Abstract

Процесс европейской интеграции «бросает вызов» традиционной дипломатии на трёх уровнях: 1) на внутриевропейском уровне двусторонних отношений; 2) на уровне многостороннего формата Совета ЕС; 3) на уровне возникшей способности ЕС устанавливать дипломатические отношения с третьими странами. Автор ставит перед собой задачу рассмотреть изменения, происходящие в развитии дипломатии, на примере внутриевропейского уровня двусторонних отношений. В статье, в частности, оценивается, является ли присутствие традиционных посольств и дипломатических миссий стран-членов внутри ЕС остаточным явлением, которое не несёт никакой смысловой нагрузки и функций, или они приспособились к новым требованиям политической среды Европейского Союза. ; The institute of traditional diplomacy is challenged by the European integration at the three levels: 1) at the level of intra-European bilateral relations between member states; 2) at the level of such a multilateral forum as the Council of Ministries of the EU; 3) at the level of emerging capacity of the European Union to establish external relations with third countries. The issues that are highlighted in this article concern the first level of intra-European bilateral relations. Notwithstanding the establishment of European External Action Service, national embassies (both inside and outside the EU) still continue to exist on a par with European structures such as Delegations of the European Union or Permanent Representations of member states in Brussels. The article, in particular, assesses whether continued presence of bilateral embassies within the European Union is residual, or whether they are adapting their role to new requirements in the EU policy environment.
