This tool kit comprises information on how to create a shared vision for digital health through a national strategy, focused on maximizing the value of resources. It supports efforts to introduce digital health solutions that make systems interoperable and less fragmented, and thus provide equitable access to health care services and offer every patient continuity of care. This tool kit provides a practical framework for structuring digital health road maps, a guide to running a digital health convergence workshop, and insights from previous country convergence workshops.

This report details the key achievements of the Regional Malaria and Other Communicable Disease Threats Trust Fund from its creation in 2013 to the first half of 2018. It provides detailed analysis of the results by outcome, profiles specific projects that serve as exemplars of the fund's impact, and offers insights into how similar trust funds can be managed for success in future.

The Government of Georgia has prepared several regional development programmes in recent years. However, a development strategy does not currently exist for Tbilisi. The 2018-2021 Regional Development Programme emphasises the role of competitiveness in the development of Georgian regions, and the country as a whole.2 The document states that the growth of individual regions' competitiveness will have a significant effect on increasing the country's competitiveness, which, in the long term, will help to achieve the goals stated in the 2018-2021 Regional Development Programme. These goals include increasing the per capita GDP, increasing the shares of product and service exports in the GDP, reducing the proportion of the population living below the poverty line at the national level, and increasing the share of investments in fixed assets at the regional level (as a percentage of the national GDP). The main purpose of this study is to identify and examine competitive economic sectors and subsectors in Tbilisi and the surrounding area, and to devise relevant recommendations for central and local Government, what will promote improving competitiveness of Tbilisi and the surrounding area (hereinafter referred to as sector), which, in turn, will help to increase economic activity and living standards, as well as reduce poverty and unemployment.

Health is an important determinant of economic and social prosperity of a country and a key to development. Hence it is crucial to improve the health related indicators to achieve the SDGs. While taking into account the health related SDGs it is important to note that it requires the efforts beyond providing the services in medical terms and also necessitates inclusion of the social services. SDGs are taking care of all those aspects which are reflected in 13 targets under Health Goals and in all other related goals. This is quite an ambitious agenda to achieve and requires efforts from all the stakeholders including but not limited to government, academia, think tanks, research organizations, civil society organizations, communities, and private sector. SDGs are very complex and multi-sectoral by nature, therefore it's important to have different views, perspectives and roles played by a variety of stakeholders. However, a very limited literature (almost non-existent) is available on the role of stakeholders in improving the health related indicators and targets therefore it is of prime importance to explore the relevance of different stakeholders and identify their existing and potential roles for accelerating the growth on health related SDGs. In this regard Sustainable Development Policy Institute (SDPI) with the support of IDRC held the first South Asian Regional Consultation on Health policy research institutions in Islamabad on Dec 5th 2016. It was third regional consultation around the world following the South American and African regional consultations, supported by IDRC. The consultation on health policy research institutions was attended by the seven countries in the region namely Afghanistan, Bhutan, Bangladesh, India, Nepal, Pakistan and SriLanka along with the experts from Iran and IDRC Ottawa and India. Taking forward the recommendations of Consultation, SDPI has conducted a study on "Policy Research Institutes and the Health SDGs: Building Momentum in South Asia" with the support of IDRC with the objective of mapping the health policy research institutions and stakeholders, foremost to understand the current situation of these seven countries and institutions within and where they stand in regards to implementing health-related SDGs. The study has been conducted with the support of partner organization in each of the respective country whereas the study in Pakistan has been conducted by SDPI. This report is based on the Pakistan Country Study.

