ХАРАКТЕРИСТИКА ОТВЕТСТВЕННОСТИ ОРГАНОВ И ДОЛЖНОСТНЫХ ЛИЦ МЕСТНОГО САМОУПРАВЛЕНИЯ ПЕРЕД ГРАЖДАНАМИ

Abstract

В данной статье рассматривается вопрос ответственности органов и должностных лиц местного самоуправления перед гражданами, её правовой характеристики, определения её места и роли в системе видов юридической ответственности соответствующих органов и должностных лиц. Предлагается вывести за рамки правового поля понятие «ответственность перед населением» и применять его только в политическом или социальном смысле, заменить его в юриспруденции понятием «ответственность перед гражданами». ; The problem of responsibility of authorities and officials of local government to the citizens, its legal characteristics, determination of its place and role in the system of types of legal responsibility of relevant authorities and officials is considered in the article. It is suggested that the notion «responsibility to the population» would be turned out of the framework of legal sphere and used only in the political or social sense and be replaced in the jurisprudence by the notion of «responsibility to the citizens».
