Abstract

A new balance of a kind is already in place between Indochina and ASEAN. That much has been conspicuously evident ever since the Cambodian peace agreement was concluded in Paris in October 1991, despite continuing problems of implementation. However, according to the author, this new balance cannot in itself provide a sufficient basis for a post-Cold War security order in Southeast Asia. He addresses the issue of security within a wider East Asian framework. (DÜI-Sen)
