Abstract
The current calls for educational reform are reminiscent of the high phase of the last great educational reform in Germany in the 1960s & 1970s, though there is a huge difference in the visible results, as institutional lameness has wrought an incapability to convert answers to known problems & tread new paths, & public asseverations over the value of education are much smaller now than three or four decades ago, despite the fact that education has become the answer to societal problems of every sort. While the sheer number of requirements from all sides does not help educational policy, in a state educational system it could be more precisely & directly tackled, though the battle itself over local versus federal jurisdiction is diffusing responsibility & obstructing original political initiatives. Funding remains an additional problem that can only be resolved through sacrifice on everyone's part, particularly under such restrictive conditions. But if the fundamental prerequisites of readiness for education & readiness to invest in education are met, than a much more effective discussion can be held over the institutional reconstruction of the educational system.
