of Salona, in a little cave, what was called a sarcophagus with depictions of the labours of Heracles was discovered. Carved out of the living rock, it was protected first of all by the building of a chapel, and then of a church dedicated to St Caius the Pope, in which it served as an altar. The labours of the very popular deified hero of the antique world, the Greek Heracles, or the Roman Hercules, were shown in high relief. These are individual scenes of his life, particularly of the well-known cycle of the 12 Labours performed for the king of Mycenae: Heracles and Cerberus, Heracles taking Alcestis from the underground, Heracles and the Stymphalian birds, and the apples of the gardens of the Hesperides. Since the reliefs are carved on a stone chest the appearance of which recalls a sarcophagus, and since it lies in the immediate vicinity of the western Salona necropolis, this was crucial for the monument in the literature to date having been interpreted as an antique sarcophagus. This was contributed to by its identification with the tomb of St Caius Pope and Martyr, since it was used as altar in the sanctuary of the church dedicated to him. However the very existence of a spring and of the water that collected in the stone chest, a recipient, with the reliefs of Heracles, from which it flowed out as if consecrated, rules out the possibility of interpreting the monument as antique sarcophagus. It is very likely a shrine to Heracles placed in nature. The tradition about the holy water has been preserved down to this very day through the cult and reverence for St Caius the Pope, confirming the importance of the ancient spring dedicated to Heracles. The monument, of a very high artistic quality, the stone of which is polished until it resembles marble, was created by the local craftsmen of the Salona workshops according to models of imported plastics, which figured a lot in Salona. Heracles's shrine in nature with a spring in the rocks of a cliff from which reliefs with the exploits of Heracles were carved out is an outstanding example of a cult of a deified ancient hero. According to finds to date, reverence for Heracles was extremely widely distributed in the Roman province of Dalmatia, particularly in the capital and environs. The placing of a sculpture in the city forum of the Roman colony of the meritorious military veterans in Aequum or in some private settings, as N. Cambi considers with respect to two Salona sculptures found in the channels of the Jadro River, that is, by the Five Bridges or in the nearby ancient quarries, confirms the places and context of the Heracles cult. From this point of view, the cult of Heracles at a spring, as shrine in nature - perhaps once a Iucus Herculis, today the Church of St Caius, is an exceptional example, which considerably enriches our understanding of the cult of Heracles in the capital of the Roman province of Dalmatia. According to the examples in Pula of Heracles shrines in nature directly linked with sources and watercourses, something similar can be assumed with respect to the cult and the reverence for it in Salona. That is, the find of a sculpture of Heracles with the Apples of the Hesperides by the Five Bridges, where the 48 channel of the Jadro flowed , and the spolia of a relief of Heracles in battle with the Nemean lion in the floor of the cathedral in the immediate vicinity perhaps belonged to the same shrine of Heracles, also alongside a watercourse. We do not know the precise place of the Roman copy of the Lysippus statue the so-called Weary Heracles found in a channel of the river of the eastern part of the town. For this reason in Urbs Orientalis, where many channels and springs were discovered in archaeological research, the reverence for the cult of Heracles was discovered, and precisely perhaps as a patron of water. The economic recovery in the euro area has accelerated in the course of 2004. During the first two quarters, real GDP rose at an annual rate of slightly over 2 percent, after about 1½ percent in the second half of 2003. For the first time since 2001, overall capacity utilization increased. Exports were driven by the boom in the world economy so that the dampening effects of the previous appreciation of the euro were more than compensated. Internal demand picked up somewhat; especially private consumption recovered whereas investment of firms was rather sluggish. As a consequence of the upswing, the situation on the labor market stopped deteriorating. Inflation also picked up because of the surge