Published by Cambridge University Press. ; Abstract Aims Major depressive disorder (MDD) is characterised by a recurrent course and high comorbidity rates. A lifespan perspective may therefore provide important information regarding health outcomes. The aim of the present study is to examine mental disorders that preceded 12-month MDD diagnosis and the impact of these disorders on depression outcomes. Methods Data came from 29 cross-sectional community epidemiological surveys of adults in 27 countries (n = 80 190). The Composite International Diagnostic Interview (CIDI) was used to assess 12-month MDD and lifetime DSM-IV disorders with onset prior to the respondent's age at interview. Disorders were grouped into depressive distress disorders, non-depressive distress disorders, fear disorders and externalising disorders. Depression outcomes included 12-month suicidality, days out of role and impairment in role functioning. Results Among respondents with 12-month MDD, 94.9% (s.e. = 0.4) had at least one prior disorder (including previous MDD), and 64.6% (s.e. = 0.9) had at least one prior, non-MDD disorder. Previous non-depressive distress, fear and externalising disorders, but not depressive distress disorders, predicted higher impairment (OR = 1.4-1.6) and suicidality (OR = 1.5-2.5), after adjustment for sociodemographic variables. Further adjustment for MDD characteristics weakened, but did not eliminate, these associations. Associations were largely driven by current comorbidities, but both remitted and current externalising disorders predicted suicidality among respondents with 12-month MDD. Conclusions These results illustrate the importance of careful psychiatric history taking regarding current anxiety disorders and lifetime externalising disorders in individuals with MDD. ; publishersversion ; published

This article is the result of the research advanced as a undergraduate alternative as a contribution to the APQUA hotbed of the PAME research group of the University of Boyacá. Modern architecture had a valuable participation in the process of dignification of popular housing in Colombia. Following the industrialization process that began in Colombia between the 1830s and 1850s (Major Mora, 2002), the problem of shortage and low housing quality for the popular sector intensified due to the migration of peasants to the city in search of job opportunities and high demand for labor. The Colombian State, before 1918, did not pay the required attention to this situation; precarious housing conditions and lack of hygiene directly affected families and the city. In the course of the research, in research into modern architecture in Colombia and the development and evolution of popular housing, it was found that, initially, it was Catholic religious communities and charities that cared about such a daunting landscape and began housing construction with a participatory social scheme, together with the beneficiaries , with designs that responded to the basic parameters of modern architecture in terms of lighting, ventilation, spaciousness and flexibility of spaces; these were the first decent homes for popular classes in the country. In the early 1920s, the government issued laws aimed at promoting the construction of popular housing under guidelines that applied modern basic parameters, which guaranteed the well-being of low-income families. These new housing projects were designed by Colombian architects who came to the country from Europe after finishing their studies there, influenced by the new trends of modern architecture. It was a time when the architect began to play a fundamental role in the development of Colombian cities. The application of the concepts of modern architecture in popular buildings configured hygienic, comfortable, flexible and progressive spaces, providing a dignified home to the working class, a victim until then of the forgetfulness of the state, which for a long time ignored their needs and rights. The popular dwelling, built with economic materials and applying the principles of lighting, ventilation and spaciousness of spaces, gave new hope and improved the conditions of a social class affected by the housing deficit; this takes a 180-degree turn to the situation, because from this moment on, modern architecture is no longer exclusively for the upper classes, but becomes a solution for various problems of the middle and lower classes. In the late 1960s, the state began to involve real estate companies in these popular housing projects, as it was expensive to design by renowned architects, who charged high sums of money for their work. In addition, budgets for these homes decreased, which discouraged many architects who wanted to generate quality, but for this it required a fair investment. In conclusion, that quality of popular housing that had been achieved thanks to the application of the parameters of modern architecture during the first half of the twentieth century, began to decrease progressively, gradually losing the achievements achieved. What happened in later years was the path to the current critical situation presented by housing of social interest. Since the creation of the National Housing System of Social Interest in 1991, composed of public and private entities, the family housing allowance was established, which meant a substantial change in the role of the State in solving the popular housing problem, since it went from being a promoter, to simply a market facilitator. The research envisages a comparison between popular housing influenced by modern architecture and today's social housing. Currently, housing regulations of social interest focus on the requirement of minimum dimensions of spaces with a defined destination; fundamental aspects of decent housing such as spatiality and indoor free areas, lighting and ventilation, landscape treatment in developments, communal facilities, access to public transport, among others, are no longer taken into account. What should be a right is now a privilege that, unfortunately, most people "benefited" with Social Interest Housing do not have. ; El presente artículo es resultado de la investigación adelantada como alternativa de grado como aporte al semillero de APQUA del grupo de investigación