La permanence d'une politique publique TIC : de Parthenay, « Ville numérisée » à Parthenay « Ville numérique »

Abstract

This is probably one of the most emblematicRR French experiences regarding the introduction of ICT into urban environments. The project is one of the oldest in Europe. This article deals with the question ofRR permanence of a public policy on ICT. It took ten years for the ICTRR sector to be organized within French spatial collectivities with anRR important rhythm. Three directions are developed in the article. First, showing theRR continuity of the Parthenay policy on ICT. Second, attempting to understand whyRR the system has kept working even if there were decisive modulationsRR modifying the initial spirit. Finally, trying to reportRR the consequences of this project to local, national and EuropeanRR public actions in the creation of an information society modelR R. ; L'itinéraire du projet de ville numérisée à Parthenay est examiné sur une période de dix ans. Il s'agit probablement de la plus emblématique expérience française d'introduction des TIC dans une petite ville marquée par une ruralité environnante et l'une des plus anciennes d'Europe. Au-delà de la simple étude de cas, cet article pose la question de la permanence d'une politique publique dans le secteur des TIC qui, en dix ans s'est structuré au sein des collectivités territoriales françaises à un rythme très soutenu. Trois dimensions sont envisagées. D'abord, montrer la continuité de la politique parthenaisienne en matière de TIC. Ensuite, comprendre les raisons pour lesquelles la démarche s'est effectivement poursuivie, même si cette reprise s'est faite au prix d'inflexions décisives modifiant grandement l'esprit de départ. Enfin, tenter un bilan sur ce que ce projet, dans sa première mais aussi dans sa deuxième génération a apporté à l'action publique locale, nationale et européenne en matière d'édification ...
