Концепция инновационной системы муниципального образования

Abstract

Дается системное представление о муниципальной инновационной системе, которое опирается на анализ существующих научных взглядов и действующее российское законодательство. Дана характеристика целей, функций и элементного состава системы. Раскрываются основные свойства инновационной системы муниципального образования. Рассмотрена внешняя среда данной системы, включающая ближнее и дальнее окружение. Представлены структура, функции и перечень субъектов каждого элемента муниципальной инновационной системы, в которой реализуется полный цикл инновационного процесса. Отражена взаимосвязь муниципальной инновационной системы с такими подсистемами социально-экономической системы муниципального образования, как финансово-экономическая, производственная, муниципального хозяйства, социальная, административно-политическая. Уточнены факторы, которые необходимо учитывать при выборе методов управленческого воздействия на инновационные процессы в муниципальном образовании. Показана система управления инновациями в муниципальном образовании, действующая в рамках муниципальной инновационной системы, а также сам процесс управления инновациями от постановки инновационных целей и определения стратегических направлений развития муниципального образования до оценки состояния инновационной сферы муниципального образования и эффективности управления ею. Разработанная концепция муниципальной инновационной системы позволяет сделать вывод о том, что в современных условиях она является ключевым фактором и базисом для перевода экономики современных муниципальных образований на инновационный тип развития. ; The paper considers the municipal innovation system, which is based on the analysis of the existing scientific views and actual Russian legislation. The characteristic of the objectives, functions and element composition of the system is given. The basic properties of the innovation system of the municipality are disclosed. The external environment of the system, including close and far surroundings, is considered. The structure, functions and a list of the entities of each element of the municipal innovation system, which is implemented in the full cycle of innovation, are presented. The relationship of municipal innovative system with the subsystems of such social and economic system of the municipality as financial and economic, industrial, municipal services, social, administrative and political, is demonstrated. The factors that must be considered when selecting the methods of administrative influence on the innovation processes in the municipality are specified. The system of innovation management in the municipality, operating within the municipal innovation system, as well as the process of innovation management from setting innovative goals and determination of the strategic directions of the development of the municipality to the assessment of the innovative sphere of the municipality and the effectiveness of its management is shown. The developed concept of the municipal innovation system leads to the conclusion that in modern conditions it is a key factor and basis for transfer the economy of the present municipality to the innovative type of development.
