Diane Call ca. 2010 1 Abstract: The following is an oral history interview with Diane Call (b. 1931.) This interview was conducted on November 7, 2011 by Rebecca Ory Hernandez at the Call residence in St. George, Utah. The interview covers Diane's life and her experiences with Weber State University. Diane graduated from Weber State University in 1983 and spent time working in the Women's Career Center on campus. Diane is retired from Weber State University and lives with her husband, Dr. Howard C. Call in St. George, Utah. ROH: We're speaking with Mrs. Diane Call in her home in Washington, Utah on November 7, 2011. We're going to talk about your time at Weber State University. Tell us about your interviews with prospective nursing students DC: Here's a little background, first. I graduated from Weber in 1983 with a Bachelor of Integrated Studies. A few years later I was hired by the Career Center after working with Tony Wait as a secretary while she was dean. I worked as a secretary in the Women's Center, as well. Then I was hired as a career coordinator in the Career Center with Dr. Steven Eichmeier. My duties included interview perspective teachers and doing mock interviews for them. I also met with school districts. We had a career fair with the school districts every year with the University of Utah, BYU, USU and Weber. One of the things I enjoyed the most was a seminar that I held in the Nursing Department with the Radiology Department and other health departments and the Education Department to tell people about what we would expect when they were going in for interviews and 2 how to write resumes and what things were necessary on a resume and how to present themselves as well as possible. It was my feeling that you always dressed better than the job you were seeking. Working with Weber State was a fun experience for me because I had raised my family—I think I had one child left at home—and everything just fell into place. I thoroughly enjoyed the years I was there. We used to give forms to all of the graduating seniors when they would come to pick up their caps and gowns. They were told they had to fill out the form before they could walk away with the cap and gown. The form was to tell us whether they were working and if they were working in their field. We may have asked for information on salary, but we wanted to know how the employment situation was affecting students in our university. Not only was I in charge of getting those to the seniors, but I also had to make a chart that went into our annual report that showed all of those things. Math is my least comfortable subject, so it was a challenge. It showed what school they were graduating in, what their major was, how old they were, how long they'd been in school, if they'd come to the Career Center. ROH: When did you start at Weber State? DC: 1985. I retired in 1996. ROH: What made you decide to retire then? DC: I was old enough. [Laughter] ROH: Did you ever work with your husband's dental practice? DC: A little bit. I filled in when he needed a receptionist once in a while, but not very often. 3 ROH: What were the areas of emphasis in your Bachelor of Integrated Studies? DC: Education, psychology, and history. ROH: Do you have any fun stories from the time when you were advising students? DC: One girl was very pleasant to look at and dressed well, but she had a habit of giggling—the uncomfortable, self conscious kind of giggling that people do. I always felt nervous about criticizing anyone, so I was trying to make it a suggestion and I said to her, "You're doing a fine job, but I would like to point out that you have this nervous laugh. I think you might want to work on that." She told me her family background and it was good to know why she had this habit. She did not grow up in a happy home and she was really nervous about herself. Years later I opened the newspaper and she had a by-line in the newspaper. I like that because success comes even to people who don't graduate in their field. That was one of the things I talked about when I did classes in the Career Center. We would have classes of sophomores or freshmen who either had a desire to be something in the future and weren't sure, or other students who had no idea what they wanted to do. It was rewarding because if we didn't pinpoint something that was really going to work for them, quite often they found out in the courses or classes that they weren't cut out to do that particular thing. They had to interview people in the field. We had guests come and talk about those particular fields, and that was another gratifying part of the program. Some people would come into the Career Center and talk to me about their plans and they would have some reservations about something or they were enthusiastic about something and they wanted to share. I started having them do portfolios, 4 which wasn't something that was done when I first started. They put together pictures of themselves maybe doing their student teaching or projects that they had put together for their student teaching. One young man who came in quite often had an offer from Moab to teach school down there. He was very nervous about it and I said, "Just go. It will give you experience and put your foot in the door." A couple years later we were on a trip with some friends in Moab and there was a flea market going on. We were walking around and someone said, "Mrs. Call, is that you?" It was that young man. He said, "If it wasn't for you, I wouldn't have come and I absolutely love it here." I think I did a pretty good job and in some ways I'm sorry I left as soon as I did, but there were other things I wanted to do. Did Howard ever tell you anything about the I.C.L. program down here? ROH: No. What is it? DC: I.C.L. is the Institute for Continued Learning. It's associated with Dixie State College. We use their classroom and we have forty to fifty classes every semester that are taught mostly by retired professors on a volunteer basis. We have 650 members who are mostly retired. It costs them forty dollars a year to attend any number of these classes that they want to. There are no requirements for grades, homework, no tests. These people are just so enthusiastic. We have computer classes, geology classes, psychology, art, history, dance, yoga. There is no one I know who doesn't think these are the greatest thing. I think it works so well down here because there are so many retired people with time on their 5 hands. I think Weber did something similar when they had that campus down in the mall. ROH: Weber does have a Continuing Education Department, but the community classes that were offered were cut during the last budget cuts. DC: I think Weber's professors were paid, too. We have a professor who teaches folklore and mythology and digital photography. We're getting a real bargain. ROH: Have you heard of anyone in Ogden who is interested in these types of classes? DC: The friends we have in Ogden always go to classes with us when they come down to visit. I think the distance is a problem in Ogden. I know the University of Utah had a program like this but it costs a lot more. The school gave us an office in the old alumni building to use. They take good care of us. We painted and redecorated. ROH: The retired persons run it yourselves? DC: Yes. ROH: Do you go out and find the instructors? DC: We don't have to. They submit a proposal and we have a council that selects from those. ROH: Where were you born? DC: In Ogden in 1931. ROH: How did you and Howard meet? DC: I lived in North Ogden until I was eighteen. We moved back to Ogden and went to Weber for two years. I wasn't very aware of my neighbors because I was busy with school and I was going to church up at school. I didn't meet Howard for a 6 while. When