ANALYSIS OF THE STATUS OF PERSONNEL SUPPORT FOR THE DEVELOPMENT OF PROFESSIONAL SERGEANT AND SENIOR OFFICERS OF UNITS AND UNITS OF THE NATIONAL GUARD OF UKRAINE ; АНАЛІЗ СТАНУ КАДРОВОГО ЗАБЕЗПЕЧЕННЯ РОЗВИТКУ ПРОФЕСІЙНОГО СЕРЖАНТСЬКОГО І СТАРШИНСЬКОГО СКЛАДУ ЧАСТИН ТА ПІДРОЗДІЛІВ НАЦІОНАЛЬНОЇ ГВАРДІЇ УКРАЇНИ

Abstract

The article raised the issue of actualization of professional development of the sergeant and senior officers of the National Guard of Ukraine. It was established that the main problems of the low level of staffing of the posts of the sergeant and senior officers are the labor migration of Ukrainian citizens, the demographic crisis, the low level of military support for servicemen, the large volume of service load, the reduction of the prestige of military service, etc. A significant reason is also the lack of an effective system for the development of professional sergeant and senior officers. The research determines that in the research of the effectiveness of the development of professional sergeant and senior officers the legal regulation of personnel provision of this process becomes relevant. Conceptual normative legal acts fully disclose problem issues and directions of their solution in relation to personnel provision for the development of professional sergeant and senior staff. However, they determine only the main directions of the formation of a professional sergeant and senior officers of the National Guard of Ukraine, and the practical implementation of these measures is implemented by the relevant normative and legal acts of practical direction, which are currently poorly developed. The article develops the structure of the legal and regulatory framework for the regulation of the professional development issues of the sergeant and senior officers. It has been established that the analytical annual legal acts are not an exception in the formed structure. However, they do not provide information on the development of professional sergeant composition of the National Guard of Ukraine. The directions of further scientific research will be aimed at improving the model of professionally trained sergeant and senior officers of the National Guard of Ukraine. ; В статті піднято питання актуалізації професійного розвитку сержантського та старшинського складу Національної гвардії України. Встановлено, що основними проблемами низького рівня укомплектованості посад сержантського та старшинського складу є трудова міграція громадян України, демографічна криза, низький рівень грошового забезпечення військовослужбовців, великий обсяг службового навантаження, зниження престижу військової служби та ін. Вагомою причиною також є відсутність ефективної системи розвитку професійного сержантського та старшинського складу. В роботі визначено, що у дослідженнях питань ефективності розвитку професійного сержантського та старшинського складу актуальності набуває нормативно-правове врегулювання кадрового забезпечення цього процесу. Концептуальні нормативно-правові акти повною мірою розкривають проблемні питання та напрями їх вирішення щодо кадрового забезпечення розвитку професійного сержантського та старшинського складу. Однак вони визначають тільки основні напрями становлення професійного сержантського і старшинського складу Національної гвардії України, а практична реалізація зазначених заходів реалізується відповідними нормативно-правовими актами практичного спрямування, що наразі є мало розробленими. В статті обґрунтовано структуру нормативно-правового забезпечення щодо регламентації питань професійного розвитку сержантського та старшинського складу. Дослідженням встановлено, що частиною цієї структури є аналітичні щорічні нормативно-правові акти. Однак, вони не надають інформацію щодо забезпечення розвитку професійного сержантського складу Національної гвардії України. Напрями подальших наукових досліджень будуть спрямовані на удосконалення моделі професійно підготовленого сержантського та старшинського складу Національної гвардії України.
