A lot of papers have been written on the ideological methods of the Soviet politics within the Georgianscholarly field and beyond it and their analysis is rather interesting. The aim of this article is to discusshow historiography was used for creating history , desired for the Soviet policy .During 1918-1921 there were three uprisings of Ossetian Bolsheviks, but in 1920 there was themost important by its dimensions and requirements one. It aimed at separating a part of Shida Kartli,Tskhinvali region (now the so-called South Ossetia) from Geor gia and becoming it a part of Russia.In the 1990's Georgian scholars had the chance to research the thematic of 1918-1921 freely. Butthe prejudice that was created at the period of the Soviet Union seemed so true that it was copied in themodern Georgian historiography. Presumably, the Soviet Union used for this the purpose Valiko Jugheli,who was one of the significant figures of the leader party and the general of Georgian public army andwas described as the leader who put down the uprising in 1920.In the scholarly monographs or articles published in the 1990's, the attitude towards the firstDemocratic Republic of Georgia has changed. There was no restriction by the Soviet policy and itmade it possible to write works without the Soviet censorship. That is why in the scholarly literature,published after gaining the independence of Georgia, the uprising is considered not as the attempt ofself-determination of the Ossetian people and justified requirement of territorial allocation, but as theaction inspired by the Russians and directed against the Geor gian state.I have several sources for studying the Georgian-Ossetian conflict in 1920. The first is the archivalmaterials (Georgian and Russian), the second one is the memories of leaders (Giorgi Kvinitadze's andValiko Jugheli's). There are also periodicals that are a significant source for my research. According tothis material I studied this issue again and the picture became rather different. In fact, the leader of theGeorgian military operation against the uprising was general Giorgi Kvinitadze and not Valiko Jugeli. Hewas the leader of the right flank only .Why was the Soviet regime interested to announce Valiko Jugeli as the leader of Georgian army? Myanswer is simple. As I mentioned, Valiko Jugeli was one of the important figures from Georgian leaderparty – Social Democrats. Showing Valiko Jugheli as the leader of the Georgian army and making himan oppressor would show the same policy of the Georgian state too. Of course, this helped the Sovietpolitical ideology to show Georgian-Democratic Party as oppressor in people's eye. This prejudice wasspread by Soviet ideology very easily as the access to archives was limited at the time of the SovietUnion. But this prejudice can change real history understanding in ways how it can be used by state infuture and how it can be used by state for subjective reasons. ; Было написано много работ об идеологических методах советской политики в грузинской научнойсфере и за ее пределами, и их анализ довольно интересен. Он был лидером только правого фланга.Почему советская власть была заинтересована объявить Валико Джугели лидером грузинской армии?Мой ответ прост. Как я уже говорил, Валико Джугели был одной из важных фигур лидера грузинскойпартии - социал-демократов. Показ Валико Джугели как лидера грузинской армии и превращение егов угнетателя также продемонстрировали бы ту же политику грузинского государства. Конечно, этопомогло советской политической идеологии показать грузино-демократическую партию угнетателем вглазах людей. Это предубеждение было очень легко распространено советской идеологией, посколькудоступ к архивам был ограничен во времена Советского Союза. Вона мала на меті відокремити частину Шида-Картлі регіону Цхінвалі (нині так звану Південну Осетію) від Грузії та перетворити її на частину Росії.У 1990-х роках грузинські вчені мали можливість вільно досліджувати тематику 1918-1921 років. Алеупередженість, яка була створена ще за часів Радянського Союзу, здавалася настільки вірною, що вонабула скопійована в сучасній грузинській історіографії. Імовірно, Радянський Союз використовував дляцього Валіко Джуглі, який був однією з значущих діячів партії лідерів і генерала грузинської громадськоїармії і був названий лідером, який затримав повстання 1920 року.У наукових монографіях чи статтях, опублікованих у 1990-х роках, ставлення до Першої ДемократичноїРеспубліки Грузія змінилося. Радянською політикою не було обмежень, і це давало можливість писатитвори без радянської цензури. Ось чому в науковій літературі, опублікованій після здобуття незалежностіГрузії, повстання розглядається не як спроба самовизначення осетинського народу та виправдана вимогатериторіального розподілу, а як акція, натхненна росіянами і спрямована проти грузинська держава.У мене є декілька джерел для вивчення грузинсько-осетинського конфлікту в 1920 році. Перше - цеархівні матеріали (грузинські та російські), друге - спогади лідерів (Джорджі Квінітадзе і Валіко Джуглі).Є також періодичні видання, які є вагомим джерелом для моїх досліджень. Відповідно до цього матеріалуя вивчив це питання ще раз, і картина стала зовсім іншою. Фактично, керівником грузинської військовоїоперації проти повстання був генерал Джорджі Квінітадзе, а не Валіко Югелі. Він був лише лідеромправого флангу.Чому радянський режим зацікавився оголосити Валіко Джугелі керівником грузинської армії? Моявідповідь проста. Як я вже згадував, Валіко Югелі був однією з важливих фігур партії лідера Грузії -соціал-демократів. Показати Валіко Джуглі як керівника грузинської армії та зробити його гнобителем,було б показано таку ж політику і грузинської держави. Звичайно, це допомогло радянській політичнійідеології показати Грузино-Демократичну партію як гнобителя в очах людей. Ця упередженість булапоширена радянською ідеологією дуже легко, оскільки доступ до архівів був обмежений ще за часівРадянського Союзу. Але цей забобон може змінити розуміння реальної історії способами, яким вона можебути використана державою в майбутньому та як вона може бути використана державою з суб'єктивнихпричин.

The article is devoted to the Witness – one of the participants in the English-language parliamentary discourse. The role of the Witness as the addressee in the witnesses questioning process is determined. The witnesses questioning process has three stages: the stage of contact setting, contact extension and unlocking. It was found that the activation of the speech activity of the Witnesses in the Parliament of the Great Britain and in the US Congress takes place at all stages of the communicative event. The definition of strategy and tactic is considered. An attempt is made to determine the communicative strategies and tactics of the Witness as an addressee in the witnesses questioning process during the committees' meeting. Comparison of strategic and tactical arsenal of Witnesses in the Parliament of the Great Britain and in the US Congress is made. Thus, the author concludes that the chosen cooperative strategy for speech communication is common to both Witnesses. Tactics of the cooperative strategy realization are common and different. 15 common tactics were identified: tactics of supposition, generalization, clarification, confirmation / consent, providing additional information, rhetorical question, reference / quoting, clarification / reciprocal, correction, fact, objection / disagreement, redirection, ignorance, self-presentation, promise. The tactic of the presentation is identified in the tactic arsenal of the Witness in the Parliament of Great Britain. For the cooperative strategy realization the Witness in the US Congress uses five more tactics, with the exception of the abovementioned tactics common with the Witness in the Parliament of Great Britain, namely the tactic of reaction, request, own understanding, changing the topic focus, approval. The ranking of tactics, which are most often used by Witnesses for the cooperative strategy realization, is determined. Strategies and tactics of speech communication are embodied in speech acts that form discourses (texts) as units of communication. Визначено роль свідка як адресата в процесі опитування свідків. Процес опитування свідків має три етапи – етап контактовстановлення, контактопролонгації та розмикання. Виявлено, що активація мовленнєвої діяльності свідків Парламенту Великої Британії та Конгресу США відбувається на всіх етапах протікання комунікативної події. Розглянуто визначення понять стратегія і тактика. Зроблено порівняння стратегічно-тактичного арсеналу Свідків Парламенту Великої Британії та Конгресу США. Тактики реалізації кооперативної стратегії також є спільними і відмінними. Спільних тактик було виявлено 15, а відмінних – 6. Визначено рейтинг тактик, якими найчастіше послуговуються Свідки для реалізації кооперативної стратегії. Стратегії і тактики мовленнєвого спілкування втілюються в мовленнєвих актах, які, в свою чергу, реалізуються мовними (лексичними, граматичними і стилістичними) і немовними засобами. The article deals with the analysis of the content semantic peculiarities of the multimodal advertisements of the printed mass-media of Australia with the consideration of their aims and purposes. A special attention has been paid to the usage of a verbal text in the context of its correlation with such nonverbal means as pictograms, ideograms, fonts, location of the structural components of the advertisement (headline, subheadline, main text, and slogan), photos, unusual writing or spelling of letters and words, and colour scheme. It has been found out that Australian printed newspapers are characterized by the usage of visual textual colourful advertisements in which a verbal part of the information is intensified, specified or enlarged by nonverbal means. It has been recognized that the effective means of visualization are letter substitution, atypical letter writing or their capitalization, and decoration of language signs in the sentence or phrase initial positions. A very important means of visualization is a language / linguistic graphic game which is realized through the creolization of a verbal text and application of units of other sign systems and modes in order to create a multimodal text. It has been notified that another distinctive feature of the Australian advertising landscape is the usage of separate advertising catalogues and newspapers. A design and colour scheme of such publications are defined by their target audience. A conducted analysis of the factual data has proved that multimodal advertisements realize the main pragmatic intentions of copywriters: they grab attention of the target audience, rouse their interest, make them think about the advertised products or services, and in the end, encourage them to take a suggested decision. On the basis of the content, aims and purposes of the advertisments, their following types have been pointed out: corporate, business, retailing and wholesale, and trade mark advertisements; political, social, and informative advertisements. There are also advertisements with the reverse connection with the target audience that provides an opportunity to communicate with them and have feedback. It has been emphasized that the topics of the advertisements are mainly connected with the corporate, trade, business and social advertising while the political advertisements are hardly represented. Особливу увагу звернуто на використання вербального тексту в кореляції з такими невербальними засобами, як піктограми, ідеограми, шрифти, площинне розміщення структурних компонентів реклами (заголовка, підзаголовка, основного тексту та слогану), фотозображення, незвичне написання літер, кольорова гама тощо. Встановлено, що для друкованих часописів Австралії характерним є використання візуально-текстової кольорової реклами, у яких вербально представлена інформація підсилена, уточнена чи доповнена невербальними візуальними засобами. Зазначено, що дієвим засобом візуалізації виступають літерні субституції, атипове