I graduated from Weber, I worked for a year and then I went to the University of Utah. Low and behold, we lived in the same building. He also lived five houses from me in Ogden. Our paths just hadn't crossed before. ROH: What year did you get married? DC: In 1953. ROH: What kind of things did you do together? Did you go to campus events? DC: Yes, and he took me skiing. At that time, Snow Basin didn't have a chair lift on the bunny hill. You had to take a hold of a J-bar to get up the hill and when I did, I fell off. Howard held out his ski pole to drag me up. I thought it was very gallant. ROH: What made you decide to do a B.I.S. degree? DC: My main reason was because I loved to learn and when I worked in the Women's Center, I dealt a lot with returning women. Someone gave me a paper that talked about a woman who had gone back to college. She said, "I didn't know anything. I didn't know history or people or countries. I was hungry to learn." That was the way I have always been. To go back to college meant I was learning for a reason. I wasn't really thinking about a career at all, I just wanted a degree. When I found out about the B.I.S. degree, I thought it was perfect. I already had an Associate's degree because I had been taking classes off and on over the years. ROH: What was your Associate's in? DC: An Associate of Arts degree required basic classes in academic fields. I went to the University of Utah for a year after that because Weber was only a two year school. The B.I.S is good for people who have eclectic interests and aren't 7 looking to stick to one thing that they majored in. With the B.I.S. they can come in and learn about things that interest them and maybe it will lead to a job. I found out in the course of my schooling that a large percentage of people who were successful in their working lives are not necessarily working in the field they have a degree in. I also think the B.I.S. is great for a woman who has a husband and feels like she wants to learn and progress in her life. When I was teaching the career development classes, quite often I had young ladies who I could tell were there to find a husband and couldn't care less about getting a degree. It became a desire of mine to inspire these girls that they may need to get a job someday and have something to say to an interviewer about their education. When you get an education, you are generally the next in line over someone who doesn't have a degree. I have seen many times, women whose husbands have left them, or their husbands died, or they divorced. My daughter has a friend who is fifty-two years old and her husband's business has fallen. She has no college at all and she wants to go into the nursing program. ROH: Would you talk a little about Weber State and your time there as a student? Are there any professors who stick out in your mind? DC: Oh yes—Gene Sessions and Dr. Sadler, some of the psychology professors. and everybody in the Education Department. Most of them I worked with in the capacity of my job. When I started doing seminars for the graduating seniors, I would invite the directors or the teachers of the senior classes to come in and see what I was doing. I really had some excellent teachers and advisors. Tony Waite was a friend of my brothers. She called and asked if I would work for her 8 while her secretary was taking a maternity leave. Another dean had a secretary who was pregnant and I substituted for her for another three months. By then, I was very comfortable on campus. There is no place in the world that an old person can go and feel as comfortable as on a college campus. You get more smiles on a college campus than you do in church. I love the feeling of the young people who are growing up gracious and enthusiastic. ROH: Who was president when you were there? DC: Dr. Nadauld. He's the president here now. ROH: Did you teach classes? DC: Only at the Career Center. They were called Career Development. It was a three-hour elective course. They came to class three days a week. I think the most important part was that we invited people from the community to talk about the expectations that student would be facing if they went out into that career field. ROH: You would have experienced some of the recession while you were at Weber in the late 1980s. Did you see it affect Ogden? DC: My feeling is that the women who were coming back were not coming because their husbands had been laid off. I think we're seeing a lot of that now—that's why Dixie has had such an increase in their attendance. When I was working in the Women's Center, I don't remember talking to a lot of women who were there because they had to be the breadwinner. I think they wanted to work and it was important to them to get a job, but it wasn't the desperation that we're seeing now. ROH: Thank you. It's been a pleasure talking with you.

Almost two years since his election, as Obama's popularity continues to sink, many are left wondering what went wrong with his presidency. But before that question can be answered, a more careful consideration of the situation he inherited seems in order: two unwinnable wars, the Guantánamo legal limbo, a badly damaged international reputation and an economic crisis of a magnitude not seen since the Great Depression, during which close to ten million jobs were lost. That was the state of the country when he came to power in 2008. In two years Obama has not solved any of these problems completely, but has made headway in many of them. In the context of a slow and jobless economic recovery, and faced with a vociferous opposition which has turned down every chance at bipartisan cooperation, the question should perhaps then be how Obama's level of support among the population remains this high (43%).The President still has the backing of Democratic voters, but has lost the support of Independents. Even those who would never consider abandoning him are suffering from an "enthusiasm gap" that may affect their turnout in the November 2 mid-term elections. With unemployment still hovering around 9.5% and with little prospect of change in the near future, the disillusionment of the electorate is understandable (43% support Obama today, compared with 60% in early 2009). But it is worth pondering how much of this discontent against the party in power is derived from the failure of policy and how much from the divisive political game played by the opposition.In all fairness to Obama, shrill accusations of socialism and big government were raised against him as soon as he came to power and had to immediately address the banking, mortgage and automobile meltdowns. Acerbic Republican opposition to any measure adopted by the Executive since then, has dominated the political discourse and made it almost impossible for the Administration to present evidence that, without its actions, the economic recovery would have taken even longer. It is hard to prove a negative proposition. Republicans have had a receptive audience in the low, mostly white middle class, many of who have taken to the streets under the Tea Party banner, to fight in one voice both against government "take over" of health care and (incongruously) in defense of Medicare (the government-sponsored health program for senior citizens).There is rich irony in hearing the word "socialist" hurled as the ultimate insult to a President who has bailed out the big financial institutions and the two largest automobile industries without nationalizing them, and who has signed a health care reform bill that does not include the controversial public option, which had been the centerpiece of his planned reform but was deemed too liberal by members of his own party. But reason and logic have no role to play in the polarized political atmosphere that we are experiencing