Modernization and Change in Social Housing: The Case for an Organizational Perspective

Abstract
It is argued that past approaches to research on housing policy & housing organizations are now inadequate & unable to provide a clear explanation of modernization & change. The modernization of social housing is associated with changing core organizational competencies & the movement toward a variety of partnership approaches. In response, developed here is a tripartite theoretical framework based around new institutional economics, strategic management, & institutional theory. An exploratory review of the evidence at a sectoral level (examining social housing as a field, regulation, & the profession) & the organizational level (focusing on changing organizational behavior) is used to illustrate the legitimacy of this approach, & a new research agenda is outlined. 83 References.
