Abstract

The article is devoted to the main problems of the Japanese small business in debt-financing. The content of article proves that small companies in Japan became the victims of the lending policy of financial institutes (especially banks) called "kashishiburi" which includes such measures as recalling and cutting back the loans and reluctance to lending in general. This policy spoiled traditional practice of continuously renewed short-term loans as form of the long-term outside financing. A proper attention is paid to such problems of small enterprises as shortage of fixed property in case of borrowing on mortgage, difficulties in paying off the loans by raising capital, and also to the role of the small business' credit Assosiations. The article also describes the remarcable activities of Japanese consumer finance companies in lending small business, and cases of illegal lending in "black market".
