АДАПТАЦИОННЫЕ МЕХАНИЗМЫ РЕГУЛИРОВАНИЯ СОЦИАЛЬНО-ЭКОНОМИЧЕСКОГО РАЗВИТИЯ РЕГИОНОВ В УСЛОВИЯХ ИНТЕГРАЦИИ В МИРОВОЕ ЭКОНОМИЧЕСКОЕ ПРОСТРАНСТВО

Abstract

Адаптация регионов России к условиям членства в ВТО связана с целым рядом проблем, решить которые предстоит в ближайшее время. Одна из них согласованность и координация действий федеральной, региональной и местной власти. При этом, меры, принимаемые на уровне субъекта федерации, будут уникальны для каждого региона и должны разрабатываться с учетом специфики влияния условий членства в ВТО. В работе раскрыт пошаговый алгоритм разработки территориальной экономической политики адаптации к условиям ВТО с учетом специфики регионов. Его особенность заключается в использовании прогнозных оценок последствий вступления Российской Федерации в ВТО, скорректированных с учетом структуры валового регионального продукта. Первой процедурой является определение типа региона по влиянию условий членства в ВТО и соответствующего ему характера адаптационной политики по авторской методике. Тип региона по влиянию условий членства в ВТО устанавливается в зависимости от значения структурно-динамического коэффициента влияния условий членства ВТО на ВРП региона. По значению индекса можно установить направленность воздействий условий ВТО на региональную экономику: позитивные; нейтрально-позитивные; нейтральные; нейтрально-негативные; негативные. Следующим шагом является дифференциация видов экономической деятельности по значимости для региона и направлению влияния условий ВТО. В основу такой дифференциации положено значение коэффициента влияния условий ВТО на развитие отдельных отраслей регионального хозяйственного комплекса, показывающих вектор и степень воздействия. Далее осуществляется процедура разработки специфических для региона мер территориальной экономической политики по смягчению негативных последствий вступления в ВТО. Завершающим этапом разработки территориальной экономической политики по смягчению негативных последствий вступления в ВТО является разработка специфических для региона мер по усилению положительного эффекта от вступления в ВТО. Реализация предложенного алгоритма позволяет отобрать приоритетные виды экономической деятельности региона для включения в программы адаптации с целью усиления положительного эффекта от международной экономической интеграции, а также смягчения ее отрицательных последствий. ; Adaptation of regions of Russia to conditions of WTO membership connects with a number of problems, which is necessary to solve soon. One of them is coherence and coordination of actions of federal, regional and local government. Thus, the measures taken at the level of the subject of federation will be unique for each region and have to take into account specifics of influence of conditions of WTO membership. In work authors opened the step-by-step algorithm of development of territorial economic policy of adaptation to conditions of the WTO taking into account specifics of regions. Its feature consists in use of projections of the consequences of the entry of the Russian Federation into the WTO corrected taking into account structure of a gross regional product. The first procedure is definition like the region on influence of conditions of WTO membership and the character of adaptation policy on an author's technique corresponding to it. The region type on influence of conditions of WTO membership establishes depending on value of structural and dynamic coefficient of influence of conditions of membership of the WTO on region GRP. On value of an index it is possible to establish an orientation of impacts of conditions of the WTO on regional economy: the positive; the neutral and positive; the neutral; the neutral and negative; the negative. The following step is differentiation of types of economic activity on the importance for the region and to the direction of influence of conditions of the WTO. Value of coefficient of influence of conditions of the WTO on development of the separate branches of a regional economic complex showing a vector and extent of influence is the basis for such differentiation. Further there is a procedure of development of measures of territorial economic policy for mitigation of negative consequences of accession to WTO, specific to the region. The final stage of development of territorial economic policy on mitigation of negative consequences of accession to WTO is a development of measures for strengthening of a positive effect, specific to the region, from accession to WTO. Realization of the offered algorithm allows to select priority types of economic activity of the region for inclusion in programs of adaptation for the purpose of strengthening of a positive effect from the international economic integration, and also mitigation of its negative consequences.
