ОРГАНИЗАЦИОННЫЕ ИНСТИТУТЫ ОБЩЕСТВЕННОГО ПРЕДСТАВИТЕЛЬСТВА В СИСТЕМЕ МУНИЦИПАЛЬНОЙ ПРЕДСТАВИТЕЛЬНОЙ ДЕМОКРАТИИ

Abstract

В статье предложено авторское обоснование понимания муниципальной представительной демократии как системы, обеспечивающей формирование и выражение местными сообществами своих интересов через представительство в рамках не только публично-властных муниципальных институтов, но и иных, общественных организаций (органов, объединений). Рассматриваются вопросы совершенствования законодательной основы общественного представительства в условиях развивающегося местного самоуправления. ; In this article author represents her scientific substantiation of understanding of the municipal representative democracy as the system, which provides formation and expression of the local community interests and concerns by means of its representation not only in frameworks of governmental (municipalpower) institutions, but also in societal (nongovernmental) organizations (bodies, associations). In this scientific article the issues of improving of the legislative groundwork of societal representation are considered in the current conditions of developing of the local self-government.
