Abstract

Allocated and analyzed theoretical and applied aspects of the dialogue of the public authorities of the territorial community, analyzed the reasons for the lack of public interest in the dialogue interaction, direct and indirect forms of participation of members of local communities in management. One of the defining features of a democratic, social and legal state is the availability of full local self-government. Through this managerial institute, a dialogue of power with the territorial community and directly with the personality is realized.If we talk about the latest approaches to the disclosure of the term "local government", then it should be noted that they are usually based on the normative definition contained in the European Charter of Local Self-Government. So, according to Art. 3 of the European Charter, "local self-government" means the right and ability of local authorities, within the law, to regulate and manage a significant proportion of public affairs that falls within their competence in the interests of the local population; this right is exercised by councils or assemblies whose members are freely elected by secret ballot on the basis of direct, equal, universal suffrage and which may be subject to executive power. This provision in no way interferes with the use of citizens' meetings, referenda, or any other form of direct participation of citizens, if permitted by law.
