НАУЧНАЯ ДИПЛОМАТИЯ: ИЗМЕРЕНИЯ И ПРАКТИКИ
Abstract
В данной статье предпринята попытка раскрыть содержание сравнительно молодого понятия «научная дипломатия», которое включает в себя сразу три измерения (science in diplomacy, diplomacy for science, science for diplomacy), а также выделить ключевые практики всех трех измерений научной дипломатии. Автор выделяет следующие ключевые практики, иллюстрирующие три измерения научной дипломатии: выработку рекомендаций в рамках целей международной политики (science in diplomacy); упрощение процесса международного научного сотрудничества (diplomacy for science); использование научных альянсов в целях улучшения международных отношений между странами (science for diplomacy). Автор проводит системный анализ этих практик и дает обобщенную характеристику их результативности и эффективности.В статье анализируется опыт международного взаимодействия ученых посредством личной инициативы, а также под эгидой национальных научных фондов и иных объединений, таких как AAAS, ГИС или LIGO. Научные фонды и объединения стали платформой для изучения практик первого и второго изме-рений научной дипломатии «науки в дипломатии», «дипломатии для науки». Особое внимание уделено манифесту Рассела-Эйнштейна, положившему начало Пагуошскому движению ученых и, соответственно, развитию такого измерения, как «наука для дипломатии». Встречи ученых, проходящие в рамках движения, вносят значительный вклад в развитие международного научного сотрудничества и создают предпосылки для улучшения политического климата.Автор предлагает в качестве знакового примера третьего измерения научной дипломатии рассмотреть деятельность Союза обеспокоенных ученых Union of Concerned Scientists, который был основан в 1969 году преподавателями и студентами Массачусетского технологического института.Особое внимание уделено и периодизации развития научной дипломатии, так как автор делает вывод, что именно после Второй мировой войны сами ученые стали активно участвовать в урегулировании международных конфликтов и оказывать влияние на внешнюю политику в качестве акторов меж-дународных отношений. ; This article attempts to reveal the contents of a relatively young concept of "scientic diplomacy", which includes three dimensions (science in diplomacy, di-plomacy for science, science for diplomacy), as well as to identify key practices of all three dimensions of science diplomacy. The author identies key practices that illustrate the three dimensions of science diplomacy: development of recommenda-tions to the international policy objectives (science in diplomacy); simplication of the process of international scientic cooperation (diplomacy for science); the use of scientic alliances in order to improve international relations between countries (science for diplomacy). The author carries out a systematic analysis and gives a generalized description of their eectiveness and eciency.The article analyzes the experience of the international cooperation of scientists through personal initiative and under the auspices of the National Science Foun-dation and other associations, such as the AAAS, GIS or LIGO. They have become a platform for studying the practices of the rst and second dimensions of science diplomacy "science in diplomacy" and "diplomacy for science."Particular attention is paid to the Russell-Einstein Manifesto, which initiated the Pugwash Conferences on Science and World Aairs, and, accordingly, the devel-opment of such a dimension as a "science for diplomacy". Date of scientists who are in the movement, make a signicant contribution to the development of international scientic cooperation and create conditions to improve the political climate.The author proposes as a landmark example of the third dimension of science diplomacy consider the Union of Concerned Scientists Union of Concerned Scien-tists, which was founded in 1969 by faculty and students at MIT.Also, special attention is paid to the periodization of the development of science diplomacy, as the author concludes that it was after World War II, when scientists themselves have become actively involved in the resolution of international conicts and received an impact on foreign policy as the actors of international relations.