in oil prices. During the summer, the HICP rose by more than 2 percent. The sharp increase in oil prices will dampen domestic demand in the near future. In addition, the boom in the world economy has probably already passed its peak. Consequently, the economic expansion in the euro area is likely to slow down somewhat in the rest of this year. This forecast is supported by various leading indicators. For 2004 as a whole, we expect real GDP to increase by 1.9 percent. The unemployment rate will average 9 percent and will thus be slightly higher than last year. Also because of higher oil prices, inflation will be higher than the target rate of the ECB. In 2005, the expansion of domestic demand will slow down further. Especially consumers will be cautious given the weak prospects for income in the medium term. External demand will also lose momentum so that real GDP growth will be moderate in the course of next year. The rate will average 1.9 percent. Inflation is expected to be slightly below 2 percent. All in all, the recovery will be very modest when compared to previous cycles. One reason is that the growth of potential output is lower than before. Apparently gains of employment can only be achieved at the expense of productivity growth. This is a pessimistic diagnosis given the goal of the EU to become the most dynamic economic region of the world. In spite of the economic recovery, the situation of public finances has deteriorated further. The aggregated budget deficit will probably increase to 2.8 percent of GDP, compared to 2.7 percent last year. The deficits will also be higher than reported in most national Stability Programmes. In addition to Germany, France, the Netherlands, and Greece, the deficit ratio will also exceed the 3 percent margin in Italy and Portugal. The current proposals for a reform of the Pact are mainly concerned with a more generous interpretation of the 3 percent ceiling. However, the main target of the Stability and Growth Pact (SGP) is that government budgets should be balanced or in surplus over the medium term. This target has not been achieved in many countries in recent years; it is not even planned in the Stability Programmes for France and Germany until 2007. This failure cannot be attributed at all to the weakness of the economy in recent years. In fact, the cyclically adjusted deficits of these two countries are higher today than at the end of the 1990s. In other words, there has not been a consolidation of the budget at all. If the SGP loses its strength or if there were no binding rules for fiscal policy, the consequences would be severe for various reasons. First of all, it would be a disadvantage for the countries themselves. Given the likely demographic changes, it would be wise to start saving now; the fact is, however, that the debt burden continues to increase making fiscal policy less sustainable. Second, those countries which intend to join the monetary union in the near future hardly have any incentive to stick to the targets of the Pact if other members ignore or stretch the rules. The criteria for entry would therefore be softened which would be in stark contrast to the fundamentals of the European Monetary Union. The ECB has left key interest rates at a very low level for more than a year. Meanwhile, the euro area economy has recovered as expected by the central bank. The high oil prices are a risk factor for the future path of economic activity. However, this will probably not lead to a cut of interest rates especially because inflation has remained stubbornly high. The next step is likely to be a tightening of monetary policy. Given our forecast of a moderate upturn, we expect that monetary policy will be tightened only moderately; a raise of 25 basis points is likely around the turn of the year. Such a move is also in line with the reactions of the ECB in the past, which can be described by an empirical Taylor rule.

