Bessarabian province in the military-strategic planning of Russia on the eve of the First World War ; Бессарабська губернія у військово-стратегічному плануванні Росії напередодні Першої світової війни

Abstract

In the late ХІХ century Bessarabia, which at that time was part of the Russian Empire,became the object of foreign claims of the Romanian kingdom. The reason was thepredominance in this region of the Moldavian population that Romanians considered part oftheir ethnic group. The situation was worsened by the support from Russia Slavic Balkancountries with which Romania was in constant confrontation. These factors contributed to thetension of the relations between Bucharest and St. Petersburg on the eve of the First World War.This situation pushed Romanians to converge with opponents of the Russian Empire. This madeRomania (along with Germany and Austria- Hungary), the main potential enemy of the RussianEmpire in the coming war. According to these considerations, the Russian General Staffdeveloped plans for military campaigns. Each of the front-line regions was given a special rolein the strategic deployment. One of these was the Bessarabia Governorate. Proximity to theRomanian border and the presence of landlocked led to certain measures of concentration ofmilitary formations in this area compared to other provinces of the empire. June 26, 1910 theEmperor signed the "Tasks for the commanders of the troops in case of war with the states of theTriple Alliance", which were made in accordance with the mobilization schedule 1910. In thisdocument 7th Army, formed of the Odessa Military District troops, was located in Bessarabia.Its task was to cover the left flank of the Russian troops on the western border, the defense of theBessarabian border, opposition to the Romanian hypothetical aggression and defense of theBlack Sea. In comparison with other armies that unfolded along the western border, 7th Army inBessarabia was the least numerous. This was because in the plans of the Russian General Staff itwas given the her secondary role addition, the Russian generals rightly considered Romanianarmy as much weaker than the Austro- Hungarian and, especially German one. Furtherdevelopment of the war plans (in 1912 and 1913) changed slightly the overall deployment anddistribution of the Russian forces along the western border of the empire. Thus, the role of the7th Army remained unchanged. ; У статті розглянуто питання розробки Російським Генеральним штабом планівстратегічного розгортання військ на передодні Першої світової війни. В цей час Румунія(поряд з Німеччиною та Австро-Угорщиною) була головним потенційним ворогом дляРосійської імперії. Відповідно до цих міркувань російський генштаб розробив планивійськових кампаній. Кожному з прифронтових районів Росії відводилась особлива роль устратегічному розгортанні. Одним з них була Бессарабська губернія. Близькість дорумунського кордону та наявність виходу до моря зумовили певні особливостізосередження військових формувань на цій території в порівнянні з іншими губерніямиімперії. 26 червня 1910 р. російський імператор підписав «Завдання командуючимвійськами на випадок війни з державами Троїстого союзу», складені відповідно домобілізаційного розкладу 1910 р. За цим документом в Бессарабії розміщувалась 7-аармія, що формувалася з військ Одеського військового округу. Її завдання було прикриттялівого флангу російських військ на західному кордоні, оборона бессарабського кордону,протидія гіпотетичній агресії Румунії та захист узбережжя Чорного моря. Порівняно зіншими арміями, які розгортались уздовж західного кордону, 7-а армія в Бессарабії буланайменш чисельною. Це пояснюється тим, що в планах російського генштабу їйвідводилась другорядна роль. Крім того, російський генералітет справедливо розглядаврумунську армію як значно слабшу за австро-угорську і, тим паче, німецьку. Подальшарозробка планів війни (в 1912 та 1913 рр.) дещо змінювала загальну дислокацію тарозподілення російських сил уздовж західного кордону імперії. При цьому, роль 7-ї арміїзалишалася незмінною.
