Российская научная политика в условиях кризиса

Abstract

Статья посвящена анализу правительственных мер в области научной политики, реализовывавшихся в период экономического кризиса. Специальное внимание уделено работе Комиссии по модернизации и технологическому развитию экономики России, мерам по поддержке вузовской науки, малого наукоемкого бизнеса и изменениям в кадровой политике. Показано, что специфических мер противодействия кризису в сфере науки практически не появилось, развивался подход, направленный на совершенствование работы уже созданных институтов и инструментов. Правительство усилило вмешательство в сферу науки, одновременно сократив бюджетное финансирование. Отсутствие антикризисной научной политики привело к снижению финансирования изо всех источников, усилению оттока кадров, снижению инновационной активности. ; This article is devoted to analysing government science policies in a period of economic crisis. Special attention is given to the work of the Commission on modernization and technological development of the Russian economy, to measures supporting research in universities, to small innovative enterprises, and to changes in human resources policy. It is argued that there were no specifi c anti-crisis measures in the area of science, and the government chose to strengthen already existing institutes and instruments. The Russian government has increased its hand-on participation in the scientifi c sphere while decreasing its budgetary support. The absence of an anti-crisis science policy has led to the decrease of fi nancing from all sources, increased the brain drain and led to the weakening of innovation activity.