By "intentionality" we mean a way of experiencing the world at the exclusion of other ways. Thus, intentionality is not a private affair but can be carried from generation to generations. For example, scientists invariably will say "let us look at the world mathematically," proposing a quantitative mode of perception over poetic, ritualistic, etc. The latter, while equally intentional, will be discarded by science.Thus the scientific conception of mathematical method, as a way of mastering the material world, intimates also a restriction of linguistic sign systems and uses to specific modes, mathematical discourse, at the expense and exclusion of other discursive forms. If not deliberate, there is a specific "bracketing" that was performed by the philosophies and sciences of the modern age that allotted the primacy of all understanding to language, and indeed to a specific language. The result of this development is manifested in the current claims by the semiotics and the deconstructionists that language or discourse is the primary power in all domains of human experience and praxis. While at first sight outlandish, this claim is well justified on the basis of most concrete analyses of modernity, with its ontology and scientific method.Our approach will trace out "bracketing" and show what phenomena become discarded and what phenomena remain in order to be constitutive of power. El Instituto de Investigaciones Socio Económicas y Tecnológicas INSOTEC, toma personería jurídica mediante acuerdo No. 144 del Ministerio de Bienestar Social, como una fundación privada, ecuatoriana, sin fines de lucro, con el propósito de contribuir al desarrollo económico, social, tecnológico y educativo del Ecuador. La institución empieza a prestar servicios directos a las micro y pequeñas empresas, mediante convenios de préstamo con el Banco Interamericano de Desarrollo ( Entre los años 1998 y el 2000, el Ecuador vivió una de sus peores crisis sociales y económicas, provocando la quiebra de muchas empresas y crisis en el sector empresarial. A principios del año 2000 el Gobierno del Ecuador decretó la dolarización de la moneda, gracias a lo cual pudo impedir la agudización de la inflación. El INSOTEC y sus servicios a las micro pequeñas y medianas empresas sobrevivieron, sin embargo el costo fue elevado; la cartera activa se reduce a una tercera parte por el cambio de la moneda, dolarización y el numero de operaciones se reduce en un 40 % Problema que afecta a la poca capacidad de atender a los clientes y entrar en un proceso ágil, efectivo y continuo crecimiento como sucedió en años anteriores a la crisis. The convergence of three distinct but interconnected trends – unrelenting globalization, growing worldwide electronic connectivity, and increasing knowledge intensity of economic activity – is creating powerful new opportunities and challenges for global politics. This rapidly changing environment has information demands that surpass existing capabilities for information access, interpretation, and overall use, thus hindering our abilities to address emergent and complex global challenges, such as terrorism and other security threats. This reality has serious implications for two diverse domains of scholarship: international relations (IR) in political science and information technology (IT). Unless IT advances remain 'one step ahead' of emergent realities and complexities, strategies for better understanding and responding to critical global challenges will be severely impeded. For example, more so now than ever, the U.S. Office of Counter-Terrorism and the newly-created Office of Homeland Security rely on intelligence information from all over the world to develop strategic responses to security threats. However, relevant information is stored in various regions throughout the world and by diverse agencies in different media, formats, and contexts. Intelligent integration of information is fundamental to developing policies to anticipate and strengthen protection against terrorist threats or attacks in the United States. This Project's activities, and relationships with its collaborators, will be coordinated through a newly formed joint Laboratory for Information Globalization and Harmonization Technologies (LIGHT). LIGHT will address information needs in the IR domain, focusing on the conflict realm, which deals with emergent risks, threats, and uncertainties of potentially global scale and scope related to: (a) crises, (b) conflicts and war; and (c) anticipation, monitoring and early warning. The goals of this initiative are to: (1) improve understanding of the types of IR information needs for decision making and institutional performance under varying degrees of risk and uncertainty; (2) design and implement the System for Harmonized Information Processing, to facilitate access to and correct interpretation of essential information that is critical to policy and research in the IR realm, as well as to other similarly complex domains, and (3) advance developments in the use of information technologies to facilitate such interdisciplinary research and to contribute to new education