Abstract
A comparative analysis of income maintenance policies in France, West Germany, Italy, & GB, highlighting pension policies in the period 1945-1975 & responses to "new poverty" 1975-1990. Patterns of growth in social security expenditure in the two periods are compared, using Richard Titmuss's (1974) typology of institutional, industrial achievement, & residual systems of welfare to trace shifts in institutional forms of welfare administration.