написання літер, їхня капіталізація чи декорування початкових мовних знаків. Важливим засобом візуалізації слугує мовна графічна гра, що передбачає креолізацію вербального ряду та залучення одиниць інших знакових систем до створення мультимодального тексту. Зауважено, що диференційною ознакою ландшафту австралійської реклами є використання окремих рекламних каталогів та газет, дизайн та кольорова гама яких визначені цільовою аудиторією. Здійснений аналіз фактичного матеріалу підтвердив, що полікодові рекламні повідомлення зреалізовують основні прагматичні інтенції копірайтерів, а саме: привертають увагу споживачів, зацікавлюють, змушують замислитися над рекламованими продуктами чи послугами, і, у результаті, прийняти пропоноване рішення. На основі контентного наповнення і цільового спрямування рекламних текстів виокремлено корпоративну, бізнес-рекламу, торгово-роздрібну, рекламу торгової марки, політичну, суспільну або соціальну, адресно-довідкову рекламу, а також рекламу із зворотним зв'язком, що уможливлює спілкування з цільовою аудиторією та отримання відгуків. Акцентовано увагу на тому, що у тематиці рекламних повідомлень превалює корпоративна, комерційна, бізнесова та соціальна реклами, тоді як політична представлена поодинокими зразками, що свідчить про те, що політики Австралії не використовують друковану пресу для висвітлення своє діяльності, послуговуються іншими інформативними платформами. The article touches upon the problems of changing grammatical norm occurring in contemporary Spanish under the influence of various factors (internal and external) and their interpretation by linguists and the newest grammar editions.It has been pointed out the need to revise the attitude towards a deviation from the norm and to a grammatical mistake, especially in the case of the phenomena in respect of which scientists haven't reached agreement yet. In connection with the testing of knowledge (introductory tests for universities, introductory tests for the magistracy, university disciplines tests), there may be misunderstandings about the corrected errors. There is a need to determine which deviations are considered false, which are already normalized, and especially those that are bounded by the norm. The attention is focused on the question of how to correlate that are not norm yet, but commonly used linguistic phenomena, with mistake. It is noted that recently, in teaching Spanish as a foreign language, the emphasis has shifted from written speech to oral, more affective and expressive, but where deviations from the normare even more. One of the reasons is the usage of the Internet. The language is realized today, first of all, as one of the means of communication.It is noted that a large number of scientists recently noted the convergence of literary norms with spoken language, the growth of the variability of linguistic means within the norm, its greater democratization and liberalization, mitigation of the norm by mitigating its prescriptive function, which in modern Spanish grammar is designated as "serecomiendaevitar" (recommended not to use). Attention is drawn to the fact that the situation with the grammatical norm in Spain is further complicated by the fact that it is a country formed of regions, each of which speaks its own language or dialect, which does not contribute to consolidating a single norm in the country. On the defense of the unity of the linguistic norm there is a very conservative Grammar of the Spanish Royal Academy. У зв'язку з тестуванням знань (вступні тести до вузів, вступні тести до магістратури, тести з вузівських дисциплін), може виникати непорозуміння з приводу виправлених помилок. Виникає потреба визначити, які відхилення вважати помилковими, які вже нормованими, і особливостi, що межують з нормою. Зосереджено увагу на проблемі співставлення ще ненормованих, але розповсюджених в узусі лінгвістичних явищ, із помилковими.Спостережено, що останнім часом при викладанні іспанської мови як іноземної центр уваги зміщений із письмового мовлення на усне, більш афективне і експресивне, але де відхилень від норми ще більше. Одна з причин цього – поширення Інтернету.Зазначено, що значна кількість вчених останнім часом відмічає зближення літературної норми з розмовною, зростання варіативності мовних засобів у межах норми, її більшу демократичність і лібералізацію, пом'якшення норми за рахунок пом'якшення її директивної функції, що в сучасних іспанських граматиках означено як"serecomiendaevitar" (рекомендовано не вживати).Акцентовано увагу на тому, що ситуація з граматичною нормою в Іспанії ускладнена ще й тому, що ця країна сформована із регіонів, кожний із яких розмовляє на своїй мовi або діалектi, що не сприяє укріпленню єдиної норми в країні. The paper presented here is the country research and has an analytical character concerning a regional aspect of the public procurement system in Belarus. Stages of the public procurements system's formation and its legislative base and the development of the electronicization of purchases are considered. The public procurement system at the sub- national level is analyzed and weak points are emphasized. Corruption aspects and ways of their minimization in the public procurement activity are showed. Debatable issues and ways of procurement activity improvement in Belarus regions are presented. The methodology of research is based on the analysis of a series of data on public procurements in the regions of Belarus, including budgetary expenditures on public procurement in the local governments of the Belarus regions and the e-auctions procurement at the Universal Commodity Exchange. Statistical data for analysis was obtained from official sources, such as the State Statistics Committees, Ministry of Finance, Open Joint Stock Company (OJSC) Belarusian Universal Commodity Exchange, and on-line databases of analytical centres working in this field, etc. ; Представленная статья является страновым исследованием и имеет аналитический характер. В ней затронут региональный аспект системы общественных закупок в Беларуси. Методология исследования базируется на анализе серии данных по публичным закупкам в регионах Беларуси, включая бюджетные расходы на закупки в местных органах власти, а также на закупки по электронным аукционам на Белорусской универсальной товарной бирже. Статистические данные в этой статье получены из официальных источников, таких как государственный Комитет по статистике, Министерство финансов, ОАО Белорусская универсальная товарная биржа, а также базы данных аналитических интерент-центров, работающих в этой сфере, и т.д. Публичные закупки являются очень большой и важной темой в системе администрирования Республике Беларусь. Анализ закупочной деятельности на уровне поднациональных правительств показал, что в системе закупок существует серьезный методологический недостаток. Публичные закупки в Беларуси рассматриваются, как самостоятельная тема вне контекста управленческих задач, и регулируются отдельно, вне специфики и задач регионального и местного управления. В свою очередь региональное и местное управление регулируется отдельно, вне специфики и задач публичных закупок. Между ними нет существенных взаимосвязей. Проблема заключается в том, не определено место публичных закупок в системе регионального и местного управления. Единственной взаимосвязью между этими двумя направлениями является то, что госзакупки осуществляются за счет средств центрального и местного бюджетов и внебюджетных фондов. Отсутствие серьезных взаимосвязей между системой закупок и региональным и местным управлением вызвано отчасти тем, что в Беларуси нет четко закрепленных расходных полномочий и функций в поднациональных правительствах. Существующие функции достаточно размыты и законодательно не закреплены. Это позволяет, например, осуществлять расходы по закупкам вышестоящих правительств вместо нижестоящих, и даже наоборот. Другой причиной отсутствия взаимосвязей между этими направлениями является нежелание властей создавать специфику для региональных и муниципальных закупок, аргументируя это необходимостью универсализации и унификации закупочной деятельности, а также наличием исключительно государственного управления на всех уровнях в Беларуси. Между тем, такая региональная и муниципальная специфика закупок и ее механизмы должны иметь право на существование. Острыми дискуссионными вопросами остаются проблемы прозрачности, подотчетности и оценки результативности публичных закупок местными правительствами, местным сообществом, средствами массовой информации, гражданами. Создание и функционирование сайтов по размещению закупок является важ- ным шагом в деле повышения уровня их прозрачности, но далеко недостаточным с позиций подотчетности и оценки эффективности проведенных закупок. Так информация о публичных закупках и акты законодательства об общественных закупках размещаются в открытом доступе на официальном сайте. К информации о публичных закупках относятся годовые планы государственных закупок, приглашения к участию в процедурах закупок, документы, представляемые участнику для подготовки предложения на участие в открытом конкурсе, электронном аукционе, сообщения о результатах процедур публичных закупок, сведения о договорах, определяемые советом министров Республики Беларусь, список поставщиков (подрядчиков и исполнителей), временно не допускаемых к участию в процедурах публичных закупок, а также изменения и дополнения к ним, протоколы заседаний комиссий по вопросам открытия предложений, отклонения предложений и подведения итогов процедуры публичной закупки в случае проведения открытых конкурсов и электронных аукционов. Сообщение о результате процедуры государственной закупки заказчик размещает в открытом доступе на официальном сайте, а в случае проведения электронного аукциона – на электронной торговой площадке. Вместе с тем, на официальном сайте не публикуются контракты, заключенные в результате проведения процедур публичных закупок. Как следствие общественность и участники торгов не имеют возможности проследить и проконтролировать процедуру публичной закупки от размещения приглашения до заключения контракта. Статистика официального сайта публичных закупок в Беларуси показывает, что сообщения о результатах процедур закупок размещается только в половине случаев, что является прямым нарушением действующего законодательства. Это свидетельствует о том, что уполномоченный орган по государственным закупкам, каким является Министерство торговли, не справляется с контролем всех процедур государственных закупок, тогда как эта проблема могла бы быть решена с помощью простых программных средств. Таким образом, можно констатировать, что информация о проведении закупок не полна и не достаточно легко доступна. На наш взгляд, сообщение о результатах процедуры публичных закупок должно публиковаться на официальном сайте при проведении всех видов процедур закупок, кроме тех случаев, когда сведения о государственных закупках составляют государственные секреты. Более того, сообщение о результате процедуры закупки должно включать не только цену заключенного контракта, но и полное тендерное предложение каждого участника торгов вместе с критериями оценки предложений и обоснованием выбора победителя конкурсной комиссией. Необходимо также обеспечить видимость содержания договоров, заключенных в результате проведения процедур публичных закупок. В данном реестре должен публиковаться на официальном сайте полный текст договора со всеми дополнениями и спецификациями, а до официальной публикации договор должен считаться недействительным. В целях повышения уровня прозрачности и снижения уровня коррупционных рисков в системе закупок необходимо шире внедрять электронные аукционы. Такой вид конкурсной системы государственных закупок должен в перспективе заменить все другие традиционные виды закупок и стать доминирующим в закупочной деятельности. Одним из преимуществ электронного аукциона является возможности просмотра всех процедур, начиная от объявления предложения на закупку до исполнения договоров поставщиками. Между тем на практике, как заказчики, так и поставщики