PAME de la Universidad de Boyacá. La arquitectura moderna tuvo una valiosa participación dentro del proceso de dignificación de la vivienda popular en Colombia. A raíz de la industrialización del país entre las décadas de 1830 y 1850 (Mayor Mora, 2002), el problema de escasez y baja calidad de la vivienda para el sector popular se intensificó debido a la migración de campesinos a la ciudad en busca de oportunidades laborales y a la alta demanda de mano de obra. Hasta antes de 1918, el Estado colombiano no prestó la atención requerida a esta situación; las condiciones precarias de las viviendas y la carencia de higiene afectaban directamente a las familias y a la ciudad En el transcurso de la investigación, al indagar sobre la arquitectura moderna en Colombia y sobre el desarrollo y evolución de la vivienda popular, se encontró que, inicialmente, fueron las comunidades religiosas católicas y las entidades de beneficencia las que se preocuparon ante el desalentador panorama, por lo que comenzaron las construcción de viviendas con un esquema social participativo, de manera conjunta con los beneficiados, con diseños que respondían a los parámetros básicos de la arquitectura moderna en cuanto a iluminación, ventilación, amplitud y flexibilidad de los espacios; estas fueron las primeras viviendas dignas para clases populares en el país. A inicios de la década de 1920, el Gobierno expidió leyes tendientes a promover la construcción de vivienda popular bajo lineamientos que aplicaban los parámetros básicos modernos, los cuales garantizaban el bienestar de las familias de ingresos bajos. Estos nuevos proyectos de vivienda fueron diseñados por arquitectos colombianos llegados al país desde Europa después de terminar allí sus estudios, influenciados por las nuevas tendencias de la arquitectura moderna. Fue un momento en el que el arquitecto comenzó a tener un rol fundamental en el desarrollo de las ciudades colombianas. La aplicación de los conceptos de la arquitectura moderna en construcciones populares dio como resultado espacios higiénicos, confortables, flexibles y progresivos, brindando una vivienda digna a la clase obrera, víctima hasta entonces del olvido del Estado, que por mucho tiempo pasó por alto sus necesidades y derechos. La vivienda popular, construida con materiales económicos y aplicando los principios de iluminación, ventilación y amplitud de espacios, dio nueva esperanza y mejoró las condiciones de una clase social afectada por el déficit de vivienda; esto da un giro de 180° a la situación, pues a partir de este momento, la arquitectura moderna ya no es exclusivamente para clases altas, sino que se convierte en una solución para diversas problemáticas de las clases media y baja. A finales de la década de 1960, el Estado empezó a involucrar compañías inmobiliarias en estos proyectos de vivienda popular, al resultarle costoso su diseño por parte de arquitectos reconocidos, que cobraban altas sumas de dinero por su trabajo. Adicionalmente, los presupuestos para estas viviendas disminuyeron, lo cual desalentó a muchos arquitectos que querían generar calidad, pero para ello se requería de una inversión justa. En conclusión, aquella calidad de las viviendas populares que se había alcanzado gracias a la aplicación de los parámetros de la arquitectura moderna durante la primera mitad del siglo XX, comenzó a disminuir progresivamente, perdiéndose poco a poco los logros alcanzados. Lo que ocurrió en años posteriores fue el camino a la crítica situación actual que presenta la vivienda de interés social. A partir de la creación del Sistema Nacional de Vivienda de Interés Social en 1991, integrado por entidades públicas y privadas, se estableció el subsidio familiar de vivienda, lo que significó un cambio sustancial en el papel del Estado en la solución de la problemática de vivienda popular, pues pasó de ser promotor, a ser simplemente un facilitador del mercado. La investigación contempla una comparación entre la vivienda popular influida por la arquitectura moderna y la vivienda de interés social de hoy. Actualmente, las normativas sobre vivienda de interés social se centran en la exigencia de dimensiones mínimas de los espacios con una destinación definida; dado que la norma no contempla aspectos fundamentales de una vivienda digna como la espacialidad y las áreas libres interiores, la iluminación y ventilación, el tratamiento paisajístico en las urbanizaciones, los equipamientos comunales, el acceso a transporte público, entre otros, estos aspectos no son ya tenidos en cuenta en los diseños. Lo que debería ser un derecho, ahora es un privilegio que, lamentablemente, la mayoría de las personas "beneficiadas" con Viviendas de Interés Social, no tienen.

