ОРГАНИЗАЦИЯ ПОВЫШЕНИЯ КВАЛИФИКАЦИИ ДИРЕКТОРОВ ШКОЛ С ПОЗИЦИЙ РЕАЛИЗАЦИИ ПРОЕКТОВ МОДЕРНИЗАЦИИ ОБРАЗОВАНИЯ
Abstract
Статья является частью исследования проблемы повышения квалификации руководителей школ в свете требований национальной образовательной политики. Рассматриваются подходы к комплексной организации этого процесса с позиций формирования современных управленческих компетенций. ; There are many changes in the modern system of education. Since 2005 the President's National project Education has been released. It was developed to support the best teachers and schools that use innovative educational programs, to adopt elements of new management approaches as a mass practice. During 2007-2009 new complex projects started in 31 Russian regions. Their main goals were to provide all the pupils in every region opportunity to get education of high quality, to introduce a new system of payment for workers in the educational sphere, to upgrade local educational infrastructures. In 2010 the National Educational Initiative Our School was established. It focused on the advance of school infrastructure, students' health, talented children's support, inclusion of social participation in the educational process. At present, there is a Federal Target Program for 2011-2015 aimed at easily accessible high quality education. It is evident that such projects are targeted at solving problems of the country's strategical development, which means that one of the main links in the chain between government and school team is the school head. As a manager, he plays a great role in coordination and innovation of the educational process in school. It means that modern projects and approaches require new competences from the school head. To measure managerial efficiency, a complex competence approach was developed, which tests a range of skills. That is why the question of specialized training for the heads of educational structures is very urgent. To understand the demand and needs in this sphere a special research was carried out. It included surveying and interviewing of school heads. The form included questions about the management system in school, teachers' opportunities to upgrade their professional level, real life examples, about coordination with universities and their professional teams. The results were substantial, they helped to understand the situation with the school personnel better. There are psychological, financial problems, needs in management knowledge and better understanding of the government demand. All the conclusions are described in details in the article. To sum up, the research describes problems and necessities of school management. According to the data, professional development courses must provide better understanding between both sides the school and the government and authors of modernization projects. The article describes crucial points and conditions of school heads' education. It also shows the currency of upgrade courses development for reaching global goals.