approaches, tools, and methods. Increasingly, addressing problems central to national and global interests in complex domains such as IR requires the use of technologies that easily combine observations from disparate sources, using different interpretations, for different purposes, and by a wide range of users. Critical advances in IT capabilities must span multiple domains (e.g., economic, political, geographic, commercial, and demographic), diverse contexts (i.e., meanings, languages, assumptions), and a multiplicity of contending agents (i.e., states, governments, corporations, international institutions). The technology-related research will focus on acquiring and enhancing information to serve user requirements both over individual domains (i.e., a single shared ontology) and across multiple domains, which are necessary for addressing complex challenges. The core innovation is reflected in the notion of a Collaborative Domain Space (CDS), within which applications in a common domain can share, analyze, modify, and develop information. For applications that span multiple domains we provide for a Collection of CDSs to link shared concepts in distinct domains. Moreover, we will develop the System for Harmonized Information Processing that incorporates CDSs as a basis for knowledge representation and includes all the necessary reasoning algorithms required to support information processing over a range of heterogeneous sources and applications. The development of the system described above builds upon prior work. The political science IR work will draw on an earlier Internet-based experimental 'platform' for exploring forms of information generation, provision, and integration across multiple domains, regions, languages, and epistemologies which are relevant to complex but domain-specific applications, the Global System for Sustainable Development (GSSD). The IT component builds on work on the Context Interchange project (COIN) focused on the integration of a range of distributed heterogeneous information sources (e.g., financial, supply chain, disaster relief) using ontologies, databases, context mediation algorithms, and wrapper technologies. Both groups have considerable experience with the organization and management of large scale, international, distributed, and diverse research projects, including cross-national (e.g., China, Middle East, Europe) and institutional (private, public, national and international) agencies. The anticipated results will apply to any complex domain with multiple entities that rely on heterogeneous distributed data to address and resolve compelling problems. This initiative is supported by a network of international collaborators from (a) scientific and research institutions, (b) business and industry, and (c) national and international agencies. Expected research products include: a software platform, IR-based knowledge repository, and diverse applications in policy, research, and education which are anticipated to significantly impact the way complex organizations, and society in general, understand and manage critical global challenges.

Poptheorie ist der Zweig der Cultural Studies, auf dem ihr Herzblatt wächst. Das hat zwei einleuchtende Gründe: Erstens kann sich der/die Pop-Theoretiker/in wissenschaftlich mit Dingen auseinander setzen, denen sie sich unter nicht-wissenschaftlichen Voraussetzungen affektiv hingibt (Stichwort: Lieblingsmusik!), und zweitens bemüht er/sie sich um Phänomene, die für andere Wissenschaften aufgrund ihrer Neigung zur Kurzfristig- und Einmaligkeit kaum zu fassen sind. Ergo: Hier kann er/sie beinahe konkurrenzlos zeigen, was er/sie drauf hat! Die beschriebene Ausgangslage verlangt einem in herkömmlichen geisteswissenschaftlichen Disziplinen Aufgezogenen Respekt und Neid ab. Der/die Poptheoretiker/in operiert mit der fundamentalen Vorläufigkeit, d. h. er/sie muss Diskursformen kultivieren, die im akademischen Betrieb Underdogs sind, weil ihnen der Ruf des Literarischen anhaftet. D. h. aber auch, dass anspruchsvolle Pop-Theorie nicht weniger gratwandert als jede andere wissenschaftliche Produktivität. Sie muss Günde für jede noch so flüchtige Begriffsbildung vorbringen und in der Bewertung dessen, was dem Herzen am nächsten ist, literarische Distanz bewahren (d. h. über die Beastie Boys so schreiben wie Arno Schmidt über Karl May). Fight the power! Eine Geheimgeschichte der Popkultur und die Formierung neuer Substreams von Rupert Weinzierl scheitert sowohl im letzteren als auch im ersten. Ein Hauptgrund für dieses Scheitern