Поз­навањето на структурата на телесните де­формитети кај лицата со ментална ре­тар­да­ција претставува појдовна основа за изра­бот­ка на програма за превентивно корек­тив­на работа во процесот на специјална еду­ка­ција и рехабилитација во насока на нивно от­странување или ублажување.Структурата на телесните деформитети кај лицата со ментална ретардација беше ана­ли­зи­рана во однос на возраста, степенот на мен­тална ретардација и во однос на секој­днев­ните животни активности. Со испитувањето беа опфатени 170 испи­та­ни­ци со ментална ретардација од двата пола. Сите испитаници се сместени во установа за трет­ман на лица со тешка и длабока мен­тална ретардација (Специјалниот завод Де­мир Капија). Врз основа на два критериуми ис­питаниците се поделени во групи. Прв критериум за формирање група беше степенот на ментална ретрадација: I група – тешка мен­тал­на ретардација (ТМР); и II група – длабока мен­тална ретардација (ДМР). Втор критериум за формирање група беше возраста на ис­пи­та­ни­ците: I група – возраст до 18 години; II гру­па – возраст 19–30 години; и III група – над 31 го­дина. Структурата на телесните де­фор­ми­те­ти беше анализирана во однос на возраста, сте­пенот на ментална ретрдација и во однос на активностите во секојдневниот живот.За потребите на планираното истражување сос­тавен е Протокол за проценка на те­лес­ни­те деформитети кај лицата со инвалидност, кој содржи: формулар за општи податоци за ис­питаниците, прашалник за проценка на соматскиот статус, клинички лист и тест за активностите во секојдневниот живот (Тест АСЖ, Rusk, 1971). Сите податоци добиени со истражувањето се изразени квантитативно и обработени со сле­дните статистички методи и постапки: број на повторувања, фреквенција и про­цен­ти, мерка на централна тенденција, ари­т­ме­тич­ка средина и стандардна девијација, χ2 и Fisher Exact – тест. За статистички зна­чајни разлики беа земени разликите со ни­во на значајност од ρ<0,05.Ка­ко позначајни резултати можеме да ги из­двои­ме следните: 33,52% од испитаниците со ментална ретардација кои се инс­ти­ту­цио­нал­но сместени имаат нарушен телесен инте­гритет, ограничена подвижност на гор­ни­те екстемитети имаат 50% од ис­пи­та­ни­ци­те и 52,35% на долните екстремитети. Лошо држе­ње на телото е евидентирано кај 61,17% од испитаниците, а структурални промени на 'рбетниот столб има кај 45,29% од испи­та­ниците. Деформитети на карлицата имаат 20,50% од испитаниците, на зглобот на ко­ле­но­то 6,45%, а деформитети на стапалата кај 41,93% од испитаниците. Исто така ре­зул­та­ти­те од истражувањето покажуваат дека спо­соб­носта за вршење функции на ло­ко­мо­тор­ниот систем зависи од индивидуата и со­ци­јал­ната активност на лицето со ментална ре­тар­дација. При извршување на активностите во кревет, помош или асистенција од страна на друго лице им е потребна на 47,05% од ис­питаниците. За извршување на актив­нос­ти­те за самозгрижување потребна им е по­мош или асистенција од страна на друго лице на 54,70% од испитаниците за од­р­жу­ва­ње лична хигиена, за хранење на 45,88% од ис­питаниците, при облекување/соблекување на 54,11% од испитаниците. Добиените резултати при истражувањето ја­с­но покажуваат дека менталната ретардација ја следат бројни телесни деформитети, кои ги прикриваат способностите во другите под­рачја на фунционирање и дополнително ги инвалидизираат овие лица. Како што се зго­лемува степенот на ментална ретардација, та­ка и телесните деформитети стануваат по­зна­чаен проблем при фунционирањето на овие лица. The purpose of this research was to assess body structure deformities among people with mental retardation. Knowing the structure of people with mental retardation's physical deformities is the starting basis of a quality program for preventive and corrective work. Also, it is a starting point in the process of special education and rehabilitation in regards to their removal and mitigation.The structure of the physical deformities among persons with mental retardation were analyzed in terms of age and degree of mental retardation in relation to everyday life activities. The inquiry covered 170 respondents with mental retardation in both sexes. All respondents were placed in an institution for treatment of persons with severe and profound mental retardation (Special Institute Deep River). On the basis of two criteria, participants are divided into groups. The first criterion forestablishing a group of level of mental retardation: Group I - severe mental retardation (TMR) and Group II - profound mental retardation (DMR). A second criterion for establishing the age group of respondents: Group I - age 18 years; Group II- Age 19 - 30 years and Group III - over 31 years. The structure of the physical deformities was analyzed in terms of age and degree of mental retardation in relation to activities in everyday life. For the purposes of the planned research , an integral protocol is established for the evaluation of physical deformities among persons with disabilities, including: an application form for general information about the respondents, a questionnaire to assess somatic status, and a clinical sheet and test activities in everyday life (Test ASZH, Rusk, 1971). All data obtained by the research are expressed quantitatively and treated with the following statistical methods and procedures: number of repetitions, frequency and percentages, measure of central tendency, the arithmetic mean and standard deviation, χ2 and Fisher Exact - test. Statistically, significant differences were taken with different levels of significance ρ <0,05. The following significant results may be set aside: 33.52% of respondents with mental retardation who are placed with institutional disturbed physical integrity, limited mobility of the upper limbs have 50% of respondents and 52.35% of the lower limbs. Poor posture of the body was recorded at 61.17% of the respondents, and structural changes of the spinal column is the 45.29% of the respondents. Deformities of the pelvis with 20.50% of the knee joint of 6.45%, and deformities of the feet with 41.93% of the respondents. Also the results of the survey shows that the ability to perform functions of the locomotory system depends on the individual and social activity of the person with mental retardation. In carrying out activities in support bed or assistance by another person in 47.05% of the respondents is