today. Emotion and fear are much more productive in the views of the opposition, to help them re-take the House and perhaps even the Senate in this fall election.Timid Democrats in the House and Senate, afraid to lose their newly acquired seats in states and districts that voted for McCain in the 2008 presidential election are also abandoning the president. A posse of four or five of Senate "Blue Dog" Democrats has helped dilute the health care legislation by removing the public option from the bill, and have taken off the table legislation to curb carbon emissions and promote green energy sources. There are different hypotheses of why Obama has been unable to maintain high support rates in spite of having had important legislative victories (TARP, Stimulus spending package, extension of unemployment benefits, health care and financial reform). Former (Clinton's) Labor Secretary Robert Reich and NY Times columnist and Nobel Prize winner Paul Krugman argue that Obama's stimulus was ridiculously small, given the state of the economy in January 2009. They blame the President for not using the majorities in the House and Senate to pass bolder legislation. By compromising, Obama disappointed the liberal wing of his party, but more importantly, lost the Independents at the center, who simultaneously believed the Republican rhetoric about "Big government Socialist take over" but resented Obama's bailout of Wall Street. Contrary to the fear-mongering claims of the deficit hawks about the debt, Krugman points out that "far from fleeing US debt, investors are eagerly buying it, driving interest rates to historic lows". Reich insists that Obama missed an opportunity to push the limits of politics, establish a new framework of redistributive policies and regulations, and become a transformative president. Although this view undoubtedly has some merit, it ignores the brutal backlash against government spending that affected every Democrat in the House and Senate and made them fear for their jobs. A larger stimulus would have faced even stronger opposition from among the party's own ranks and seen some defectors. Obama is a pragmatic leader who governs as best he can, given the huge constraints of the current political context.Jay Cost from Real Politics offers a different explanation: Obama's geographic coalition was never broad enough because he failed to win the hearts and minds of middle and rural America. It is from those sectors that Independents have abandoned support for the administration in droves. In other words, Obama's major constituencies were in the major cities on the two seaboards and from the suburbs, and included Blacks, youth and university educated white professionals. Even in those cases in which they voted for Obama, white rural America, and blue collar workers never were quite convinced that he would fight for them, and the Wall Street bailout confirmed their suspicion. Underlying it all, there is, of course, the prevalent racism that permeates most sectors of American society and emerges in the form of distrust toward the Commander in Chief: Obama has to prove his loyalty to the country in ways not demanded from others. He has to pay the price of being the first Black president.A third hypothesis that is circulating among pundits is that Obama's focus on health care was misplaced, that he should have concentrated all his attention on economic recovery and job creation instead. Indeed, it was during the 2009 summer of discontent that the electorate became irreconcilably divided and that Republican-launched corrosive ads dominated the airwaves, and rumors about death panels and "pulling the plug on grandma" pervaded City Hall meetings. A general distrust of the federal government and of all incumbents inside the DC belt, while nothing new among the American electorate, re-emerged with new virulence.It is in this context that the Tea Party movement cut its teeth and started dominating the headlines. Spurred by the GOP with the intention of mobilizing the population around anti-tax, anti-federal government sentiments, the Tea-partiers launched national campaigns against all incumbents, and in the process became a voice for the profound anger, fear and frustration that the poor state of the economy and the sustained unemployment rate has caused in the population. Pleased at the frenzy stirred up by the movement, Republicans have complacently let it lead the way, exercising no restraint on their wildest propositions (see below) and allowing it to do the work for them as the voice of the opposition. This is already having unwanted consequences, as extremist Tea-party –fielded candidates from outside party ranks are challenging party insiders in gubernatorial as well as Congressional primary races.Like the eponymous rebellion that took place in Boston in 1773, the Tea Party's main philosophical thrust is against taxes, centralization of power and government overreach. Unlike it, it is also anti-immigrant. Because of the prevalent uncertainty about the economy, their discourse resonates with the electorate. To fight the federal government initiatives, they are finding their best institutional allies in the State governments, courts and legislatures. Indeed, judging by the poisonous political environment, the polarization of the electorate, and the state-based challenges to the federal government, at times it seems that only a Lincolnian figure can save America from another civil war.The so- called "States Revolution" is visible in many fronts. Five states have passed legislation against parts of the federal health reform law, and around 20 states are challenging its constitutionality through the court system. Several states legislatures are getting ready to pass laws modeled after the anti-immigration law in Arizona, which was deemed unconstitutional by a district court but has broad support in the population. It will probably end up in the Supreme Court, as challenges and counter-challenges continue. Interestingly, Obama is in fact deporting more undocumented workers than any of his predecessors, but his reform proposal would give a pathway to citizenship to these workers if they have a job, register with the US government, and pay a fine and back taxes. Immigration has been a thorny issue, with allies and foes on both sides of the aisle. After all, it was Ronald Reagan who gave amnesty to all illegal immigrants in 1986, and George Bush's proposal in 2006 was very similar to Obama's. This is hardly a philosophical issue on which the two parties diverge; it is just a populist cause that is being used by Republicans to stoke the flames of right-wing populism and racism prevalent in main sectors of the population.The backlash against undocumented workers is of such magnitude that it has come to encompass all immigrants. It has now taken the unlikely form of a movement to abolish or amend the 14th Amendment, a foundational provision dating from 1868 which grants citizenship to all born in the United States. The changing of the birth right rule is "worth considering" according to House Minority leader John Boehner (R-Ohio) because "it gives an incentive for people to come to the United States illegally to give birth here." This is outrageous pandering by the Republican Party who has always fathomed itself to be the staunchest defender of the Constitution, which they consider a sacred text to be read literally, with minimal interpretation. Such is the spirit of the times. Republican Senators Lindsay Graham and John McCain, the two most important and moderate voices on Immigration Reform have changed their positions (Mc Cain because he is facing a tough primary in his state of Arizona, against, who other, but a Tea Party candidate!) and have both agreed that it is worth a debate. This