ФАКТОРЫ УСТОЙЧИВОСТИ СЕЛЬСКОХОЗЯЙСТВЕННОГО ПРОИЗВОДСТВА РЕГИОНА

Abstract

Финансово-экономические факторы предусматривают цели и меры реализации региональной аграрной политики по обеспечению сбалансированного и устойчивого развития аграрного потенциала региона и рациональное эффективное использование природных ресурсов. Политические факторы определяются целями и мероприятиями по решению задач аграрной политики и социального обеспечения сельских поселений, защите экономических интересов региона и сельских товаропроизводителей, включая малое предпринимательство, инновационные и инвестиционные структуры и проекты. Социальные факторы связаны с созданием условий для устойчивого развития сельских поселений, повышения занятости и благосостояния населения, с решением кадровых вопросов регионального АПК. Экологические факторы определяются решением задач рационального природопользования, охраны окружающей природной среды, производства экологически чистой продукции. То есть эффективность функционирования регионального АПК предлагается рассматривать исходя из целостности социально-экономической системы региона как части экономической системы страны, специфических особенностей решения политических, финансово-экономических, социальных и экологических задач региона и сельских поселений. ; Financial-economic factors stipulate the objectives and measures of implementation of the regional agrarian policy to ensure balanced and sustainable development of the agricultural potential of the region and the rational and efficient use of natural resources. Political factors are defined objectives and outputs according to the decision of problems of an agrarian policy and social security of rural settlements, the protection of the economic interests of the region and the rural producers, including small business, innovation and investment patterns and projects. Social factors connected with the creation of conditions for sustainable development of rural settlements, employment and welfare, with the decision of personnel questions of the regional agroindustrial complex. Environmental factors are determined by the decision of tasks of rational nature use, environmental protection, production of ecologically clean products. That is, the efficiency of functioning of the regional agrarian and industrial complex it is proposed to consider on the basis of the integrity of a socio-economic system in the region as part of the economic system of the country, specific features of the solution of the political, financial and economic, social and environmental problems of the region and rural settlements.
