ВНУТРИЭЛИТНЫЙ КОНСЕНСУС В РОССИЙСКОЙ ФЕДЕРАЦИИ: ЭТАПЫ ФОРМИРОВАНИЯ

Abstract

Предлагается авторская версия процесса становления и развития правящей элиты в РФ с 1991 г. в контексте политических и экономических трансформаций страны. В частности, исследуются проблема общественного «запроса на модернизацию» и ответы на него различных элитных групп. Более того, автор делает вывод о том, что смена элитных «пластов» происходила вследствие актуализации того или иного модернизационного варианта, не обязательно напрямую коррелирующего с требованиями классического «демтранзита». Реализация реформаторского сценария 1990−2000-х годов рассматривается сквозь призму конкуренции сторонников «отраженной» и «спонтанной» модернизации, которая завершилась компромиссом в рамках концепта «суверенной демократии». Если на первом этапе постсоветских преобразований преимущество было за первыми, то позже, особенно с 1999 г., захватывают лидерство вторые. Это явилось следствием как изменения общественных настроений, так и смены мировоззренческих приоритетов российской элиты. В итоге понятие «либерализация» уступает место терминам «технологическое обновление» и «инновационность», которые не несут особой политической нагрузки. ; The author gives his own version of the process of restoration and development of the ruling elite in RF since 1991 in the context of political and economic transformations of the country. The author makes a particular observation of the issue of public "request for modernization" and response to it from different elite groups. Moreover, the author resumes that the shift of the elite strata took place due to the actualization of this or that modernization variant which shouldn't necessarily correlate with the demand of the classical "democratic transit". The author also considers the reform scenario in 1990-2000 through the prism of competition between the advocates of the "reflected" and "spontaneous" modernization. On the first stage of the post-soviet transformations the first ones had a better hand, but later, especially since 1991 the second ones took the leadership. This became a consequence both of the shift in public mood and in ideological priorities of the Russian elite. As a result the notion "liberalization" gives way to the notions "technological renewal" and "innovativeness" that do not have a specific political capacity.