неохотно идут на публичные закупки через электронный аукцион, предпочитая традиционные закупки, поскольку при этом сохраняются возможности сведения закупок к неконкурентной форме закупок из одного источника. Тем самым это способствует существованию коррупциогенного поля в закупочной деятельности. Электронные аукционы, наоборот, препятствуют стремлениям поставщика и покупателя свести закупки к неконкурентным торгам из одного источника. С этих позиций это снижает коррупционные риски. В перспективе необходимо также доработать электронные аукционы, дополнительно включив туда процедуры предквалификацонного отбора поставщиков услуг. Серьезную озабоченность вызывает отсутствие контроля и мониторинга за публичными закупками со стороны негосударственных организаций, которые могли бы защищать общественные интересы. Это необходимо вложить в специальную антикоррупционную программу в сфере публичных закупок, которая должна быть разработана Министерством торговли, и которая к настоящему времени отсутствует. Не менее важным дискуссионным вопросом выступает отмена существующей дискриминации в отношении иностранных поставщиков и подрядчиков. Как известно, новый Закон о закупках предусматривает введение национального режима в отношении товаров (работ, услуг) иностранного происхождения и поставщиков (подрядчиков, исполнителей), предлагающих такие товары (работы, услуги), в случае, если аналогичный режим установлен иностранным государством или группой иностранных государств. На наш взгляд, такая мера значительно снижает конкурентную среду и урезает равные возможности иностранных компаний в качестве поставщиков. Привлечение международных фирм и компаний к участию в процедурах публичных закупок может не только усилить конкуренцию в закупочной деятельности, сэкономив значительные бюджетные средства, но и в существенной степени снизить коррупционные риски в общественном секторе экономики, где осуществляются закупки на крупные суммы. В этой связи необходимо исключить дискриминационные меры, предусмотренные в действующем законодательстве, в отношении иностранных товаров и компаний, чтобы обеспечить равные возможности для всех участников торгов. Проведенное исследование показывает, что Беларусь еще далека от достижения развитых форм и методов публичных закупок. Несмотря на внедрение в практику в последние годы новых форм и методов закупок, соответствующих мировой практике, степень централизации публичных закупок остается очень высокой. Публичные закупки на региональном уровне остаются связанными в позиции их зависимости от центра и его органов. Степень децентрализации, поэтому в системе публичных закупок, является очень низкой. Состояние публичных закупок в целом зеркально отражают существующую ситуацию в сфере децентрализации управления на локальном уровне. Дальнейшая эволюция публичных закупок в Беларуси определенно потребует углубления и улучшения их законодательной базы, которая в настоящее время очень запутана и сложна для понимания. Ясно, что законодательная база должна быть пересмотрена и реформирована в направлении создания определенной специфики публичных закупок на региональном и местном уровнях, ликвидации дискриминации участников закупок из стран Европейского Союза и других зарубежных участников. Предстоит предпринять ряд важных антикоррупционных мер в закупочной деятельности. В этой области необходимо создать механизм, отторгающий интересы участников в неконкурентных процедурах торгов, одной из которых выступают закупки из одного источника. Одновременно следует стимулировать участие покупателей и продавцов в электронных аукционах, обеспечивающих прозрачность и подотчетность в публичных закупках. Очевидно, что следует создать специальный закупочный механизм для местного и регионального самоуправления, который должен быть достаточно децентрализованным. Необходимо предоставить больше прав местным и региональным властям в организации и упрощении закупочных процедур, ликвидировать многоступенчатость в принятии решений по закупкам местных правительств, что значительно сократит бюрократические процедуры в закупочной деятельности.

President Volodymyr Zelensky and the current Ukrainian parliament are approaching the hour when their formal legitimacy, their mandate, comes to an end. Under normal conditions, elections to the Verkhovna Rada would have been held last October, while candidates for the presidency would have started preparing for elections scheduled for the last Sunday in March of 2024. But the country is consumed by war, and elections are probably not an option. Or are they? President Zelensky is considering the answer to this question. [1]I should state at the outset that I find the idea of organizing elections, whether presidential only or both presidential and parliamentary, during wartime is a very bad idea. At the same time, I also disagree with those who think the matter of postponing elections can be settled purely by having recourse to existing laws.In this brief I show that the ruling group could, if it chose, adopt some legal maneuvering that would formally respect the constitution and the nation's laws (though violating their spirit), and that these maneuvers have been tested several times in Ukraine since 2014. But such formally legal if doubtfully legitimate elections could also pose unjustifiably high sociopolitical risks for a state at war, and this creates a dilemma for the nation.Defining the Wartime Electoral DilemmaCurrently, the Zelensky administration is under pressure to organize parliamentary and presidential elections soon. The first source of the pressure is the West.[2] Behind the scenes, Ukraine's allies are allegedly demanding that Kyiv renew its government's legitimacy, despite the ongoing war and the mass dislocation of citizens. Ukraine's allies know well the constitutional limitations on wartime elections in Ukraine. They also know that the current legal regime is "flexible" enough to find legal ways of organizing elections. After all, they point out, the war started in 2014, and thereafter two presidents and two parliaments were elected. Also, some opposition-minded groups in the United States and Europe are casting doubt on the democratic nature of Ukraine's government as a reason to reduce the military and financial support being provided to Ukraine.[2] Elections would help the Western pro-Ukrainian governments overcome these objections at home in the upcoming budgetary debates.A second source of pressure to hold elections is the domestic political situation. After a very uneven, challenging, and tragic five-year governing effort that had to deal with the "Green Wave" of radical reforms, the COVID-19 pandemic, growing clashes with opposition groups, and Russia's full-fledged invasion, President Zelensky and his party need to renew their mandate. For the sake of political stability they must demonstrate their democratic legitimacy to the nation, the opposition, and, especially, the army. Whatever future awaits Ukraine, whether protracted war or peace negotiations, the government must be regarded as fully legitimate and must be trusted by its constituencies and the military to cope with upcoming challenges.Under such circumstances, Volodymyr Zelensky and his closest associates must resolve the dilemma: to hold elections or not to hold elections. Each choice has pros and cons.Reasons to defer elections. Russia's war of attrition goes on and demands all the government's attention and all the nation's resources. There are also many constitutional, legal, and political reasons for not holding elections.[4] To organize meaningful, free, and fair elections, Kyiv would need to lift the many political restrictions that were put in place to create national solidary and a singular national focus on achieving victory. This means that the government would need to revise electoral legislation, create new tools to enable the vast number of displaced citizens to vote, allow a more capacious writ and greater ideological diversity of the media, and restart political competition. Reasons not to defer elections. On the other hand, without the essential democratic legitimacy conferred by free and fair elections, it may soon be impossible to govern a nation embroiled in a war for freedom. Even more, if elections were organized, they would need to be conducted in a way that citizens—whether serving at the front or working in the rear or living in the occupied territories—fully recognized that the campaign and ballot count were honest. Ukrainians have a record of revolts provoked by a suspicious electoral process and results.[5] The wartime legal, administrative, socioeconomic, and demographic problems could influence any elections in a big way and so rattle the political order and divert the government's attention from the needs of the front. Legal-Political Flexibility as Ukraine's Answer to a Long WarDespite pressures for—and expert voices against—holding the elections in wartime, Zelensky's team is taking into account Ukraine's recent experience in living under conditions of war. The war in Ukraine started de facto with Russia's first acts of aggression, in 2014, and has now spread throughout the country with Russia's full-scale invasion in 2022. However, de jure, the war between Russia and Ukraine has seen three different legal regimes during the past nine years. First, between April 15, 2014, and April 30, 2018, Ukraine existed in the regime of the Anti-Terrorist Operation (ATO), which was a set of military and legal measures adopted by Ukrainian law enforcement agencies and aimed at countering Russian and pro-Russian armed groups in the war in eastern Ukraine. This regime limited some civil rights in some territories, but it was not martial law.[6] So both presidential and parliamentary elections could be conducted in 2014 in all regions not directly affected by war. Indeed, de jure, martial law was initiated by Volodymyr Zelensky and approved by the Rada on February 24, 2022.[11] Since then the process has been repeated regularly, with martial law being continued for several months ahead at each approval.[12] This time, the legal order of war was additionally defined by the Law on the Use of the Armed Forces and other military formations to defend the country.[13] Military-civil administrations started governing all regions of Ukraine, and civilian associations, mass media outlets, and political parties began functioning under wartime restrictions.[14]According to the laws on the legal regime of martial law and on defense, martial law was introduced to avert the threat to the nation and to repel armed aggression in all regions of Ukraine.[15] The laws on martial law and on defense provide state authorities, the military command, military administrations, and local self-government bodies with special powers necessary to fight the enemy. Also, as allowed by the constitution's Article 64, certain temporary restrictions on many civil rights and freedoms were imposed. Altogether, the various ramifications of the legal regime of martial law have directly affected domestic political processes.At the same time, the Ukrainian government did not announce a state of war and did not declare war on Russia. Volodymyr Zelensky submitted to parliament a draft law on the declaration of a state of war, but it was never considered by parliament (and only the web archive has actually preserved some traces of this step).[16] Even though a state of war regime is mentioned in the Ukrainian constitution, it has never been defined. Where does the concept of a "state of war" come from, particularly with reference to Ukraine and its political-legal flexibility? In a nutshell, the concept stems from international agreements such as the Third Hague Convention on the Opening of Hostilities (1907) or the UN General Assembly Resolution 3314 (1974), both of which introduce the concepts of war and aggression (Ukraine is a signatory to both). They define the norm according to which one state may not initiate military action against another state absent a declaration of war or an ultimatum. They also stipulate that the use of armed force by one state is sufficient evidence of an act of aggression against another state. By not announcing war on Russia and not introducing a state of war, the Ukrainian government has some flexibility, for example, in continuing to transit Russian gas to the EU.