is not only unprincipled on their part, but also terrible long-term politics, since by taking this stance on immigration they are removing the possibility of regaining the support of the largest growing group of voters, namely the Hispanic or Latino population for years to come.Given the strong anti-incumbent and anti-Washington sentiment prevalent in the population, the results of the mid-term election are hard to predict because some Republicans may lose seats, too. However, the current projections of the Center for Politics at the University of Virginia give the Republicans a net win of 32 seats in the House, 7 seats in the Senate (they would need 10 to become the majority) and 6-7 governor seats. The coming mid-term election is being compared to the 1994 "revolution" led by Newt Gingrich which gave Republicans a majority in both the House and Senate. Just like Obama, Clinton was an "outsider" who was handed the presidency partly thanks to his charisma, but mainly because people were disappointed at George Bush Senior, and did not re-elect him. Clinton made health care reform the centerpiece of his first term but failed to get it through Congress. He did manage to pass a controversial crime bill that included a ban on assault weapons, which the Right traditionally opposes. He also raised taxes. Republicans attacked him with an abrasive campaign in favor of lower taxes, second amendment rights and smaller government, and won. Two years later, however, with a brighter economic outlook and a pledge to balance the budget, Clinton was re-elected.But the parallel should not be exaggerated since there are many differences as well. First, Obama did pass health care reform, and that should count have some weight among his supporters, hopefully enough weight to bring them to the polls November 2. Second, the Republican Party's image was not as tarnished in 1994 as it is today, mainly because they hadn't had a majority in Congress for a long time. A New York Times/CBS News poll this past February found that 57% of those polled has negative views of the Republicans this time. The anger is aimed at Washington as a whole and this may help Democrats. The main concern of Democrats in the House and Senate today is the demographics of mid-term elections: older (over 60) white voters, who are the core group of the Tea Party movement and the most outspoken against Obama and this Congress, are also the most likely to vote in mid-term elections. And the "enthusiasm gap" on the Left may induce many Obama supporters to stay home. On the other hand, the Democratic Party learned the lesson of 1994 and is better prepared for the fight: they have been raising money from early on, setting up voters' registration campaigns and trying to mobilize the same base that brought Obama to power two years ago. They stress his activist legislative agenda and its accomplishments: financial reform, health care, extension of unemployment benefits, an energy bill that came short of cap and trade but will meet some green energy goals. More importantly, they are framing the election as a choice between going back to the policies that got the country into the Great Recession, or moving forward with the new policies of corporate responsibility, accountability and more federal supervision of financial institutions in order to avoid similar crises.However, what is clear is that the anemic state of the economy and the high and sustained unemployment rate make all other tactics irrelevant. Uncertainty rules supreme in the minds of the electorate and with it, a fear of what the future may bring and a lack of confidence in the federal government. The Republican opposition is united and vociferous and its message simple and clear: no more taxes, no more deficits, no more government intervention, close borders to immigrants and focus on private job creation through tax cuts; what the federal government won't do, states will. The President should probably counterattack in kind and engage in this ideological battle, but he is not temperamentally suited for it. He dislikes ideological arguments because he wants to be the President of all Americans, as he pledged during his campaign. The next big decision Obama needs to make is whether to let the Bush tax cuts expire after Labor Day or to extend them for two or three years. He has announced his intention to maintain them for the middle class but to end them for the wealthiest individuals, those in the highest 2% income bracket. It would bring their income tax up from 35% to 39%, not a dramatic raise but one that will be resisted strongly by the opposition. Although Obama has a good argument to make (that the $700 billion dollars thus raised would help him reduce the deficit dramatically), there is fear in Congress Democrats that a two- week debate about tax cuts will help Republicans. In a perversely cynical way, perhaps a Republican win in the congressional elections may not be a bad thing after all, and may yet help Obama: let the Republicans make his case for him, that he himself is reluctant to make. Let them stand the public scrutiny and let the public judge if they can provide better, more novel solutions to job creation, to Afghanistan, to immigration reform. A weak performance by a Republican-dominated 112th Congress, an economy that is bound to recover as it enters its next cycle, and a Palin-Huckabee ticket may still get Obama re-elected in 2012.Senior Lecturer, Department of Political Science and Geography Director, ODU Model United Nations Program Old Dominion University, Norfolk, Virginia

From the introduction: The last two years mark a turning point in public perception of human-induced climate change as a problem of global importance. The widespread acceptance that 'most of the observed increase in globally-averaged temperatures since the mid-20th century is very likely due to the observed increase in anthropogenic greenhouse gas [GHG] concentrations' has increased political pressure on governments to reduce GHG emissions. At the same time, rising oil prices have made the reduction of dependence on energy imports and diversification of the energy mix strategic imperatives for many countries around the world. While governments worldwide are confronted with this dual challenge, it is of special relevance to China. On the one hand, China has recently become the world's largest emitter of CO2, accounting for 24% of global annual CO2 emissions. China is therefore one of the most important players to effectively mitigate global warming and pressure from governments around the world on China to join emission reductions efforts is mounting. On the other hand, energy demand is growing exponentially and China is increasingly relying on energy imports to satisfy energy needs. Worried that growing dependency on energy imports may be accompanied by foreign-policy and economic pressures that might threaten national security as well as social and political stability, China has implemented a number of policies to address this issue ranging from policies to save energy and reduce energy intensity, to the diversification of oil supply sources and routes, the support of equity oil overseas acquisitions and the build up of strategic oil reserves to the diversification of the energy portfolio. In line with the objective to diversify the composition of the energy mix, China's leadership is increasingly realizing the need to reduce emissions and support renewable energy development. At a recently held Politburo study session, President Hu Jintao exclaimed: 'Our task is tough, and our time is limited. Party organisations and governments at all levels must give priority to emission reduction and bring the idea deep into people's hearts". To address the issue of energy security, the Chinese government