Abstract

This report presents a short note prepared in March 1992 as a commentary on the terms of reference of the proposed ADB-financed trade policy reform study. It also contains the terms of reference as an annex. The Namibia trade policy reform study focuses on four areas: creation of a partial export regime; development of an Export Processing Zone regime; strategy regarding the Southern African Customs Union (SACU); and institutional strengthening of the Investment Centre (IC).