[17] So, even after announcing martial law, the government of Ukraine has preserved some element of legal-political flexibility by not declaring war on Russia.All three legal-political regimes have allowed and prepared Ukrainians to adapt their political and legal systems, as well as their communal life and economy, to the conditions of a temporally protracted and spatially enlarging war. This adaptability has immersed Ukrainian institutions in a state of legal, political, security, and even military affairs that has proved rather flexible in merging de jure and de facto situations. For example, it has allowed the nation to survive when some of its territory was occupied by Russia or Russia-backed separatists—yet there are front-line areas with vast Ukrainian military operations. There are also the rear regions where, prior to the current state of conflict, Ukrainians continued to live and work. And before 2022, but during wartime, they enjoyed competitive elections, the division of power, functional courts, and active participation in international relations. This flexibility, whose roots survived even after 2022, may be used by the ruling group to organize yet another wartime election. And Western allies know it well. Does the Current Legal Regime Allow Elections in Ukraine? Usually, elections are not conducted in countries at war. However, if the war is protracted, elections might be needed to reestablish the domestic and international legitimacy of the government. The Ukrainian constitution and its laws do not provide a clear answer to this question, and this ambiguity is one of the sources of wartime Ukraine's legal-political flexibility.Indeed, the constitution's Article 83 states that if the term of service of the Verkhovna Rada expires when the country is under martial law, its authority is extended until a new parliament is elected. This and other constitutional provisions cannot be changed while martial law is in effect (Article 157). However, the constitution does not prohibit either presidential or local elections from being held. The restrictions on presidential and local elections are provided for in the Law on Martial Law and the Electoral Code's Articles 20 and 280.[18] These stipulations, however, can be changed by parliament and approved by the president, if there is political will to do so. Thus, if the Ukrainian political class agrees, presidential elections can be conducted under martial law next year. Even more, if the president and the Rada agree, they could stop continuing the regime of martial law, despite ongoing military actions on the soil of Ukraine. That way even parliamentary elections could be legally held. However, in such a case the legality and the legitimacy of the decisions would openly contradict each other.In sum, the existing legal-political flexibility indeed provides an opportunity for elections. But it neither resolves the question of the essential democratic legitimacy of elections held during a de facto war nor decreases the risk of desolidarization of society during competitive elections. Security Risks around Wartime Elections Despite all the legal workarounds and some benefits that flexibility can bring, elections pose an existential risk for a nation at war. Ukraine has nonetheless held elections in the face of this risk after 2014, but with the current war of vastly greater scale than earlier stages of the conflict and having an incalculably greater influence on Ukrainian society, economy, and political institutions, the former success may not be repeatable. If elections are attempted in 2024, they may lead to disaster for Ukraine.Ukrainian experts who publicly oppose the decision to hold elections in 2024 typically adduce two arguments. The first is that the constitution and laws prohibit elections when the country is under martial law. This argument has its weak side: there are ways to get around such prohibitions, as discussed above. The second argument is stronger: the sociopolitical order will face overwhelming challenges to its stability if elections are conducted during wartime. The reasoning here usually refers to the unjustifiably high costs of elections and the fact that they would undermine national unity during war. Wartime elections would indeed drag a hugely sensitized society into debates that might still be constrained by the needs of war and into voting that might not be well attended by so many displaced citizens, reducing representation. Here is the major contradiction that makes wartime elections so potentially destructive. If the aim is to uphold and reinforce by democratic means the legitimacy of the government, elections must be free, honest, based on open debate and competition, and accessible to all voters. If some element on this list is missing, the aim of elections will not be achieved. Also, if some element on this list is missing, the sensitized Ukrainian society, which already trusts military institutions more than it trusts civilian, democratic ones, might protest en masse. The picture is even more contradictory: if resources are so scarce as to hamper the country's defense efforts, and if international support is slowing, then diverting resources away from defense and toward some other purpose is counterproductive. Indeed, allocating human, administrative, and financial resources to elections during a war of attrition is an unjustifiable luxury. Over 47 percent of the Ukrainian budget for 2024 is planned to come from external sources.[19] And these sources, as the current debates in the U.S. Congress demonstrate, may not be as generous as in 2022–2023. Every public and economic sector in Ukraine reports a growing deficit in human resources.[20] Well over six million Ukrainians have left the country, and many of them—over a million, at a minimum—live on the territory of the aggressor state.[21] Over three million Ukrainians are fighting to survive in internal displacement. Another four million Ukrainians live in Russia-occupied Ukrainian territory.[22] Under such conditions, it would be close to impossible to organize an inclusive and accessible voting apparatus. And that would put in doubt the legitimacy of any government elected under such conditions.The question of legitimacy gains another wrinkle when citizens' fading trust in the government and democratic institutions is considered. After almost two years of life under martial law, Ukrainian society shows signs of stable trust in security institutions and declining trust in public organizations. Even though polls conducted under conditions of war have, as expected, a large margin of error, the results still deserve attention for the social dynamics and the relative ratios they reveal. For example, according to a recent poll by the Razumkov Center, a nongovernmental think tank, the most trusted state bodies include military or war-related institutions and organizations: the armed forces (93 percent of respondents trust them), volunteer organizations (that support the army, 84 percent), the National Guard (81 percent), the State Border Service (76.5 percent), the president (who is commander in chief, 72 percent), the Ministry of Defense (71 percent), and the Security Service (66 percent).[23] But trust in democracy-related institutions is falling. The majority of respondents expressed distrust in political parties (74 percent), public officials (72 percent), the courts (70 percent), parliament (64 percent), the National Anti-Corruption Bureau (53 percent), and the National Agency for the Prevention of Corruption (52 percent). Despite being dissatisfied with the civil part of government, the population remaining within Ukraine's borders is opposed to the prospect of elections in 2024. According to the same Razumkov Center poll, only 15 percent of respondents support holding national elections before the end of the war, with almost two-thirds (64 percent) rejecting such a proposal and 21 percent of respondents undecided. Election supporters argue that elections are necessary to support democracy in the country (6 percent) and to show the world that Ukraine is a democratic state (5 percent); another 5 percent see the need to change the government or at least to renew President Zelensky's mandate (5 percent). Election opponents argue that elections are too expensive for the current state budget (36 percent), that the legislation does not allow them (32 percent), that voting would be insecure (31 percent), and that, under martial law, it is impossible to observe democratic standards (29 percent).These data are supported by many other polls (such as ones conducted by KIIS and the IRI/Rating Group).[24] Altogether they show that Ukraine's wartime society has greater trust in the army than in civil authorities and values elections only if they are conducted as a genuine democratic process. More generally, even if a political system were to develop some adaptive legal-political flexibility, war is not conducive to democracy-reinforcing elections.Let's Wait on Elections and Focus on Core IssuesI want to stress that the vox populi as represented, with all caveats, in the above polls and in experts' analysis is aligned, for one good reason: Under current military conditions in Ukraine, it would be hugely risky to conduct elections. All available resources must be poured into defense and achieving victory.Elections would most likely not respond to the legitimate expectations of citizens and would not comply with OSCE standards. Even if the wartime restrictions on the political rights and freedoms of citizens and on the operations of the mass media were canceled, it would arguably take another year to return to the pre-2022 mode of operations. Public debate has long been absent, and Ukrainian society is fragmented, with new cleavages. It will take time for political parties to address both issues and restart meaningful competition for the voters' sympathies in Ukraine. Without such careful preparation of society, elections would be a senseless formality that would only intensify the population's dissatisfaction with the government and negative reactions to those Western nations pushing for elections to be held. Even if some European politicians might not insist on the proper democratic quality to any election, the Ukrainian citizenry would be quite unlikely to tolerate electoral incongruencies.[25] And Zelensky needs real, essential democratic legitimacy in 2024. I believe that the Zelensky administration should resist all pressures and postpone elections. President Volodymyr Zelensky and the current Ukrainian parliament are approaching the hour when their formal legitimacy, their mandate, comes to an end. Under normal conditions, elections to the Verkhovna Rada would have been held last October, while candidates for the presidency would have started preparing for elections scheduled for the last Sunday in March of 2024. But the country is consumed by war, and elections are probably not an option. Or are they? President Zelensky is considering the answer to this question. [1]I should state at the outset that I find the idea of organizing elections, whether presidential only or both presidential and parliamentary, during wartime is a very bad idea. At the same time, I also disagree with those who think the matter of postponing elections can be settled purely by having recourse to existing laws.In this brief I show that the ruling group could, if it chose, adopt some legal maneuvering that would formally respect the constitution and the nation's laws (though violating their spirit), and that these maneuvers have been tested several times in Ukraine since 2014. But such formally legal if doubtfully legitimate elections could also pose unjustifiably high sociopolitical risks for a state at war, and this creates a dilemma for the nation.Defining the Wartime Electoral DilemmaCurrently, the Zelensky administration is under pressure to organize parliamentary and presidential elections soon. The first source of the pressure is the West.