needed. For carrying out activities in self-care need the help or assistance by another person for 54.70% of the respondents to maintain personal hygiene, feeding for 45.88% of the respondents, while dressing / undressing for 54.11% of the respondents. Re­sults obtai­ned in the survey clearly show that mental retardation follow numerous physical deformities, which conceal the abilities in other areas of functioning and further invalidate them. As the degree of mental retardation is increased, the physical deformities become a more significant problem in their functioning. Aus der Einleitung: Mein Praxissemester leistete ich bei der Organisation 'Vida Nueva' in San Isidro de El General im Süden Costa Ricas. Der Verein 'Vida Nueva' ist eine NGO, die sich zur Aufgabe gestellt hat, in der Region von Pèrez Zeledón, mit den sozial schwächsten Bevölkerungsgruppen ökonomische, kulturelle und soziale Projekte zu organisieren. Die zwei Einsatzgebiete umfassen zum einen die Hilfestellung für sozial gefährdete Kinder und Jugendliche in den marginalen Stadtaußenvierteln, zum anderen die Beratung und Begleitung von Frauen, die mit dem Problem von Gewalt in der Familie konfrontiert werden. Durch mein Praxissemester, meine Erlebnisse in der Entwicklungszusammenarbeit in Lateinamerika, entwickelte ich ein großes Interesse an der dortigen Sozialen Arbeit. Durch weitere Reisen und Kontakte zu Hilfsorganisationen konnte ich vor Ort meine Erfahrungen ausbauen. Bereits vor Beginn meines Studiums der Sozialen Arbeit absolvierte ich ein Praktikum in der Offenen Kinder- und Jugendarbeit, was mich schlussendlich davon überzeugte, Soziale Arbeit zu studieren. Die Arbeit mit Kindern und Jugendlichen begleitete mich also sowohl vor, als auch während des Studiums, so dass ich mich dazu entschlossen habe, meine Bachelorarbeit diesem Tätigkeitsfeld der Sozialen Arbeit zu widmen: der Kinder- und Jugendarbeit. Kinder und Jugendliche sind weltweit unterschiedlichsten Sozialisationsinstanzen ausgesetzt und gehören den verschiedensten Kulturen an. Und doch ist ihnen allen etwas gemeinsam: den Wunsch sich frei und selbstbestimmt entwickeln und leben zu dürfen und die Befriedigung ihrer biologischen, biopsychischen und biopsychosozialen Bedürfnisse, der universalen Grundbedürfnisse. Diese Befriedigung kann aufgrund der Kultur und der, die Kinder und Jugendlichen umgebenen familiären und regionalen Bedingungen, der sie umgebenden Lebenswelten, unterschiedlich aussehen, doch jeder Mensch strebt ein für sich tragbares und für ihn sinngebendes Leben an. Und jeder Mensch besitzt Kräfte zur Selbstverwirklichung, die er einsetzen kann. Besonders Kinder und Jugendliche sind in sogenannten Entwicklungs- und Schwellenländern oftmals Lebensbedingungen ausgesetzt, die sie daran hindern, Kräfte zur Selbstverwirklichung einzusetzen und ihre körperlichen, geistigen und seelischen Bedürfnisse dahingehend zu befriedigen, dass sie sich frei entwickeln und nach ihren Vorstellungen ein unbeschwertes Leben mit glücklichen Momenten führen können. Dies hat verschiedene Ursachen; es kann an unzureichenden Wohnverhältnissen liegen, an mangelnder Hygiene, Hunger, Armut, Krieg oder aber auch an fehlenden Möglichkeiten Bildung und Gesundheit zu erlangen. Hierzu gehört auch die Tatsache, dass viele Kinder und Jugendliche weltweit von ausbeuterischer Kinderarbeit betroffen, oder darauf angewiesen sind zu arbeiten, was aus Sicht der meisten Organisationen und Menschen aus Industrienationen negativ bewertet wird. Kinderarbeit ist ein kontroverses globales Thema voller Emotionen, was, wie bereits erwähnt, besonders von Industrienationen stark kritisiert und denunziert wird. Auch in unserer deutschen Gesellschaft ist der Begriff 'KINDERARBEIT' stark negativ belegt und wird unmittelbar mit negativen Assoziationen in Verbindung gebracht. Ich möchte in dieser Bachelorarbeit anhand von arbeitenden Kindern und Jugendlichen in Bolivien aufzeigen, dass Arbeit für diese auch positive Wirkungen und viele Lern- und Entwicklungsmöglichkeiten bieten kann. Meine These lautet demnach, ob Kinderarbeit, am Beispiel von Bolivien, eine Notwendigkeit und Chance sein kann. Vorab werden im ersten Teil der Bachelorarbeit in der Begriffsklärung verschiedene Grundlagen zum Thema Kinderarbeit dargestellt und erläutert. Im Anschluss werde ich den Protagonismus der Kinder und die menschlichen Bedürfnisse nach Obrecht aufzeigen. Außerdem werde ich in Kapitel 4 konkret die Situation von arbeitenden Kindern und Jugendlichen in Lateinamerika, am Beispiel von Bolivien, beschreiben. Wie sieht Kinderarbeit in Lateinamerika, speziell in Bolivien, aus? Wie sollte sie aussehen, um menschenwürdig zu sein? Auch die politischen und wirtschaftlichen Verhältnisse in Bolivien, wie auch das Gesundheits- und Bildungssystem werden angesprochen. Ich werde in der vorliegenden Arbeit, verstärkt in Kapitel 5, aufzeigen, dass die heutige Kinderarbeit ein breites Spektrum von Formen umfasst, die von selbstbestimmten Tätigkeiten, die von den Kindern aus eigenem Willen und unter menschenwürdigen Bedingungen ausgeübt werden, bis hin zu extrem ausgebeuteten Arbeiten, die die Würde der Kinder verletzen und ihre persönliche Entwicklung gefährden, reicht. Je nachdem, welche Kriterien für Dauer, Häufigkeit und Ort der Tätigkeit herangezogen werden, unterscheiden sich Daten und Einschätzungen zur Verbreitung der Kinderarbeit weltweit. NGO´s, die sich weltweit mit den Rechten von Kindern und dem Phänomen Kinderarbeit beschäftigen, verstärkt gegen Kinderarbeit kämpfen und einen großen Einfluss