Abstract
The University was an important contribution by the departing colonial government to the nation of Papua New Guinea. It laid the foundations for a national history; it made possible independent criticism of colonially founded institutions like local government & the court system; it helped to develop a relevant view of economic growth. It laid the foundations of a national intellectual elite, which has so far proved reasonably successful, but as so few of that elite have remained on the campus, the University must continue to depend on expatriate teachers.