[2] Behind the scenes, Ukraine's allies are allegedly demanding that Kyiv renew its government's legitimacy, despite the ongoing war and the mass dislocation of citizens. Ukraine's allies know well the constitutional limitations on wartime elections in Ukraine. They also know that the current legal regime is "flexible" enough to find legal ways of organizing elections. After all, they point out, the war started in 2014, and thereafter two presidents and two parliaments were elected. Also, some opposition-minded groups in the United States and Europe are casting doubt on the democratic nature of Ukraine's government as a reason to reduce the military and financial support being provided to Ukraine.[2] Elections would help the Western pro-Ukrainian governments overcome these objections at home in the upcoming budgetary debates.A second source of pressure to hold elections is the domestic political situation. After a very uneven, challenging, and tragic five-year governing effort that had to deal with the "Green Wave" of radical reforms, the COVID-19 pandemic, growing clashes with opposition groups, and Russia's full-fledged invasion, President Zelensky and his party need to renew their mandate. For the sake of political stability they must demonstrate their democratic legitimacy to the nation, the opposition, and, especially, the army. Whatever future awaits Ukraine, whether protracted war or peace negotiations, the government must be regarded as fully legitimate and must be trusted by its constituencies and the military to cope with upcoming challenges.Under such circumstances, Volodymyr Zelensky and his closest associates must resolve the dilemma: to hold elections or not to hold elections. Each choice has pros and cons.Reasons to defer elections. Russia's war of attrition goes on and demands all the government's attention and all the nation's resources. There are also many constitutional, legal, and political reasons for not holding elections.[4] To organize meaningful, free, and fair elections, Kyiv would need to lift the many political restrictions that were put in place to create national solidary and a singular national focus on achieving victory. This means that the government would need to revise electoral legislation, create new tools to enable the vast number of displaced citizens to vote, allow a more capacious writ and greater ideological diversity of the media, and restart political competition. Reasons not to defer elections. On the other hand, without the essential democratic legitimacy conferred by free and fair elections, it may soon be impossible to govern a nation embroiled in a war for freedom. Even more, if elections were organized, they would need to be conducted in a way that citizens—whether serving at the front or working in the rear or living in the occupied territories—fully recognized that the campaign and ballot count were honest. Ukrainians have a record of revolts provoked by a suspicious electoral process and results.[5] The wartime legal, administrative, socioeconomic, and demographic problems could influence any elections in a big way and so rattle the political order and divert the government's attention from the needs of the front. Legal-Political Flexibility as Ukraine's Answer to a Long WarDespite pressures for—and expert voices against—holding the elections in wartime, Zelensky's team is taking into account Ukraine's recent experience in living under conditions of war. The war in Ukraine started de facto with Russia's first acts of aggression, in 2014, and has now spread throughout the country with Russia's full-scale invasion in 2022. However, de jure, the war between Russia and Ukraine has seen three different legal regimes during the past nine years. Volodymyr Zelensky submitted to parliament a draft law on the declaration of a state of war, but it was never considered by parliament (and only the web archive has actually preserved some traces of this step).[16] Even though a state of war regime is mentioned in the Ukrainian constitution, it has never been defined. Where does the concept of a "state of war" come from, particularly with reference to Ukraine and its political-legal flexibility? In a nutshell, the concept stems from international agreements such as the Third Hague Convention on the Opening of Hostilities (1907) or the UN General Assembly Resolution 3314 (1974), both of which introduce the concepts of war and aggression (Ukraine is a signatory to both). They define the norm according to which one state may not initiate military action against another state absent a declaration of war or an ultimatum. They also stipulate that the use of armed force by one state is sufficient evidence of an act of aggression against another state. By not announcing war on Russia and not introducing a state of war, the Ukrainian government has some flexibility, for example, in continuing to transit Russian gas to the EU.[17] So, even after announcing martial law, the government of Ukraine has preserved some element of legal-political flexibility by not declaring war on Russia.All three legal-political regimes have allowed and prepared Ukrainians to adapt their political and legal systems, as well as their communal life and economy, to the conditions of a temporally protracted and spatially enlarging war. This adaptability has immersed Ukrainian institutions in a state of legal, political, security, and even military affairs that has proved rather flexible in merging de jure and de facto situations. For example, it has allowed the nation to survive when some of its territory was occupied by Russia or Russia-backed separatists—yet there are front-line areas with vast Ukrainian military operations. There are also the rear regions where, prior to the current state of conflict, Ukrainians continued to live and work. And before 2022, but during wartime, they enjoyed competitive elections, the division of power, functional courts, and active participation in international relations. This flexibility, whose roots survived even after 2022, may be used by the ruling group to organize yet another wartime election. And Western allies know it well. Does the Current Legal Regime Allow Elections in Ukraine? Usually, elections are not conducted in countries at war. However, if the war is protracted, elections might be needed to reestablish the domestic and international legitimacy of the government. The Ukrainian constitution and its laws do not provide a clear answer to this question, and this ambiguity is one of the sources of wartime Ukraine's legal-political flexibility.Indeed, the constitution's Article 83 states that if the term of service of the Verkhovna Rada expires when the country is under martial law, its authority is extended until a new parliament is elected. This and other constitutional provisions cannot be changed while martial law is in effect (Article 157). However, the constitution does not prohibit either presidential or local elections from being held. The restrictions on presidential and local elections are provided for in the Law on Martial Law and the Electoral Code's Articles 20 and 280.[18] These stipulations, however, can be changed by parliament and approved by the president, if there is political will to do so. Thus, if the Ukrainian political class agrees, presidential elections can be conducted under martial law next year. Even more, if the president and the Rada agree, they could stop continuing the regime of martial law, despite ongoing military actions on the soil of Ukraine. That way even parliamentary elections could be legally held. However, in such a case the legality and the legitimacy of the decisions would openly contradict each other.In sum, the existing legal-political flexibility indeed provides an opportunity for elections. But it neither resolves the question of the essential democratic legitimacy of elections held during a de facto war nor decreases the risk of desolidarization of society during competitive elections. Security Risks around Wartime Elections Despite all the legal workarounds and some benefits that flexibility can bring, elections pose an existential risk for a nation at war. Ukraine has nonetheless held elections in the face of this risk after 2014, but with the current war of vastly greater scale than earlier stages of the conflict and having an incalculably greater influence on Ukrainian society, economy, and political institutions, the former success may not be repeatable. If elections are attempted in 2024, they may lead to disaster for Ukraine.Ukrainian experts who publicly oppose the decision to hold elections in 2024 typically adduce two arguments. The first is that the constitution and laws prohibit elections when the country is under martial law. This argument has its weak side: there are ways to get around such prohibitions, as discussed above. The second argument is stronger: the sociopolitical order will face overwhelming challenges to its stability if elections are conducted during wartime. The reasoning here usually refers to the unjustifiably high costs of elections and the fact that they would undermine national unity during war. Wartime elections would indeed drag a hugely sensitized society into debates that might still be constrained by the needs of war and into voting that might not be well attended by so many displaced citizens, reducing representation. Here is the major contradiction that makes wartime elections so potentially destructive. If the aim is to uphold and reinforce by democratic means the legitimacy of the government, elections must be free, honest, based on open debate and competition, and accessible to all voters. If some element on this list is missing, the aim of elections will not be achieved. Also, if some element on this list is missing, the sensitized Ukrainian society, which already trusts military institutions more than it trusts civilian, democratic ones, might protest en masse. The picture is even more contradictory: if resources are so scarce as to hamper the country's defense efforts, and if international support is slowing, then diverting resources away from defense and toward some other purpose is counterproductive. Indeed, allocating human, administrative, and financial resources to elections during a war of attrition is an unjustifiable luxury. Over 47 percent of the Ukrainian budget for 2024 is planned to come from external sources.[19] And these sources, as the current debates in the U.S. Congress demonstrate, may not be as generous as in 2022–2023. Every public and economic sector in Ukraine reports a growing deficit in human resources.[20] Well over six million Ukrainians have left the country, and many of them—over a million, at a minimum—live on the territory of the aggressor state.[21] Over three million Ukrainians are fighting to survive in internal displacement. Another four million Ukrainians live in Russia-occupied Ukrainian territory.[22] Under such conditions, it would be close to impossible to organize an inclusive and accessible voting apparatus. And that would put in doubt the legitimacy of any government elected under such conditions.The question of legitimacy gains another wrinkle when citizens' fading trust in the government and democratic institutions is considered. After almost two years of life under martial law, Ukrainian society shows signs of stable trust in security institutions and declining trust in public organizations. Even though polls conducted under conditions of war have, as expected, a large margin of error, the results still deserve attention for the social dynamics and the relative ratios they reveal. For example, according to a recent poll by the Razumkov Center, a nongovernmental think tank, the most trusted state bodies include military or war-related institutions and organizations: the armed forces (93 percent of respondents trust them), volunteer organizations (that support the army, 84 percent), the National Guard (81 percent), the State Border Service (76.5 percent), the president (who is commander in chief, 72 percent), the Ministry of Defense (71 percent), and the Security Service (66 percent).