Abstract
PAPER REPORTS ON WORK-IN-PROGRESS THAT REACHES THE FOLLOWING CONCLUSIONS: DATA COMPILATION IS 20 YEARS BEHIND IN THE FIELD OF CHILDREN'S SOCIAL SERVICES; THE ACCESS OF CHILDREN TO QUANTITY AND QUALITY OF SUCH PROGRAMS VARIES ENORMOUSLY FROM STATE TO STATE; THE ACCOUNTABILITY OF TITLE XX FUNDS FOR SUCH PROGRAMS IS LESS THAN THAT FOR FEDERAL EDUCATION GRANTS; FUNDS ARE ALLOCATED WITH POLITICAL CRITERIA.
