ОБЩИЙ АНАЛИЗ СОДЕЙСТВИЯ ПРАВИТЕЛЬСТВЕННЫМИ И КОММЕРЧЕСКИМИ ОРГАНИЗАЦИЯМИ КНР МИГРАЦИИ НАСЕЛЕНИЯ КИТАЯ В РОССИЙСКУЮ ФЕДЕРАЦИЮ

Abstract

В статье проводится общий анализ регулирования и стимулирования Правительством Китайской Народной Республики миграции населения Китая за рубеж в общем, и в Российскую Федерацию в частности. Автором рассмотрены меры стимулирования и поддержки средних и крупных предприятий Китая, проанализирована стратегия Китайской Народной Республики «идти во вне» и выделены ведущие отрасли экономики, которые Правительство Китайской Народной Республики определяет, как приоритетные для международного сотрудничества. Также в статье рассмотрены отличительные особенности «китайской» миграции и выявлены различия миграции на протяжении 1990-2000-х годов, выявлены специфические черты в отдельные отрезки времени. Кроме того, автор рассмотрел и выделил позитивные и негативные эффекты от миграции населения Китая в Россию, как для Российской Федерации, так и для Китайской Народной Республики, включающие в себя социально-экономические, геополитические и демографические эффекты. На основании этого в работе делается вывод о том, что создание совместных предприятий, с участием китайского капитала, на основе кооперации, может стать одним из возможных путей решения проблемы нелегальной «китайской» миграции и легализацией предпринимательской деятельности в Российской Федерации. ; The article presents a general analysis of regulating and stimulating China''s human migration abroad in general and to the Russian Federation in particular by the government of the People''s Republic of China. The author considers the stimulus moves and supportive measure of the medium and large enterprises in China, analyzes the People''s Republic of China strategy "go to the outside" and highlights the leading sectors of economy, which the government of the People''s Republic of China defines as priority ones for international cooperation. The article also examines the outstanding features of the "Chinese" migration and reveals the migration differences over the period of 1990-2000s and the specific features in the certain periods of time. The author also considered and identified the positive and negative effects of the human migration of China to Russia, both for the Russian Federation and for the People''s Republic of China, which include the socio-economic, geopolitical and demographic effects. On this basis, the article presents a conclusion that the creation of joint enterprises with the participation of the Chinese capital on the basis of cooperation may be one of the possible ways for solving problem of illegal "Chinese" migration by means of legalization of business activities in the Russian Federation.