[23] But trust in democracy-related institutions is falling. The majority of respondents expressed distrust in political parties (74 percent), public officials (72 percent), the courts (70 percent), parliament (64 percent), the National Anti-Corruption Bureau (53 percent), and the National Agency for the Prevention of Corruption (52 percent). Despite being dissatisfied with the civil part of government, the population remaining within Ukraine's borders is opposed to the prospect of elections in 2024. According to the same Razumkov Center poll, only 15 percent of respondents support holding national elections before the end of the war, with almost two-thirds (64 percent) rejecting such a proposal and 21 percent of respondents undecided. Election supporters argue that elections are necessary to support democracy in the country (6 percent) and to show the world that Ukraine is a democratic state (5 percent); another 5 percent see the need to change the government or at least to renew President Zelensky's mandate (5 percent). Election opponents argue that elections are too expensive for the current state budget (36 percent), that the legislation does not allow them (32 percent), that voting would be insecure (31 percent), and that, under martial law, it is impossible to observe democratic standards (29 percent).These data are supported by many other polls (such as ones conducted by KIIS and the IRI/Rating Group).[24] Altogether they show that Ukraine's wartime society has greater trust in the army than in civil authorities and values elections only if they are conducted as a genuine democratic process. More generally, even if a political system were to develop some adaptive legal-political flexibility, war is not conducive to democracy-reinforcing elections.Let's Wait on Elections and Focus on Core IssuesI want to stress that the vox populi as represented, with all caveats, in the above polls and in experts' analysis is aligned, for one good reason: Under current military conditions in Ukraine, it would be hugely risky to conduct elections. All available resources must be poured into defense and achieving victory.Elections would most likely not respond to the legitimate expectations of citizens and would not comply with OSCE standards. Even if the wartime restrictions on the political rights and freedoms of citizens and on the operations of the mass media were canceled, it would arguably take another year to return to the pre-2022 mode of operations. Public debate has long been absent, and Ukrainian society is fragmented, with new cleavages. It will take time for political parties to address both issues and restart meaningful competition for the voters' sympathies in Ukraine. Without such careful preparation of society, elections would be a senseless formality that would only intensify the population's dissatisfaction with the government and negative reactions to those Western nations pushing for elections to be held. Even if some European politicians might not insist on the proper democratic quality to any election, the Ukrainian citizenry would be quite unlikely to tolerate electoral incongruencies.[25] And Zelensky needs real, essential democratic legitimacy in 2024. I believe that the Zelensky administration should resist all pressures and postpone elections. Северо-Монгольская горная лесостепь, переходная зона между тайгой и открытой степью, имеет богатый животный и растительный мир. Для сельского хозяйства это самая продуктивная часть страны и имеет плотность населения выше средней по Монголии. Древостои светлой тайги, в которых преобладает лиственница (Larix sibirica Ledeb.), представляют основу монгольских продуктивных лесов и поставляются все больше в соответствии с растущим спросом на деловую древесину и дрова. В лесах Монгольской горной лесостепной зоны и таежной зоны наблюдается, особенно с конца прошлого века, заметное сокращение площади леса. Основными факторами этого сдвига растительности являются изменения в землепользовании, частота пожаров, появление вредителей и изменение климата. На видовой состав, прирост и структуру древостоев оказывают сильное влияние различные природные и антропогенные режимы воздействия и климатические факторы. Понимание влияния климатических факторов на эти воздействия и экологическое влияние от воздействий на древостои и их реакцию с точки зрения структуры, прироста и обновлений необходимо для развития экологически и регионально соответствующих программ ведения лесного хозяйства. Частые, интенсивные, обширные воздействия, прежде всего лесозаготовки и лесные пожары, способствовали появлению сукцессионных лесов (Betula platyphylla Sukaczev), в которых преобладает береза. Несмотря на предпринимаемые усилия по созданию альтернативных подходов к управлению лесами в Монголии существует недостаток знаний о влиянии основных факторов и воздействий на структуру лесов и лесной растительности и недостаточная мощность. Одной из областей с традиционно сильным землепользованием является аймак Селенги, расположенный к северу от Улан-Батора. В 2009 году Монгольский Университет естественных наук в Дархане и группа лесопользователей в исследовательском районе Альтансумбэр создали исследуемые площади и провели экспериментальные опыты выборочной рубки. Эта инициатива в области была поддержана в рамках проекта UNFAO «Укрепление потенциала и институциональное развитие для совместного управления природными ресурсами и сохранения лесов в лесных районах Монголии» (GCP / MON / 002 / NET), финансируемого правительством Нидерланды. Большинство исследуемых площадей имеет размер 2500 м². Исследовательский район Альтансумбэр расположен к западу от Дархана и является ярким примером монгольской горной лесостепной зоны. Исследовательский район Бугант расположен к востоку от Дархана в западных горах Хенти и является частью густой таежной зоны. Изучалось влияние климатических факторов и выборочной вырубки на рост и структуру поврежденных от пожара березовых и лиственничных древостоев светлой тайги в исследовательском районе Алтансумбэр (горная лесостепная зона, северные склоны). В исследовательском районе Бугант (таежная зона, южные и восточные склоны) изучено влияние климатических факторов на прирост березы и проведено сравнение с результатами Алтансумбэр. Различия в отношении повреждений от пожара между березой и сосной (Pinus sylvestris L.) оценивались отдельно. Во всех исследованных древостоях обоих исследуемых районов были обнаружены признаки лесных пожаров, и большинство древостоев также показали признаки предыдущих мелкомасштабных лесозаготовок. Посредством дендрохронологических методов были рассмотрены отношения климата и роста и проведен анализ экстремальных годов. В районе исследований Алтансумбэр непространственная и пространственная структура леса была проанализирована как до, так и непосредственно после прореживания и после трех лет. Анализы произведены в форме анализа прореживания с использованием L-функции и радиальной функции распределения. Влияние снижения конкуренции на прирост остальных деревьев было описано и проанализировано с помощью линейных смешанных моделей. Подрост был зафиксирован на всех площадях в Алтансумбэр в 2012 и в Бугант в 2011 году и возобновился на некоторых площадях в Бугант в 2013 году. Для обоих видов, лиственницы и березы, осадки во время позднего лета и ранней осени предыдущего года и непосредственно перед началом вегетационного периода текущего года были решающим климатическим фактором, определяющим рост деревьев. В более сухой и высококонтинентальной горной лесостепной зоне (Алтансумбэр) по сравнению с более влажной таежной зоной (Бугант) связь между осадками и ростом березы была более выраженной. Признаки повреждения насекомыми были найдены только в Бугант (таежная зона). Все хронологии берез показали высокую чувствительность к более высоким температурам, как правило, весной, и взаимосвязь между временным возникновением негативного соотношения температуры и роста и направления склона. На северных склонах в Алтансумбэр статистические отрицательные соотношения температуры и роста березы произошли в мае. На южных склонах в Буганте это отрицательное соотношение возникло раньше по времени, в апреле. Это отрицательное соотношение температуры и роста в хронологии лиственницы в Алтансумбэр не было установлено. В обоих исследуемых районах среднегодовые показатели роста хвойных пород были выше, чем у березы. Наблюдаемое различие в отношении показателей роста и чувствительности к весенним температурам может быть связано с различной защитной способностью березы и хвойных пород от очень распространенных низкоинтенсивных поверхностных пожаров, которые имеют свой пиковый сезон весной и частично управляются климатическими факторами. Количество видимых поврежденных огнем берез с тонкой корой в Буганте было более, чем в восемь раз выше, чем сосны с толстой корой из того же древостоя. В древостоях, где береза смешана со светлыми хвойными породами, малоинтенсивный режим пожаров имеет более негативное и длительное влияния на рост берез, чем на рост хвойных пород с толстой корой. С другой стороны, разрушение древостоя интенсивными пожарами или сокращение площади вследствие повторяющейся интенсивной вырубки может благоприятствовать преобладанию березы из-за ее способности прорастания – поросль от пня. Характеристики структуры леса и реакции на воздействия изучались исключительно в исследовательском районе Алтансумбэр и могли быть связаны с процессами сукцессии, пожарами и нерегулируемыми вырубками. Агрегированное размещение деревьев было подтверждено для всех лиственничных древостоев и большинства березовых древостоев в Алтансумбэр до выборочной рубки. Вследствие прорастания береза часто встречается агрегировано в очень узких, небольших группах. Лиственница, напротив, появилась в более свободных кластерах, где деревья распределены на более дальнем расстоянии. Вследствие того, что березы имеют меньшую продолжительность жизни и интенсивнее конкурируют друг с другом, у березовых древостоев имеется способность развиваться к случайному размещению деревьев раньше, чем у лиственничных древостоев. Конкуренция сыграла значительную роль в исследуемых древостоях светлой тайги. В исследовательском районе Алтансумбэр соотношение между конкуренцией и ростом оценивалось до, непосредственно после и через три года после прореживания. Прореживания проводились с различной интенсивностью (5,4% - 52,4% площадь сечения). Основными критериями отбора деревьев для рубки были относительно низкое состояние здоровья и способность к росту, на что указывало повреждения ствола и развитие кроны, форма ствола, а также расстояние между отдельными деревьями. Этот отбор привел в значительной мере к низовому прореживанию. Как и ожидалось, прореживание способствовало регулярному размещению деревьев. Тем не менее, дальнейший рост новых стволов привело к тому, что распределение деревьев древостоя менялось обратно в направлении агрегированного. Прирост был в значительной степени вызван ослаблением конкуренции как результат прореживания, и ответ прироста был действительным в абсолютном и относительном выражении. Относительное увеличение прироста по сравнению с периодом до прореживания было немного выше для березы, чем для лиственницы, несмотря на сравнительно поздний средний возраст древостоев на момент прореживания в 2009 году, особенно для березы. Данные были полученны из анализа годичных колец деревьев ( средний возраст лиственница: 22-61 год, березы - 44-68 лет). Основываясь на региональных данных недавней национальной инвентаризации лесов (MPNFI) как норме, количество подроста во всех древостоях в Алтансумбэр относительно низко, тогда как число подроста в Бугант выше среднего. В целом результаты показали, что более методическая