ausüben, wie UNICEF und ILO, orientieren ihren Begriff der Kinderarbeit an Erwerbsverhältnissen erwachsener Arbeitnehmerinnen und Arbeitnehmer, was der besonderen Situation von Kindern als Arbeitende nicht gerecht wird. Wie setzen sich diese weltweitvertretenen NGO´s auf welche Weise für, beziehungsweise gegen Kinderarbeit ein? Ist deren Vorgehen sinnvoll? Hinzu kommt: Welche gesellschaftliche Verantwortung besitzen die Politik und wirtschaftliche Unternehmen? Darauf werde ich gesondert in Kapitel 6 eingehen. Auch Soziale Arbeit findet, genau wie Kinderarbeit, weltweit unter den unterschiedlichsten Rahmenbedingungen statt und hat nach Wolf Rainer Wendt zum Ziel, die Lebensverhältnisse von notleidenden Menschen in einer Gesellschaft zu verbessern. Sozialarbeiterinnen sollen für gerechte soziale Verhältnisse sorgen und den Menschen Entfaltungsmöglichkeiten bieten, während sie Hilfe zur Selbsthilfe geben. Das gestaltet sich je nach kulturellen und sozialpolitischen Rahmenbedingungen unterschiedlich. Soziale Arbeit ist demnach eine Menschenrechtsprofession, die sich den unterschiedlichsten Verhältnissen anpassen und dementsprechend im Sinne des hilfebedürftigen Menschen handeln muss. Gerade in der Entwicklungszusammenarbeit spielt die interkulturelle und kultursensible Soziale Arbeit eine herausragende Rolle. In Kapitel 7 wird die Herausforderung und Aufgabe der Sozialen Arbeit im Kampf GEGEN ausbeuterische Kinderarbeit und FÜR menschenwürdige Kinderarbeit dargestellt. Ein zentrales wichtiges Thema hierbei ist die Aufgabe und Verantwortung der Sozialen Arbeit in Bolivien mit arbeitenden Kindern und Jugendlichen. Wie agieren Sozialarbeiterinnen in der Entwicklungszusammenarbeit und als Fachkraft vor Ort? Welche Herausforderungen erwarten diese? Durch die Globalisierung sind viele Länder von einer Multikulturalität betroffen. Dies stellt völlig neue Anforderungen an Sozialarbeiterinnen im Bereich der kultursensiblen Arbeit. Wie kann Soziale Arbeit aussehen und stattfinden ohne unter einer ethnozentrischen und westlichen Blickweise zu stehen und Kinderarbeit vorab pauschal negativ zu bewerten? Mein Ziel ist es, mit dieser Arbeit am Beispiel von Bolivien zu zeigen, dass Kinderarbeit auch sinnvoll und sogar lebensnotwendig sein kann und welche Voraussetzungen vorliegen müssen, um die Arbeit, die Kinder verrichten, als positiv bewerten zu können. Denn Kindheit und Arbeit schließen sich nicht grundsätzlich aus. Weiterhin möchte ich aufzeigen, welche Rolle die Soziale Arbeit und Organisationen weltweit, am Beispiel von Bolivien und global betrachtet, innehaben, um die Rechte der arbeitenden Kinder zu sichern und gegen die ausbeuterische Kinderarbeit vorzugehen. Meine Beispiele und Studien werden sich zwar hauptsächlich auf Bolivien, aufgrund mangelnden Datenmaterials jedoch zum Teil auch auf Lateinamerika beziehen. Von da an gab es keine arbeitenden Kinder mehr, sondern lediglich Kinderarbeit. Kinder wurden nicht als selbstbestimmt und fähig, für ihre Anliegen in der Gesellschaft einzustehen, angesehen; sie waren Opfer. Seit den 1980-er Jahren erhalten arbeitende Kinder wieder vermehrt Aufmerksamkeit seitens der Politik der einzelnen Länder und ebenso gesellschaftlichen Einfluss. Sie stehen auf verschiedene Weise für ihre Rechte ein, die ich im Kapitel 5.2.4 näher erläutern möchte. Kinderarbeit ist nur schwer statistisch zu erfassen, da die Dunkelziffer sehr hoch ist und viele Kinder, beispielsweise Mädchen die im Familienbetrieb oder in der Stadt in einem Haushalt angestellt sind und arbeiten, nicht erfasst werden. Es können fast ausschließlich legal beschäftige Kinder von der Statistik mitgezählt werden. Auch ist Kinderarbeit in manchen Ländern offiziell verboten, so auch in Bolivien, wird aber unter bestimmten Voraussetzungen geduldet. Heute ist der Begriff Kinderarbeit, den ich in Kapitel 5.2 definieren werde, von verschiedenen Organisationen klar festgelegt und abgegrenzt, wobei 'gute' und 'schlechte' Kinderarbeit unterschieden wird. Die Vorstellung und die Dauer des Kindseins variieren zwar je nach Kultur, geographischen Gegebenheiten, sozialer Schicht und Geschlecht, doch haben die Vereinten Nationen und die Internationale Arbeitsorganisation (ILO) Konventionen erlassen, was unter 'schlechter' Kinderarbeit verstanden werden soll, da diese sehr unterschiedliche Tätigkeiten umfassen kann, die unter Umständen auch ausbeuterisch und schädigend auf ein Kind einwirken können. Es gibt verschiedene Gründe, warum Familien gezwungen sind ihre Kinder arbeiten zu lassen, beziehungsweise die Kinder selbst sich dazu gezwungen sehen. Je nach gesellschaftlichen und geographischen Gegebenheiten reicht das Familieneinkommen nur durch Mithilfe der Kinder aus, wenn zusätzlich von staatlicher Seite keine Hilfe zu erwarten ist. In diesen Gesellschaften besitzen die Menschen oftmals eine ökonomisch-utilitaristische Einstellung zu ihren Kindern. Kinderarbeit kann, besonders in Lateinamerika, durchaus mit Armut in Verbindung gebracht werden. Diese Armut ist häufig verstärkt auf dem Land vorzufinden, wo sowohl Möglichkeiten der Bildung und Ausbildung fehlen, als auch die Infrastruktur erhebliche Mängel aufweist. Immer häufiger müssen bäuerliche Familien, die ihr Land traditionell anbauen, der industriellen Landwirtschaft weichen, da diese mehr Profit abwirft. Diese modernen und hochtechnologisierten Anbaumethoden sind mit notwendigen technischen und chemischen Hilfsmitteln verbunden, die viele Bauern nicht bezahlen können. Ihre Erzeugnisse sind ohne diese Hilfsmittel jedoch nicht konkurrenzfähig