РУССКАЯ ПРАВОСЛАВНАЯ ЦЕРКОВЬ И ВЛАСТЬ В ВОСТОЧНОМ ЗАБАЙКАЛЬЕ В СОВЕТСКОЕ И ПОСТСОВЕТСКОЕ ВРЕМЯ: ГРАНИ ВЗАИМОДЕЙСТВИЯ

Abstract

Анализируются различные аспекты взаимодействия православной церкви и светской власти на территории Восточного Забайкалья в советский и постсоветский период исторического развития региона. Дается краткая характеристика предшествующего времени в разрезе анализируемых вопросов. Определяется степень изученности проблемы на сегодняшний день. Отмечается, что, в отличие от ряда иных регионов Российской Федерации заявленная в названии проблематика не получила должного освещения в работах исследователей, что определяет актуальность работы. Наряду с этим оговаривается, что для наиболее полного раскрытия темы требуется введение в научный оборот новых архивных данных. Автор делает попытку определить, в каких именно сферах происходило взаимодействие Русской Православной Церкви и органов советской, а затем постсоветской власти. Происходившие процессы рассматриваются в контексте общегосударственных тенденций. Характеризуется система органов регистрации и контроля над деятельностью религиозных организаций в советский период, а также органы власти, которые занимаются данными вопросами в Российской Федерации. С учетом проблемного поля статьи особое внимание уделено региональному компоненту, деятельность органов власти характеризуется через призму государственной религиозной политики. Делается вывод о значительной степени влияния советской власти в регионе на существование и деятельность православной церкви и о наличии определенного взаимодействия власти и РПЦ в постсоветское время. Отмечается, что на современном этапе существует необходимость совершенствования системы взаимодействия органов государственной и муниципальной власти Российской Федерации и Русской Православной Церкви, причем как на федеральном, так и на региональном уровнях. Наряду с этим, требуется дальнейшее изучение рассматриваемого в статье аспекта, с одной стороны, в связи со слабой его изученностью, с другой для создания научно обоснованного представления об эффективной модели взаимодействия ; The article analyzes various aspects of cooperation between the Orthodox Church and secular authorities in the territory of Eastern Transbaikalia in the Soviet and post-Soviet period the historical development of the region. Brief characteristic of the preceding period in the context of the analyzed issues is given. The degree of knowledge of the problem to date is determined. Along with this, it is stipulated that, for the most complete disclosure of the topic, the introduction into scientific circulation the new archival data is required. The author makes an attempt to determine in what areas there was an interaction of the Russian Orthodox Church and the Soviet authorities, and then post-Soviet government. The occurring processes are considered in the context of national trends. A system of registration and control over the activities of religious organizations during the Soviet period is characterized, as well as the authorities who have addressed these issues in the Russian Federation. According with the given problem of the article, the emphasis is made on the regional component, activities of the authorities which are characterized through the prism of state religious policy. The conclusion about significant influence of the Soviet power in the region to existence and activity of the Orthodox Church and the presence of a certain interaction between the authorities and the Russian Orthodox Church in post-Soviet times is made. It is noted that at the present stage there is a need to improve the system of interaction of state bodies and municipal authorities of the Russian Federation and the Russian Orthodox Church, both at the Federal and regional levels. In addition, further exploration of the article of the aspect is required, on the one hand in connection with its weak knowledge, on the other, to create scientifically-based ideas about effective model of interaction