стратегия управления лесами является возможной с научной точки зрения. Вместе с тем местное управление лесами должно служить многофункциональным целям регионального лесопользования. Потенциал лесов обеспечивать такие экосистемные услуги, как защита водного режима и почвы, постоянный растительный покров, биоразнообразие, внесение вклада в снижение негативных последствий изменения климата должен быть гарантирован. Это, принимая во внимание длительное изменение климата, усиление воздействий и развитие требований общества, особенно сложно. Основная цель лесоводства должна заключаться в повышении устойчивости и жизнестойкости лесных экосистем к различным воздействиям и одновременно делать возможным использование древостоев. Две модели использования представляются возможными: промышленное производство изделий из дерева (в основном из лиственницы и сосны) или производство энергии на базе древесины (в основном береза), заготовка дров. Плотные древостои светлой тайги, отведенные под производственные леса, могут быть подвергнуты прореживанию или выборочной рубке от одного до двух раз в первые 50-60 лет. в соответствии с вышеназванными критериями. При выборочной рубке в форме небольших групп (Femel) в этих древостоях происходит способствование регенерации и переход в окончательное пользование. Подсадка подроста должна рассматриваться только в том случае, если желаемая регенерация недостаточна или если древостой должен быть изменен на другой древесный состав. Часть сукцессивных березовых древостоев рядом с поселениями могла бы управляться как низкоствольный лес для получения дров. Директивы лесоводства должны принимать во внимание различные специфические экологические и климатические условия, различный возраст древостоев, цели в области лесоводства и реалистические варианты управления. Управленческие меры должны быть усилены путем национального и регионального управления лесами. Рекомендуется также анализировать экономическую эффективность лесохозяйственных операций, таких, как различные системы заготовки древесины. Результаты и выводы проекта охватывают лишь относительно короткие временные рамки. Необходимо продолжить наблюдение долгосрочного влияния выборочной рубки, особенно с точки зрения стабильности древостоя, почвы и спорадической вечной мерзлоты. ; Die nordmongolische Gebirgswaldsteppe, die Übergangszone zwischen Taiga und offener Steppe, besitzt eine reiche Tier- und Pflanzenwelt. Für die Landwirtschaft ist diese Region der produktivste Landesteil und weist für die Mongolei eine überdurchschnittlich hohe Siedlungsdichte auf. Helle Taigabestände, die von Lärche (Larix sibirica Ledeb.) dominiert werden, stellen das Rückgrat der mongolischen Wirtschaftswälder dar und sind zunehmend einer wachsenden Nachfrage an Industrie- und Brennholz ausgesetzt. Die borealen Wälder der mongolischen Gebirgswaldsteppenzone und der Taigazone sind, vor allem seit dem Ende des letzten Jahrhunderts, sichtbar zurückgegangen. Die hauptsächlichen Triebkräfte dieser Vegetationsverschiebung sind Änderungen in Bezug auf Landnutzung, Waldbrandhäufigkeit und das Auftreten von Schädlingen und Klimawandel. Artenzusammensetzung, Zuwachs und Bestandesstruktur werden stark von den verschiedenen natürlichen und anthropogenen Störungsregimen und auch Klimafaktoren beeinflusst. Ein Verständnis zum Einfluss von Klimafaktoren auf diese Störungen und den ökologischen Einfluss von Störungen auf Waldbestände und ihre Reaktion in Bezug auf Struktur, Zuwachs und Verjüngung ist essentiell für die Entwicklung von ökologisch und regional angepassten Waldbewirtschaftungsprogrammen. Häufigere intensive großflächige Störungen, vor allem Holzeinschlag und Waldbrände, förderten das Auftreten von Sukzessionswäldern, die oft von Birken (Betula platyphylla Sukaczev) dominiert werden. Trotz laufender Bemühungen zur Etablierung alternativer Waldbewirtschaftungsansätze in der Mongolei, fehlt es an Wissen über die Auswirkungen der wichtigsten Einflussfaktoren und Störungen auf Waldstruktur und Waldwachstum und an ausreichenden Kapazitäten. Eine der Provinzen mit traditionell intensiver Landnutzung ist der Selenge Aimag, nördlich von Ulaanbaatar. Im Jahr 2009 wurden von der Mongolischen Universität für Lebenswissenschaften in Darchan und der Waldnutzergruppe Altansumber Referenzflächen und experimentelle Durchforstungsversuche eingerichtet. Die Mehrzahl der Forschungsflächen weist eine Größe von jeweils 2500m² auf. Diese Initiative wurde durch das UNFAO-Projekt " Capacity Building and Institutional Development for Participatory Natural Resources Management and Conservation in Forest Areas of Mongolia" (GCP / MON / 002 / NET) unterstützt, welches durch die niederländische Regierung finanziert wurde. Das Forschungsgebiet Altansumber liegt westlich von Darchan und ist ein Paradebeispiel für die mongolische Gebirgswaldsteppenzone. Das Forschungsgebiet Bugant liegt östlich von Darchan im westlichen Khentii-Gebirge und ist Teil der dicht bewaldeten Taigazone. Die Auswirkungen von Klimafaktoren und selektiver Holznutzung auf Waldstruktur und Wachstum von Birke und Lärche wurden in feuergestörten Beständen der hellen Taiga des Forschungsgebietes Altansumber (Gebirgswaldsteppenzone, Nordhänge) untersucht. Im Forschungsgebiet Bugant (Taigazone, Süd- und Osthänge) wurde der Einfluss von Klimafaktoren auf den Zuwachs der Birke untersucht und mit den Ergebnissen von Altansumber verglichen. Unterschiede in Bezug auf Brandschäden zwischen Birke und Kiefer (Pinus sylvestris L.) wurden separat in einer kleinen Fallstudie erfasst. In allen untersuchten Beständen beider Forschungsgebiete wurden Anzeichen von Waldbränden gefunden, und die meisten Bestände zeigten auch Spuren von ehemaliger, kleinräumiger Holznutzung. Mittels dendrochronologischer Methoden wurden die Klima-Wachstums-Beziehungen untersucht und Weiserjahranalysen durchgeführt. Im Forschungsgebiet Altansumber wurde die nicht-räumliche und räumliche Waldstruktur sowohl vor, als auch direkt nach der Durchforstung und drei Jahre später analysiert. Die Analysen wurden in Form von Eingriffsanalysen unter Verwendung von L-funktionen und Paarkorrelationsfunktionen durchgeführt. Die Auswirkung von Konkurrenzverringerung auf den Zuwachs der verbleibenden Bäume wurde mittels linear gemischter Modelle beschrieben und analysiert. Die Verjüngungsschicht wurde auf allen Flächen in Altansumber 2012 und in Bugant 2011 aufgenommen und auf einigen Flächen in Bugant 2013 wiederaufgenommen. Für beide Arten, Lärche und Birke, war Niederschlag während der Zeit des Spätsommers und Frühherbstes des Vorjahres und direkt vor der Vegetationsperiode des laufenden Jahres, ein entscheidender Klimafaktor und bestimmend für das Baumwachstum. Die Weiserjahranalyse zeigte eine weitgehend gute Übereinstimmung zwischen beiden Arten. Ausreichend Niederschlag vor dem Beginn der Vegetationsperiode war für das Wachstum junger Birken wichtiger als für ältere. Die Beziehung zwischen Niederschlag und Zuwachs der Birke war in der trockeneren und hochkontinentalen Gebirgswaldsteppenzone (Altansumber), im Vergleich zu der feuchteren Taigazone (Bugant), ausgeprägter. Anzeichen für Insektenschäden konnten nur in Bugant (Taigazone) gefunden werden. Alle Birkenchronologien zeigten eine hohe Empfindlichkeit gegenüber höheren Temperaturen, typischerweise im Frühjahr, sowie eine Beziehung zwischen dem zeitlichen Auftreten der negativen Temperatur-Wachstums-Beziehung und Hangexposition. Auf den Nordhängen in Altansumber trat eine signifikante negative Korrelation zwischen Temperatur und Zuwachs der Birke im Mai auf. Auf den Südhängen in Bugant trat diese negative Korrelation zeitlich früher, im April, auf. Diese signifikant negative Temperatur-Wachstums-Beziehung konnte für die Lärchen-Chronologie in Altansumber nicht bestätigt werden. In beiden Forschungsgebieten war die durchschnittliche jährliche Zuwachsleistung der Nadelbäume höher als die der Birke. Die beobachtete Differenz, bezüglich der Zuwachsleistung und der Empfindlichkeit gegenüber der Frühjahrstemperatur, könnte zu einem gewissen Grad mit unterschiedlichen Schutzmechanismen von Birken- und Nadelbäumen, gegenüber den sehr häufig auftretenden niedrig intensiven Bodenfeuer zusammenhängen, welche im Frühjahr ihre Hauptsaison haben und teilweise durch Klimafaktoren gesteuert werden. Die Anzahl von sichtbar feuergeschädigten Bäumen war in Bugant für die dünnborkigen Birken bis über achtmal so hoch wie die für die dickborkigen Kiefern aus dem gleichen Bestand. In aus Birken und Nadelbäumen gemischten Beständen hat ein niedrig intensives Bodenfeuerregime einen negativeren und länger anhaltenden Einfluss auf das Wachstum der Birke als auf das Wachstum von dickborkigen Nadelbäumen. Auf der anderen Seite fördern intensive Brände oder intensiver Einschlag oder Kahlschlag die Dominanz von Birkensukzession aufgrund ihrer Fähigkeit zum Stockausschlag. Charakteristika der Waldstruktur und Störungsreaktion wurden ausschließlich im Forschungsgebiet Altansumber untersucht und konnten mit Sukzessionsprozessen, Waldbränden und ungeregeltem Holzeinschlag in Verbindung gebracht werden. Eine signifikant unregelmäßige ("geklumpte") Baumverteilung konnte für alle Lärchen- und die meisten Birkenbestände in Altansumber vor der Durchforstung bestätigt werden. Aufgrund von Stockausschlag traten junge Birken häufig in sehr engen, kleinen Trupps auf. Lärchen hingegen tauchten in lockereren Clustern verteilt über größere Distanzen auf. Da Birken geringere Lebensspannen aufweisen und intensiver untereinander konkurrieren, könnten sie in reinen Beständen eine zufällige räumliche Verteilung früher als die Lärche erreichen. Konkurrenz spielte eine signifikante Rolle in den untersuchten hellen Taigabeständen. Im Forschungsgebiet Altansumber wurde die Beziehung zwischen Konkurrenz und Zuwachs vor, direkt nach und drei Jahre nach der Durchforstung ausgewertet. Die Eingriffe wurden in verschiedenen Durchforstungsstärken durchgeführt (5,4% - 52,4% G). Hauptkriterien für die Auswahl von zu entfernenden Bäumen waren relativ niedrigerer Gesundheitszustand und Wachstumspotenzial, angedeutet durch Stammschäden, Kronenentwicklung und Stammform sowie Abstand zwischen den einzelnen Bäumen. Diese Auswahl führte weitgehend zu Niederdurchforstungen. Wie erwartet förderte Durchforstung eine regelmäßige Baumverteilung. Allerdings führte das Einwachsen von neuen Stämmen die Waldstruktur zurück in Richtung geklumpter Baumverteilung. Der Zuwachs wurde signifikant durch die, von der Durchforstung ausgelösten, Konkurrenzverringerung gesteuert und die Zuwachsreaktion war in absoluter und relativer Betrachtung gültig. Die relative Zuwachssteigerung gegenüber der Periode vor der Durchforstung war für die Birke etwas höher als für die Lärche, trotz der relativ hohen durchschnittlichen Bestandesalter zum Zeitpunkt der Durchforstung im Jahr 2009, insbesondere für die Birken. Die Daten wurden aus Jahrringanalysen abgeleitet (mittleres Alter der Lärchenbestände: ca. 22 und 61 Jahre; Birkenbestände: ca. 44 und 68 Jahre). Basierend auf den regionalen Daten aus der aktuellen nationalen Waldinventur (MPNFI) als Referenzwert, ist die Anzahl in der Verjüngungsschicht in Altansumber in allen Beständen nach der Durchforstung relativ niedrig, wohingegen die Anzahl in der Verjüngungsschicht in Bugant überdurchschnittlich ist. Insgesamt zeigen die Ergebnisse, dass eine mehr methodisch fundierte Waldbewirtschaftungsstrategie möglich ist. Jedoch müssen die örtlichen waldbaulichen Maßnahmen den multifunktionalen regionalen Waldbewirtschaftungszielen dienen. Die Kapazität der Wälder weiterhin Ökosystemleistungen, wie Wasser- und Bodenschutz, kontinuierliche Vegetationsabdeckung und Biodiversität zur Verfügung zu stellen, und zur Minderung von negativen Effekten durch den Klimawandel beizutragen, muss gesichert werden. Dies ist angesichts des anhaltenden Klimawandels, der zunehmenden Häufigkeit von Störungen und der Entwicklung gesellschaftlicher Bedürfnisse besonders schwierig. Das wichtigste waldbauliche Ziel sollte die Verbesserung der Stabilität und Resilienz