gegenüber denen der großen Plantagenbesitzer, so dass viele Kinder in der eigenen Familie hart mitarbeiten müssen. Oftmals müssen Väter auf dem Acker 'ersetzt' werden, da sie als zusätzliche Einnahme gezwungen sind auf den Feldern der großen Plantagen zu arbeiten. Kinder, die in Entwicklungsländern aufwachsen, können als Folge davon nicht oder nur unzureichend die Schule besuchen oder Freizeit genießen. Manche Familien verkaufen aufgrund einer solchen Situation ihr Land an Großgrundbesitzer und begeben sich in deren Abhängigkeit als Tagelöhner. Nur selten erhalten landlos gewordene Menschen eine Anstellung als niedrig entlohnter Landarbeiter mit Arbeitsvertrag. Die meisten werden Wander- oder Saisonarbeiter mit unregelmäßigen Einkünften. Beispiele hierfür sind Teeplantagen in Indien und Sri Lanka, Blumenplantagen in Westafrika und Baumwoll-, Orangen-, Kaffee-, Bananen-, oder Zuckerrohrplantagen in Lateinamerika. In Lateinamerika arbeiten sogenannte Clandestinos ohne Arbeitserlaubnis und ohne angestellt zu sein. Hierzu gehören auch Kinder, die keinerlei Rechte besitzen und für einen Hungerlohn ausgebeutet werden, aber trotz allem eine unabdingbare Hilfe für ihre Familien sind. Die Großgrundbesitzer wiederum können durch die billigen und flinken Kinderarbeitskräfte höheren Profit erhalten und die Möglichkeit, weiteres Land von ärmeren Kleinbauern zu kaufen. Auch die Städte wachsen in vielen Entwicklungsländern durch die steigende Zahl land- und arbeitsloser Familien, die auf dem Land keine Überlebensmöglichkeiten besitzen. Sie suchen Arbeitsstellen bei großen und modernen Betrieben in der Stadt, die von ausländischem Kapital kontrolliert werden; finden häufig jedoch lediglich eine Beschäftigung im informellen Sektor, der sich durch niedrige Verdienste, einfache Organisation und geringe Produktivität auszeichnet. Durch die auch hier niedrigen Löhne müssen Kinder durch Arbeit zum Unterhalt beitragen. Kinder helfen als Hausgemeinschaft in kleinen Unternehmen oder Fabriken mit, anstatt zur Schule zu gehen. Die so produzierten Billigprodukte setzen die ausländischen Konzerne in den Industriestaaten ab. Andere Familien arbeiten im Kunsthandwerk, in der Kleiderherstellung oder als Abfallsammler für die Recyclingindustrie. Kinder stellen in Werkstätten, Restaurants, Tankstellen und privaten Haushalten die billigen Arbeitskräfte. Die Arbeitsbedingungen sind teilweise katastrophal; die Kinder arbeiten bis zu 14 Stunden pro Tag und besitzen weder Anspruch auf Urlaub, noch eine Krankenversicherung. Verletzt sich ein Kind oder wird es krank, ist die Entlassung die häufigste Folge. Kinder, die keine Anstellung in einem solchen Betrieb finden, versuchen die Familie durch selbstständige Beschäftigungen zu unterstützen. Hierzu gehören Zeitungs- oder Süssigkeitenverkäufer, Schuhputzer oder Lastenträger, Boten, Aufpasser und Autowäscher. Kinder, die keine dieser Verdienstmöglichkeiten finden oder ausüben können, stehlen, betteln und sammeln Müll auf den Straßen der Großstadt oder sind zur Prostitution gezwungen. Es existieren Netzwerke und Absprachen unter den Kindern, wer zu welcher Uhrzeit an welchem Ort stehen darf. Statistisch gesehen gehen Jungen hauptsächlich Beschäftigungen außerhalb des Hauses nach, während Mädchen oftmals den Haushalt übernehmen. Dies hat zur Folge, dass viele Mädchen nicht bezahlt werden und in Statistiken, die Kinderarbeit betreffen, häufig durchfallen, also zur Dunkelziffer gehören. Auch fangen sie durchschnittlich mit jüngeren Jahren an zu arbeiten, als Jungen, da sie bereits von klein auf mit in den Haushalt einbezogen und eingeplant werden; das heißt sie genießen in der Regel noch weniger Schulausbildung als Jungen. Die Mädchen schaffen auf diese Weise den anderen Familienmitgliedern die Möglichkeiten den Tätigkeiten außerhalb des Hauses nachgehen zu können, was einer enormen Leistung gleichkommt. Denn sie erhalten je nach kultureller und gesellschaftlicher Region wenig bis keine Wertschätzung, werden oftmals sogar, ganz im Gegenteil, ignoriert. Landflucht, die Hoffnung auf Arbeit in den Städten, die oft zu Arbeitslosigkeit führt und das Fehlen staatlicher Sozialprogramme verwandeln viele Städte in Entwicklungsländern in Elendsgürtel. Soziale Hilfen oder Unterstützung vom Staat gibt es in vielen Ländern des Südens nicht, da das Budget für Soziales zu gering ist. In Kapitel 4.1.1 bin ich bereits darauf eingegangen, dass diese Länder bei Internationalen Banken und beim Internationalen Währungsfond (IFW) stark verschuldet sind, Zinsen oder Zinsenzinsen abbezahlen müssen und dadurch nicht oder nur schwer in der Lage sind Sozialleistungen, Arbeitsbeschaffungsmaßnahmen oder Nahrungsmittelsubventionen zu leisten. Ausländische Konzerne und Unternehmen nutzen bzw. begünstigen diese Situation, da sie billige Exporte und Arbeitskräfte und Förderung von Direktinvestitionen verlangen, um hohe Profite zu erlangen. Diese Auflagen gehen zu Lasten der ärmeren Bevölkerung, allen voran den Menschen, die weder Arbeit noch eigenes Land besitzen. Dies sind übergeordnete und direkte Ursachen, sowie negative Formen und Aspekte von Kinderarbeit, die weltweit existieren und auftreten können. This paper builds on the global experience and Mali s context to identify an effective nutrition approach as well as costs and benefits of key nutrition programs, as part of a resilience agenda after the crisis. It is intended to help guide the selection of the most cost-effective interventions as well as strategies for scaling these up. The paper looks at both relevant nutrition-specific