GFDRR was established in September 2006 as a global partnership of the World Bank, UN agencies and bilateral donors, located in World Bank headquarters in Washington, DC. Its missions are (a) to mainstream disaster reduction and climate change adaptation (CCA) in country development strategies, and (b) to foster and strengthen global and regional cooperation among various stakeholders under the International Strategy for Disaster Reduction (ISDR) system. GFDRR supports the implementation of the UN 2005-2015 Hyogo Framework for Action (HFA). This international agreement in relation to disaster risk reduction (DRR) arose from a 168-nation UN conference held in Kyoto, Japan, in 2005. The key player for coordinating the implementation of HFA is the UNISDR bureau with headquarters in Geneva and eight regional offices worldwide. Another UN agency with operational responsibility for UN disaster related work is the UNDP-BCPR. These two UN agencies and GFDRR have complementary goals, creating potential for collaboration among the three organizations, but also calling for care in monitoring the risk of overlapping work among them and other DRR actors. UNISDR was a founding partner of GFDRR and UNDP-BCPR became a permanent observer to GFDRR in 2008.

In this first working paper the authors present and compare systems of indicators of regulatory quality, analyzing their conceptual underpinnings, technical properties, and usage by governments, stakeholders and academics. After having discussed the datasets and the types of data available, they authors consider a set of critical aspects related to the design, data gathering and utilization of indicators, providing suggestions for improvement. The authors' major findings and proposals are the following: systems of indicators have been developed ad hoc, by organizations pursuing different objectives over time and across the world. Conceptual underpinnings, modalities of data-gathering, and types of usage reflect different operationalizations of regulatory quality. In the construction of regulatory indicator datasets, the first essential step is to gauge the quality of data, in order to construct insightful and meaningful measurements. Especially in developing countries, the consideration of the quality of data is preliminary to any technical and statistical discussion on how to treat data. Western governments tend to use single measures with the specific purpose of improving methods of regulatory analysis (through studies that analyze the conduct of regulators). The authors have not found systematic attempts to measure how regulatory reform is changing the attitudes towards regulation of regulators and policy officers who develop legislation. Aggregation should reflect basic technical rules, but more importantly, it should be performed in a way that conveys messages to those who are supposed to make use of the composite measures. To illustrate, if the goals of regulatory reform are institutionalization, economic growth, accountability, interaction with the stakeholders and communication, aggregation should be performed along these four dimensions, not in relation to abstract technical properties.

Chinese Foreign Direct Investment (FDI) into Africa is on the rise and Ethiopia is at the forefront of this trend. On request of the Government, the World Bank surveyed 69 Chinese enterprises doing business in Ethiopia with a 95-question survey in May/June 2012. The survey covered various aspects of the foreign direct investment climate in Ethiopia, including infrastructure, sales and supplies, land, crime, competition, finance, human resources, and questions about general opportunities and constraints for doing business in Ethiopia. This report summarizes the results of survey and provides policy suggestions in light of the analysis; the report also provides some broader background of the expected benefits of FDI into Ethiopia as well as current policies and approaches to promote incoming investment. Addressing identified obstacles could help Ethiopia to take better advantage of foreign investors in order to accelerate the shift from a predominantly low-productivity agriculture-based economy towards a higher-productivity manufacturing and export-based economy. Experiences in successful countries around the world, and especially East Asia show that foreign investment is instrumental to facilitate such a structural transformation and to maintain sustained and broad-based economic development. This study recommends five main areas for policy adjustments to facilitate foreign investors coming into Ethiopia: adjust customs clearance procedures and trade regulations; facilitate currency convertibility and increase transparency of the exchange rate policy; improve tax administration consistency and efficacy; execute impartial labor regulation; and increase the supply and quality of skilled workers.
