Abstract
DURING THE PAST TWO DECADES, THE CHINESE NATIONAL PEOPLE'S CONGRESS HAS EXPANDED ITS FUNCTIONS AND POWER. TO TAKE ADVANTAGE OF THE CHANGES IN THE POLITICAL ENVIRONMENT, THE NPC ADOPTED A NETWORK STRATEGY TO PURSUE THE GOAL OF LEGISLATIVE DEVELOPMENT. THE PATTERN OF COOPERATION THROUGH FRICTION EXPLAINS WHY THE WORLD'S LARGEST LEGISLATURE HAS BEEN ABLE TO STRENGTHEN ITS POSITION AND POWER IN THE PROCESS OF ECONOMIC DEVELOPMENT WITHOUT ALIENATING OTHER POLITICAL INSTITUTIONS, AND PRESENTS A PECULIAR STRATEGY OF POLITICAL DEVELOPMENT DIFFERING FROM LIBERAL PLURALISM AND HIERARCHICAL AUTHORITARIANISM.