interventions, largely delivered through the health sector, and at multisectoral nutrition-sensitive interventions delivered through other sectors such as agriculture, social protection, and water and sanitation that have the potential to strengthen nutritional outcomes in Mali. We first estimate that the costs and benefits of implementing 10 nutrition-specific interventions in all regions of Mali would require a yearly public investment of $64 million. The expected benefits are large: annually about 480,000 Disability-adjusted Life Years (DALYs) and more than 14,000 lives would be saved and over 260,000 cases of stunting among children under five would be averted. However, because it is unlikely that the Government of Mali or its partners will find the $64 million necessary to reach full national coverage, we also consider three potential scale-up scenarios based on considerations of their potential for impact, the burden of stunting, resource requirements, and implementation capacity. Using cost-benefit analyses, we propose scale-up scenarios that represent a compromise between the need to move to full coverage and the constraints imposed by limited resources. We identify and cost six nutrition-sensitive interventions that are relevant to Mali s context and for which there are both evidence of positive impact on nutrition outcomes and some cost information. These findings point to a powerful set of nutrition-specific interventions and a candidate list of nutrition-sensitive approaches that represent a highly cost-effective approach to reducing child malnutrition in Mali.

The Political Economy of Workplace Injury in Canada reveals how employers and governments engage in ineffective injury prevention efforts, intervening only when necessary to maintain the standard legitimacy. Dr. Bob Barnetson sheds light on this faulty system, highlighting the way in which employers create dangerous work environments yet pour billions of dollars into compensation and treatment. Examining this dynamic clarifies the way in which production costs are passed on to workers in the form of workplace injuries.

This report presents overall findings and analysis of perception survey data on Covid-19 awareness and information consumption in three countries within the subregion of Melanesia: Fiji, Papua New Guinea, and Vanuatu. To contextualize these findings, the report also examines trends and patterns of discourse on Covid-19 within large social media communities in each country.

This guidance note underscores the potential of education technology (EdTech) solutions in transforming learning, teaching, and training systems during and after the coronavirus disease (COVID-19) pandemic. Since the COVID-19 outbreak, governments have been coping with and responding to the challenges posed by the closure of education institutions while guidelines from international agencies seek to address the disruptions and responses. Drawing from and reinforcing the key principles of these courses of action, the guidance note also provides suggestions and pointers that stakeholders in developing countries can consider for a long-term road map to improve quality, relevance, and inclusion in education. It is one of a series produced by the Asian Development Bank for key sectors and thematic areas.

One day after the first COVID-19 case in Indonesia was reported on 2 March 2020, an official spokesperson was appointed. The government then established the COVID-19 Response Task Force (Gugus Tugas) on 13 March 2020. On 31 March 2020, it declared COVID-19 a public health emergency, imposed stringent social restrictions, and issued several fiscal policies to contain the pandemic and mitigate its impact on the national economy. On 20 July 2020, the government set up an inter-ministerial committee (known as Komite Percepatan Penanganan COVID-19 dan PEN or KPCPEN) to handle the pandemic and lead the recovery of the national economy. For this, the government allocated $46.7 billion in 2020. Of this amount, only 80% was disbursed. In 2021, the figure increased 2.68% to $47.9 billion. Several measures were implemented to strike a balance between containing the pandemic while preserving the economy.4 However, the pandemic curve has never shown signs of ever flattening, forming one continuous wave instead, and in Q2 2021, the second wave hit even more severely (Figure 1).

Malaysia's National Immunization Programme (NIP) chose Pfizer, AstraZeneca (AZ) and Sinovac as its vaccine portfolio. At the outset, Beijing assured Putrajaya of prioritized allocation and timely delivery of its vaccines. However, issues of vaccine effectiveness have affected the agreement. In July, Sinovac was removed from Malaysia's mainstream vaccination rollout. Beijing's campaign also faces competition from geopolitical rivals who have stepped up their vaccine donations to Malaysia. Despite these setbacks, China's vaccine diplomacy has two redeeming features: a. The first pertains to prevailing criticism of 'vaccine nationalism' directed at the wealthier nations. By contrast, though not considered the best, China's vaccines remain accessible, ensuring a fairer allotment to the developing world. b. Secondly, aside from one-off donations, the United States' longer-term commitment to aid countries like Malaysia to contain the pandemic remains unclear. China's current campaign can in contrast be seen as part of Beijing's broader and comprehensive strategy to strengthen global public health governance within the Health Silk Road (HSR) initiative.
