Abstract
This article joins the efforts to explore the new technological, conceptual and technical frontiers of management in the countries of the region. Firstly, the author analyses the shortcomings of the traditional paradigms of government administration and describes the emergence of a new model for the administrative reform in Latin America. Secondly, drawing upon an examination of the reforms which have been carried out during the past thirty years, he discusses what he regards as a crisis in the paradigms of management sciences. Thirdly, he assesses the results of the preceding analyses as they relate to the field of management training
