ГОСУДАРСТВЕННАЯ СТРАТЕГИЯ ЭКОНОМИЧЕСКОЙ БЕЗОПАСНОСТИ РФ: ЦЕЛИ, ЗАДАЧИ, ПРИНЦИПЫ

Abstract

Российская Федерация испытывает непростой исторический период становления новейших социально-экономических взаимоотношений. Переход к новым формам государственного управления совершается в условиях постоянного недостатка и двойственности правовой основы, регулирующей экономические отношения, отставания законодательства от реально происходящих в мире действий. В международных отношениях Российская Федерация встречается со стремлением промышленно развитых государств, больших зарубежных корпораций использовать обстановку в Российской федерации и странах участниках Содружества Независимых Государств (СНГ) в своих финансовых и политических интересах. Все это без исключения создает особо значительную целеустремленную деятельность по обеспечению финансовой защищенности государства и её граждан на основе общей государственной стратегии. Государственная стратегия экономической безопасности Российской Федерации является сложной составляющей государственной безопасности Российской Федерации в целом. Она нацелена на реализацию экономических переустройств в ближайшие три-пять лет. Государственная стратегия формирует и конкретизирует соответствующие утверждения разрабатываемой концепции национальной безопасности России с учетом государственных заинтересованностей в области экономики. Стратегия экономической безопасности и государственная экономическая политика категории и инструменты государственного регулирования экономики должны находиться во взаимозависимости и взаимодействии друг с другом. С одной стороны, стратегия экономической безопасности часть экономической политики отражает ее стратегические целевые ориентиры, желаемое качество регулируемой макроэкономической системы. С другой стороны, оценки количественных параметров, характеризующие желаемое состояние экономики, определяют ограничения на использование тех методов проведения экономической политики, возможные результаты применения которых способны снизить уровень экономической безопасности. В данной статье рассматриваются основные цели и задачи разработки государственной стратегии экономической безопасности РФ. Представлены принципы в соответствии с которыми разработана государственная стратегия. ; The Russian Federation tests the difficult historical period of formation of the latest social and economic relationship. Transition to new forms of public administration realizes in the conditions of a constant lack and duality of the legal basis governing the economic relations, lags of the legislation from the actions which are really happening in the world. In the international relations the Russian Federation meets aspiration of industrially developed states, big foreign corporations to use a situation in the Russian Federation and the countries participants of the Commonwealth of Independent States (CIS) in the financial and political interests. All this without exception creates especially considerable purposeful activities for ensuring financial security of the state and its citizens on the basis of the general state strategy. The state strategy of economic security of the Russian Federation is the difficult making state security of the Russian Federation in general. It aims at realization of economic reorganizations in the next three-five years. The state strategy forms and concretizes the corresponding approvals of the developed concept of national security of Russia taking into account the state interest in the field of economy. Strategy of economic security and the state economic policy categories and instruments of state regulation of economy have to be in interdependence and interaction with each other. On the one hand, strategy of economic security part of economic policy reflects its strategic target reference points, desirable quality of adjustable macroeconomic system. On the other hand, the estimates of quantitative parameters characterizing desirable state of the economy define restrictions for use of those methods of carrying out economic policy, possible results which applications are capable to reduce the level of economic security. In this article authors considered main objectives and problems of development of the state strategy of economic security of the Russian Federation and presented the principles according to which the state strategy is developed.