has adapted a two-pronged approach. While measures to promote energy savings and efficiency curb the increase in energy demand, the support of renewable and nuclear energy reduces dependency on energy imports and contributes to the broadening of the foundation of energy supply. This study focuses on China's renewable energy policy and the development of wind energy in China in particular. Commitment by the highest levels of government and a host of favourable policies have triggered a boom in renewable energy in China, especially in the wind power sector. A major step in the development of renewable energy in China has been the Renewable Energy Law that came into effect in January 2006. In addition, the government has set ambitious targets for energy intensity reduction, and share of renewable energy of primary energy consumption. China is on the way to become the world leader in renewable energies. In 2007, investment in renewable energies in China amounted to approximately US$ 12 billion, second only to Germany. In terms of installed renewable energy capacity, China leads the world with 151 GW of installed capacity, largely due to the widespread utilization of hydropower for electricity generation. According to a report by the United Nations Environmental Programme, China is the world's leading manufacturer of solar cells, with an estimated annual production capacity of 3.000 MW. China's wind power market was the third biggest worldwide in 2007 and growth rates continue to exceed expectations. In 2009, China is expected to take the lead as the largest manufacturer of wind turbines. Hydro power represents the most important source of renewable energy in China and plays an important part in the power generation portfolio, most notably since the construction of the Three Gorges Dam. Hydro capacity is expected to double to 290 GW until 2020, but concerns about the social and environmental impact of large-scale hydro power are becoming stronger. Although China is the world's leading solar manufacturer, installed solar photovoltaic power capacity amounts to a mere 0.01% of total power generation capacity (80 MW, approx. 50% of which are off-grid). Solar power equipment is produced almost exclusively for export. Considering China's enormous energy demand and the pace of its growth, deployment of solar photovoltaic power is not viewed as a first-rate solution to satisfy China's energy needs, since it features high costs and low efficiencies compared to other renewables like hydro or wind power. While China does not have significant amounts of solar PV capacity, it is the biggest market for solar thermal systems for heating and hot water supply with 64,5% of global capacity, amounting to 68 GW. Biomass covers 13% of primary energy demand, mostly used in rural households for heating and cooking. In 2007, only 0,28% of power generation capacity were fuelled by biomass. The government plans to expand biomass capacity from 2 to 30 GW by 2020. Despite the impressive progress of recent years, renewable energies - excluding hydro - only contribute less than 1% to China's electricity supply and the skies above China's urban areas continue to be shrouded by smog. Since coal-fired power generation accounts for 82,9% of total electricity supply, it is no surprise that half of China's emissions are attributable to power generation. With electricity demand growing rapidly alongside the economy, dependency on coal as the major source for power generation is likely to persist. However, as the most important source of renewable energy next to hydro, and growth of installed capacity constantly accelerating, peaking at about 130% in 2007, wind power is one of – if not the – most promising option on China's path towards diversification of the energy mix. In recent years wind power has become a mainstream source of renewable energy excelling with mature technology and power generation costs almost competitive with conventional power sources, providing a viable alternative to coal as a source of electricity generation. In 2005, just before the development of wind power started to pick up pace, the China Wind Power Training and Research Project (CWPP) of the German Development Cooperation (GTZ) saw its inception, with the aim of improving the conditions for sustained development of wind power in China. Primary objective of CWPP is the support of sustained long-term wind power development in China. To attain this goal CWPP supports the improvement of technical capabilities of private and government institutions and organizations through activities in the fields of wind power training, technical support and research. The project's engagement ranges from training of technicians in charge of operation and maintenance (OM) at wind farms to the introduction and localisation of software vital to wind resource assessment. These capacity building activities are complemented by wind power information services as well as policy advice to relevant government institutions. The CWPP activities and the indicators measuring its success are based on an analysis of framework conditions in 2003/2004. However, since then the general conditions for wind power in China have changed drastically due to policy changes inducing exponential growth of the industry. While from 2000 to 2005 total installed capacity grew at an average rate of 31%, it more than doubled in the last two years. Newly installed capacity increased at an even faster rate averaging 156% annual growth from 2005 till 2007. In light of the boom in the Chinese wind power sector, it is imperative to realign project activities with actual market conditions on the basis of an up-to-date assessment of the current situation and future outlook. This analysis of the wind power sector in China in 2008 will serve as a basis for the review of current CWPP activities with the aim of developing recommendations for adaptations where deemed necessary. Content Methodology: The study is divided into seven chapters. Subsequent to the introduction, the global development of wind power, its major drivers and trends are discussed briefly serving as a backdrop to the study. The third chapter introduces CWPP and its activities along with the current status of project implementation. The fourth and fifth chapter form the main body of this study. Beginning with the current picture of energy supply and demand, the fourth chapter goes on to introduce the relevant government authorities in charge of Chinese renewable energy policy. Since the basis for wind power development is government support, a detailed examination of renewable energy policy in China is given. The policies governing the wind power sector are reviewed in order to explore the origins of the current boom of the wind power industry. The fifth chapter offers an in-depth discussion of wind power in China, including wind power potential, current status of the market and future development as well as the situation with regards to wind power equipment manufacturers and project developers. In the sixth chapter, major determinants that have the potential to negatively affect the perspectives of wind power development in China are identified and discussed. As a conclusion, chapter seven offers recommendations for the realignment of CWPP activities according to the actual needs of the market. A series of expert interviews was conducted within the scope of the study. The experts interviewed included representatives of relevant government authorities, foreign and domestic wind turbine manufacturers, component suppliers, project developers, industry associations, universities, research institutes, consultancies, CDM agencies and environmental organizations. These interviews serve as a supplement to the evaluation of secondary literature and