В статье на основе архивных материалов рассматриваются основные мероприятия по проведению губернской реформы 1895 г. в Западной Сибири, проекты административных преобразований, делается вывод о кризисе системы управления и необходимости расширения полномочий местных органов власти для повышения эффективности управления ; The main actions of the government reform of 1895 in Western Siberia and the projects of administrative reorganizations are considered on the basis of archive materials in this paper.
