СONCEPTUAL PRINCIPLES OF IMPLEMENTATION OF THE MODERN MODEL OF COMBAT TRAINING IN LAND FORCES BASED ON NATO STANDARDS ; КОНЦЕПТУАЛЬНІ ЗАСАДИ ЗАПРОВАДЖЕННЯ СУЧАСНОЇ МОДЕЛІ БОЙОВОЇ ПІДГОТОВКИ У СУХОПУТНИХ ВІЙСЬКАХ НА ОСНОВІ СТАНДАРТІВ НАТО

Abstract

The article presents views on the conceptual basis for the introduction of a modern model of combat training in military units (units) of the Land forces of the Army of Ukraine by adapting NATO standards, which should be used thoughtfully in preparing military units to perform their assigned tasks. The proposed model of training provides a fundamentally different approach, both to the process of training troops (forces) and to the system of their evaluation, which consists in the priority solution of the tasks of combat training, their targeted funding and logistics. The well-thought-out organization and unquestioning implementation of combat training measures in the Land forces should become the main content of the daily life of military teams. Th e article aims to substantiate the need to introduce a modern model of combat training in the Land forces as an effective and extremely important tool for deterring the enemy and repelling possible large-scale armed aggression against Ukraine. The introduction of a modern model of combat training provides common approaches to the basics of the organization of the training system of troops (forces), as well as requirements for planning and conducting training activities. The process of combat training is organized in accordance with the tasks set by military units (units), taking into account the level of training achieved by them and lists of combat capabilities to acquire (build, maintain) during the training period, and the actual amount of resources allocated for training and acquired combat experience and experience of joint training with military formations of NATO member countries. The main requirement for the organization of combat training is a creative approach, avoidance of stereotypes when learning the forms and methods of maneuvering combat operations, taking into account the situation and tactics of the enemy, efforts to improve professional skills of personnel, effective use of weapons and military equipment, the smallest losses in forces, means and resources. It is necessary to take into account the qualitative state of forces and means - the level of combat experience and training of troops (forces), the degree of training of commanders and staffs as governing bodies, the level of physical and moral readiness of personnel to perform tasks. It is the quality of military units (units) that allows us to fight not in numbers but in skills. Qualitative characteristics are the main indicator of the level of combat capabilities of military units (units). Only by deeply analyzing the qualitative state of readiness of subordinate structures, the commander can properly plan the battle, reasonably determine the combat tasks, choose the most appropriate and effective ways of conducting hostilities. The organization of combat training includes: definition of tasks of combat training; working out the plan for the organization of combat training; combat training planning; setting tasks; comprehensive combat training; combat training guidance. It is the careful organization of combat training that directs the direct activities of commanders, commanders (chiefs) of all levels to determine tasks and requirements for training, conduct quality planning, comprehensive support, management, control and assistance to subordinate commanders (chiefs). The components of combat training include individual training of officers, sergeants and privates of contract military service, as well as conscription; collective training, consisting of training of departments (headquarters) of military units (units) and training of military units (units); training material and technical base that ensures the implementation of combat training. The direction and level of combat training of military units (subdivisions) of the JI of the Army of Ukraine must meet the requirements of today, have clear outlines, promote and ensure the guaranteed implementation of tasks under any circumstances, effective use of weapons, achieving victory with the least losses, tools and resources. The direction of further research to increase the effectiveness of the combat training model of the Land forces of the Army of Ukraine should be quantitative and qualitative justification of the proposed ways based on the Catalog of capabilities of the Army of Ukraine, Standard catalog of tasks (subtasks) for training of the Army of Ukraine, as well as individual and collective training standards. ; У статті викладено погляди на концептуальні засади запровадження сучасної моделі бойової підготовки у військових частинах (підрозділах) Сухопутних військ Збройних Сил України шляхом адаптації стандартів НАТО, які слід вдумливо використовувати в ході підготовки військових формувань до виконання завдань за призначенням. Запропонована модель підготовки передбачає принципово інший підхід як до процесу навчання військ (сил), так і до системи їх оцінювання, що полягає в пріоритетному вирішенні завдань бойової підготовки, їх цільовому фінансуванні та матеріально-технічному забезпеченні. Продумана організація та беззаперечне виконання заходів бойової підготовки у Сухопутних військах повинно стати основним змістом повсякденної життєдіяльності військових колективів. Стаття має на меті обґрунтування необхідності запровадження сучасної моделі бойової підготовки у Сухопутних військах як дієвого та вкрай важливого інструменту стримування противника та відсічі можливій широкомасштабній збройній агресії проти України. Запровадження сучасної моделі бойової підготовки передбачає єдині підходи до основ організації системи підготовки військ (сил), а також вимоги до планування та проведення навчальних заходів. Процес бойового навчання організовується відповідно до визначених військовим частинам (підрозділам) завдань, з урахуванням досягнутого ними рівня навченості та переліків бойових спроможностей для набуття (нарощування, підтримання) протягом періоду навчання і реальних обсягів ресурсного забезпечення, виділеного на проведення заходів підготовки, а також набутого бойового досвіду та досвіду проведення сумісної підготовки з військовими формуваннями країн – членів НАТО. Основною вимогою щодо організації бойової підготовки є творчий підхід, уникнення шаблонності під час навчання форм і способів ведення маневрених бойових дій з урахуванням обстановки та тактики дій противника, спрямування зусиль на поліпшення фахової майстерності особового складу, ефективне використання підлеглими озброєння та військової техніки, досягнення перемоги з найменшими втратами у силах, засобах і ресурсах.