liegt darin, dass der Autor die beiden Sphären Begriffsbildung und Beschreibung, im weitesten Sinn also Theorie und Anschaulichkeit, fast vollständig auseinander dividiert. Das macht die Theorie vage und die Anschaulichkeit privat. Weinzierls theoretischer Ansatz ist, kurz umrissen, eine Kritik an klassischen Ansätzen der Subkulturtheorie. Sein Hauptargument diesbezüglich ist, dass es die homogenen Subkulturen, wie sie sich in den 60ern und 70ern etabliert haben, nicht mehr gibt. Er schlägt vor, den Begriff der Subkultur durch den der "temporary substreams" zu ersetzen. Die theoretische Erzählung konstruiert sich hier selbst, indem sie Kontinuitäten konstruiert: Substreams sind das, was früher Subkulturen waren, nur eben etwas ganz anderes. Dadurch, dass der Begriff der "temporary substreams" zunächst aus der Diskussion theoriebildender Cultural-Studies-Zirkel abgeleitet wird, fehlt ihm das konkrete Profil. Wohl kommt gleich am Anfang die "volkstanz.net"-Bewegung der sich gegen die rechtsextreme österreichische Bundesregierung formierenden Widerstandsfront ins Spiel, aber gerade hier verabsäumt es Weinzierl, Rezentes mit Allgemeinem zu verbinden. Obwohl er aktives Mitglied dieser Bewegung ist, erfahren wir wenig bis gar nichts über die konkreten Formierungszusammenhänge. Seine Darstellung speist sich weniger aus Beobachtungen, sondern aus vagen Einschätzungen, Vermutungen und Postulaten. Sätze wie: "Ideologisch stützen sich die VolkstänzerInnen, die gegen die rechte Regierung in Österreich und jegliche Form von Rassismus auftreten, auf die Hegemonietheorien von Gramsci und deren Weiterentwicklung durch Stuart Hall sowie Chantal Mouffe und Ernesto Laclau" sind stilbildend. Offen bleiben dagegen Fragen wie: Welche Leute sind involviert? Wie kommt es zu dieser von Weinzierl behaupteten theoretischen Grundierung? Wie laufen die Diskussionen innerhalb der Gruppe ab? Oder "geschieht" die Positionierung von "Volkstanz" nicht eher auf einer performativen Ebene (was ich für wahrscheinlicher und sympathischer halte)? Mein Misstrauen solchen Sätzen gegenüber bezieht sich auf das kausale Verhältnis, das sie konstruieren. Ich glaube, dass Konzepte wie "Volkstanz" schneller, intelligenter und angemessener auf politische Zu- und Umstände reagieren als die Theorien, die Weinzierl ins Treffen führt. Ich würde sogar noch weitergehen und behaupten, dass diese Theorien dazu neigen, manifeste Bewegungen für sich zu vereinnahmen und sich im Nachhinein als Sprachrohr dieser Bewegungen aufzudrängen. Das sieht man allein an ihren normativen und affirmativen Begrifflichkeiten ("Hegemonie" etwa). Gerade anhand des Beispiels von "volkstanz.net" hätte es Weinzierl in der Hand gehabt, ein Bild von dem zu entwickeln, was er unter "temporary substreams" im Gegensatz zu den klassischen Subkulturen versteht. Was mir an dieser Stelle fehlt, habe ich in meiner Einleitung schon angedeutet: Wo bleibt die literarische Intervention zwischen Reflexion und Involvierung? Wo bleiben die flüchtig aufgeschnappten Statements von VolkstänzerInnen, die Schnappschüsse, der "Abfall der Geschichte", um es mit Benjamin zu sagen? Ich kann mich an ein vom Falter inszeniertes Gespräch zwischen der "alten" und der "neuen" Widerstandsgeneration vom Februar letzten Jahres erinnern. Da saßen einander Georg Hofmann-Ostenhof und Peter Pilz als Haudegen und Tanya Bednar (Mitbegründerin von "volkstanz.net"), Nora Sternfeld ("Gettoattack") und Sonja Grusch (SLP) als "newcomer" gegenüber. Auch wenn die Diskussion sehr plakativ verlief, entstand daraus ein durchaus repräsentatives Standbild der Bewegung. Zwei schon etwas sentimentale Herren erzählen von ihren Schlägereien mit Burschenschaftlern in den 70ern, während es v. a. Bednar und Sternfeld um eine Reflexion der gegenwärtigen politischen Praxis geht. Fragen wie: "Darf auf Demos getanzt werden?" (Bednar und Sternfeld hatten an dieser Stelle mehr mit Grusch als mit Pilz und Ostenhof zu kämpfen, was zeigt, dass die Trennlinien zwischen homogenen Subkulturen und heterogenen Substreams nicht nur zwischen Generationen verlaufen) würde ich im Zusammenhang mit Weinzierls Argumentation als signifikant bzw. substanziell bezeichnen. Gerade die ersten Monate des österreichischen Widerstands waren in Hinblick auf taktische, strategische und inhaltliche Diskussionen ein gefundenes Fressen für eine Reflexion historischer und gegenwärtiger Dilemmata linker politischer Ausdrucksformen. Als empirischer "Beweis" der Existenz temporärer Allianzen auf dem Gebiet des politischen Pop fungiert ein von