Abstract
Jasmine Beckford died while in the care of her local authority. The subsequent report of the panel of inquiry makes compelling and at times disturbing reading; it demands our attention and deserves a response. The author highlights fundamental issues of statutory supervision, public accountability and social work training, and identifies lessons for the Probation Service. How do we define 'the client', and who owns social work?