der Waldökosysteme gegenüber unterschiedlichen Störungen sein und dabei simultan die Nutzung einiger Bestände ermöglichen. Zwei Nutzungsmodelle könnten möglich sein: Industrieholzproduktion (hauptsächlich Lärche und Kiefer) oder Energieholzproduktion (hauptsächlich Birke). Dichte helle Taigabestände, die als Wirtschaftswälder ausgewiesen sind, könnten in den ersten 50-60 Jahren ein bis zwei Mal, entsprechend den oben genannten Kriterien, durchforstet oder selektiv eingeschlagen werden. Zu einem späteren Zeitpunkt könnten diese Bestände dann in Femelschlagsysteme zur Förderung der Verjüngung und zur endgültigen Nutzung überführt werden. Unterpflanzen von Jungwuchs sollte nur in Betracht gezogen werden, wenn die gewünschte Verjüngung nicht ausreicht oder wenn der Bestand in eine andere Baumartenzusammensetzung überführt werden soll. Ein Teil der Sukzessionsbirkenbestände in der Nähe von Siedlungen könnte als Niederwälder zur Energieholzgewinnung bewirtschaftet werden. Waldbaurichtlinien müssen erarbeitet werden und die unterschiedlichen speziellen ökologischen und klimatischen Bedingungen verschiedener Bestandesalter, die waldbaulichen Ziele und realistische Bewirtschaftungsoptionen berücksichtigen. Kontrollmechanismen müssen von der nationalen und regionalen Forstverwaltung verstärkt werden. Es wird empfohlen, auch die ökonomische Effizienz von waldbaulichen Operationen, z. B. verschiedene Erntesysteme zu analysieren. Die Ergebnisse und Schlussfolgerungen des Projektes stammen aus einem relativ kurzen Beobachtungszeitraum. Die Langzeitwirkungen von verschiedenen selektiven Einschlagsintensitäten müssen untersucht werden, insbesondere in Bezug auf Bestandesstabilität, Boden und sporadischen Permafrost. ; The northern Mongolian mountain forest steppe, the transition zone between taiga and open steppe, is rich in plant and animal life. It is the most productive region in the country in terms of agriculture and, as a result, exhibits settlement density above average for Mongolia. Light taiga stands, dominated by larch (Larix sibirica Ledeb.), are the backbone of Mongolian production forests and become increasingly opened to the growing demand for timber and firewood. The boreal forests of the Mongolian mountain forest steppe and taiga zones have experienced a visible decline in forest area and quality, especially since the end of the last century. The main drivers of this vegetation shift are changes in land use, fire frequency, pest occurrence and climate change. Species composition, growth and stand structure are strongly affected by the different natural and anthropogenic disturbance regimes and climate factors. Understanding the impact of climate factors on these disturbances and the ecological impact of disturbances on forest stands and their response in terms of structure, growth and regeneration is essential for the development of ecologically and regionally adapted forest management programs. Increasingly intensive large-scale disturbances, especially logging and forest fires, have boosted the presence of succession forests, often dominated by birch (Betula platyphylla Sukaczev). Despite ongoing initiatives for the establishment of alternative forest management approaches in Mongolia, there is a lack of knowledge regarding the influence of the main impact factors and disturbances on forest structure and forest growth, as well as a lack of capacity. One of the provinces with traditionally intense land use is the Selenge Aimag located to the north of Ulaanbaatar. Reference plots and experimental thinning trials were established in 2009 by the Mongolian University of Life Sciences in Darkhan and the forest user group Altansumber. The majority of the plots exhibit a size of 2500 m² each. This initiative was supported by the UNFAO-Project "Capacity Building and Institutional Development for Participatory Natural Resources Management and Conservation in Forest Areas of Mongolia" (GCP/MON/002/NET), which was financed by the government of the Netherlands. The research area Altansumber is situated west of Darkhan and is a prime example of the Mongolian mountain forest steppe zone. The research area Bugant is situated east of Darkhan in the western Khentii Mountains and is part of the densely forested taiga zone. The effects of climate factors and selective cutting on forest structure and growth of birch and larch were studied in the fire disturbed light taiga stands of the research area Altansumber (mountain forest steppe zone, north-facing slopes). In the research area Bugant (taiga zone, south- and east-facing slopes), the impact of climate factors on the growth of birch was studied and compared with the results from Altansumber. Differences concerning fire damage between birch and pine (Pinus sylvestris L.) were assessed separately in a small case study. Signs of fire were found in all researched stands in both research areas, and most stands also showed traces of previous small-scale logging activities. Using dendrochronological methods, the climate-growth relationships were examined and pointer year analyses conducted. In the research area Altansumber non-spatial and spatial forest structure was analysed before, directly after the thinning and three years later. The analyses were conducted in form of harvest event analyses and using L-functions and pair correlation functions. The effect of competition relief on the growth of the remaining trees was modelled with linear mixed-effects models. Regeneration was assessed in all plots in Altansumber in 2012 and in Bugant in 2011 and re-assessed in some plots in Bugant in 2013. For both, larch and birch, precipitation during the late summer and early autumn of the previous year and directly before the growing season of the current year was a decisive climatic factor determining tree growth. Pointer year analysis showed good agreement between the two species. Sufficient precipitation prior to the start of the growing season was more relevant for the growth of younger birch trees than for older ones. The relationship between precipitation and the growth of birch was more pronounced in the drier and highly continental mountain forest steppe zone (Altansumber) than in the more humid taiga zone (Bugant). Indication of insect damage was found only in Bugant (taiga zone). All birch chronologies showed a strong sensitivity to higher temperatures, typically during spring, and a relationship between the timing of the negative temperature-growth relation and slope exposition. On the north-facing slopes in Altansumber, the significant negative correlation between temperature and growth of birch occurred in May. On the south-facing slopes in Bugant, this negative correlation occurred earlier, in April. This negative temperature-growth relation was not confirmed for the larch chronology in Altansumber. In both research areas, the average annual growth performance was higher for conifers than for birch. The observed difference concerning growth performance and sensitivity to spring temperature may be to some extend related to the different protection capacities of birch and conifers against the very common low-intensity surface fires, which peak during spring and are partly driven by the climate factors. The number of obviously fire damaged trees in Bugant was up to over eight times higher for the thin-barked birches than for the thick-barked pine trees. In conifer-birch mixed stands, a low intensity surface fire regime has a more negative and longer-lasting influence on the growth of birch than on the growth of thick-barked conifers. However, intensive stand-replacing fires and repeated intensive cutting or clear cutting favour the dominance of birch succession due to their re-sprouting capacity. Forest structure characteristics and disturbance response were studied exclusively in Altansumber and could be linked to succession processes, fire and unregulated logging. A significantly irregular ("clumped") tree distribution was confirmed for all larch stands and the majority of the birch stands in Altansumber before the thinning. Due to coppicing, young birch often occurred in very small, tight clusters. Larch, in contrast, occurred in looser clusters spread over greater distances. Because birches have shorter life spans and compete more intensely with one another, they may have the capacity to develop in pure stands a random spatial distribution sooner than larch. Competition played a significant role in the light taiga stands monitored in this study. In Altansumber, the relationship between competition and growth was evaluated before, directly after and three years after the thinning. The thinnings were carried out with different thinning intensities (removal: 5.4% - 52.4% G). The main criteria for selecting trees for removal were relatively lower health status and growth capacity, as indicated by damages at the stem and crown development, by stem shape, as well as spacing between trees. This selection largely lead to thinnings from below. As expected, thinning promoted regular tree distribution. However, the ingrowth of new stems redirected stand structure towards clumped tree distribution. Growth was significantly triggered by the thinning-induced competition relief, and growth response was valid in absolute and relative terms. Compared to the period before the thinning, relative growth increase was slightly higher for birch than for larch despite the relatively late average stand age at the time of thinning in 2009, especially for the birch trees. Data were derived from tree-ring analyses (average age of the larch stands: ca. 22 and 61 years; birch stands: ca. 44 and 68 years). Based on the regional data of the recent national forest inventory (MPNFI) as reference values, regeneration in Altansumber was relatively low in all stands after thinning, whereas regeneration in Bugant was over average. Overall, the results indicate that a more methodical forest management strategy is feasible. Local silvicultural actions, however, need to serve multifunctional regional forest management objectives. The capacity of the forests to provide ecosystem services such as water and soil protection, continuous vegetation cover, and biodiversity and to contribute to the mitigation of negative effects of climate change has to be ensured. This is particularly challenging in the face of ongoing climate change, increasing disturbance frequency and the development of societal needs. The main silvicultural objectives should be to improve the stability and resilience of forest ecosystems against different disturbances while simultaneously enabling the utilization of some stands. Two utilization models may be possible: timber production (predominantly larch and pine) or energy wood production (predominantly birch). Dense light taiga stands designated as production forests could be thinned or selectively cut one to two times in the first 50-60 years of growth according to the criteria mentioned above. At a later stage, these stands could be transformed to shelterwood cutting systems for promotion of regeneration and for final utilization. Underplanting of regeneration should only be considered if the desired regeneration is not sufficient or if the stand shall be transformed to another tree species composition. Some of the succession birch stands close to settlements could be managed as coppice forests for energy wood production. Forest management guidelines need to be elaborated and take into account the special ecological and climatic conditions, different stand conditions, silvicultural objectives and realistic management options. Control mechanisms need to be reinforced by the national forest administration. It is recommended to analyze also the economic efficiency of silvicultural operations, e.g. different harvest systems. The results and conclusions of the project are derived from a relatively short study period. Long term effects of different selective cutting intensities need to be studied, especially with regard to stand stability, soil and sporadic permafrost.