online sources so as to guarantee the timeliness and validity of information in the study. In cooperation with the China Electric Power Research Institute (CEPRI) and the Chinese Wind Energy Association (CWEA) the need for wind power-specific training and education for wind power equipment manufacturers and power generation companies was assessed through two separate surveys. In addition, two polls were conducted among wind turbine and component manufacturers at the China Wind Energy Exhibition 2008 in Shanghai and the Wind Power Asia 2008 in Beijing. Most of these are not expected to constitute insurmountable barriers to wind power development, but will impact the pace of development nonetheless. The financial crisis on Wall Street that has spread to financial markets around the world, spurs serious worries of a global economic downturn. The renewable energy sector is hit particularly hard by a deterioration of investor confidence, since many observers assume that renewable energy development same as environmental concerns will be shelved until the economies show signs of recovery. The wind industry in China will not be exempt from negative effects of the crisis. Since raising capital will prove difficult in this situation, planned IPOs will be moved back and investments may be deferred. The fall in oil prices in fear of a recession contributes to increase the discrepancy in profitability between conventional power and renewable energy projects (decrease the relative competitiveness of renewables). The rise in coal prices and the credit squeeze further draws liquidity from the market for project development. Rising prices in raw materials drive the increase in wind turbine prices. However, wind power development in China also faces a series of challenges of intrinsic nature. The tremendous pace at which the Chinese wind power sector has been evolving entails an inherent risk of undesirable developments. Reports of wind turbines not performing as expected or even collapsing, lack of due diligence in planning of wind farms, serial production errors in turbines, the counterfeiting of components. These incidents are often portrayed as isolated, but may be representative of greater erroneous trends in the industry. Government regulation will be essential in addressing the issues at stake and preventing them from becoming fundamental barriers to future wind power development. Policy: As mentioned before, government renewable energy and wind power policy have been the single most important driver for wind power development around the world. This is also true for China. A combination of wind power development targets, mandatory market share requirements, economic incentives and protective policies have created a burgeoning wind power market and a thriving domestic industry. Nevertheless, in order to prevent a bust from following the boom, a few adjustments of the policy framework are necessary in order to provide for sustained wind power development. Restrictive government policies, particularly with regard to wind power pricing and foreign investment, pose a serious barrier to the exploitation of a diverse set of investment sources for wind power development in China. Obstructive regulations for FDI, especially with regard to debt financing and CDM project ownership, serve as deterrents for foreign investors. Modes for participation in the regulatory process are unclear, as are rights to appeal regulatory decisions. The lack of a clear pricing policy guaranteeing secure and attractive profit margins for wind power projects has kept many potential investors at bay. Limited access to proper financing and insurance further discourages private and foreign investors. The development of a competitive power sector is also impeded by the dominance of state-owned power generators, who retain strong and often opaque links to state funds, while their levels of profit, subsidies and cross-subsidisation are undisclosed. The government has largely recognized the challenge to open up the market to private and foreign investors. Movement towards further improvement of the policy framework governing wind power is visible. Recently, the government has been addressing many of the most important barriers impeding wind power development. Wind power pricing policy has been slowly moving towards a more predictable and lucrative system of fixed feed-in tariffs. Government action has been taken to alleviate deficiencies regarding reliable wind resource data and the innovation capability of the domestic industry. According to some observers, CDM regulations are expected to be loosened in favour of foreign investors. Still, a number of challenges remain to be addressed, demanding government guidance in order to facilitate sustained, long-term development of wind power in China: - Enforce efforts to provide adequate wind power education and training programmes to ease the human resource deficit. - Establish strong mandatory wind turbine certification standards and support capacity building in the field of turbine testing, in order to ensure turbine quality/reliability and in the long-run improve global competitiveness of the domestic wind industry. - Facilitate smooth grid integration of wind power by: - strengthening the national power grid and interregional transmission capacity, taking into consideration the integration of wind power in the design of grid expansion plans by establishing management regulations and technical specifications to integrate wind power into grid planning; - mapping out comprehensive wind power development plans on national and provincial level in consultation with the grid companies, taking into account construction of other power generation capacity, (interregional) transmission capacity as well as the specific requirements of wind power grid integration; - redoubling research efforts with regard to the analysis of the influence of extensive deployment of wind power on the operation and management of the power grid, intensifying studies on accurate wind power forecasting to allow for effective dispatch of power and establishing a national grid code for wind turbines to ensure maximum electricity output of wind farms. - Tweak FDI, CDM and wind power policies to allow for more diversity in investment and enhance the efficiency of the power sector by creating a fair and open market. Clarify wind power pricing policies and facilitate access to government subsidized bank loans. - Increase transparency within the wind industry and power sector, e.g. with regard to information on wind farm energy output and turbine availability, in order to facilitate competition and intra-industry learning processes, enable timely identification of challenges and build investor confidence. Information transparency is also necessary to improve energy demand and (wind power) supply forecasts and thus provide for proper dispatch of power plants.

This Fifth Edition of the Uganda Economic Update presents evidence that if the urbanization process is well managed, it has the potential to stimulate economic growth and to provide productive jobs for a greater proportion of Uganda's young and rapidly expanding population. In many countries across the world, the growth of cities has stimulated the establishment and expansion of productive businesses by reducing the distance between suppliers and customers. The growth of cities has also facilitated provision of social services and infrastructure through economies of scale. These positive effects from urbanization are already visible in Uganda since the poverty rate is seven percentage points lower in urban areas than in rural areas. Most of the recent job creation is found in cities, and social indicators are also better in urban areas, especially in education and health.

