Abstract

The social cost of carbon (SCC) is a tool used by federal agencies to quantify the cost of carbon emissions in policymaking. As concerns surrounding climate change become more pressing, some states have also begun using the SCC in their own policies, rules, and regulations, while other states like Missouri have actively challenged the metric.
