Análisis de las lecciones aprendidas en la planeación y logística para la construcción de viviendas del macroproyecto V.I.P. en Guapi Cauca

Abstract

La Gestión de proyectos de construcción en general incluye la logística y la planeación como procesos integrados al buen desarrollo y administración de todos los recursos de la organización. Por lo anterior es importante brindar al constructor, de acuerdo a la práctica y sus lecciones aprendidas, la identificación y análisis de aquellas dificultades que se presentan en la actualidad para acometer los proyectos de construcción y, particularmente aquellos proyectos en condiciones de trabajabilidad y de maniobra atípicas como los relacionados con la construcción de Vivienda de Interés Prioritario en zonas afectadas por fenómenos Naturales, centrando el análisis de caso en el litoral pacífico Colombiano con condiciones de trabajabilidad y maniobra atípicas. Para el desarrollo de la temática planteada, se analizó el Macroproyecto de Interés Social Nacional –MISN-, en el Municipio de Guapi, Cauca tipo V.I.P, que consta de 460 unidades habitacionales, obra en ejecución realizada por SIDECOL S.A.S. El interés del grupo de trabajo y de la empresa que se vincula al estudio es ofrecer al medio, un análisis prospectivo para enfrentar la ejecución de proyectos de este tipo. Por lo anterior, en este trabajo se presenta una descripción del estado actual de proyectos similares ejecutados bajo la responsabilidad del Fondo Nacional de Adaptación al Cambio Climático y se realiza el diagnóstico para la identificación de problemáticas técnicas asociadas con la ubicación del Macroproyecto particular de este estudio. Este análisis sirve de herramienta para la identificación de las variables significativas que afectan directamente la normal ejecución del Proyecto y que repercuten en los costos de construcción. Finalmente y en relación a lo anterior se realizó una revisión general de las propuestas gubernamentales que se adelantaron para la ejecución de obras que apoyan de estas iniciativas. ; The management of construction projects associates and frames the logistics and the planning of integrated processes and the administration of all resources of an organization. Therefore, it is important to provide the builder, according to the practice and lessons learned an approach, identification and analysis of those difficulties that are present today in order to undertake the construction projects especially those related with the building of social interest and those in areas affected by natural phenomena. Moreover, it is important to highlight that the government should concretely define the project, in order to start execution at the Colombian pacific coast with workability and atypical manageability conditions. For the development of all this, the Macro Project of National Social Interest (MNSI) was analyzed. A project consisting of 460 housing units of type V.I.P, in the Municipality of Guapi, Cauca, a work in progress carried out by SIDECOL S.A.S. The goal of the project and the company involved in the study is to offer to the medium, a prospective analysis to face the execution of these types of projects. Therefore, this project presents a description of the current state of similar projects executed under the responsibility of the National Fund for Adaptation to Climate Change and it will also present a diagnosis of the identification of technical problems associated with the location of the particular Macro Project. This analysis will be an excellent tool for the identification of significant variables that directly affect the normal execution of the project and the impact on construction costs. Lastly, and in relation to the above, it will also present the analysis of government investment and their support in these initiatives.
