Abstract

The present article analyzes the intensity of paradiplomacy executed by the local government and the organized civil society of the Archipelago of San Andrés, Providencia and Santa Catalina within the framework of the Colombian foreign policy towards the Caribbean during the period 2012-2018. This research is based on a descriptive analysis, and the case study is taken as the method. It uses a quantitative methodology since both numerical measurement and statistical and institutional analysis are used. These two aim to demonstrate that, although none of the studied organizations conceived their paradiplomatic activity strategically, a significant number of actions, scenarios and international action topics were identified; in the local government's case, they registered a low level of paradiplomacy, while in the organized civil society's case to a greater degree. ; El presente artículo analiza la intensidad de la paradiplomacia del gobierno local y la sociedad civil organizada del departamento archipiélago de San Andrés, Providencia y Santa Catalina en el marco de la política exterior colombiana hacia el Caribe durante el periodo 2012-2018. Esta investigación parte de un análisis descriptivo cuyo método es el estudio de caso y emplea una metodología de carácter cuantitativo en tanto se utilizan la medición numérica y el análisis estadístico e institucional, teniendo como objetivo demostrar que, a pesar de que ninguna de las organizaciones en estudio concibió de manera estratégica su actividad paradiplomática, sí fue identificado un notable número de acciones, escenarios y temáticas de actuación internacional que, en el caso del gobierno local evidenció un nivel de intensidad menor, mientras que la sociedad civil un grado mayor.