Russia's economy experienced two shocks in 2014. On top of the structural crisis that began in 2012, Russia had to deal with cyclical and idiosyncratic challenges to the economy. One of the new shocks illustrates Russia s integration into the world economy through its natural resource exports, and thus its dependence on the global commodity cycle: oil prices more than halved between July and December 2014, giving Russia a terms-of-trade shock. The ruble lost 46 percent of its value against the US dollar, which worsened already eroded business and consumer confidence. The monetary tightening in response made credit expensive, further dampening domestic demand. The other, more idiosyncratic, shock was related to the geopolitical tensions that began in March 2014 and led to economic sanctions. The tensions not only heightened perceptions that Russian investments had become riskier, they also dramatically increased the costs of external borrowing for Russian banks and firms. Spreads on Russian credit default swaps peaked in December at 578 basis points, compared to 159 a year ago. Together with the financial sanctions imposed on Russia in late July, which have restricted the access of Russia s largest state-connected banks and firms to Western international finance markets, this all but extinguished investment. The current World Bank baseline outlook, however, sees the national poverty rate increasing from 10.8 percent in 2013 to 14.2 percent in 2015 and 2016. Poverty is expected to increase because real disposable income and consumption will decline. This would be the first significant increase in poverty rates since the 1998-1999 crises. Russia weathered the 2008- 2009 crisis well as disposable incomes continued to grow slightly. Given the current limited fiscal space, additional support for the poor and vulnerable is likely to be less generous than it was during the 2008-2009 crisis. Although people at the bottom of the income distribution are the most vulnerable, there will be less opportunity for an increase in shared prosperity in 2015-2016, and there is a worrisome possibility that recent achievements might be reversed.

The purpose of the paper is to present a more granular view of such projects through the in-depth focus on a limited number of case studies, with a view to understanding what factors in the design of such lending have helped achieve objectives of expanded access, and what forms of interventions may have been less successful. It examines the nature of Bank lending vehicles, the partnering borrower institutions, the country environments in which its loans were extended, as well as broader elements of good practice that make for loan success. It examines the beneficiaries targeted and results achieved. It aims to draws lessons that suggest what factors could lead to success or failure in Bank operations focused on financial access. The remainder of the paper is organized as follows: section two briefly describes the set of the Bank s projects selected for detailed review. Sections three to six contain the core findings of the review. Section 3 focuses on alternative forms of borrower institutions that have served as vehicles for Bank projects, particularly, public sector banks, apex bank structures that include the private sector, rural banks, nonbanks, non-governmental organizations (NGOs) and microfinance institutions, in terms of the degree to which the Bank has been able to successfully partner with such institutions to expand financial access. It also looks at alternative forms of Bank loan design, policy-based loans, investment loans and lines of credit, Learning and Innovation Loans (LILs), matching grants, technical assistance and combinations thereof, and reviews evidence on the role of loan structure (including partnerships with other donors/lenders) and project success. Section four considers the effect of the broader business environment, in terms of financial regulation. Section five reviews elements of good practice that have contributed to success in lending that could be applicable to loans with any objective, and examines their application in the present context. Section six tries to construct a bottom line, reviewing available evidence on outcomes and impact; especially in terms of the ultimate beneficiaries reached. Section seven, the final section, summarizes the main messages emerging from the review and concludes with observations about ways forward.

For many years, microfinance has been the poster child of governments, policymakers, and international organizations with the goal of lifting millions of people out of poverty. The notion that microfinance can pursue and achieve the intertwined goals of development and financial profitability without friction predominated. This dual opportunity, combined with a huge untapped market for financial services at the bottom of the pyramid attracted large amounts of funding from international capital markets, triggering unprecedented levels of growth. Until the global financial crisis, the sustainability of the resulting market growth had not been significantly questioned. As the crisis unfolded during the end of 2007, there seemed to be consensus among microfinance practitioners, analysts, and other industry experts that this crisis will be different. The microfinance industry braced itself for anticipated liquidity crunches, increase in costs of funds, and foreign exchange, as well as a sharp rise in portfolio arrears. This paper will: review recent publications that have drawn conclusions on the effects of the global financial crisis based on empirical data research; draw the conclusion that proper governance and risk management systems are essential and can have avoided many of the problems specific microfinance institutions (MFIs) faced during the financial crisis; and highlight Basel framework sections relevant to MFIs and demonstrate how these can be applied to strengthen MFIs.

Section one provides an economic update and assesses the challenges and near-term prospects facing the South African economy. In particular, it looks at the implications for South Africa of the resurgence of uncertainty in global financial markets, the surge in capital flows to safe-haven assets, the continuing Euro zone crisis, and signs of slowdown in some of the large emerging market economies. Section two focuses on inequality of opportunity in South Africa. For the first time, using innovative techniques, this section presents an analysis of the interlinked inequality of opportunities for children and for access to employment. Every society has a degree of inequality of outcomes that reflects differences in innate human capabilities, effort, education, experience, and skills. But a recognized goal for public policy is to ensure at least the equality of opportunity for every individual in a country. Many countries have used this new approach to develop targeted policies to promote such equality of opportunity and to monitor and evaluate the success of public programs.

The paper is based on a scenario workshop held on January 20, 2009, where leading financial and private sector development experts from IFC, the International Monetary Fund, and the World Bank discussed the unfolding crisis. This paper is a product of the staff of the Financial and Private Sector Development Vice Presidency of the World Bank Group. The scenarios described in this paper do not necessarily reflect the views of the World Bank Group, its Executive Directors, or the governments they represent. The scenarios described serve as the basis of a planning exercise and are not to be interpreted as forecasts or projections on the part of the World Bank Group or the authors of this paper. The purpose of this paper is to sketch scenarios taking into account the information currently at hand. In this way, scenarios can provide decision makers with alternative views of the future. Decision makers can test their strategies against the different ways in which the future might play out. Scenarios provide a framework for debate, leading to better policy making and strategies. They are especially useful in situations where major global changes are under way but there is huge uncertainty over what may happen. Staffs of the World Bank Group are providing these scenarios to help governments and organizations prepare for an uncertain future. Being well prepared and open to thinking about different outcomes is much better than continually being behind the curve and having to chase events.

