Abstract

Проблема повышения эффективности системы государственного управления актуальна для многих стран мира. Решение данной проблемы неразрывно связано с совершенствованием системы оценки территориальной эффективности деятельности региональных элит анализом применяемых методик оценки и разработкой новых критериев территориальной эффективности региональных элит. В данной статье приведены выводы, полученные в результате анализа различных применяемых в настоящее время методов оценки эффективности региональных органов исполнительной власти. Предложена и апробирована авторская экономико-географическая методика оценки территориальной эффективности деятельности региональных элит России. ; The problem of increase of effectiveness of public administration system is relevant to many countries of the world. Solution is inseparably linked with enhancement of the assessment system of territorial effectiveness of activity of regional elites the analysis of the applied assessment techniques and development of new criteria of territorial effectiveness of activity of regional elites. Analysis of independent expert, sociological, statistical, and the combined ratings of the effectiveness of regional elites show that the subjectivity and relying on the results of opinion polls are the major weaknesses of such ratings. The author's economic-geographical technique of territorial effectiveness assessment of activity of Russian regional elites is based on the using of the integrated quantitative socio-economic indicators as the most objective scientific direction in evaluating the effectiveness. As the integrated indicators of effectiveness of activity of the elite that are both factors of influence on other economic, social and political indicators, we offer: level and dynamics of labor productivity, investment effectiveness, unemployment, poverty, budget balance. Values of indicators of unemployment and poverty are measured and published by Rosstat. The values of labor productivity, investment effectiveness and budget balance are based on the author's technique of calculating. The calculation of territorial effectiveness for the integrated indicators allows making groups and defining types of territorial effectiveness of Russia's regional elites. The dynamics of values of these indicators reveals territorial and structural trends, priority directions of increase of territorial effectiveness of regional elite.
