Abstract

En 2018 entraron en vigencia en Chile, un conjunto de modificaciones a la Ley 19.175, a través de las leyes 21.073 y 21.074, con objeto de fortalecer la gestión regional y profundizar la democracia, transfiriendo competencias y estableciendo la elección directa de la autoridad denominada Gobernador Regional, no obstante, mantiene una importante injerencia el Presidente de la República a través del denominado Delegado Presidencial Regional. La coexistencia de ambas autoridades anticipa tensiones en el liderazgo para el desarrollo y crecimiento de cada región. En este contexto, se presentan los resultados parciales de un estudio de caso orientado a identificar los significados atribuidos a estos nuevos roles por parte de actores claves (consejeros regionales y concejales) de la recientemente creada Región de Ñuble, el cual está orientado a comprender los alcances y desafíos implicados en el ejercicio de su rol. In the year 2018, a set of amendments to Law 19.175 entered into force, through laws 21.073 and 21.074, in order to strengthen regional management and deepen democracy, transferring powers and establishing the direct election of the authority called Regional Governor, however, the President of the Republic maintains an important interference through the so-called Regional Presidential Delegate. The coexistence of both authorities anticipates tensions in leadership for the development and growth of each region. In this context, the partial results of a case study aimed at identifying the meanings attributed to these new roles by key actors (regional government counselors and city councilors) of the recently created Ñuble Region are presented, which is aimed at understanding the reach and challenges involved in the exercise of its role.