Weinzierl erstellter und an popkulturelle und -politische ProponentInnen verschickter Fragebogen. Die Bandbreite der Fragen reicht von: "Glauben Sie, dass Popkultur das Leben lebenswerter macht?" bis "Hilft die Einbindung in neuartige subkulturähnliche Formationen bei der Überwindung von Klassenunterschieden?" Die Fragen sind, wenn ich das mal verkürzend und überspitzend sagen darf, so gestellt, dass sie das normative Profiling suggestiv unterstützen, das Weinzierl im theoretischen Teil für die "substreams" entwickelt. Wenig überraschend resümiert er die statistische Auswertung so: "Ich bin über die Ergebnisse sehr erfreut, weil sie meine Hypothesen über neue subkulturähnliche Formationen zum Großteil stützen." Über die Antwortenden erfahre ich außer Geschlechts- und Altersstreuung nichts. Warum hat sich Weinzierl an dieser Stelle nicht dazu aufgerafft, seine "Hypothesen" wirklich diskursiv mit anderen Realitäten zu konfrontieren, sprich, Interviews mit Leuten zu führen und diese anstelle des abstrusen Fragebogens abzudrucken? So drückt er sich um eine Reflexion der Voraussetzungen seines eigenen Blicks herum und erfüllt idiosynkratisch den Status Quo halbseidener sozial- und kulturwissenschaftlicher Forschungspraxis. Wenn Weinzierl sich kritisch mit der Theoriebildung auseinander setzt und für eine Wahrnehmung neuer Strömungen argumentiert, wieso überprüft er nicht anhand seiner Thesen das überlieferte wissenschaftliche Instrumentarium? Im dritten Teil erzählt Weinzierl das, was er im Untertitel schon versprochen hat, nämlich eine Geheimgeschichte der Popkultur. Hier könnte ein Netz an vergleichenden und historischen Links zur Formation der "substreams" entstehen. Einiges wird auch angedeutet, zum Beispiel die signifikante Stellung der Asian Dub Foundation als repolitisierendes Kollektiv. Wie bei "volkstanz.net" wird normativ formuliert, worum es sich bei der ADF handelt, die Clues werden nicht oder nur halb preisgegeben. Wer zum Beispiel ist Satpal Ram? Aus den Andeutungen im Buch entnehme ich, dass es sich um einen politischen Gefangenen handelt, der für die ADF eine zentrale Rolle in ihrer Politisierung gespielt hat. Es hätte einer Fußnote bedurft, um für Nichteingeweihte darzustellen, warum er "bedauernswert" ist, wie Weinzierl schreibt (ein in politischen Zusammenhängen übrigens fahrlässiges Adjektiv). Die Geheimgeschichte der Popkultur berichtet zwar über viele spannende AußenseiterInnen v. a. des amerikanischen Undergrounds, sie stellt aber kaum Beziehungen im Sinne einer reflektierten Geschichtsschreibung her. Wenn Weinzierl gleich zu Beginn den Anspruch auf Vollständigkeit in den Wind schlägt (was ja durchaus zu argumentieren wäre), so tut er es auf eine Weise, die nahtlos an seine theoretischen Willkürlichkeiten anschließt: "Reklamationen wegen Auslassungen und blinde Flecken gerade bei Ihrem Favoriten weise ich bereits im vorneherein kategorisch zurück - jede Heldensage kann sich nur auf wenige Ikonen beschränken, so viel Apodiktik muß auch 2000 sein ." Ich sage: So viel Schlampigkeit in der Sprache ("im vorneherein") und im Denken darf auch 2000 nicht sein. Weder geht es um Vollständigkeit noch um Heldensagen. Es geht, wenn ich das Unternehmen dieses Buches ernst nehme, um eine Genealogie der "temporary substreams" und im Besonderen um die Frage, ob und wie sich in der Geschichte des Pop historisches und politisches Bewusstsein manifestiert. Hubert Fichte hat über den Voodoo geschrieben, er sei täglich praktizierte Pop-Art, weil der Kult permanent aus Versatzstücken anderer Religionen und rituellen Praktiken neu zusammengebosselt werde. Insofern könnte man beim Voodoo von einer kritischen Praxis sprechen. Für mich lässt sich diese Beschreibung auch auf Phänomene des Pop ausdehnen. Weinzierl selbst spricht mehrmals davon, dass die hegemoniale Stellung der Musik innerhalb der Popkultur Geschichte sei. Das ist eine wichtige und folgenreiche Beobachtung, leider beinahe folgenlos für seine Geschichtsschreibung. Er hantelt sich von Album zu Album und löst damit zumindest ein Versprechen ein, nämlich jenes, das mir in dem Zusammenhang am entbehrlichsten scheint: Apodiktik gibt es bis zur Überdosis, auch dort, wo er vermeintlich kritisch wird (kritisch in dem Sinn, dass die letzten Alben von Sonic Youth nicht mehr so toll seien wie ihre frühen radikalen Meisterwerke). Was auf der Strecke bleibt, sind die zwischen den zu Knotenpunkten vergoldeten Alben statthabenden Transformationen, die Verflüssigung von Zeichen und Codes, der innerhalb des Pop täglich praktizierte Pop.