The economy continues to recover with most sectors rebounding strongly from the sharp drop in output late 2008 and early 2009. Preliminary estimates suggest that real Gross Domestic Product (GDP) grew by 6.1 percent year-on-year in 2010, following an outturn of minus 1.3 percent in 2009. However, winter arrived in Mongolia with the agriculture sector still feeling the impact from last year's dzud. The sector has now experienced double-digit contractions for the third quarter in a row. The exchange rate against the US dollar has been slowly appreciating back to the pre-crisis level. In December 2010, the average monthly exchange rate against the US$ appreciated by 3.0 percent, compared to the previous month, or 15 percent compared to December 2009. The latest survey conducted in informal labor markets in December 2010 revealed a reduction in number of casual workers by about 40 percent compared to September due to the seasonal closure of construction labor markets, and reduced outdoor sales activities due to cold weather. Mongolia has made significant progress in improving budget transparency, but there is still considerable room for improvement. Finally, although Mongolia's laws are easily accessible online and court processes are generally impartial and transparent, the predictability of court decisions is limited and the courts, enforcement and registration agencies are often perceived as corrupt by the public.

The Philippines quarterly update provides an update on key economic developments and policies over the past three months. It also presents findings from recent World Bank work on the Philippines. It places them in a longer-term and global context, and assesses the implications of these developments and other changes in policy for the outlook for the Philippines. Its coverage ranges from the macro-economy to financial markets to indicators of human welfare and development. It is intended for a wide audience, including policy makers, business leaders, financial market participants, and the community of analysts and professionals engaged in the Philippines. Though the revised gross domestic product (GDP) growth estimates show small deviation from the old base year and methodology, the revision has resulted in a nominal GDP which is 6 percent larger and hence, lower fiscal statistics as a percentage of GDP (e.g., lower tax effort, but improved debt ratio), but also important sectoral growth changes. Investment is now noticeably higher due to improved coverage and transfer of items previously booked under consumption (e.g., military goods) the investment-to-GDP ratio in 2010 is now 20.5 percent instead of 15.6 percent. The demand side growth continues to post a remarkable uptick in investment. Investment grew by 37 percent year-on-year and contributed 6.8 percentage points to GDP growth, mostly driven by durable equipment and private construction. Private construction grew by 22 percent, albeit at a slower pace than the preceding three quarters, and compensated for the contraction in public construction which shrank by 37.3 percent due to continued fiscal tightening and a high base effect. Investment in durable equipment grew 17 percent with the building up of inventory in industrial machineries and road vehicles.

Although a number of m-money businesses have emerged around the world, few have reached significant scale. Overall, m-money uptake is limited when contrasted with its apparent promise of reaching the unbanked and underserved, servicing existing banking clients, and being a means for realizing a cashless society. This study examines the following in more detail: existing major money flows and the critical mass of low-value, high-volume payment transactions and whether m-money can be used for them (i.e., potential demand); regulatory environment and major obstacles for m-money uptake; business models of partnering institutions; payment behavior of users and nonusers (banked and unbanked), in particular where they receive funds and how they use money, including alternative means; and existing and potential agents networks, their requirements to run m-money as a viable business, and their training needs. This report provides detailed information on Thailand regarding five main topics, business models, money flows and demand, potential user perceptions and behavior, regulation, and agent networks.

Higher education (HE) systems worldwide are faced with three main challenges: providing young people with the skills required by the job market; improving access to high quality services; and seeking out new sources of financing to cope with the growing student demand. This document will provide evidence on the need to seek sustainable financing strategies for countries in Middle East and North Africa (MENA), whether they are high income economies, such as the oil producing countries, or low to middle income economies. Chapter one presents an overall description of HE graduates and the many challenges they face in their transition into the workforce. The different elements that affect this transition are discussed and special attention is given to the mismatches between labor supply and demand. Chapter two analyses the current levels of spending on HE, projects the future financing gaps taking into account the need to continue expanding access and improving quality and relevance, and provides a framework for funding approaches linked to meeting access, equity, and quality goals. Chapter three outlines ways of using current funds in more effective ways, emphasizing the need to align financing allocations with policy goals. Innovative funding allocations that link funding to performance and demand- as well as supply-side mechanisms are discussed. Chapter four discusses different ways to diversify sources of funding and presents alternative methods of cost-sharing. The chapter emphasizes the equity measures needed for cost-sharing mechanisms, such as student fees, and provides an overview of student loan programs used in MENA and elsewhere. Chapter five discusses the role of private provision of HE, and how this can be an alternative to increase access and quality, provided the necessary regulatory and quality controls are in place. Chapter six describes an alternative source of funding not yet common in MENA, namely the use of philanthropic resources to build endowments to support HE.

After a strong rebound in 2010, Philippine economic growth slowed by more than half to 3.6 percent in the first three quarters of 2011. Slower third quarter (Q3) growth of 3.2 percent was the result of significant contractions in exports and public investment. The contraction in exports largely reflected weaker demand in advanced economies while public investments continued to shrink in part because of measures to improve accountability of public spending. On the production side, industrial and agricultural activities were sluggish, leaving the services sector to buoy growth. To improve growth outcome in the remainder of the year, the government announced a PHP 72 billion (about 0.7 percent of GDP) disbursement acceleration plan to ensure that budgeted items are spent by year end. Q3 growth of 3.2 percent was driven by private consumption and inventory build-up, which grew by 7.1 and 147.7 percent respectively. The country's slower expansion places it behind its neighbors with Indonesia, Vietnam, and Singapore growing above 6 percent, Malaysia at 5.8 percent, and Thailand, which was devastated by massive flooding in recent months, at 3.5 percent.
