МОДЕРНИЗАЦИЯ РЕГИОНАЛЬНОГО УПРАВЛЕНИЯ ЗАБАЙКАЛЬСКОГО КРАЯ ПО НАЗНАЧЕНИЮ ГУБЕРНАТОРА Н. Н. ЖДАНОВОЙ

Abstract

Рассмотрена специфическая роль региональной политической системы как важнейшего агента в системе отношений «государство общество» на периферии. Выявлено, что в современных российских условиях региональная политическая власть является проводником государственной политики и реализации общенациональных интересов на местном уровне; она вносит значительный вклад в сохранение и укрепление региональной идентичности нередко за счет демонстративного противопоставления местных интересов и специфики общенациональным. Модернизация предполагает реформирование федерального и регионального управления с учетом 85 субъектов Российской Федерации. Модернизация касается улучшения имиджа государственной службы и совершенствования предоставления государственных услуг. Отмечено, что 18 сентября 2016 г. в крае состоялись выборы губернатора Забайкальского края, победу на которых одержала Н. Н. Жданова (165 472 голосов 54,39 %). После вступления в должность губернатор выдвинула ряд инициатив по изменению (оптимизации) структуры органов власти края и порядка принятия региональных политических решений. Представлена обновленная структура исполнительных органов государственной власти Забайкальского краяThe relevance of the article is determined by specific role of regional political system as the most important part of the «state-society» system of relationships on the periphery of the country. In modern Russia regional political power is the conductor and implementer of national interests at the local level. It makes a great contribution to conservation and reinforcement of regional identity, sometimes by demonstrative opposition of local interests to the national ones. The modernization proposes the reform of the federal and regional governments with consideration of 85 subjects of the Russian Federation. The modernization involves also the improvement of quality and image of the public services. It is noted that оп 18 September of 2016 the election of the Transbaikal region's Governor was held. N. N. Zhdanova has won (165 472 votes 54,39 %). After introduction into the post the governor has put forward a number of initiatives to change (optimization) of structure of the regional government and the way of political decisions adoption. For example, the changes will affect the Transbaikal government where the ministers were proposed to be deleted from the staff. Also, the bill «On amendments to the law of Transbaikal territory» «On the Transbaikal territory government» suggests that the government will be able to deal with different issues on meetings as well as to take decisions without convening one. According to the governor's decree a renewed structure of the Transbaikal Region executive bodies is presented
