НЕКОТОРЫЕ ВОПРОСЫ УКРЕПЛЕНИЯ ВЛАСТНОЙ ВЕРТИКАЛИ В РФ

Abstract

В статье предпринята попытка выявить и проанализировать некоторые ключевые факторы и механизмы обеспечения единства и жизнеспособности российской государственности на принципах федерализма. Показано, что такая цель может быть достигнута лишь в том случае, если разделение полномочий и взаимосвязь между различными ветвями власти по горизонтали дополняются разделением предметов ведения между различными уровнями органов государственной власти по вертикали. Обоснован тезис, согласно которому федерализация, автономизация или какая-либо иная форма децентрализации не могут служить фактором подрыва единства, фрагментации или распада государства. Они не исключают, а дополняют друг друга, укрепляя тем самым властную вертикаль, и в совокупности обеспечивают государственное единство. ; The article attempts to identify and analyze some of the key factors and mechanisms to ensure the unity and vitality of the Russian state on the principles of federalism. It is shown that this objective can be achieved only if the separation of powers and the relationship between the different branches of government are supplemented by horizontal division of competence between the different levels of the vertical line of state power. The author substantiates the thesis that federalization, autonomization or some other form of de-centralization cannot be a factor in undermining the unity, the fragmentation or disintegration of the state. They do not exclude, but complement each other, thereby strengthening the vertical line of power; and their combination provides the unity of the state.
