Indo-Sri Lankan accord on Tamils of Indian origin

Abstract
India and Sri Lanka announced on 15 January 1986 that an understanding had been reached on the question of the residual stateless persons of Indian origin in Sri Lanka. Not deeming them citizens of Ceylon was an injustice, taking into consideration the fact that they have been there for generations, that they consider Ceylon as their home and that their contribution to the country's economy is considerable. Under the provisions of the new act, a plantation Tamil of Indian origin granted the country's citizenship will have "the same rights as those registered under any other law". Those granted citizenship will also be registered, a certificate of citizenship issued and their names gazetted. (Internat. Political Science Association)
